Monday, February 27, I, along with my wife Teddy, ventured down from Sacramento to Stockton for lunch with our friends in the NLUS Stockton Council. Stas Margaronis, Director - Marine Highways, came over from Santa Rosa. Together we did a presentation on the Pacific Merchant Marine Council,https://www.facebook.com/PMMC.NLUS, and the "M-580" the marine highway between Oakland and Stockton (and Sacramento). We enjoyed a tasty lunch at the Spaghetti Factory on Marsh Lane. February 15, I presented a similar program to our friends in the Sacramento Valley Chapter of the American Merchant Marine Veterans.
 
 
 
March 1 I presented the Navy League's Community Affiliate Membership plaque to Ray Enos, President of Downtown Ford in Sacramento. Purchased my Mercury Grand Marque there as well as my previous Ford Crown Victoria. Both have received service there. Show your Navy League card and who knows you might get a discount. Navy Leaguer Ted Welsh is very pleased with the deal he made on his new Ford Explorer he purchased at Downtown Ford. The membership is affiliated with the Sacramento Council where I have a life membership and serve as Vice President - membership. We continue to encourage Community Affiliate Memberships with out council. For $400, the package includes four individual memberships and the attractive plaque. Contact me for any membership matter. Four new members came aboard the Pacific Merchant Marine Council in February.
 
 
Sunday, February 26, Senior Vice President Roger Bazeley and myself spent the afternoon over at Coast Guard Island for the Annual Inspection of the Arkansas Sea Cadets. We presented awards and thoroughly enjoyed the Division's Band of the West performing. All very special - more on this later with additional photos.

Here is the long-awaited second edition of the Navy Leaguer. Nothing about our council in this issue, hey, can't have everything, we were highlighted in the first edition, http://groups.yahoo.com/group/PMMC-NLUS/message/1100! Nothing about our Pacific Central Region for that matter.
 
I will leave you with this. Our council membership continues to grow. Though a few have transferred out, we are at a new high for membership. Finances increased what with receiving a check for 4th Quarter 2011 dues rebate and life member rebate. We remain in the black financially - always will - but definitely are restricted on what we can do to support our adopted ships and supported units. Talk to me if you would like to know more.

I can keep 20 spots open for Navy Leaguers.  There is no cost, but a $5 or $10 donation per person will cover the costs of operating the boat.  It is not about making money for us, it is about enjoying an afternoon on the bay and making new friends.  Beside, our future cruises will be full of kids and adults who can't afford to pay even $10 per person, so I don't expect to make any money on any of our quarterly cruises.  Our Education Foundation will use the cruises as a reward for kids (and their extended family) who have good comportment, good attendance and improve their grades.  I believe it is important to include the family in a child's rewards, since they are a big part of their child's success. 

 

Send me the names of those interested as soon as you can.  I want to make sure your members are guaranteed a spot.

I am pleased to announce that the Office of Naval Research (ONR) has awarded the Navy League of the United States a grant that will enable the Navy League to inspire the next generation of engineers. Using a constellation of literacy training and educational experiments in the curriculum known as STEM-Science, Technology, Engineering and Mathematics-a group of military retirees, like myself, will engage today's youth as they prepare to take their place in tomorrow's leading edge professions.

I have been following the restoration of this ship since I met up with Rich Christie and his wife Mary back in 2005. He accomplished much to keep the memory of the mine sweepers alive. Now after six years of toil by a valiant volunteer crew there is to be a ribbon-cutting ceremony by the Stockton Chamber of Commerce 1130, Thursday, March 15 for the only one on the West Coast.
 
You are encouraged to drive on over to see this piece of history March 15 and afterward. She was docked for several years along a levee on Bradford Island. Now she has moved to a location that was once a Naval Reserve Center, then the Stockton Sea Scouts Base - home of the Point Webber. Now it seems a charter school, San Joaquin Building Futures Academy, is occupying the former training facility. Those of us who show up will find out.

The purpose of the Stockton Historical Maritime Museum is to provide, maintain and manage a Maritime Museum dedicated to the cultural heritage and historic recognition of the downtown waterfront in Stockton California.

The MSO is a little known and poorly documented, extremely interesting facet of naval history. MSO's served to keep sea-shipping lanes and harbor approaches clear of enemy mines. To avoid triggering mines she is intended to sweep, she is constructed primarily of wood, all metals are nonferrous. These shallow draft non-magnetic vessels were capable of effectively removing these explosive obstacles that endangered the lives of so many on the high seas and during combat landings. They served before, during and after the Korean War. They protected the coasts of Vietnam and then faded into obscurity after the Persian Gulf War in the early 1990's.

The USS Lucid and the Minesweeper Museum is dedicated to telling the story of the mine-sweeping men and their wooden ships, the last all wooden US Naval ships to navigate the oceans.
Of the 101 MSO's built, only a very few remain in the hands of foreign countries and all of the U.S. ships have been sold and/or scrapped. USS Lucid (MSO-458) was received as a donation from a private individual, in honor of the 50,000 men who served on MSOs. Lucid MSO-458 Foundation and the Minesweeper Museum are currently located in the Sacramento delta region on Bradford Island. Lucid is open to the public as the restoration progresses.

It should be noted that Lucid is the last salvageable MSO in the U.S. She had all machinery and equipment removed during a previous scrapping operation. The hull, compartmentation and superstructure remain intact and the oak frame and southern pine and fir planking is in remarkably good condition considering her history since her naval service. Work is underway to restore and retrofit her and bring her back to her previous glory.

Shooting these photographs on a cold and bleak December day, he hoped to capture the ship's grandeur and the "urgency that presently hovers over its current day status of possible destruction." 

       Executive Director's Update

    Dear SS United States Conservancy Supporters:  

     

    As you will read below, we are formally launching our SS United States museum planning process.  We hope to create a dynamic and immersive destination experience that celebrates the ship's storied history as well as her namesake nation's.  Future visitors will be able to examine and explore everything from the glory days of trans-Atlantic seagoing travel to Cold War secrets to American engineering and industrial design to the music and fashion of the "Mad Men" while visiting, shopping, dining, and sleeping aboard the refurbished SS United States.   

