    Piracy off the coast of Somalia has dropped off dramatically in 2012. Successful ship hijackings have decreased from 31 in 2011 (and 49 in 2010) to only four so far in 2012. Attacks against ships have also decreased, falling from 199 reported attacks in the first nine months of 2011 to 70 attacks over the same span in 2012 -- a 65 percent drop. However, diminished activity does not necessarily mean a decrease in the cost of sailing around the Horn of Africa. Somali pirates occupy a unique position, which is right along highly strategic global shipping lanes yet outside the reach of any national power. For international actors, it is politically and militarily easier to try to contain the Somali piracy threat than to eliminate it. But containment comes at a high cost.

    Controlling Territory

    Many factors have contributed to the decrease in pirate hijackings in 2012. One factor is that shipping companies have begun equipping their ships with more countermeasures, namely armed guards. For several years, commercial ships sailing in the Indian Ocean have used other countermeasures, such as fences, water cannons and adjusted tactics like disabling the ship. But the widespread deployment of armed guards beginning in 2011 (guards had been used sparingly as far back as 2008) has a very close correlation to the recent decrease in hijackings. In late 2009, only about 10-20 percent of commercial ships sailing through waters where Somali pirates operate carried guards; today, some estimates put the percentage as high as 70 percent. To date, pirates have never successfully hijacked a ship that had armed guards. But it should be noted that, even though the use of armed guards appears to be the most effective countermeasure against piracy, there are other factors at work.

    For instance, government officials also attribute the drop-off in attacks and hijackings to better coordination between foreign naval patrols, which have made the waters off the Somali coast a less permissive environment for pirate operations. With several years of practice, sailors from international missions such as the U.S.-backed Combined Task Force 151 and the EU-backed Atalanta mission as well as from the unilateral missions of China, Russia, Iran and others have had time to study pirate activity and become more efficient at stopping attacks.

    Several dozen foreign naval ships are deployed to secure the waters for commercial shipping at any given time. Their focus is escorting ships through the Gulf of Aden, but the area of pirate activity is much larger than that, reaching across the Arabian Sea to India and Madagascar. Effectively patrolling such a large area requires intelligence and the development of a counterpiracy doctrine that includes going after the larger pirate vessels, called mother ships, that extend pirates' range and allow them to operate in rougher seas during the monsoon.

    Taken together, the increased use of armed guards aboard commercial ships and the growing effectiveness of foreign naval patrols have contributed to undermining the pirates' control over the seas. Three years ago pirates were largely uncontested, but now they face a more coordinated defense. They hijacked commercial ships because they were relatively soft targets -- which could be taken by four people with AK-47s, a fishing boat and a ladder -- making the millions of dollars in profit from a ransom payment very attractive. The armed guards and naval patrols have not eliminated piracy, but they have increased the costs of attacking and seizing a commercial ship. Because pirates are motivated more by profit than by any ideology, a decrease in profitability will deter them from engaging in the practice.

    Still, whatever the status of the sea, the coastal towns of Somalia, such as Hobyo and Haradheere, are still out of the control of any national or international force. The Puntland Maritime Police Force, which began operations in early 2012 with the help of Arab funding, made some progress in denying pirates sanctuary on land, but political contention prevents it from controlling the territory outright, making pirate activity still a very attractive economic model in central Somalia.

    When piracy flared in the Strait of Malacca in the early 2000s, Singapore, Indonesia and Malaysia were able to pursue the pirates on land and deny them sanctuary because they had the security forces and territorial integrity to do so. This is also true currently on the western coast of Africa in the Gulf of Guinea, where pirates occasionally hijack ships even though they have no ports in which to anchor the vessels. Since the West African governments have control -- however tenuous -- over their own sovereign territory, they still have the means to track down hijacked ships and keep pirates from creating sanctuaries. Somalia, on the other hand, has struggled for decades to control its territory. Over the past few years, it hasn't even been able to fully control Mogadishu, its capital, against the Islamist threat from al Shabaab. The new Somali federal government still lacks the capability to control pirate towns such as Hobyo and Haradheere, and its officials do not appear to want a strong Puntland doing it for them. 

    By wresting maritime control from Somali pirates, commercial shipping companies and foreign navies have reduced the number of attacks but have not eliminated the threat. Several Western forces, including those of France, the United Kingdom and the United States, have gone on land a few times to pursue pirates, but generally, foreign militaries have avoided Somalia. Whereas the countries bordering the Strait of Malacca or Gulf of Guinea are able to go on the offensive to root out piracy, the rest of the world, unable to rely on Somalia, is going on the defensive.

