Report: America's Cup Will Cost SF At Least $128 Million

 
You have to spend money to make money, as the saying goes -- but if San Francisco hosts the 34th America's Cup, the cash-strapped City and County of SF will be an additional $128 million in the red,
according to a report released Thursday. See

Prepared by the independent Budget Analysts' Office at the request of Supervisor Chris Daly, a staunch opponent of the America's Cup, the report estimates that hosting the Cup itself would cost $42.1 million. That figure -- spending by Muni, the Police Department and other city agencies -- includes the estimated "benefit to the economy" of $1.2 billion, which trickles down to $22 million in tax revenue, the report said, which offsets somewhat the total event cost of $64 million.

Granting free leases and exclusive waterfront development rights to BMW Oracle Racing team owner Larry Ellison, a billionaire software developer, would cost the city an additional $86.2 million of lost revenue, the report said. That figure includes any projected tax revenue earned from tithes on potential condos or hotels Ellison might build on Seawall Lot 330 and Piers 30/32.

Hosting the yacht race *could* be even more expensive that that, according to the report. If the Port of San Francisco is forced to issue bonds to finance waterfront improvements, the City will need to find an additional $14.5 million.

This report was based on the October term sheet as well as a regional economic benefit report issued over the summertime by the Bay Area Council. Next week, the Budget Analyst is scheduled to release a second economic impact report based on the host city agreement. But in the meantime, "these numbers are real," Daly said. "It's a huge giveaway [to Ellison]."

"I'm interested in getting the best deal for the city," he added. "And usually, negotiating does not mean giving the other guy [Ellison] the best deal possible."

Mayoral spokesman Tony Winnicker dismissed Daly's criticism and the report, calling it "premature."

"A report is only good as the information on which it is based," said Winnicker, who noted that the second report, due next week, could be more rosy. Winnicker also took the time to blast -- again -- reports that the bid submitted by a mystery port city in Italy doesn't exist, providing to The Appeal a ream of press clippings that purportedly -- we barely speak English, let alone Eye-Talian -- proves otherwise.

Ahoy Members and Friends,
 
More good news in regards to our adopted SS UNITED STATES.
 
I will bring our SS UNITED STATES framed information including the council's plank owner certificate, a copy of the adoption certificate, and model to the luncheon on December 20th. We also have books on her and the Lady in Waiting DVD. The DVD we could possibly play after the luncheon and board of directors meeting for those who can stay.
 
Please, if you as an individual are not a "Plank Owner" come aboard with the council. The calendar is a nice addition to the ship's store inventory.
 
In 2011, with board approval, we will again increase our scheduled activities. One will likely be something in Southern California, another a table gathering at the NLUS National Directors June meeting and a field trip to Philadelphia to see the ship. More on all of this later.
 
Right now, please read the SS UNITED STATES news below and consider supporting the effort to reincarnate her as a living museum and possible hotel and conference center. All so exciting!

Dear SS United States Conservancy Members and Supporters:


Greetings!  We are writing to update you on the latest developments in our efforts to secure the future of our national flagship.  As you know, a generous pledge from Philadelphia philanthropist H. F. "Gerry" Lenfest enabled us to sign an exclusive option agreement to purchase the ship from Norwegian Cruise Line (NCL)/Genting Hong Kong, the vessel's current owners.  The Conservancy is now working hard to fulfill all of the regulatory requirements needed to claim title to the vessel before our option agreement expires on January 31, 2011.


While the Conservancy does not yet hold title to the SS United States, we have been progressing on various fronts.  On Monday, November 22, we will be holding a press conference in Philadelphia at 1:00 pm to unveil the results of a detailed feasibility study, as well as scale renderings and a model, that show how the ship could be the catalyst for an innovative urban redevelopment initiative along Philadelphia's Delaware River.  To read the Conservancy's full media advisory, please click here.

As detailed in an article in today's Philadelphia Inquirer, the Conservancy commissioned Stephen Varenhorst Architects (SVA) and consultant Ken Smukler to conduct the study with support from a generous grant from Philadelphia philanthropist H.F. "Gerry" Lenfest.  The team examined a number of potential locations along Philadelphia's Delaware River and honed in on the "Foxwoods site" between Philadelphia's Reed and Tasker Streets.  The dynamic urban redevelopment initiative envisaged features the SS United States as part of a complex that incorporates hotel space, restaurant offerings, retail and office space, residential development, parkland and a marina, nature reserves, and a casino.  We will seek further feedback on the proposed design from city officials, local community advocates, and design experts.  We will also continue to explore other possible development plans for the vessel, including several in cities other than Philadelphia.


To support this work and our other outreach and preservation efforts, we are  launching a year-end fundraising campaign and membership renewal push.  As you know, our "Save Our Ship" Campaign launched in March was a great success.  It culminated in our July 1 National Flagship Celebration at which we announced that we had received a $5.8 million pledge from philanthropist Gerry Lenfest - enough money to purchase the Big U and maintain her for 20 months.  However, our national flagship still remains in grave danger. The Lenfest gift is the first step of a long journey toward redeveloping the vessel as a stationary attraction.  Much work at significant cost lies ahead of us.  You will soon receive a formal appeal in the mail, and we hope that you will consider supporting us at the highest level you can.  In the interim, please consider making a year-end tax deductible contribution to our ongoing efforts on behalf of the SS United States by becoming a Plank Owner today, or by visiting our online donation page.

The SS United States circa 1955 by George Gaadt

International trade, by its very nature, involves many entities beyond buyer and seller. Each develops their own association or forum to promote and resolve their own issues. The Facilitation Committee of the Marine Exchange of the San Francisco Bay Region is unique in treating all facets of international trade as an interwoven, single entity.