     

    While our SS United States museum will restore and recreate some of the vessel's most iconic spaces, artwork and design features, we must - above all else - find powerful ways to express and share the ship's stories.  I've had the pleasure and honor of speaking with so many former SS United States crew members, officers and passengers, and I have heard so many extraordinary tales: How her exhausted crewmembers drank beer out of Maxwell Coffee cans and slept on their laundry bags in Times Square when the waters were rough.  How the Newport News ship yard workers toiled on Christmas Day to ensure that the Big U would be ready by her delivery date.  How the ship scaled 90-foot waves and was so "muscular" that she gulped down 859 tons of Bunker C fuel in a typical day at sea. How her horn made her navigator's hair stand on end when she announced to the entire ocean that she was making her way across.    

     

    The Conservancy continues to pursue the ship's long-term redevelopment, and we promise a full update from the SS United States Redevelopment Project in this newsletter's next issue.  As you know, we are in a race against time to ensure that this one-of-a-kind piece of American history is not lost forever.  As the buzz begins to mount around the 100th anniversary of the Titanic, let's not forget that our national flagship did not sink.  In fact, she remains proudly afloat at her Delaware River pier, awaiting resurrection.

    The SS United States Conservancy is dedicated to the legacy of the Big U - to preserving both the ship herself and the memory of her, as she survives in the minds and hearts of those who were connected to her.   As we work to save and repurpose the vessel, we are also dedicated to establishing an extraordinary museum celebrating the SS United States and the American Century she so powerfully symbolized.

     

    To further our goal, we are embarking on an effort to compile a comprehensive inventory of the vessel's existing artwork, furnishings, and other artifacts. Ultimately, we hope to make this information available for researchers and historians, to facilitate communication and information exchange among enthusiasts and collectors, and to identify sources for future loans in support of the Conservancy's exhibitions and displays.

     

    To accomplish this ambitious undertaking, we would be very grateful for your assistance. If you own original items from the ship, we hope you might be willing to complete the attached survey. Sharing this information with the Conservancy in no way implies any intent to loan or donate your material. At this stage, we are simply trying to create a comprehensive record of how the SS United States' legacy endures in material culture and memory.     We also invite you to join us for a special celebration in Philadelphia on Wednesday, March 28th.  John Reynolds of Atlantic Logistics, whose firm has been taking care of the SS United States since 2003 and plays a key role in the SS United States Redevelopment Project, is being honored by the Seaman's Church Institute of Philadelphia and South Jersey.  He will receive 2012's Spirit of the Port Award. The Conservancy is deeply grateful for all the help that he has given us over the years, and are proud that we can help recognize all of his good work.

     

    The Award luncheon will be held at the Sheet Metal Workers' Union Hall, at 1301 South Columbus Boulevard in Philadelphia.  The celebration will begin at 10:00am with a special pre-screening of the documentary SS United States: Made in America.  Following the film and discussion of the future of the Big U will be a cocktail reception, and, at 12:30pm, the luncheon itself.  Space is limited, so please reserve your space in advance.  Please contact barlow@... to make a reservation.   

     

     


    Circumnavigators Dan McSweeney To Address the Circumnavigators Club


    It's a busy month for the Conservancy, but we hope that there are still a few open days on your calendar! On the evening of Wednesday, March 20, the Circumnavigator's Club will be hosting a dinner party in New York City, featuring Dan McSweeney.   Dan - the managing director of the SS United States Redevelopment Project - will screen a brief film about the SS United States and then address the assembly about the ongoing efforts to preserve and repurpose the Big U.   

     

    The event will be held at Connolly's Pub & Restaurant, at 14 East 47th Street, in New York City, beginning at 6PM. Though there is a charge for dinner, all friends of the SS United States are welcome.  We look forward to seeing you on the 20th!

    Ujifusa Steven Ujifusa Honored with Conservancy's Blue Riband Award

     

    We are pleased to announce that Steve Ujifusa, soon-to-be published author of A Man and His Ship: America's Greatest Naval Architect and His Quest to Build the SS United States, has been honored with our Blue Riband award. Given in commemoration of his many contributions to the Conservancy,  it is a token of our high regard and  incredible gratitude for playing a leadership role in our efforts to save the SS United States.

       

    In a recent interview, Steve said that his time with the Conservancy has been "an incredible journey, working for an incredible group of people." Speaking of the SS United States, he recounted the many reasons why she is worth saving - that she represents both a "great American effort" and a "great American story," that she is a "masterpiece" that must be preserved. "What really matters," he emphasized, "Is how the ship has touched so many people."

     

    Happy as we are to recognize Steve, we must also announce that he is leaving his staff position at the Conservancy in order to pursue his career as an author and historian.  He will continue to serve on the Advisory Council.  We're sad to lose him as a colleague, but we cannot thank him enough for all of his great work, and hope that he finds nothing but success and joy in all his future endeavors.     DC Washington DC Chapter Event A Complete Hit!

     

    The Conservancy's busy March series of events has officially begun!  On March 4, the Washington DC Chapter held its Greater Washington Area Kick off and Silent Auction. Taking place in DC's Wharf Preview Center,  the gathering featured appropriately festive food, wine, and, of course, the Conservancy's incredible members and supporters.

    Despite the rain, spirits were high.  Among our friends were two members of our advisory council, Elizabeth Fletcher and Bill Myhre.  We were particularly pleased to that "Fletch" could join us after braving a seven-hour drive!

    Last December, we began the series From The Vault, showcasing oral histories, still images, home movie footage and other personal remembrances of America's "Ship of State."  These stories and photographs will be incorporated into our future exhibitions, expanded archives and outreach materials.  We will also share highlights in our newsletter.  We are always searching for new material - we look forward to hearing from you!     A personal note from Keiran Meagher on his connection with SS United States:

     

    "In June, 1962, just graduated from high school, I had the good fortune to secure seaman's papers, joined the NMU, and "threw in" for a five cruise job as a waiter in the Engineering Petty Officers' Mess. Our normal routine was NY to Southampton, discharging passengers going to England, then sailing the same day to Le Havre, where we dropped off passengers for France and picking up passengers to NY, then back to Southampton for an overnight stay, then back to NY. Every fourth or fifth trip, Bremerhaven was thrown into the middle of that schedule. I had one trip to Bremerhaven that summer. In June, 1963, I threw in for a four cruise job in the Cabin Class scullery.