    In essence, the commercial shippers and naval forces have adopted a siege strategy -- they hope to starve the pirates of resources, forcing them to give up. Somali pirates held about 20 ships at any given time in 2010; they currently hold 11. As the pirates hijack fewer ships, and as armed guards make piracy more dangerous, the entire enterprise is looking less lucrative and appealing.

    The Bottom Line

    Even though the Somali pirates have not been as successful in 2012 as they were in recent years, their existence is still making it more expensive to sail around the Horn of Africa. The problem with the siege strategy is that as soon as shipping companies or foreign naval forces let up on the pirates, they will go back to hijacking ships.

    The cost of prevention right now is high. It is impossible to know exactly how many ships are vulnerable to Somali pirate attacks each year, but we know that about 33,000 commercial ships pass through the Gulf of Aden yearly. Estimates of how many of those ships carry armed guards range from 40 to 70 percent. That means that about 13,000-23,000 ships are paying for armed guards to accompany them through the vulnerable areas, a roughly 10-day trip, at a cost of approximately $60,000 each time. Based on those figures, the total annual cost for shipping companies merely to deploy armed guards on their ships through the Gulf of Aden is between about $800 million and $1.4 billion. The total cost of piracy to the world in 2011, according to the One Earth Future Foundation's estimates, was between $6.6 billion and $6.9 billion. This estimate included $160 million for ransom payments; other preventative measures, such as rerouting ships or using more fuel to maintain higher speeds, made up the rest of the costs.

    In other words, the cost of preventing piracy off the coast of Somalia is substantially higher than the costs piracy inflicts. Nevertheless, shipping companies are willing to pay a premium to prevent disruptions in their operations. They would prefer to pay a small amount for protection on each trip -- even though it adds up -- if it means averting a hijacking and multimillion-dollar ransom.

    Somalia's Future

    The key component of the siege strategy is that it weakens the pirates' control over their land-based sanctuaries. Their power is connected to their revenue, so the decrease in revenue will decrease their power. The shipping companies and foreign navies hope that some other, less disruptive enterprises will eventually take root along Somalia's pirate-heavy coast.

    In the midst of forming its first permanent government since 1991, Somalia is currently incapable of addressing its lack of control over the central Somali coast. Instead, it is focusing on securing the population bases of Mogadishu, Kismayo and other small towns in south-central Somalia from al Shabaab. This will occupy the government for at least the next year. Even after that, Mogadishu has little incentive to try to tighten its control over central coastal pirate towns. The government has much more to lose if it fails in southern Somalia because it redirected scarce government resources to take on piracy. The pirate-held areas are economically depressed and are politically less important. That's why they started engaging in piracy in the first place.

    The only force that has significantly challenged the pirates on land is the Puntland Maritime Police Force. Located in northeast Somalia, Puntland is much more stable than the south and is virtually independent. The Puntland Maritime Police Force had success in capturing pirates, destroying their staging bases along the beach, cutting off their supply routes and even, supposedly, attempting to seize hijacked vessels from the pirates. However, the police force suffered from funding cuts and political opposition and appears to no longer be active against the pirates. Although Mogadishu is unable to control much of its territory, the new government doesn't want regional governments accumulating too much strength. In the end, a strong Puntland may be more of a risk to Mogadishu than pirates. 

    Without a sustained, land-based intervention, Somali piracy will continue -- even if it is at a lower rate -- at least until some other criminal enterprise takes its place. But even at its lower rate, as long as Somali pirates are operating, they will be an expensive burden for the world's shipping industry.

    To avoid congestion on the cemetery roads, we plan to direct as much traffic as possible to the parking lot for the chapel located adjacent to the cemetery. Since you are part of the official party, drive through the cemetery gate and ask one of the personnel directing traffic where to park. I recommend arriving at the cemetery by 0800, then ask for me, Tim Albert or Edgar Deleon for further instructions. In the pavilion to the right of the memorial, refreshments will be available at no charge.
     
    There will be representatives for the Army, the Navy, the Marines, the Air Force, the Coast Guard, the Merchant Marine and the POWs/MIAs. The seven service representatives will be introduced and place the ceremonial wreath for their service branch at a designated point during the ceremony.
     
    Following is an overview of the ceremony plan. This year, the Band of the Golden West from Travis AFB is joining the WAA ceremony for the first time. At 0830, The band will begin playing for approximately 30 minutes. At 0900, the actual ceremony will start, There will be a short parade on the concrete walkway to the monument where the podium is located and the service representatives will take their seats to the right of the podium until called upon to place their ceremonial wreath. The parade will be led by a SFPD bagpiper, followed by the Civil Air Patrol Color Guard and the Navy Sea Cadet Color Guard, and then the service representatives.
     
    After welcoming remarks by the master of ceremonies and the invocation by the chaplain, the keynote speaker will be introduced. Following the keynote speaker, the service representatives will be introduced and they will place the ceremonial wreath for their service. Afterwards the public will lay wreaths at the graves.
     