The San Francisco Marine Exchange Trade Facilitation Committee brings together in an informal structure representatives from the USCG, CBP, MARAD, insurers, attorneys, freight forwarders, customs brokers, ports, carriers, stevedores, bankers, Congress, and the Senate. The objective, as stated by its name, is to provide assistance, ease, support, and mitigation; to disentangle, extricate, increase accessibility, manage, influence, and promote.... facilitate trade.

We seek to reconcile issues without compromising objectives and to eliminate errors while finding procedures that will enhance services provided both independently and collectively; we seek to eliminate the question of who is to blame, and replace it with how we facilitate an amicable solution. Communication is the key; this forum encourages an open dialog amongst members with the common goal of facilitating international trade.

The Santa Barbara Navy League attended the christening of the newest U.S. Navy Virginia-class submarine, the Pre-Commissioning Unit (PCU) California (SSN 781) on November 6 in Newport News, Virginia. [link to official photograph]

Lin Graf, President of the Santa Barbara Council plus Dan Branch, National President of the Navy League, United States (NLUS) and his wife, Kathleen; Doug Crawford, Senior Director Corporate Development, NLUS; Lynn Behrens, Vice President of Operations, SBNL; Patricia A. Westberg, Public Affairs Officer, SBNL and her husband Capt. Robert J. Westberg, Jr., CEC, USN (Ret.) participated in this significant event for the officers, crew, and shipbuilders of the PCU California. Once this ship is commissioned in 2011, it will be referred to as the USS California (SSN781).

The Santa Barbara Council members were treated to a variety of events beginning with a sponsor’s dinner in celebration of the christening on the evening of November 5 at the Newport News Marriott, followed by the pre-ceremony breakfast, christening and reception the next day at the Northrup Grumman Shipbuilding facility in Newport News.

USS California, late WWII

The submarine is the seventh Navy vessel (and the first submarine) to bear the name of the great state of California. The first was a screw sloop built in 1867. The most recent was a nuclear-powered guided missile cruiser (CGN 36) that was in service from February 1974 to July 1999. The most famous USS California was the Tennessee-class battleship (BB44) that was built at Mare Island Naval Shipyard in Vallejo, California and it was sunk in the attack on Pearl Harbor. The ship was salvaged, reconstructed, and served again for the remainder of the war before being decommissioned in 1947. You can see this USS California ship’s bell on display in Sacramento, at the California State Capitol Museum.

The Santa Barbara Council of the Navy League is dedicated to the support of US Navy service members and other services. The council has adopted 13 units from all communities of the armed forces, including the USS Ronald Reagan (CVN76) and the USS Stockdale (DDG106).

This was a joyful Saturday evening!

One could tell a lot of individuals put a lot into this entertaining
program. Many thanks to the Allen Temple Baptist Church music ministry
and to council members Adrienne Yee and Sam Sause for making it all come
together.

It was nice to see our council listed as a concert co-sponsor. At the
reception following, an event in itself, people somehow came up to me to
inquire about the Navy League and our council. Even took reservations
for our December 20 luncheon!

St. Nick held the tiller Saturday night!

It was good to spend some time with you and the Arkansas Division staff and cadets Saturday!
 
In meeting with RADM. Castillo, USCG, Commander 11th District that afternoon, I expresses your division's gratitude for being able to use USCG Sector San Francisco's facilities on Yerba Buena Island. He said he would do what he could to get the cadets aboard the cutters Pike, Trout, and Aspen. He really didn't know what the current policy is but agreed it made sense since they are homeported right there. He seemed most interested and agreeable.
 
I will keep in touch with him on this matter. Meanwhile, if possible, meet with the skippers about it.

Dear Fellow Navy Leaguers,

 

USS Jason Dunham (DDG 109) was commissioned in Fort Lauderdale, Florida with the Commissioning Committee chaired by Chuck Black of the Fort Lauderdale Council.  There were 5,000 in attendance for the event in Port Everglades, Fla., on Nov. 13.  A special treat was the Chairman’s Reception, held the night before on Cruise Ship Allure of the Seas, which is the largest cruise liner in the world.  It was a pleasure for me to present the Navy League Silver Tray to the Commanding Officer and crew at the reception.    
 
On Nov. 16, it was my pleasure to attend the 108th Anniversary Dinner of the New York City Council.  The Council presented special awards that evening.  William Toti received the RADM John Bergen Industry Award; Sean Stackley, Assistant Secretary of the Navy for Research, Development and Acquisition received the Leadership Award; RADM Jay DeLoach was given the Heritage Award; Christopher Davino was honored with the Roosevelt’s Science Award; Jack Jacobs received the Meritorious Service Award; and Michael Kowalski was given the Spirit of Freedom Award.  I also had the pleasure of presenting the Navy League National Recognition Award to Michael Kowalski, who is Chairman and CEO of Tiffany and Company.  This grand black tie dinner to mark the New York City Council’s milestone and present awards to notable Americans was hosted by Bob Ravitz and Council President Bob Lunney.
 
On Nov. 17, several of us from Navy League HQ attended the Canadian Embassy’s Partners in Defense reception to recognize all of the participants involved in defense of North America as well as those nations who have worked with Canada during 2010 to promote defense and security of that nation.
 
The Navy League and the USO partnered on Nov. 18 to take wounded warriors on an evening cruise on the Potomac River with representatives from our Corporate Gold sponsors.  We had 49 on board the former Presidential Yacht Sequoia to recognize our wounded warriors.  This was a great event organized by Senior Director of Corporate Development and Marketing Kevin Traver and his staff members: Mandy Robertson, Mike Carter and Lindsey Lassiter. 
 