     

    To say that these trips were a coming-of-age would be a great understatement. Aside from the fact that the wages (for a kid) were fabulous, I had the opportunity to meet a universe of different people, all supportive and part of the ship's mystique. I remember vividly two events. I think it was the second summer, we received a message that a sailing vessel had encountered some sort of trouble. We were closest, although past the vessel, so we had to turn around and go back. I am certain Capt. Alexanderson, under the pressures of schedules, was unhappy, but of course back we went. The scene was startling: apparently someone on board the sailing vessel had gotten waylaid by the boom and required medical attention. The enormity of the Big U was brought home as we looked down upon the sailboat, probably 40-50 feet in length, which looked like a bathtub toy.

     

    During the late spring of 1963, the France was commissioned. It was reportedly the French Line's determination to take the Blue Riband crossing record away from the United States on her maiden voyage. We prayed that that would happen, so that we could, that summer, take it back, with a record crossing that would put the French Line in their place. Alas, France was unable to approximate the time of the United States' maiden voyage, and we had to make do with the usual sedate 32 knots.

     

    My time on the United States was wonderful. I matured, traveled a little in France and England, and paid for college expenses. It is inconceivable that a work of art so beautiful as United States could be permitted to be lost."

    This year is a big one for the Big U. July will mark the 60th Anniversary of her maiden Atlantic voyage. We plan to celebrate by making a huge splash nationwide and we need YOUR help organizing local events. Casual happy hours, informative lectures and film screenings, themed evening events... every event garners interest and support for our mission to SAVE the SS United States! In this make-or-break year, we need to rally support throughout the nation. You can help by joining the Conservancy and volunteering your time to organize an event or start a membership chapter in your area.

     

    We are now planning our special 60th Anniversary events calendar and would like to include an array of festivities across the nation. Let us know if you can organize an event in your local community!

     

    We will welcome volunteers from across the nation. At this time, we are particularly interested in founding membership chapters in the Miami area of Florida, Hampton Roads area of Virginia, and on the West Coast. Volunteers will work closely with the Conservancy to recruit members, fundraise, and raise local awareness of the SS United States.     The USS Lucid, an aging wooden minesweeper in need of restoration, will be part of an educational program in Stockton.

    Students to begin restoring old ship

    Hope for polished vessel is to become museum on Stockton's waterfront
     

    But a major milestone in the life of the 69-year-old minesweeping ship is drawing near. Its restoration is about to begin, and for those behind the effort, the excitement is growing.

    "This has been a dream of ours for a long time," David Rajkovich, executive director of the Stockton Historical Maritime Museum, said last week.

    The start of the refurbishment will be marked by a ribbon-cutting ceremony Thursday morning at a dock near Louis Park. The dock is adjacent to the Building Futures Academy, a training program in the trades run by the San Joaquin County Office of Education. The work will be done by at-risk students in their late teens and early 20s.

    "A lot of them are very enthusiastic about being involved in being able to create something that will hopefully be a permanent part of downtown Stockton's waterfront," Rajkovich said.

    The Lucid MSO-458 (short for Mine Sweeper Ocean) is one of 101 ships in its class built for the U.S. Navy and NATO in the early 1950s. Though the Lucid was built in a shipyard in New Orleans, it is identical to other MSOs constructed during the same era in Stockton.

    The last of the Stockton-built ships was scrapped by the Navy about a dozen years ago. The 775-ton Lucid, like the Stockton ships, is made of wood because if minesweepers had been made of metal, they would have triggered magnetic mines.

    The MSOs originally were built for use during the Korean War, and the Lucid also served during Vietnam before being taken out of service in 1976 and falling into disrepair.

    "We want it to appear as it did when it was in Navy service," Rajkovich said.

    Students will study old photographs and the ship's original blueprints as they work to restore the Lucid's original appearance. They will reinstall doors and partitions, fix plumbing and lighting.

    "Our goal is to eventually recreate the galley so we can prepare and serve meals on the ship so we can host functions and events on board," Rajkovich said.

    When the five-year restoration project draws closer to completion, the plan is to negotiate with the city to sail the Lucid to a spot on the downtown waterfront for its new role as a museum.

    "That's where the shipyards were, so it has historical relevance to put it in that area, and more importantly it will be very visible," Rajkovich said. "It's going to make quite a statement down there. When it's completely restored and lit up at night, it's going to be a real eye-catcher."

    I can keep 20 spots open for Navy Leaguers. There is no cost, but a $5 or $10 donation per person will cover the costs of operating the boat. It is not about making money for us, it is about enjoying an afternoon on the bay and making new friends. Beside, our future cruises will be full of kids and adults who can't afford to pay even $10 per person, so I don't expect to make any money on any of our quarterly cruises. Our Education Foundation will use the cruises as a reward for kids (and their extended family) who have good comportment, good attendance and improve their grades. I believe it is important to include the family in a child's rewards, since they are a big part of their child's success.

    Send me the names of those interested as soon as you can. I want to make sure your members are guaranteed a spot.

    The Luncheon at the Seamen's Church Institute International Maritime Center in Oakland has come and gone. Member and speaker Ed Hughlett wowed us with all that Ports America does here in Northern California. Here he is afterwards with yours truly Phelps Hobart, President.
     
     
    The Council's Chaplain Fr. James Wade entered the drawing and won it! The pot was $100 and he could have kept half but instead here he is presenting the all the cash to Adrienne Yee, the Center's Executive Director. Looking on is the Center's Chaplain and Director of Ministries Rev. Roger Bauer. Also in the picture is PO3 Weston Freitas who drew the winning ticket for Fr. Wade.

    Once again we had a fine luncheon meeting at the Seamen's Church Institute International Maritime Center in Oakland. Sam Sause, Vice President - Industrial Relations, chaired the event and introduced Ed Hughlett our guest of honor and speaker. Ed was all set to use a Power Point video presentation but that was not to be - the projector's bulb decided enough was enough and refused to light-up. Undaunted Ed carried on and handed out a multi-page handout. Everyone was impressed! Big company - active on the waterfront throughout Northern California and virtually everywhere else goods move by ship.     We had guests from the Propeller Club and elsewhere - good to have them with us! Guests always welcome at our events. 
     