    FYI, following are several links to videos of the ceremony held last year.
    This first video shows Chuck Kohler who is a Pearl Harbor Survivor and was the keynote speaker. The Warriors Watch provided a motorcycle escort for him and his family from Concord where he resides to the cemetery and for his return to Concord.
     
    This second video was taken from the Huey flyover during the ceremony. The Huey will return this year; the flyover is scheduled at 0930 and it will make several passes.
     
    This third video shows the ceremony at Arlington National Cemetery held in a prior year. It is a powerful video and it was broadcast by one of the national television networks.

    SAN FRANCISCO - The Kraft Fight Hunger Bowl is the first of 35 bowl games to identify one of its participants.

    Buoyed by its victory this afternoon over Florida Atlantic, Navy becomes the first of 70 teams to secure a postseason bowl berth.

    Moments after Navy's win at Navy-Marine Corps Memorial Stadium, Kraft Fight Hunger Bowl Executive Director Gary Cavalli and Naval Academy Director of Athletics Chet Gladchuk announced that the Midshipmen had accepted an invitation to play in San Francisco on December 29.

    "We're thrilled to be able to bring Navy back to San Francisco," Cavalli said. "Navy's first appearance in 2004 (Navy 34 - New Mexico 19) really put our Bowl on the map. They bring a huge fan base, a ton of pageantry, and one of hottest football teams in America. We look forward to providing a great bowl experience for the Navy players and fans, and hosting a great match-up with the Pac-12."

    The Midshipmen, now 6-3 and having won five consecutive games, will meet a Pac-12 team in the 3rd Kraft Fight Hunger Bowl and the 12th San Francisco bowl game overall. The game, to be played at AT&T Park, home of the 2012 World Series champion San Francisco Giants, is set for Saturday, December 29, 2012 with a 1:00 p.m. [PST] kickoff. ESPN2 will televise the game nationwide.

    Tickets in all price ranges [$85-$25] are now available either online via the Bowl website, [kraftbowl.org] or by calling 800.225.2277. Four of the previous six games have been sellout attractions.

    This will be Navy's second visit to San Francisco. The Mids played in the 2004 Emerald Bowl, defeating New Mexico 31-19. That contest was notable for a 26-play, 94-yard Navy scoring drive that lasted 14 minutes, 26 seconds. The 26 plays and elapsed time are NCAA records. Navy finished that season 10-2, its first 10-win season since 1905.

    "Based on our visit in 2004, we have seen first hand that the Kraft Fight Hunger Bowl is a magnificent overall environment and event," said Gladchuk. "The City of San Francisco, the stadium, the hospitality from the community, the bowl administration and the beauty of Northern California present as fine a postseason experience as we could possibly enjoy.

    "The Academy is sincerely grateful to Gary Cavalli and his staff for inviting us back and setting the stage for our team to earn an enjoyable trip to the West Coast and an inspiring matchup versus an opponent from the Pac-12."

    Navy's opponent will not be known until early December, when the Pac-12 regular season culminates with the Pac-12 Championship Game. That will be played on the home field of either the North or South Division winner, depending on which team is seeded highest.

    The Midshipmen opened the 2012 season with two formidable road opponents, Notre Dame [in Dublin, Ireland] and Penn State. Their season to date, with three foes still to be played, ratcheted upward with an impressive road win at Air Force last month.

    One of college football's greatest spectacles, the annual Army-Navy game, is December 8 in Philadelphia on CBS. The Midshipmen have an opportunity to reclaim the Commander-in-Chief's trophy with a win over Army. Navy has beaten Army in each of the past 10 meetings from 2002 to the present.

    "I am very happy for our young men and our program that we are going back to a bowl game for the ninth time in the last 10 years," said Navy head football coach Ken Niumatalolo. "This group has shown an amazing amount of resiliency in starting 1-3 and it never stopped fighting or believing. Our only focus right now is on our final three regular-season games, but we are thrilled to be going back to San Francisco."

    Navy returns to postseason play after a 1-year hiatus. Prior to 2011, the Midshipmen played in eight consecutive bowl games from 2003-10

    Since its inception in 2002, the annual college football bowl game in San Francisco has generated more than $130 million in revenue for the City and County.

    The Kraft Fight Hunger Bowl was first played following the 2010 season. Nevada defeated Boston College 20-13. Last year's contest featured a Big Ten/Pac-12 matchup as Illinois turned back UCLA 20-14.