Also on Nov. 18 I attended the War of 1812 Commemoration Advisory Board Meeting held in Washington, D.C.  The U.S. Navy is leading the commemoration of War of 1812 activities nationwide.  A large and important committee is leading the planning and many details will be coming out soon so all of our Councils can participate and partner with local Navy and civic organizations for events in their areas.  The Navy League is a very important part of the planning and coordination for the many events on the horizon.  Now is the time plan to get involved at the local level.  Contact your nearest Navy organization or city group that is involved.  Events will run through 2012 and 2013, as currently planned.  There are many 2012 celebration events in Canada and the United States.  Signature (major) Events are planned for New Orleans (April17-23); Fort Lauderdale Fleet Week (April 25-30); New York City (May 23-30); Norfolk, Va. (June 1-12); Baltimore, Md. (June 13-19); Boston, Mass. (June 29-July 6); New London, Conn. (July 6-9) for tall ships; Great Lakes events in Toledo, Ohio (August), Cleveland and Buffalo; and events in Chicago and Milwaukee.  The Blue Angels will perform in New Orleans (April 28-29), New York City (May 26-27), Norfolk (June 2-3), Baltimore (June 16-17), Chicago (August 18-19) and Cleveland (Sept 1-3).  Navy and Coast Guard ships will be in all of the above cities.  Tall ships will be in New Orleans, Fort Lauderdale, New York, Baltimore, Boston and New London.  For more information and for assistance in getting involved locally, contact your Region President or the President of the Navy League.
 
I had a wonderful time at the Greater Columbus, Ohio Council dinner on Dec. 2.  Council President Udo Maroscher and Past President Jack Kennedy were the hosts.  The visit included a business meeting with local area officers and a wonderful dinner that evening.  The group in Columbus is doing a great job in support of the Navy League’s mission and goals.  They are partnering with several organizations and they had Sea Cadets at the dinner who were all asked to speak.  Much fun!.  I also had the pleasure of giving the oath of office to the new Board of Directors.  I flew back the next morning to attend the Navy League Holiday Party at HQ, which was a great event organized by Aubrey Collier and his committee.

Southern Region
 
Southern Region leadership has dramatically increased the level of activity in our Community Service Organization Presentations (CSOP).  In November, Region President Tom McGuire gave three presentations, Region Vice President John Lynch gave two presentations and National Director Walt Reese delivered one presentation.  Audiences totaling more than 300 community leaders produced membership inquiries from at least 11 individual and 5 Community Affiliate candidates.  For November, the Southern Region led the Navy League in CSOP activity.  Congratulations Tom, John and Walt on your work and for the outstanding results!
 
Florida
 
Nov. 18 marked another great day for Sailors at NAS/JAX.  The Navy League Councils of Northeast Florida held another of their Individual Augmentees (IAs) Appreciation Luncheons to honor Sailors who recently returned home from an IA tour in Iraq, Afghanistan, or Guantanamo, Cuba.  There were 130 IAs and 58 spouses honored by the Northeast Florida Councils, the largest luncheon to date. Keynote speaker was Juan Garcia, Assistant Secretary of the Navy for Manpower and Reserve Affairs.  Secretary Garcia also conducted a Purple Heart ceremony to honor HM3 Theddy Mukandwa, a hospital Corpsman assigned to the Jacksonville Naval Hospital.  He received injuries in a firefight with insurgents while attached to India Company, USMC, in Afghanistan.  The Northeast Florida Councils have honored more than 1,300 IAs and spouses since the inception of the program in April 2008.  Thank you Northeast Florida Councils and well done!  Contact Bill Dudley if you would like emulate his program for IAs in your area.
 
National Headquarters News  
 
The Executive Committee on Nov. 10 concurred on some changes on the staff and in the volunteer organization.  The appointment of Dale Lumme as Executive Director was approved and he started work Dec. 3.  Dale was a career Naval Aviator who has had significant experience on the Hill and in legislative affairs in the Pentagon, and on many senior staffs in addition to aviation command.  He comes to the Navy League after more than six years in the private sector.  Bill Kopper will be taking on an additional responsibility for retention, so his new title is Vice President International Affairs and Retention.  He will be assisting Vice President of Membership Tom Jaffa in the big membership campaign that will run most of 2011.  Kevin Traver (who recently relieved Doug Crawford) is now Senior Director of Corporate Development and Marketing.  His department is being renamed accordingly.  This will help us focus on all aspects of marketing as we work to grow the Navy League over the next decade.

Linda Hoffman was feted to a celebration by the staff, led by Aubrey Collier, Andrea Manning, Amy Wittman and Sal Chairez on Nov. 23 to mark her retirement after 37 years at the Navy League.  There was not a dry eye in the house.  Mere words cannot begin to express our gratitude for her long and dedicated service to the Navy League of the United States.  We all wish her a great and happy future as she takes up residence in Texas.  Best Wishes Linda from all of the Navy League!

Membership Note
 
Here is some information about membership from Senior Director of Membership Sal Chairez:
In 2008, we had 8 Councils with 80% or higher retention. In 2009, we had 13.  At the close of October 2010, we had more than 100 Councils with 80% or higher retention, and six Regions (Empire, Liberty, Midwest, New England, Pacific Central and South Atlantic Coast) with 78% or higher retention!  This is an amazing feat!  We just need more of the larger Councils to increase their retention, and everyone needs to help the recruiting match the intensity of the retention.  Make a goal to go out and recruit at least one new member. With a massive recruiting push, (use the Membership Contest ), we would be growing again as an organization by the end of the year. I know we can do it.  Thank you, Sal. 
 
