Citizens Against Rowdy Motoring (CARM)

Based in Palmerston North, New Zealand, this egroup is for people who are interested in action against rowdy driving in their towns and neighbourhoods.

THE PROBLEM

The culture of deliberately rowdy, "look-at-me" driving includes
blaring exhaust noise during acceleration, violent speeds
regardless of the safety of anyone, and ear-boxing stereo
music from vehicles.

As the cars move round, the noise is imposed on thousands of us, day and night. They do it regardless of anyone's need to have reasonable peace and quiet to relax after work. They do it for fun driving past thousands of our homes, disturbing our quality time with family. They break up sleep. The racket spoils enjoying the otherwise lovely greenspaces and public areas the community has set up for getting together, talking, dating, music, recreation.

GOOD NEWS: YOU CAN REPORT THE COPS AND GET RESULTS

- Note down the plate number, colour, time & place, and a sentence specifiying what the offensive behaviour was.

- At the police station, fill out a 'Traffic Incident' form, asking for exhaust WOF noise test using new Rule 33001/2, to get vehicle muffled properly, to get the driver to quieten the boom box, to put illegally noisy or modified car off the road, issue police warning, etc.

RESULTS SO FAR (2001-2008)

(a) Several hundred police warnings sent to vehicle owners

(b) Numerous defective-exhaust, and unlicensed cars put off the road

(c) Much less public tolerance of abuse from noisemakers, see newspapers.

(d) New law - Land Transport Rule 33001/2

(e) More than 1,000 noisemaker cars impounded by police.