    Adrienne Yee, arranged for the tasty meal of sandwiches and salads with Stella Nonna Catering in Berkeley. We thank her for making the arrangements and the Center's hospitality. Thanks also to new member Sebron Flenangh of Oakland for visiting the caterer and bringing the lunches to the Center.
     
    We kept to a tight time schedule for the luncheon but stayed on for a meeting of the council members minds where the future of the Council was discussed. Lively - several good points brought up.
     
    Afterwards, Karen Freitas, Vice President - Youth Activities, her Sea Cadets, Roger Bazeley, Senior Vice President, and myself drove over to the USS POTOMAC and met with the ship's Executive Director Marti Burchell for discussion of a Navy League / Sea Cadet fundraiser aboard in June. We want to pick a weekend afternoon date when the Arkansas Division's Band of the West is free to perform. We are thinking of desserts and non-alcoholic beverages, a silent and live auction (donation of items appreciated), and ... well wait and see. You will be among the first to know. Rest assured its going to be a party! A party on the Presidential Yacht!
     
    Don't miss our next luncheon - soon to be announced. Likely date Monday, June 18. Location - not yet decided - maybe shipboard. Anticipate an informative panel discussion on break-bulk cargo handling here in Northern California.

    I would like to comment on some of the items in the March 30 NLUS Council Alert.
    • Sea-Air-Space Exposition, the largest Maritime Exposition in the world, held at National Harbor, MD April 16 - 18,2012. See http://www.seaairspace.org. Very worthy to attend; please let me know if you will be there.
    • Region Presidents are scheduling their annual region meeting for your council’s benefit. Hasn't happened yet - date, time and place have not been announced. Once announced love to have your company. Also ahead is the region's Nominating Committee meeting to select nominees for National Directors and other national officers. Again, it has not been announced. We are seeking NLUS National Directors. Great way to serve at a higher level. Talk to me, Sam Sause, or Ed Dangler if you care to explore this.
    • National President Phil Dunmire, has asked that council leaders focus on activities related to his 2012 Goal: “Every member get a member, Involved!” This council has plenty of opportunities for involvement - supporting the sea services and sea cadets. Simply let me know your interest(s). Committee assignments easily arranged and if you like titles, like Vice President or Director, they are readily available! Complementary business cards too!
    • Community Affiliate Recruiting. The Port of San Francisco is our council's only Community Affiliate Member, http://navyleague.org/membership/community_affiliate.html. There are a dozen additional ports we would like affiliated with our council. And over a hundred maritime businesses. Then there are countless other firms that could see the importance of the Navy League and our council - if they knew about us. We welcome community affiliate members, corporate members and individual members!
    • Updating Records for Bad Address members. All our members have good postal addresses; a few do not have E-mail addresses and I am working on that. Please keep you addresses and telephone numbers current. Contact me.
    • The 2012 National Convention and Annual Meeting of Members will be held in Honolulu, HI on June 19-24. Great event. National Directors need to make an effort to attend; all Navy Leaguers welcome. Let me know if you will be there.
    • The Maritime Policy for 2012-2013 has been released and is being distributed to Congressional staffs in DC. The document can be downloaded from the Navy League website at http://www.navyleague.org/legislative_affairs/maritime_policy.html. Always a good read; if the Navy League is for it, this council is for it too! I will soon have copies to distribute.
    • Third Annual Congressional Maritime Sail-In, an effort to educate members of Congress on the importance of the American maritime industry. The event is scheduled to be conducted on Capitol Hill on May 9, 2012. This is central to our council mission. We have been a supporter the past two years and this year will be no exception. Thank you to the members who participate.

    • Grassroots Legislative Initiative Update. I serve at the region and national lever in this regard. Let me know if you would like to visit a member of Congress or key staffer. Training is required. I arrange that. The Navy League definitely has a message to convey and so does this council.

    • Annual Reports. Our council has submitted its annual report on time. We should continue to receive quarterly dues rebates.

    •  2012 Online Community Survey. I replied already. If you need any assistance with the NLUS Online Community, http://members.navyleague.org/login/login.asp, let me know. If you are going to respond to the survey, please indicate that you would like to see the Calendar and the Poll reactivated.

    • Navy Leaguer published again. After an absence of five years, this quarterly is now available in a digital format. We made the first edition but not the second. The more council newsworthy activities written-up and submitted the better chance to again get noticed in the Navy Leaguer. Yes, we would welcome having a public affairs officer.

    • The Community Service Organization Presentations. We are set to go for presentations. I have done two so far this year; Director Stas Margaronis assisted on the second one. A lot more potential here; talk to me if interested in telling the Navy League and Council story as well as touching on the sea services - especially that 4th one - the Merchant Marine.

    • Navy Week. Sacramento Navy Week, July 19 - 22, in conjunction with the State Fair is California's only Navy Week. See attached for information on it.

    • War of 1812 Bicentennial Events. I don't have knowledge of activities here on the West Coast but maybe you do. I will be going a special Naval Order War of 1812 event in Baltimore in October.

    • Celebrate National Maritime Day by sponsoring US-flag Merchant Marine CSOP presentations. This is a good idea. Presenters wanted.

    Periodically, we share examples of successful council’s best practices and good ideas.  These are programs that the council has implemented because they work.  We have presented the value of recruiting Community Affiliate members many times.  This is an “oldie but goodie”.  Enjoy!

    Community Affiliate Recruiting

    Recruiting Community Affiliate members is often overlooked, yet can be very beneficial to your local council and community.  Here are tips on how to get started:

    Many Navy League councils receive tremendous support from their communities: financial support, publicity, sea services personnel support (for members and their families) and youth group support.  Why do these councils have success, when other councils report financial difficulty, lack of volunteers, and aging membership?  The answer may be in their efforts to engage their community in council-sponsored activities.  The Navy League has a membership category for local businesses that can help your council engage the community, as well as provide financial support for your sea services personnel and youth groups.  This category is called Community Affiliate membership.

    The Recruiting Community Affiliate Members workshop prepares participants to initiate a Community Affiliate Recruiting campaign in their council.  The workshop is a "how to" experience and covers everything you need to know and do to start recruiting these valuable business members.  The workshop can be scheduled by contacting Bill Waylett at Headquarters, wwaylett@..., or (703-731-5907).