Other News of Note
 
Rabbi Kloner update.  Rabbi Bill Kloner was recently moved from the VA hospital on 23rd street in New York City to the Cobble Hill Nursing Home in Brooklyn, which is near his home.  Liz Kloner will be letting us know when he can receive visitors.  We all continue to pray for continuing improvement.
 
Do you want to get involved in future ship and submarine commissionings? If so, contact Bill Waylett, who is our staff point of contact in that area.
 
Do you have a New Year’s resolution yet?  I do.  For 2011, we will keep intact our five year goals for the Navy League.  For the short term for 2011, the following are my New Year’s Resolutions:

1.  Reverse the 10-year decline in membership.

2.  Raise an additional $500,000 revenue over budget.

3.  Cut overhead costs by $400,000.

4.  Increase the President’s Circle membership to 150, from 82 presently.  We had 42 members this time last year.

5.  Double our Legislative Affairs congressional briefings over 2010.

United States Coast Guard

Vice Admiral Manson K. Brown is a native of Washington, DC. A 1978 graduate of the U.S. Coast Guard Academy with a Bachelor of Science degree in Civil Engineering, he also holds Master of Science degrees in Civil Engineering from the University of Illinois at Champaign-Urbana and National Resources Strategy from the Industrial College of the Armed Forces. He is a registered professional civil engineer.

Vice Admiral Brown’s previous commands include the Fourteenth Coast Guard District, Maintenance and Logistics Command Pacific, Sector Honolulu, and Group Charleston. From 1999 to 2002, he served as the Military Assistant to the U.S. Secretary of Transportation, including duty as the Acting Deputy Chief of Staff for six months after the terrorist attacks of September 11, 2001. In May 2003, he served as the Chief of Officer Personnel Management at the Coast Guard Personnel Command. From April to July 2004, he was temporarily assigned as the Senior Advisor for Transportation to the Coalition Provisional Authority in Baghdad, Iraq. Working in a combat zone, he oversaw restoration of Iraq’s major transportation systems, including two major ports.

Previous tours of duty include Assistant Engineering Officer aboard the icebreaker GLACIER, Project Engineer at Civil Engineering Unit Miami, Deputy Group Commander at Coast Guard Group Mayport, Engineering Assignment Officer in the Officer Personnel Division at Coast Guard Headquarters, Facilities Engineer at Support Center Alameda, and Assistant Chief, Civil Engineering Division at Maintenance and Logistics Command Pacific.

Vice Admiral Brown’s many military decorations include the U.S. Transportation Secretary’s Gold Medal, Legion of Merit, and Iraq Campaign Medal. In 1994, Vice Admiral Brown was honored as the first recipient of the Coast Guard’s Captain John G. Witherspoon Award for Inspirational Leadership. Off duty, he is an active road cyclist.He and his wife Herminia have three grown sons, Justin, Robert, and Matthew.

One more Navy game. the United States Naval Academy Midshipmen play the San Diego State University Aztecs in the sixth annual San Diego County Credit Union Poinsettia Bowl. The football game will be played Thursday, 23 December 2010 at 1700 (PST) at Qualcomm Stadium in San Diego, California. http://www.poinsettiabowl.com

Navy uses big plays to beat Army, 31-17

 
 

In the nearly three weeks his team had to prepare for the Army-Navy game, Mids coach Ken Niumatalolo repeatedly emphasized the importance of not turning the ball over.

After his quarterback, Ricky Dobbs, lost three fumbles and threw an interception Saturday, Niumatalolo said, "I did a bad job of coaching." Niumatalolo, however, could smile because the Midshipmen emerged with the biggest turnover of the game, an Army fumble that Wyatt Middleton returned 98 yards for a touchdown, and went on to a 31-17 victory over the Black Knights before a crowd of 69,223 at Lincoln Financial Field.

On a remarkably pleasant Saturday in December, the Midshipmen (9-3) extended their record by posting their ninth consecutive victory over Army (6-6) and improved their mark in the series to 55-49-7.

The game featured two record-setting touchdown plays and both belonged to Navy. In addition to Middleton's run, Dobbs connected with sophomore slotback John Howell, a graduate of Lansdale Catholic, on a 77-yard pass in the first quarter.

"We feel very fortunate coming up with a W," Niumatalolo said. "We obviously would have liked to have taken care of the ball better but our guys fought. Our defense did a good job. Fortunately, we made some plays in the passing game."

The four turnovers made life stressful for the Mids. Dobbs, their dynamic senior, fumbled the ball away on back-to-back possessions in the second quarter. The Black Knights capitalized on the first on Trent Steelman's 5-yard scoring pass to Malcolm Brown, their first touchdown against the Mids since 2006.

After Dobbs' last fumble, recovered by Steven Anderson, Army drove from its 48 to the Navy 3. Steelman then tried the right side but the Mids stood him up, and linebacker Tyler Simmons ripped the ball from his grasp.

Middleton picked it out of the air and took off. As the Navy sideline practically dashed the length of the field with him, Middleton was home free. He raised the ball in the air the final 10 yards before scoring with 1 minute, 3 seconds left until halftime.

Instead of the Black Knights making it a new game at 17-14, they were down 24-7 thanks to Middleton's record return.

"As a defensive unit, our backs were definitely against the wall," Middleton said. "I just happened to be the guy there to catch it. The credit should go [to Simmons]. I just did the easy part. That was a big-time play for us right there."

