The purpose of this organization shall be to develop communication, cooperation, and understanding among the Librarians in Region I both Public and Private in order to promote the development and application of improved standards of Library, Media, and Learning Resources as they relate to the goals of the Philippine Librarians Association, Inc., - Ilocos Region Librarians Council.