    Although he wanted to attend the meeting personally, because he was out of town, Captain Cogan asked that I attend today to support you all and our unit.  After attending the meeting, I wanted to relay that you guys looked awesome, and say thank you to each of you for attending the PMMC Navy League meeting today.  I know it was a lot to ask of both you and your parents to have to take time off of school (and work) for it, but doing so made our unit (and the USNSCC) look very good to a lot of high profile people.  It really meant a lot to the Navy League, and it means a lot to me.
     
    To all of our Shipmates, Parents, and Supporters:
     
    As a recap to everyone, before the meeting commenced, the unit decorated the tables with table cloths and nutcrackers, and then under the direction of PO2 Sobolev, SR Cullen, SR Kosta, and PO2 Freitas provided the opening color guard, PO2 Freitas directed the pledge of allegiance,  INST Bui provided coverage for the Navy League table, INST Freitas sang and played violin, and INST Sobolev and PO1 Freitas provided direction and behind the scenes management. 
     
    During the luncheon, the Cadets made the association of some very high profile people, including the guest of honor, the USCG's Deputy Commander, Pacific Area, Rear Admiral Joseph "Pepe" Castillo, and the California Maritime Academy's new President, Rear Admiral Thomas Cropper, USN (Ret).  It was quite an honor to see our Cadets doing a great job interacting with both Admirals.
     
    Even more positive, two of our own Cadets were honored at the meeting.  PO2 Stephen Sobolev and ABC Nunez were both the recipients of the Theodore Roosevelt award.  The Theodore Roosevelt Youth Medal is awarded to outstanding JROTC cadets and Naval Sea Cadets.
     
    PO2 Stephen Sobolev was selected because of his devoted and strong leadership with Arkansas Division over the course of the last year.  He has done a great job filling in where needed, especially as acting ALPO.  PO2 Sobolev has  provided mentorship to junior Cadets and has continually progressed in his coursework. Great job PO2 - keep up the great work in continue to be a great example for all of us.  Also of note, PO2 Sobolev has been formally promoted as the unit's ALPO. 
     
    ABC Nunez was selected because as a League Cadet, she has developed tremendously over the last year.  ABC Nunez has consistently been promoting greater confidence and initiative in her duties.  I am very proud of her achievement and look forward to her continued development in the future.
     
    The Roosevelt Medal was presented by Admiral Castillo.  PO2 Sobolev accepted the award on behalf of himself, and ABC Fretias and RC Hernandez accepted the award on the behalf of ABC Nunez.
     
    In summary - great job today everyone!  This was a really impressive showing.  Thank you very much for making it happen.  Also, the next time you see them, please take a moment to congratulate PO2 Sobolev and ABC Nunez on a job well done.

     For your information, when you're talking about Sea Cadets, there some very important statistics you may wish to remember.
     
    1. 12 to 13% of the Midshipmen at the Naval Academy are former Sea Cadets. This has been the case for many years. AND -- This is more than all other Youth Groups combined.
    2. Making Chief in the Sea Cadets is equivalent to making Eagle Scout in the Boy Scouts.
    3. Every Sea Cadet that goes on Active Duty as an E-3 saves the Navy $10,000.00 That's their figures.

    Roger Bazeley, President Elect 2013, shared some personal thoughts about the Navy League and the council upon being elected at our brief business meeting, our "Annual Meeting" December 11, aboard the National Liberty Ship SS JEREMIAH O'BRIEN. He stayed afterward to share ideas with other elected officers and directors.
     
    The meeting followed the luncheon we held aboard with attendees from the San Francisco Council, Sacramento Council, National Maritime Academy Alumni, Northern California Propeller Club, California Maritime Academy (including President RADM Thomas Cropper, USMS) and elsewhere. Everyone seemed to enjoy their time together. We knew it would be well attended and for the first time we started the social hour / networking opportunity an hour before the lunch. The Kings Pointers arranged for the splendid caterer and kept the bar stocked with beer, wine, sodas, and water. We enjoyed working with them and look forward to our next activity together.
     
    Roger's first task, an enjoyable one, is attending the Bay Planning Coalition Annual Membership Meeting and Luncheon at the St. Francis Yacht Club December 13, http://bayplanningcoalition.org/category/annual-meeting. The council has been a member of and is engaged in the BPC, http://bayplanningcoalition.org. In fact the Founder and former Executive Director Ellen Joslin Johnck is a council director (environmental affairs) and the current Executive Director John Coleman is a director as well (Bay Planning Coalition).
     
    We welcome comments about the luncheon, the meeting, the Navy League and our Pacific Merchant Marine Council. To see where we are currently, our relationships, and activities, see the attached single page PMMC About Us 2012.     Within the council I am moving laterally to a newly established position, Executive Director. One task ahead is to prepare the 2012 Council Annual Report to submit to Navy League Headquarters, the Pacific Central Region President, and the San Francisco Area President.
     