    Why should you initiate a Community Affiliate recruiting campaign?

    1.      Increased membership, since each Community Affiliate membership includes four (4) individual members
    2.      Reliable council revenue - The sponsoring council receives a $200 rebate from the $400 Community Affiliate member’s dues.  Renewals receive the same rebate as a new Community Affiliate membership, so a large number of Community Affiliate members provides budget stability and a steady source of revenue for your council.  Additional council revenue can be used to expand existing council activities/programs, or add new activities or programs. 
    3.      Business people tend to be younger and bring enthusiasm, business expertise and fresh ideas into your council.  Potential youth group leaders are often found among these members.  Business expertise strengthens your Board of Directors.
    4.      Community Affiliate members will sponsor and host many council activities.
    5.      Community Affiliate members will often help recruit other businesses as Community Affiliate members.

    How do you organize a recruiting campaign?

    Recruiting Community Affiliates Workshop -
    The workshop teaches you how to complete the following steps, which have been used successfully by many councils to recruit Community Affiliate members:
    1.  Sell the council’s board and membership on the program to get wide support.
    2.  Your council should form a separate business recruiting committee to focus on the program.
    3.  Determine your council's selling proposition - what benefits (value) do you offer to a local business?
    4.  Select and train your recruiters - get professional sales people to do it!  You may have to “recruit your recruiters”.
    5.  Prepare a prospect list using all your council resources (get everyone involved). 6.  Develop retention strategies - how do you plan to keep these new members?
    7.  Execute, succeed, and celebrate! 

    Membership recruiting and retention should be critical council goals every year.  Good, diverse programs that appeal to the broad community in which our councils exist drive membership growth and retention.  Resources (people, facilities and money) are often cited as impediments to building and sustaining good programs and activities.  Community Affiliate membership addresses all these issues.

    You are encouraged to schedule this workshop and get a Community Affiliate Recruiting Program started as soon as possible.  You will be pleased with the results.

    2012 UpdateIncreasing member involvement is a goal this year, so Community Affiliate Recruiting is a win-win-win!   Membership prospects in the community should include:

    1)   Local companies with which your council does business;
    2)   Local offices of NLUS Corporate members;
    3)   Local companies with government contracts (see below);
    4)   Employers of your members or youth group parents; and
    5)   Veteran owned businesses.

    How to find local government contractors.

    1)   Go to the government’s Central Contractor Registry, www.ccr.gov.
    2)   Search by entering the city and state information for communities in your geographical area (you’ll have to search each city or town) – ignore the various category codes!
    3)   You can also search for just Veteran-owned businesses (also by city, state);

    Another method to find veteran owned businessesThanks to Bob Downey, Tampa Council, for sharing.

    1)   Go to http://www.veteranownedbusiness.com/?mode=geo.
    2)   Search by state, county and city (from the header).
    3)   On the next screen, search by city, county and state for the communities in your area of operation.
    4)   Contact the business names on the list (you should get the business name, address, contact, phone number, locator map and website url).
    5)   Multiple searches are not necessary if you use a large distance for your search.

    Note – The veteran must register his/her business with the VeteranOwnedBusiness.com organization.

    Updating Records for Bad Address members – The Yellow Pages (thanks again to Bob Downey, Tampa Council)

    Yes, the Yellow Pages still exist, but they’ve migrated online to http://www.yellowpages.com!   Here’s the process Bob uses:

    1)   Makes a list of members with Bad Addresses;
    2)   Search the Yellow Pages for the names identified in step 1);
    3)   Call the individual to verify membership; and
    4)   Call National to update records for verified new addresses

    Maritime Policy 2012-1013

    The Maritime Policy for 2012-2013 has been released and is being distributed to Congressional staffs in DC.  The document can be downloaded from the Navy League website at http://www.navyleague.org/legislative_affairs/maritime_policy.html.  Please notify your council’s legislative affairs team and begin distributing this document to your Members of Congress on 2012 grassroots presentations.

    Third Annual Congressional Maritime Sail-In

    The U.S. Maritime Coalition has announced plans for its third annual Congressional "Sail-In," an effort to educate members of Congress on the importance of the American maritime industry. The event is scheduled to be conducted on Capitol Hill on May 9, 2012.  The Navy League supports this effort.  Council leaders are encouraged to notify their Members of Congress about this event and

    VADM Albert J. Herberger, USN(Ret), a former U.S. Maritime Administrator and Chairman of the Navy League’s Merchant Marine Affairs Committee heads the volunteer organizing group.  Chairman Herberger reports that previous events have had representatives from 20 states, 48 congressional districts, 28 companies, nine unions and labor organizations, and 10 related associations. Our participation sends a powerful message to Congress.

    The purpose of the Sail-In is to increase Congressional awareness of the importance of America's maritime industry to the economic and national security of the United States, and to bolster support for the programs and policies important to U.S.-flag merchant marine and the jobs of American merchant mariners and America's maritime workforce

    Grassroots Legislative Initiative Update

    We have produced a video demonstrating how to prepare for and present Grassroots LA Presentation One; your Region Vice President will have a DVD copy soon!  Legislative Affairs (LA) training will continue in April with Presentation One scheduled for April 3, Presentation Two scheduled for April 10 and Presentation Three scheduled for April 17.  All presentations are at 3 p.m. Eastern.  You must register for training with your Region Vice President, LA, who will send your name and email address to Bill Waylett, wwaylett@....  Presentations are also available in Word for those presenters who cannot use PowerPoint.

    US Marine Corps Presentation Four

    For those who have asked when the USMC Grassroots Legislative Affairs presentation will be available, it is complete and waiting release by the Legislative Affairs (LA) Steering Committee.  Training for this presentation should start on the fourth Tuesday in April, 4/27/12.  Please contact your Region Vice President LA when your Member of Congress is ready for Presentation Four (9 months after last presentation).

    Annual Reports

    Annual Reports were due in Membership by March 1 to qualify for judging for a council award.  Scrapbooks are due by March 31 to be included in the judging.  Note:  Annual Reports received by March 31 still qualify for 1st Quarter rebates.