The Mids put the game away with a fourth-quarter drive that ran nine minutes off the clock and ended on slotback Gee Gee Greene's 25-yard run with 5:44 to play.

Navy bolted to a 17-0 lead before Army even recorded its initial first down. Dobbs threw two touchdown passes, including the 77-yarder to Howell, the longest pass play in the rivalry's history.

"Their safety [Donovan Travis], we were told, was one of their fastest guys," said Howell, who outran two defenders the final 35 yards to the end zone. "It was one of those things where I knew I didn't want to get caught. But at the same time, I'm still a little shocked."

Dobbs averaged 31 yards on his six completions. That, and the victory, took the sting out of his mistakes.

"I had to shake it off," Dobbs said. "Like in basketball, a good shooter has a short-term memory when he's missing shots. It was the same kind of situation. I've got to forget the past, can't do anything about it now, just have to move forward."

The Black Knights, who have earned their first bowl bid since 1996, were confident they could break their losing streak. But as hard as they tried, Middleton's fumble return was too much to overcome.

"The ball just didn't bounce our way again," Anderson said. "I didn't beat Air Force and I didn't beat Navy in my entire career here and that's something I'll never get over. Today just wasn't our day."

Meanwhile, the Mids' seniors were happy and maybe a little relieved to keep the streak going, particularly offensive tackle Jeff Battipaglia, a St. Joseph's Prep grad.

"Having an opportunity to come [to Lincoln Financial Field] three years in a row and play the Army-Navy game, and get those wins, it's something that I'll never forget for the rest of my life," he said. "I'll always take it with me. It's been an honor for me to play on this team with these guys."

Notes. Besides Howell and Battipaglia, other local players who starred included Navy kicker Joe Buckley (Malvern Prep), who opened the scoring with a 36-yard field goal, and Army freshman slotback Raymond Maples (West Catholic), who rushed for a career high 66 yards in 13 carries. . . . Navy plays Dec. 23 in the Pointsettia Bowl in San Diego, and Army finishes against Southern Methodist in the Armed Forces Bowl on Dec. 30 in Dallas. . . . Next year's 112th meeting of the two academies will be at FedEx Field in Landover, Md.

Having learned that the SS United States' owner was accepting bids from scrappers early this year, the SS United States Conservancy responded with alarm and action.  This ominous development galvanized our board of directors, volunteers, and members from all over the country - and indeed the world - into action.  We confidently charted a way forward, never accepting the possibility that we could lose our great ship of state.

In March we launched the "Save Our Ship" Campaign to build public awareness of the vessel's plight and raise funds to save the vessel.  On July 1st we announced that we had received a$5.8 million pledge from philanthropist Gerry Lenfest - enough money to purchase the Big U and maintain her for 20 months.

Although we are profoundly relieved that our national flagship has achieved a stay of execution, she remains in grave danger. The Lenfest gift is only the start of a long journey toward redeveloping the vessel as a stationary attraction.  Much work at significant cost will follow.

The Conservancy has embarked on a major fundraising campaign aimed at preparing the SS United States for redevelopment.  We urgently need support to conduct structural and remediation work on the vessel (necessary for title transfer to occur), launch plans for the development of a world-class museum, and expand our outreach to a variety of important audiences.

At this crucial juncture, we need your help.  Please read the letter from Gerry Lenfest explaining why this cause is so important and why we must seize upon the opportunity his gift has provided.  The letter is available as a pdf here.

Design Advocacy Group Endorses SS United States Conservancy's Philadelphia Waterfront Design Concept 

The Philadelphia mixed-use casino waterfront plan, designed by Varenhorst Architects and supported with a grant from Gerry Lenfest, received a strong endorsement yesterday from Joanne Aitken, chair of the Design Advocacy Group (DAG) of Philadelphia. The organization boasts 1,200 members in the Philadelphia architecture, city planning, and real estate community.


According to the organization's website:

"The mission of the Design Advocacy Group is to provide an independent and informed public voice for design quality in the architecture and physical planning of the Philadelphia region. Our goal is be proactive as well as reactive; effective as well as thoughtful; critical as well as constructive. We want to create an unparalleled voice for design, a group whose opinion on the quality of our environment is sought after and whose contribution makes a difference. We are a group drawn from a broad spectrum of disciplines, comprised of motivated individuals who are routinely engaged in matters of design, development and planning and who are not afraid to speak out."


The Conservancy's efforts have received considerable support from DAG members Joanne Aitken, George Claflen Jr., and David Brownlee, most notably in the July 8 editorial "No Need to Cross an Ocean."   


In her December 6 letter to the Conservancy's executive director Daniel J. McSweeney, Aitken states that "the genius of the plan is that it is organized around an open public space and the beautiful sculptural object of the S.S. United States. Embodying the principles outlined in the Vision Plan for the Central Delaware, the development proposal extends Philadelphia's street grid, permitting pedestrians to look and walk straight through the site to the water without impediment."  She concludes that his grand-scale project is "not simply a pipe dream...if there is to be another casino on the waterfront, this is the proverbial win-win - what's stopping us?"

I sent out a relatively rare postal mailing to members Monday, December 13. It included a page on the council, the luncheon invitation, a NLUS membership application, and a chance to win a short cruise to Mexico and help the Sea Cadets at the same time.
 
You know what the invitation states. You will have to wait for the drawing opportunity; reply immediately if interested. As for the letter, you are welcome to look at it here or after it arrives in your postal mail box.
 
In the letter is the list of nominees for 2011 council officers and directors. They are elected annually though the term can be multiple years. We are seeking additional officers and directors; please talk to me if you too would like to serve or serve in a different capacity.
 