    I know I can speak for our officer and director team and say we are going to continue to move the council forward. We encourage and welcome your participation. Share your concerns with Roger and me anytime.

    As most of you are aware, Moffett Field's Hangar One has been de-skinned and all that is left is the steel skeleton.
    Most folks were not aware that the top of the Hangar was covered in 2x6 tongue & groove redwood planks from the local forests, and then topped with corrugated metal. 

    The Moffett Museum is the recipient of a small amount of these planks.  These have been split in half (now approximately  1x6) and cut into 11" to 12" sections.  We are offering two versions of these pieces of history for a donation to the Moffett Field Historical Society.  They are engraved with the logo of the USS Macon entering the Hangar.  A personalized version has room for three lines of 20 characters.  The generic version is available for a $100.00 donation.  The personalized version is available for a $125.00 donation.  These donations are tax-deductible.   Please see the enclosed file for ordering your piece of history, and a legacy to probably the best place a USN Sailor could have been stationed.

    Several council members are also members of the National Defense Transportation Association (NDTA), the majority as members of the San Francisco Bay Area Chapter.
     
    Council member and our man on the inside is Charlie Madison. He has held virtually every position within NDTA. He has sent us the attached Crab Feed flyer. Always a well attended and popular event; early paid reservations are suggested. Besides there is a drawing tickets bonus it you send in your paid reservation before the new year.
     
    We appreciate the efforts of the SFBA NDTA for raising funds for their scholarships. The group also hosts an annual golf tournament and day at the races; we will keep you posted on those events as well. Indirectly, by members participating in these events, this is a way the council supports student scholarships in the transportation industry.
     
    Further ahead, Saturday evening, January 19, the Navy League's Oakland and Alameda Councils are hosting a crab feed as well. This one, in Alameda, supports
    the two council's adopted commands. Stand by for a separate invitation for this event. Sam Sause has tickets for this one.

    Please pass the word that the cost of a Navy League life membership will again increase. This time a tiered structure will be implemented.
     
    You don't want to know what some of us "old timers" paid several years ago. 
     
    As for the council's share of this, it is a bit complicated and I don't have that information. I do know that for existing life members, the council receives $4 or $5 annually in the spring. Except for life members who joined in 1984 or before; the council receives no dues split. Headquarters continues to nick off 20% of the dues rebates due councils. Talk to me sometime if interested in such matters.
     
    Right now, please make an effort to notify as many members and potential members of this change effective January 1, 2013. Currently, through 2012, the life member one time dues are $500 for an individual and $750 for a husband and wife. There is only one way to get in under the wire on this and that is to submit a membership application electronically. Use the application found at https://www.nlussecure.org/membership. The NLUS office in Arlington is essentially closed from 1700 EST Friday, 21 December 2012 through 0800 EST, Wednesday, January 2, 2013.
     
    Want to give me a Christmas gift? List Phelps Hobart as the sponsor on any applications. I have sponsored 14 new members so far this year and would like to make it 20 or better.
     
    I regret that for the most part, the Pacific Central Region continues to loose hundreds of members annually; anticipate 150+ this year. We need to reverse this trend. Your assistance is appreciated - both on new applications and renewals.

    Saturday's bowl game is simply frosting on the cake for Midshipmen

    The season is already a success because of bringing the coveted Commander-in-Chief’s Trophy back to Annapolis, Navy goes for the icing on the cake when it faces Arizona State in the December 29 Fight Hunger Bowl in San Francisco.

    The Midshipmen, thanks to a late Army fumble, hung on to edge the upset-minded Black Knights, officially ending Air Force’s two-year hold on the trophy and giving it to Navy for the eighth time in the last 10 years.

    It was the 11th straight win over Army and gave the Middies seven wins in their last eight games after a 1-3 start that included a victory over only FCS foe Virginia Military Institute.

    “It means everything to get your No. 1 goal,” coach Ken Niumatalolo said after the 17-13 victory. “That’s our No. 1 goal, to win the Commander-in-Chief’s Trophy.

    “To know all the hard work, all the running that these guys did in the summer, trying to eat right, do right, practice hard, I’m just so happy for these guys.”

    ANNAPOLIS, Md. - Navy head football coach Ken Niumatalolo and Kraft Fight Hunger Bowl Executive Director Gary Cavalli chat with host Bob Socci on this week's edition of the Navy Sports Magazine Show.

    The Navy Sports Magazine will preview the Kraft Fight Hunger Bowl, which will see Navy (8-4) take on Arizona State (7-5) on Saturday at AT&T Park at 4:00 PM (ET). The game will be televised by ESPN2.

    The Navy Sports Magazine show will also take a look back at Navy's 17-13 win over Army on December 8. The win was Navy's 11th straight against the Black Knights.