    Deceased Members and Retention rates

    Several Councils have asked if the death of member counts against their retention rate. The answer is no, reporting the death of a member does not affect the Council’s retention rate.  We believe we have many deceased Life Members that have not been reported and are not eligible for rebates!  Please help us clean up our membership records.  Thanks, the membership team services@....

    Member Email Addresses.  We continue to have only about ½ of our member’s email addresses.  Please ask your members to release their email to us so they can receive important announcements from our Navy League leadership.  Remember, in the interest of improved communication, every leader needs to have an email on file with us. We appreciate your cooperation.

    2012 Online Community Survey.  We are in the process of reviewing the Online Community for enhancements and upgrades. As part of this review, we sent out a survey to everyone with an email address on file to give us feedback about their level of usage and to share their “wish list” of upgrades, features and enhancements. If you haven’t already taken this survey, please check your email for an message from Salvador Chairez (generated through Survey Monkey) and take a few minutes to complete it. We really need your input to make the next version a useful improvement for you.

    V. Public Relations

    Navy Leaguer published again.  The Navy Leaguer is a council news publication that was suspended about 5 years ago because of budget constraints.  We are again publishing the Navy Leaguer as a digital newsletter.  The first issue was distributed at the National Convention in Chattanooga, TN.  It was also posted on the Navy League website at http://www.navyleague.org/communications/the-navy-leaguer.html. The NLUS Communications Department will publish this newsletter quarterly.  Please submit your council stories of successful programs and activities to publicrelations@....  We will pick and publish council news and best practices to share from your submissions.  Thank You!

    CSOP Update.  The Community Service Organization Presentations have all been updated and are posted on the Navy League website at http://www.navyleague.org/councils/csop.html.  The new Marine Corps CSOP has been videotaped so that the presenter can deliver the information without having to speak to the audience; questions must still be handled by the presenting team.  The following presentations are approved for use at this time:

    Navy League Photo Contest Approaching Completion.  There is still time to enter the 2012 Navy League Photo Contest, which runs until March 31, 2012.  Submitted photos should demonstrate council activities that support the mission and goals of the Navy League.  We want pictures of Navy Leaguers in action (no “grip & grin” photos, please).  Guidelines for submission can be found here: http://www.navyleague.org/communications/inthenews/2012_photo_contest.pdf .

    Navy Week.  The Navy Week events for 2012 have been announced; councils that participate in Navy Weeks report their community visibility has improved due to their involvement.  The 2012 Calendar for America is posted at http://www.navy.mil/navco/display.asp?page=cfa.html.  The Calendar for America includes all Navy Outreach activities, including Navy Weeks, Blue Angel Demonstration Flights at air shows, and the War of 1812 Events that begin in New Orleans, LA on April 16-22 (more below)..

    Navy Week events are conducted to raise awareness and bring the Navy to communities across America.  Navy Week is also an excellent opportunity for your council to raise visibility in your community by getting involved with the planning and execution of a local Navy Week.  Each Navy Week has a coordinator who wants local council assistance and guidance.   Here are Navy Weeks scheduled in the next 4-5 months that need support from the local councils:

    War of 1812 Bicentennial Events

    The Navy League is the official partner (with the Navy History and Heritage Command, the Naval Historical Foundation, the International Council of Air Shows and Operation Sail - OpSail 2012) for the War of 1812 Bicentennial.  Council planning should be completed now to take full advantage of this public education and membership recruiting opportunity!

    Harris Connect.  The Navy League of the United States has once again partnered with the award-winning, distinguished firm Harris Connect to fundraise for vital NLUS programs and initiatives. They have raised millions of dollars for other non-profit organizations similar to our own, and, in this economy, the Navy League needs to leverage all the support it can.  Our mission focus crucially hinges on the amount of money we can raise to support national and local programs. If you are contacted next month by a Harris representative on our behalf, please give them your consideration. We anticipate a long-term partnership with this extremely successful organization.

    President’s Circle Membership

    President Dunmire continues our goal of 125 members in the President’s Circle by YE 2012; currently, there are 110 members in good standing.  Members of the President’s Circle contribute $1000 to National for general use as the National President determines.  Members also receive VIP status at Navy League events, including special receptions at most National events and invitations to Ship Commissioning Ceremonies.  Application can be made online at www.navyleague.org/, or by contacting Mike Carter, Director of Development, mcarter@..., or call 1-800-357-5760, X1585.

    VII.     Announcements

    1.      Year of the Chief.  The US Navy Memorial Foundation has designated 2012 as The Year of the Chief, April 1, 2012 to March 30, 2013, to recognize the contributions of Navy and Coast Guard Chief Petty Officers.  Planned activities and information are summarized on the website www.navymemorial.org/yotc.  Announcement of the recognition was made by Master Chief Petty Officer of the Navy Jim Herdt, MCPON (SS, SW,AW), USN(Ret).  Councils should seek opportunities to sponsor and join this recognition of our “goats”.  Challenge coins are available from the U.S. Navy Memorial.

    2.   Constant Contact.  Chris Murch, USNA, former Marine Captain, life member of the Coronado Council, has made a generous offer to councils that want to improve their email communications and marketing efforts.  Any council that signs up for Constant Contact can contact Chris for assistance is setting up the system and maximizing the value your council will receive.  Chris normally charges $250/hr, but he is donating his time and services to the Navy League. 

    Santa Barbara Council has been using Constant Contact for several years and has found it to be very useful for improving communications.  Chris Murch can be contacted at chris@..., or by calling (858) 442-1734.

    3.  Seapower.  The April edition of Seapower can be found online by visiting www.seapowermagazine.org and clicking on the cover of the current issue — “The CNO.”  The issue features interviews with Adm. Jonathan W. Greenert, chief of naval operations, and Vice Adm. Kevin M. McCoy, commander of Naval Sea Systems Command, as well as articles on the potential impact of the 2013 defense budget request on the sea services, the funding concerns of seaport facility managers and the development of Littoral Combat Ship mission packages.  President Dunmire discusses the proposed defense budget as “Short-Term Savings, Long-Term Loss”.  Navy League News features the Tampa Council’s efforts to assist Clearwater, Fla., in becoming an official “Coast Guard City.”  Council Digest features the presentation of the Alfred Thayer Mahan Award for Literary Achievement to Adm. James G. Stavridis, Supreme Allied Commander, Europe, at a reception on Capitol Hill on Feb. 16, Mayport Council hosting another Individual Augmentee recognition event, Camden-Kings Bay Council adopting USCG Maritime Safety and Security Team Kings Bay, and various councils presenting Awards to outstanding service members.