Also listed are the members of our outstanding council advisory board. These individuals are appointed by the president.
 
Then it lays out our primary council focus for 2011. We will always be aware of seafarers and seafaring but in 2011 we will step out promoting maritime shipping of goods on coastal sea ways and inland water ways - our "marine highways."
 
Check out the attached letter or wait till it arrives. Discussion and conversation on the council's future always welcome.
 
Hope to see many of you the 20th. It's going to be more than a luncheon - might even rate as a party. Whatever, if you attend anticipate having a delightful time among friends old and new! If you have them, bring your business cards or ask me to make you some NLUS cards.
 
Wife Teddy and I will be arriving in San Francisco Sunday and would enjoy meeting with you. Catch us the 19th at Grace Cathedral for the 1100 service and the evening Christmas program. In addition we have a limo reserved for a two hour afternoon tour of the city highlighted by stopping and viewing many of Grandfather Lewis P. Hobart's architectural commissions. You are welcome to come along.

"For 2010 our council theme/byword was "2010 - YEAR OF THE SEAFARER." Seafarers and seafaring is always a primary concern within our council and 2011 will be no exception. It is just that we will reorient our focus for next year. For 2011 it will be Pacific Coast Short Sea Shipping. Or Pacific Coast Marine Highways. In other words, the short haul movement of goods by maritime means. Nothing against the railroads or trucks, but we will address getting more commerce moving along coastal waters and inland waterways."

 

I will acknowledge not all members are interested in this subject but if you are and would like to serve on this yet to be formed council committee, please let me know.

Inland waterways must implement improved program

 

Matt Woodruff, director of government affairs for Kirby Corp., a major inland tank-barge operator in the United States, testified Nov. 17 on the need to modernize the nation’s inland waterways infrastructure.

Appearing at a hearing held by the U.S. Senate Environment and Public Works Committee, Woodruff said the nation has “an aging system that needs recapitalization. We have a project funding and delivery system that is too inefficient, resulting in much wasted time and money.”

Affirming his support of the recommendations of the Inland Marine Transportation System (IMTS) Capital Investment Strategy Team (CIST or CIS Team), Woodruff, who also is a member of the Inland Waterways Users Board, general counsel of Waterways Council Inc., and a director of the American Waterways Operators, said the team’s plan would pave the way for “significant modernization of the inland waterway system.” Without the plan, he said, “necessary achievable progress completing lock and dam and channel improvement projects will languish, dangerously threatening our nation’s well-being.”

The team proposed a $7.6 billion 20-year inland waterway capital investment program, which represents an annual investment level of $380 million, including $320 million for construction projects and $60 million for major rehabilitation projects.

The team’s proposal would preserve the existing 50 percent industry/50 percent federal cost-sharing formula for new lock construction and for major rehabilitation projects costing $100 million or more.

Other witnesses at the hearing called by its chairman, Sen. Barbara Boxer (D-Calif.), included Jim Weakley, president of the Lake Carriers’ Association, who urged Congress to pass the Water Resources Development Act (WRDA) and incorporate S. 3213, the Harbor Maintenance Act of 2010, into it.

“We are on the verge of a national navigation heart attack,” Weakley said. “We need to revive our dying infrastructure with the angioplasty of dredging and maintain it with a healthy maintenance diet.” The maintenance act, which has been in Boxer’s committee since last April, requires all of the deposits in the Harbor Maintenance Trust Fund available in any fiscal year to be used that year solely for harbor maintenance programs.

He began his career as a copy boy at the Philadelphia Inquirer, before moving on to United Press International in Philadelphia, Charleston, West Virgina, Baltimore and Washington. After 14 years, Carlo joined Traffic World magazine and stayed on for 23 years, retiring as editor in 1990. A majority of Carlo’s time at Traffic World was spent covering the maritime community and he continued on in the maritime field while freelancing throughout his "retirement." Today’s hearing will examine proposals for maintaining our ports, keeping our waterways open for commerce, protecting our citizens from storms and floods, and restoring our most precious ecosystems.

This is the second hearing held by the EPW Committee as we continue to develop the next Water Resources Development Act. The projects included in WRDA are vitally important to keeping our communities safe and our economy moving.

Prior to 2007, WRDA had not been passed in seven years, but we built overwhelming bipartisan support in the Senate to enact the Water Resources Development Act of 2007 over President Bush’s veto. That bill allowed many critical projects across the country to proceed.

I look forward to working with Senator Inhofe and colleagues on both sides of the aisle to develop the next Water Resources Development Act.

The projects, policies, and programs authorized in WRDA are essential components of creating jobs and keeping our economy growing.

For example, today we will hear about proposals to increase investment in our nation’s ports and inland waterway navigation channels. Ensuring our port and inland waterway infrastructure is adequately maintained is absolutely critical to the nation’s economic success. According to the Army Corps of Engineers, in 2008, U.S. ports handled over $1.6 trillion in commerce and U.S. ports and waterways moved nearly 2.5 billion tons of cargo.

Maintaining our ports is especially important in my home state of California. The ports of Los Angeles, Long Beach, and Oakland are among the top ten ports in the nation by the amount of container cargo shipped. These and many other important California ports support economic activity representing hundreds of thousands of jobs and tens of billions dollars.

Past WRDA bills have authorized projects to build and maintain ports across the country. Now we must ensure that we invest in these projects so that our ports are properly maintained and can continue to support the billions of dollars of commerce and thousands of jobs that depend on them.

A bipartisan group of senators has introduced legislation to ensure revenues collected for harbor maintenance activities are invested in our ports. I support these efforts and believe increasing investment in harbor maintenance should be a focus of the next WRDA bill.

