Having an organisation such as MIAF involved would only improve the
project in my mind, lifting the profile and giving it some credibility.
I would see these 'sessions" as a monthly event but there is no reason
why it wouldn't be good in the MIAF festival as well. Possibly it could
be a new category where people could do their "pitch" and submit their
work with the possibility of maybe the AFC or Filmvic offering a modest
prize to help with further development? Annecy did something similar as
I recall.
A central venue like the MIAF lounge at ACMI or maybe treasury theatre
would be good venues, or maybe at the VCA film school?
As it developed it could also take on a Popcorn taxi feel with
animation/script & story practioners giving talks or offering critique
as well as some animation screenings.
I suspect the MIAF mailing list is much bigger than Ozanimation and you
could circulate the idea to get some feedback on potential numbers
interested.
Incidently my comments about the Australian Panorama was not meant as a
criticism of the festival, as I noticed a fair amount of overseas films
that had in my mind similar problems to the Aussie films.