    5.  IRS Notices and Assistance

    A.  IRS Publication 1771 released – Substantiating charitable deductions.

    The IRS has released Publication 1771 (rev. September 2011), Charitable Contributions - Substantiation and Disclosure Requirements, which explains general rules and specifications for documenting charitable deductions and explains new guidelines that allow charities to electronically mail documentation to donors.

    B.   IRS to Co-sponsor Conference on Nonprofit Governance.

    The IRS, Georgetown Law School and Independent Sector will co-sponsor a program on Nonprofit Governance: Empowering Board Leadership on Wednesday, April 18, 2012 at the Georgetown Law Center. Find more information and register online today.

    C.  Workshops for Small and Medium-Sized Exempt Organizations.

     Start off the new year right by planning to attend one of the IRS workshops for small and medium-sized (SMS) 501(c)(3) organizations.

    In FY 2011, in collaboration with nine universities, Exempt Organizations offered its SMS workshop program to faculty, students, nonprofit and practitioner communities of its academic hosts. In 2012, all SMS workshops will be associated with academic institutions.

    Questions and Answers about NL Fleet Support Team

     

    Q:           What is San Francisco Inter-Council Fleet Support Team?

    A:            The San Francisco Inter-Council Fleet Support Team is forming April 3, 2012 and will meet in San Francisco on the first Tuesday of every month to coordinate efforts among Pacific Central Region Councils to support ships visiting San Francisco, and to support other active duty commands and youth services.  Understandably, members from the two San Francisco Councils (Pacific Merchant Marine Council and the San Francisco Council) may find it more convenient than members from distant councils, but members from any council are welcome. 

     

    Q:           Who should attend?

    A:            Any member from any council interested in doing the work of the mission of the Navy League. This is not a passive group; this is a working group that will set goals and work toward them month in and month out to support the Navy Leagues mission, with special emphasis to enhance the morale of active duty personnel and their families visiting San Francisco.  Expect to become involved, take on responsibilities, and engage the fleet. Whoever attend this Tuesday April 3rd is a Plankowner. Thats pretty exciting!

     

    Q:           What is the format of the meeting?

    A:            Well start promptly at 5pm (plan accordingly!) and aim to finish by 6pm.  In order to encourage attendance, Happy Half Hour will begin at 4:30pm.  During the meeting well discuss active duty units in need of support, goals, and tasks.  This is a group on a mission with an agenda, but will conduct its business with a high level of fun and social interaction.

     

    Q:           What if I dont want to do any work or take on even a modest responsibility due to health concerns, lack of interest, or lack of time?

    A:            This is not for you.    This meeting is for members making it happen for supporting the fleet.  You should continue to participate in your council functions, however.

     

    Q:           What are some of the tasks or areas we may serve?

    A:            Member communications, event planning, ship greeting, re-enlistment planning, tour planning for visiting ships, Sea Cadets, Junior ROTC, Navy ROTC, USS San Francisco (SSN 711), USS Carl Vinson (CVN-70), SS Jeremiah OBrien, US Coast Guard and more!

     

    Q:           When is it again?

    A:            The first Tuesday of the month, 5pm at Sinbads Restaurant at the Embarcadero.  Sinbads has a casual meeting room, excellent public transportation accessibility via BART and Muni and cheap ($5) valet parking.  Other venues may be considered in the future. Remaining 2012 meetings: May 1st, June 5th, July 3rd, August 7th, September 4th, October 2nd, November 6th, December 4th.

    The Coalition for America's Gateways and Trade Corridors (CAGTC) is a US interest group for transport.

    It is composed of over forty representative organizations, including motor carriers, railroads, ports, engineering firms, and freight corridors that have come together to improve national freight efficiency. CAGTC was established in 2001 to bring national attention to the need to significantly expand U.S. freight transportation capabilities and to work toward solutions for this growing national challenge. CAGTC plays a key role in developing consensus among members of Congress for federal investment policy that supports "intermodal connectors", "trade corridors" and "gateway access", and that provides for major increases in the authorization and appropriations levels for freight and goods movement-related projects. The sole purpose of CAGTC is to raise public recognition and Congressional awareness of this need and to promote sufficient funding in federal legislation for trade corridors and gateways.

    Freight transportation is the backbone of Americas commerce. Imports and exports, which fuel our economy, are doubling every ten years. Freight traffic within the United States' borders will increase 100% by 2020. During that same period of time, foreign trade is expected to increase by 187 percent, while containerized cargo will experience an explosive 350 percent increase.

    Rapidly accelerating trade combined with domestic growth has created a $10 trillion U.S. commodity flow that produces millions of jobs and a higher standard of living. Without the ability to quickly and cost effectively move goods into, out of and through the United States, America will not be able to maintain this standard of living and high employment levels.

    Earning the title Coast Guard Cutter, today marked the beginning of the Legend-class cutters 30-year service to our nation. It will no doubt carry with it Capt. Strattons legacy along with the Coast Guards rich history of maritime service on its 418 feet of cutting-edge and technically advanced capabilities.

    Coast Guard Cutter Stratton was honored to have First Lady Michelle Obama, the ships sponsor, welcome it into service. With her name carved into the keel, Obama participated in the commissioning ceremony placing the cutter into active service and ceremonially giving the order to bring the ship to life. All the more fitting way to end a month spent celebrating the accomplishments and contributions of women to our nation.

    No matter what this country asks of you, you always step up to answer the call, said Obama to the Coast Guard men and women attending the commissioning ceremony. Always. So it is fitting that all of you are here today, because it is that ethic of service that defined the life of this cutters namesake, Capt. Dorothy Stratton.

    As Capt. Stratton did 70 years ago for women, Cutter Stratton will do for the Coast Guards operational future.

    Recapitalizing the fleet ensures the services ability to meet current and future operational requirements and safeguard U.S. national interests. Assets like the national security cutter and fast response cutter enable the nations maritime defenders to deliver vital services to the American public as well as execute the Coast Guards missions safely, reliably and effectively for decades to come.