    Navy Football Team Volunteers At St. Anthony's Dining Room

    SAN FRANCISCO, Calif.--The Navy football team, including Superintendent Vice Admiral Mike Miller, USN and head football coach Ken Niumatalolo, volunteered at St. Anthony's Dining Room this morning in San Francisco helping hand out food and scarves to more than 4,000 people in need on a chilly Christmas morning.

    "This was without a doubt the best bowl event we have ever been a part of," said Navy head coach Ken Niumatalolo. "It was very humbling to have the opportunity to be here and I know it's something I want our team to do every year from here on out. It was an eye-opening experience for a lot of our players and having the opportunity to take part in what St. Anthony's does on a daily basis is really what Christmas is all about."

    St. Anthony's has been feeding the homeless in San Francisco for 62 years and feeds more than 3,000 people per day, 365 days per year. In the spirit of St. Francis of Assisi, the mission of St. Anthony Foundation is to feed, heal, shelter, clothe, lift the spirits of those in need, and create a society in which all persons flourish.     Three weeks after playing in “America’s Game,” the Midshipmen (8-4) meet the Sun Devils (7-5) of the Pac-12.

    “Arizona State is an outstanding football team with great players on both sides of the ball,” Niumatalolo said after learning of his bowl opponent. “We have played a very tough schedule this year and there is no doubt that Arizona State will be as talented as any team we’ve faced.”

    He’s right. The Sun Devils come into this game off two straight wins, the second a come-from-behind victory over rival Arizona.

    The Sun Devils scored 87 points in their last two games, riding a career-high 156 yards and three touchdowns by running back Marion Grice to the 41-34 victory over Arizona that allowed Arizona State to finish 5-4 in league play.

    Arizona State runs a balanced offense that has the Devils tied for 21st in the country in scoring. On defense, Arizona State is a weak No. 78 against the run, and we all know how Navy moves the football, running the triple option.

    Freshman quarterback Keenan Reynolds, who led the Middies on their charge to the bowl, has mixed more passing into the Navy attack. However, Arizona State is 12th in the country against the pass, which might make that a bit more difficult. The Sun Devils are 81st against the run.

    NOTES, QUOTES

    Players To Watch:  

    • Freshman QB Keenan Reynolds is 6-1 as a starter and 7-1 overall after Navy nipped Army Dec. 8. He engineered what turned out to be the winning drive late in that game and continues to do so many special things. “Keenan comes in and uses his man voice,” WR Brandon Turner, who caught a 49-yard pass from Reynolds to set up the winning touchdown. “His presence in the huddle makes you want to believe in him. There’s just something about the kid. The way he led us on that last drive was unbelievable. For a freshman to come in and beat one of the better Army teams in years is incredible.”

    • FB Noah Copeland ran for 110 yards on 17 carries, including touchdown runs of 15 and 16 yards against Texas State and then followed that up with 96 yards and a touchdown against Army.

    • LBs Matt Warrick and Brye French are the Nos. 1 and 3 tacklers, respectively, on the Navy roster heading into the bowl game, but it was LB Cody Peterson who led the charge against Army with 14 tackles.

    Bowl History:   Navy is 7-9-1 in bowl games and has lost four of its last five. The Middies ended a three-game bowl losing streak with a victory over Missouri in the 2009 Texas Bowl, but then lost the Poinsettia Bowl to San Diego State before failing to make a bowl last season.

    STRATEGY AND PERSONNEL

    Bowl Breakdown  

    Scouting the running game: Freshman QB Keenan Reynolds brought an added dimension to the Navy triple option attack, a passing game, but the running game remains the staple. FB Noah Copeland appeared to be coming on at the right time and slotbacks Gee Gee Greene and Bo Snelson are both seniors who want to go out with a bowl victory against a team that was No. 81 in the country against the run, yielding 172 yards per game. Navy is sixth in the country in rushing, at 276.42 yards per game.

    Scouting the passing game: Keenan Reynolds, who replaced Trey Miller at quarterback, completed 56-for-97 passes for 884 yards, with eight touchdowns and only one interception. He faces an Arizona State defense that is 12th in the country, yielding 178.8 yards per game.

    Scouting the run defense: Navy fell to 77th in the country against the run when Army ran the ball so well. In the bowl game, the Middies will see the No. 38 rushing attack in the country, with Marion Grice coming off a career-high 156 yards and three touchdowns in the victory over Arizona.

    Scouting the pass defense: Navy is 35th in the country in pass defense, but the Middies were stung by 415 yards of passing by Troy on Nov. 10, so the weakness is there for an Arizona offense that is 45th in the country in passing.