Our witnesses today will also discuss steps we can take to improve the safety of the nation’s thousands of miles of levees.

As we write the next WRDA bill, improving the nation’s levees will be one of our top priorities. In California, many communities such as Sacramento face considerable flood risk and rely on their levees for protection. WRDA is needed to allow critical enhancements to the levees surrounding Sacramento’s Natomas basin to move forward.

In WRDA 2007, we established a National Committee on Levee Safety and directed that Committee to develop recommendations for a national levee safety program. The Committee’s recommendations called for comprehensive and consistent national leadership on levee safety, strong levee safety programs in all states, and alignment of existing Federal programs. These are important goals that the next WRDA bill can help to achieve.

Investment in the nation’s water resources creates jobs and provides benefits to American families and businesses every day.

Moving forward on a Water Resources Development Act would provide the opportunity to advance important projects and programs, create jobs, and promote long-term prosperity.

Thank you, Madam Chairman, for holding this hearing, and thank you to all the witnesses for joining us this morning.  We’ve been trying to hold this hearing for several months now, and I’m happy it’s finally happening.  The Chairman and I have worked together to develop a Water Resources Development Act (WRDA) of 2010, but it looks like we are not going to have enough time to finish it this Congress.  I hope to continue working in a bipartisan fashion to ensure we pass a WRDA next year.
 
At our first WRDA hearing in May, we heard from witnesses who spoke of the short- and long-term economic benefits of investments in our water resources infrastructure.  Today’s hearing will focus on legislative and policy recommendations for the next WRDA, including levee safety, investment in our inland waterways system and maintenance of our ports and harbors.
 
As anyone who has heard me speak before about infrastructure well knows, I strongly support federal investment in public infrastructure.  In fact, I believe it is one of two areas where the federal government should spend money, the other being national defense, of course.  We have significant water resources needs across the country, but we aren’t dedicating the funds necessary to address them.
 
Let me be clear, though, that I am not advocating for simply increasing overall spending.  Instead, I support making infrastructure spending a greater percentage of overall spending.  I look forward to discussing how we can do that with the witnesses here today.
 
WRDA 2007 included establishment of a committee on levee safety, to be composed of federal, state, local, tribal and private sector experts and charged with making recommendations on how best to structure a national levee safety program.  In January 2009 that committee made public a report with a number of recommendations that I believe deserve further discussion.  It is important that we get a program started soon, but also important to make sure we don’t rush through the numerous and complex issues involved and that a national levee safety program does not set unrealistic expectations for levels of federal funding. 
 
Moving to the topic of the inland waterways system, I know I’ve used this example before, but it bears repeating: the McClellan-Kerr Arkansas River Navigation System is very important to the national economy and to the economy of my home state.  Currently, the Tulsa Port of Catoosa alone is the location of more than 60 companies employing nearly 3,000 employees.  We must figure out a way to continue investing in this important aspect of our economy.
 
The Inland Waterways Users Board, working with the Corps of Engineers, undertook a thorough review of the current process used for investing in our system.  The Board developed a comprehensive set of recommendations aimed at not just increasing our investments, but also at making any level of investment more efficient and effective.  Many of these recommendations may be appropriate for inclusion in the next WRDA.
 
Maintenance of our ports and harbors is unfortunately another underfunded activity.  I can understand the frustration on this issue since a specific tax is collected to be used to fund these activities.  Instead, approximately half of yearly revenues are spent as intended while the rest is counted as offsetting the deficit.  That is not fair or honest, especially when so much maintenance is left unfunded.
 
I do have a concern with the legislation introduced to address this issue, however, and that is that it likely would lead to decreased funding for other activities of the Corps that are already underfunded as well.  If we can find a way to address the needs of our ports without negatively impacting our other water resources needs, I would be very supportive.
 
Before I finish, I want to acknowledge all the work done so far.  I know that a lot of people have put a great deal of time and effort into studying these three issues and developing recommendations.  I want to say thank you to everyone involved.  We still have some work to do, but I look forward to continuing to work together with my colleagues, the witnesses and their colleagues to address these issues during development of the next Water Resources Development Act.

First the council gave a contribution on line to  national; now this. The toys collected were delivered separately by Karen Freitas, our Vice President - Youth Activities.

Shoebox Volunteers aboard ship

We asked and you answered! Thanks to so many of you who volunteered to wrap, pack, sort and carry gifts aboard the ships in Port Everglades. We have delivered over 768 gifts to 41 different ships from 30 Countries! We will continue our visits through the end of the year or as long as donations continue to arrive!

The smiles are wide and hearts are warmed -- so many reasons for good cheer!

Our Shoebox Christmas Chair, Laura Kastner and her husband, Steve, organized the collection of over one thousand shoeboxes and all the goodies to go inside them. Shoebox Delivery Coordinator Joe Giambrone has kept our volunteers on track with delivery schedules and van driving -- and lots and lots of wonderful volunteers - like Super Elves Cynthia & Jon Floria, Laurie Kunkel, and Bud & Jan Danker - have stuffed, stacked, packed and delivered these special gifts.

It really has been a labor of love for so many and we thank you for helping us to extend the holiday spirit across the globe with our gifts to visiting mariners!