    Commanded by Capt. Charles Cashin, Stratton following the proven success of its fellow national security cutters Bertholf and Waesche - will capitalize on its mission flexibility, range, speed and ability to operate in extreme weather to conduct drug interdiction, homeland security operations, domestic fisheries protection and search and rescue at great distances from shore.

    Stratton will allow us to continue to answer the call, and remain Semper Paratus, always ready, well into our third century of service to the nation, said Coast Guard Commandant Adm. Bob Papp. Stratton is a national asset designed and equipped to provide persistent presence at sea to detect and interdict maritime threats far from our shores and ensure our nations economic success.

    Both Ellen and John serve on our council's board of directors - they came aboard this year.
     
    The council is a member of the Coalition and a sponsor of the Coalition's 25th Anniversary Decisionmaker's Conference. An outline of what transprired may be found at 2012 Decisionmakers Conference Session Descriptions
     
     
    The Decisionmakers Conference, Jack London Square, Oakland, Thursday, April 26. More attendees to the right.
     
    The 2012 conferences theme was "The Maritime Bay: Its Economic Importance to the Northern California Economy." The annual conference brought together BPC-member business leaders, local, state and federal environmental regulatory agency representatives and others to focus on developing and implementing collaborative strategies for maintaining and improving the Bays economic and environmental health.
     
    John, his BPC team - staff and directors - along with a host of speakers and panelists made for quite an event. As the days progress there will be reports, videos, and other after-conference data posted to the Coalition's website, http://www.bayplanningcoaltion.org.
     
    The facility is a big tent on the south side of Scott's Seafood Restaurant, http://www.scottsjls.com. Seems the real estate is public access shoreline and a permanent structure can't be built due to government development restrictions. Anyway, Scott's did an outstanding job catering the event - continental breakfast, tasty lunch, and reception upon the conclusion of the day's activities.
     
    It was good to see several council members in attendance. We hope others, in attendance, will soon come aboard the Navy League and our council.
     
    As I have said before, this council and its members are engaged within our nation's maritime industry!

    Commissioned were twelve ensigns and one second lieutenant. Nine for the Military Sealift Command - Strategic Sealift Officers (i.e. Merchant Marine), one for the Navy, two Coast Guard, and one Marine Corps.

    Here is a photo you will likely see nowhere else. Rear Admiral William B. Eisenhardt, USMS, President, California Maritime Academy, throws a pair of ensign bars over his head behind his back (like a bride and her bouquet). Seems they were in his drawer at home. Can you see the butter bars' plastic case midair above the second midshipman?
     
    Believe it or not, April 28th was the Admiral's last ceremony as Academy President. Anyone for a retirement party for him?

You will find a photo of Ken Zadwick presenting a couple of council awards and Bill and Jeanne Sharking an award of their own.     Questions and Answers about NL Fleet Support Team

     

    Q:           What is San Francisco Inter-Council Fleet Support Team?

    A:            The San Francisco Inter-Council Fleet Support Team formed April 3, 2012 and will meet in San Francisco on the first Tuesday of every month to coordinate efforts among Pacific Central Region Councils to support ships visiting San Francisco, and to support other active duty commands and youth services.  Understandably, members from the two San Francisco Councils (Pacific Merchant Marine Council and the San Francisco Council) may find it more convenient than members from distant councils, but members from any council are welcome. 

     

    Q:           Who should attend?

    A:            Any member from any council interested in doing the work of the mission of the Navy League. This is not a passive group; this is a working group that will set goals and work toward them month in and month out to support the Navy Leagues mission, with special emphasis to enhance the morale of active duty personnel and their families visiting San Francisco.  Expect to become involved, take on responsibilities, and engage the fleet.

     

    Q:           What is the format of the meeting?

    A:            Well start promptly at 5pm (plan accordingly!) and aim to finish by 6pm.  In order to encourage attendance, Happy Half Hour will begin at 4:30pm.  During the meeting well discuss active duty units in need of support, goals, and tasks.  This is a group on a mission with an agenda, but will conduct its business with a high level of fun and social interaction.

     

    Q:           What if I dont want to do any work or take on even a modest responsibility due to health concerns, lack of interest, or lack of time?

    A:            This is not for you.    This meeting is for members making it happen for supporting the fleet.  You should continue to participate in your council functions, however.

     

    Q:           What are some of the tasks or areas we may serve?

    A:            Member communications, event planning, ship greeting, re-enlistment planning, tour planning for visiting ships, Sea Cadets, Junior ROTC, Navy ROTC, USS San Francisco (SSN 711), USS Carl Vinson (CVN-70), SS Jeremiah OBrien, US Coast Guard and more!

     

    Q:           When is it again?

    A:            The first Tuesday of the month, 5pm at Sinbads Restaurant at the Embarcadero.  Sinbads has a casual meeting room, excellent public transportation accessibility via BART and Muni and cheap ($5) valet parking.  Other venues may be considered in the future.     The Pacific Merchant Marine Council, Navy League of the United States, supports the Coalition for Americas Gateways and Trade Corridors (CAGTC). Its goals our our council goals!


    Freight transportation is the backbone of Americas commerce. Freight traffic within the United States' borders will likely increase 100% by 2020. During that same period of time, foreign trade is expected to increase by 187% and containerized cargo an estimated an explosive 350% increase. Rapidly accelerating trade combined with domestic growth has created a $10 trillion U.S. commodity flow that produces millions of jobs and a higher standard of living for our population. Without the ability to quickly and cost effectively move goods into, out of and through the United States, America will not be able to maintain our standard of living and high employment levels.
     
    To help address these needs of expeditiously moving freight within our nation's borders, the council supports CAGTCs call for a national freight program with dedicated freight funding.
     
    The work is particularly important now, as Congress considers the next surface transportation authorization in the midst of challenging economic times. We cannot let freight fade to the background while the discussion focuses on how best to divide limited funds through formula programs. Trade and goods movement is too important to our economy and to job creation to be relegated to a footnote in this most important piece of legislation being considered by Congress. 
     
    We look forward to working with CAGTC as an "Ally" to help keep freight transportation at the center of the coming surface transportation authorization discussions.