    Scouting the special teams: The kicking game was a strength for the Middies through much of the season, with freshman K Nick Sloan making his first seven college field goal tries. But he has missed four of the last seven (one was a 51-yarder) and has made all 37 extra points. P Pablo Beltran has had a strong season, with a 43.9 average, with 17 of his 40 punts landing inside the 20. Marcus Thomas has a 27-yard kick return average with a long of 36, while Shawn Lynch is the punt returner and has a 40-yarder on his resume.

    Intangibles: It’s always hard to get a read on a service academy team heading into a bowl game because bowls are the second-most important thing on their schedules. The goal at the start of the season is the Commander-in-Chief’s Trophy, so the bowl is gravy. But this Navy team rebounded from a 1-3 start that included a win over only FCS foe Virginia Military Institute, and then charged to the finish with a freshman quarterback leading the way. Arizona State is weak against the run, which could make the option flourish.

    Roster Report  

    • Freshman QB Rafi Montalvo remained in a coma in a Florida hospital after a Thanksgiving Night car accident. The Middies had his jersey and helmet on chairs at the Army game. “I think it just kind of stressed to everyone on the team that you just never know,” slotback Bo Snelson said. “It’s easy to get down on yourself and grumble that you’ve got to be out at practice, but how would you feel if you weren’t able to come to practice? I think that’s something that really impacted everybody.”

    • LB Keegan Wetzel had two tackles for losses in the Nov. 17 victory over Texas State and added 1 1/2 against Army. That gave him 15 for the season, only one behind cracking Navy’s all-time top five for a season. He was selected independent defensive player of the week after making a career-high 11 tackles, including his third sack, against Army. Wetzel, who had a perfect 1,600 SAT score in high school, was named a Capital One First Team Academic All-American by the College Sports Information Directors of America. He is the eighth Navy player to be named First Team Academic All-American and it marks the third-straight year that Navy has had a player make the first team. John Dowd was named first team in 2010 and 2011.

    • LB Brye French and SL Bo Snelson, stripped of their captaincies in August because of rules violations, had their captaincies reinstated before the Army game, with Rear Admiral Michael H. Heller informing coach Ken Niumatalolo of the news via e-mail. “It basically said that after further deliberation and consideration, the superintendent felt that Bo and Brye had exhibited the leadership that is becoming of a captain here and he would like to reinstate them,” Niumatalolo said. “I was super excited when I got that information. I felt good for Bo and Brye, because they have worked very hard to earn that title back.”

    • WR Brandon Turner was suspended from the team after failing the summer conditioning test, but worked his way back and caught a vital 49-yard pass from Keenan Reynolds to help win the Army game. “I wasn’t sure about my career and where it was going,” Turner said of his summer problem. “I remember coach Niumat hugging me after telling me I wasn’t going to Ireland. It was pretty emotional and he told me, ‘There’s going to be one game when this team needs you and you’re going to step up and make a play.’ Turner added: “Before the game today, coach Niumat came over, gave me a hug and said, ‘I’m glad you’re still here.’ I said, ‘Coach, you know I’ve got you. I’m going to make a play for you.’ It’s kind of a Cinderella story. It’s kind of mushy and emotional, but it’s also kind of cool that it turned out that way. After all of what happened with me, it feels good to contribute to a big win.”

    The Midshipmen open the 2013 campaign with a road game at Indiana on September 7, followed by a home game against Delaware on September 14. After an off week, Navy travels to Western Kentucky (09/28), hosts Air Force (10/05) and then travels to Duke (10/12) and Toledo (10/19).

    Thought you might like to see Saturday's drill routine for the Sea Cadet Division we sponsor and support. We are proud of all the Cadets accomplish and very appreciative of the unit's leadership. The relationship between the Pacific Merchant Marine Council and the Arkansas Division Sea Cadets is close. With the August fundraiser on the Potomac we were able to increase our financial contribution in support of the Cadets far and away more than our effort in 2011.

     

    The division's "Annual Inspection" is Saturday, 16 March at the drill site: Yerba Buena Island, Building 2, US Coast Guard Sector San Francisco, California 94130. Our 2012 Navy League Theodore Roosevelt Youth Awards for the Sea Cadet and League Cadet will again be presented - this time in front of the assembled Cadets. The certificate, along with the NLUS ribbon with "Gold Boot" was presented to League Cadet ABC Nunez  while Sea Cadet PO2 Stephan Sobolev will receive his certificate and the League's Theodore Roosevelt Youth Award with medal and ribbon. Two years ago he received the ribbon with the gold boot.

     

    You are welcome to attend, observe, and have lunch as well. We will keep you aware of the best time to arrive to see the presentation of our awards, various ribbons, and other commendations - anticipate 0930.

    CBS Sunday Morning, a nationally broadcast program, hosted by Charles Osgood, will explore the extraordinary history of the "Big U" as well as the Conservancy's urgent effort underway to preserve the ship's legacy and fulfill her economic potential.      