You have heard me encourage you to bring new members into the Navy League and our council. There are just a few days left to sponsor a new member or let me know the individual and I would be delighted to sponsor the individual. A bit on our council membership stats:
  • The Pacific Merchant Marine Council is currently tied within the League for 10th place in gain in members for 2010. There are about 250 councils. The council has been the leader in membership growth within the Pacific Central Region since its inception in 2006.
  • The Pacific Merchant Marine Council again wraps up 2010 with 100% retention. That means all whose membership was up for renewal have renewed. We were at 100% for 2008 as well. There are seven other councils with 100% - all of them are half our size our smaller.
  • The Pacific Merchant Marine Council is approaching 110 members - we are among the top 50th percentile among councils by size and ditto for the region.
  • Again I am among the top Navy League recruiters - something above 20 new members - not all placed in our council.
I would like some company on the recruiting effort - the next few days and into 2011 as well.
 
There isn't a better way to support and show one's support for the "Sea Services." That's the Navy, Marine Corps, Coast Guard, and the US flag Merchant Marine. Navy Leaguers are "Citizens in Support of the Sea Services."
 
With membership comes a lapel pin, a membership card, and a subscription to the Navy League's Sea Power magazine. Council news and activities are announced via the Yahoo group website, http://groups.yahoo.com/group/PMMC-NLUS. Opportunities are available to become involved in council affairs.
 
Thanks for being a member of this council. It means a lot to the Navy League, the region, the council, and me.

Happy New Year!
 
We wrapped up 2011 with a strong finish membership wise. Gained seven members in December. We entering 2011 with one assured new member. Our immediate goal is to reach 132 dues-paid members ASAP. That would be triple our membership when chartered December 11, 2006. At the current 110 members we are larger than half the 250 Navy League councils but going over 125 would place us in the NLUS medium size council category. Our ultimate goal is to become a large council with 300+ members up and down the West Coast, throughout the USA, and overseas.
 
I am pleased to announce a new council membership discount and membership incentive program.
  • For 2011 the council will offer a three year membership for the cost of two years. A one year membership is $50, two years $90, and three $125. For individuals who care to take advantage of it, the council will reduce the cost to $90. Sure we would rather have the full $125 from the individual but if it takes a kicker to close, this is it. The $50 savings over a one year membership with two renewals also applies to life memberships.
  • The 2011 incentive for one and two year memberships is a $25 voucher for any council luncheon or other council sponsored event. Yes, in 2011 we will be doing other things like field trips near and far, hosting meetings with other councils, and engaging in NLUS Community Service Organization Presentations. For one year memberships the voucher is good for a year. For two year memberships, it is good for two years. Can only use it once. This is actually a continuation, with a slight modification, of our complementary council lunch for anyone who joins the NLUS and council. A new NLUS community affiliate membership at $400 comes with a wall plaque and four individual memberships. Each of those four individuals would receive a $25 council voucher.

Council membership retention for 2010 couldn't get better. We are again at 100% - just like 2008. The year end NLUS membership stats are not in yet but for eleven months, no other NLUS council our size or larger reached this goal. Those few who are close are councils half our size with many life members. If possible we would like to be at 100% for 2011. If you are seriously thinking of disembarking - not renewing your membership - we would offer you the three years for the cost of two to keep you aboard.
 
Our council treasury will never delve into deficit financing. We will always stay in the black; never in the red. The council gets a NLUS membership rebate for each member, not much - for example $4 annually for life members - but every source of income is appreciated! Our council Arkansas Sea Cadet Scholarship Fund remains at zero though, it, like the treasurey, awaits donors.
 
The council officers, directors and our council advisory board members all like the discount and incentive program initiated by this council. Much of the Navy League, regretfully, is hemorrhaging members. Not this council! We're growing and will continue to do so. Please help - everyone of you are appreciated and every new member is welcomed!

A bit on our council membership stats:
a.. The Pacific Merchant Marine Council is currently tied within the League for 10th place in gain in members for 2010. There are about 250 councils. The council has been the leader in membership growth within the Pacific Central Region since its inception in 2006.
b.. The Pacific Merchant Marine Council again wraps up 2010 with 100% retention. That means all whose membership was up for renewal have renewed. We were at 100% for 2008 as well. There are seven other councils with 100% - all of them are half our size our smaller.
c.. The Pacific Merchant Marine Council is approaching 110 members - we are among the top 50th percentile among councils by size and ditto for the region.
d.. Again I am among the top Navy League recruiters - something above 20 new members - not all placed in our council.
I would like some company on the recruiting effort - the next few days and into 2011 as well.

There isn't a better way to support and show one's support for the "Sea Services." That's the Navy, Marine Corps, Coast Guard, and the US flag Merchant Marine. Navy Leaguers are "Citizens in Support of the Sea Services."

With membership comes a lapel pin, a membership card, and a subscription to the Navy League's Sea Power magazine. Council news and activities are announced via the Yahoo group website, http://groups.yahoo.com/group/PMMC-NLUS. Opportunities are available to become involved in council affairs.

Thanks for being a member of this council. It means a lot to the Navy League, the region, the council, and me.

The Alameda, Lake Merritt and Oakland councils of the Navy League of the United States will offer their inaugural crab and pasta feed at the O Club, 641 West Red Line Ave. on Saturday, Jan. 22. The evening gets underway at 6 p.m. with a social hour and a no-host bar...

The Alameda, Lake Merritt and Oakland councils of the Navy League of the United States will offer their inaugural crab and pasta feed at the O Club, 641 West Red Line Ave. on Saturday, Jan. 22. The evening gets underway at 6 p.m. with a social hour and a no-host bar; dinner will be served at 7 p.m.

Tickets are $35 for adults ($25 for enlisted personnel); $15 for children. To reserve a ticket, make checks payable to NLUS Oakland Council and mail them to Kurt Libby, 1715 Broadway, Alameda CA 94501.