     

    The show will air at 9:00 AM eastern standard time on CBS. Be sure to tune in this Sunday, January 20 - or set your DVR - and set sail aboard "America's Flagship!"

    In addition to appearing on CBS Sunday Morning this week, the SS United States will enjoy time on the silver screen in the new Niels Arden Oplev thriller Dead Man Down (rated R), starring Colin Farrell and scheduled for release on March 8, 2013.

     
    Scenes were shot aboard the SS United States last April, and the filmmakers used some "digital magic" to move the ship out of her Philadelphia berth. Watch the trailer here (watch for the "Big U" at 01:52).

    Roz McPherson's parents, Capt. James & Lillie McPherson, aboard SS United States

    Roz McPherson, a leading force behind successful museums such as the African American Museum of Philadelphia and the President's House Commemorative Site, was recently profiled by Philadelphia Business Journal for her involvement with the SS United States Conservancy.

    McPherson is working with the Conservancy to develop plans for the SS United States Center for Design & Discovery, an exciting and innovative museum and educational facility.  Stay tuned for more information about our recent progress!
     
    McPherson, passenger on the SS United States in 1958, remembers her experience on board fondly. "We were integrated into the mainstream of the ship's life for the three-day journey. Even at the age of 5, I knew that this ship was special," she says.

    QE2Conservancy Expresses Support and Solidarity for QE2

    The RMS Queen Elizabeth 2, the fabled Cunard luxury liner in service from 1969 through 2008, appears to have avoided the scrapper's torch. New press reports indicate that the Oceanic Group, a Singapore-based maritime company, will spearhead the vessel's renovation into a mixed-used facility to be permanently docked in Asia. Facilities will include a luxury hotel, restaurants, retail, event space, and a museum.

     

    A UK-based consortium had previously proposed an exciting adaptive reuse plan for the "QE2" that would site her near London's O2 Arena. Amid these global efforts to save Britain's iconic historic passenger ship, we hope public support in the US continues to grow on behalf of our efforts to rescue and restore the SS United States.     COMING SOON! We've partnered with director Bob Radler to bring you a new five-part documentary, SS United States: Made in America, which will make an exclusive online premiere beginning in this month. This spectacular new release, a follow-up to SS United States: Lady in Waiting (2008), includes incredible footage of the ship, both in her heyday and in her current state, as well as interviews with former passengers, crew, maritime experts, and Conservancy leadership.
     
    The film will be released in five parts, with Chapter One being released online next week Wednesday, January 23, 2013. In the meantime, check out our YouTube channel for more fabulous SS United States video content.

    San Francisco Bay: Preparing for the Next Level:

    The shoreline of San Francisco Bay is extremely vulnerable to the impacts of sea level rise. Approximately $64 billion in property value on 240 square miles of Bay shoreline is at risk of significant flooding. ARCADIS is assisting Bay Area agencies in assessing risks and developing adaptation strategies. We developed a decision support tool for planners and decision makers to develop their own shoreline adaptation strategies. ARCADIS led a team of U.S. and Dutch engineers and scientists in investigating sea level rise impacts on the shoreline of San Francisco Bay and developing appropriate strategies for adaptation. This study was the first ever project of an alliance between the Netherlands and California on climate change adaptation.

    San Francisco Bay: Former Chemical Manufacturing Plant (86 acres): ARCADIS has been conducting environmental investigations related to soil, sediment, soil vapor, groundwater, pore water quality and remedial actions (including the reclamation of wetlands) at a Former Chemical Manufacturing Plant. Portions of the site have undergone extensive remedial activities including the injection of substrates to remediate groundwater containing VOCs, the installation of a biologically active permeable barrier to treat metal affected groundwater, and the excavation of PCBs, VOCs, pesticides, and metals affected soil. The investigative and remedial work has been conducted in accordance with an order prepared by the DTSC.

    Frank’s Tract Three Mile Slough Salinity Control Barrier:
    As part of improving the water quality and fish migration through the Sacramento-San Joaquin Delta, the California Department of Resources and the U.S. Bureau of Reclamation are considering the construction of salinity control barriers. ARCADIS completed the evaluation of suitable gate types in the 550 feet wide Three Mile Slough that connects the Sacramento and San Joaquin Rivers. For the project, also known as the Frank’s Tract Gates, ARCADIS conducted the 30 percent mechanical and structural design of a bottom hinged flap gate and adjacent lock facility for boat passage.

    The next San Francisco Harbor Safety Meeting is Thursday, February 14, 2013 at the Port of San Francisco, Pier 1 Conference Room, Pier 1, The Embarcadero, San Francisco. The meeting starts at 10:00 am.
