Are you looking for a way to continue serving here in the U.S.? Volunteering
as a home-based ESL tutor for newly arrived refugees is a great way to help
new refugee and immigrant families and also maintain a connection to the
region you served.

Refugee Transitions is looking for committed volunteers to tutor/mentor
refugee youth and adults in the Oakland and in San Francisco.  Training is
provided.  No second language knowledge is necessary, just a willingness to
commit to six to nine months of tutoring/mentoring in the home for at least
2-4 hours a week.

Our next orientation/ information session will take place on *Wednesday,
February 13 *from *6-7:45 p.m*. at *2647 International Blvd, Suite 204,
Oakland, CA.* We also have the same orientation in *San Francisco on Monday,
February 11 from 6-7:45m *at 870 Market Street, Suite 718.
We serve refugees from *Liberia, the DRC, Burma, Burundi, Tibet, Bosnia, and
other countries*. As a tutor you can choose to work with youth or adults
(though in reality you often work with both).

*Please call 415-989-2151 to sign up for either info session*or to learn
more about how you can get involved. Even if you can't make it to one of
these 2 session, please call us to learn more about how to get involved.

As a *Youth Tutor *, you will help youth (7-17) with their home work and
also serve as a mentor. Because they often they missed critical years of
schooling and have a hard time keeping up at the same time they're learning
English, your tutoring will help them fill critical gaps as they try to
catch up.

As an *Adult Tutor, *you help refugee adults to learn basic English. Many
got little education in their own language, so learning to read and write is
especially challenging. ..and critical to succeeding here. Many tutors also
help them access community resources like food banks and after school
programs for their kids.

Volunteers usually go to the refugee families' homes to tutor. Many of these
refugees work and have kids and so have a hard time going to adult school
classes. Many of them have little formal education, so fall easily through
the cracks in large classes with 35 students. They need the individualized
attention of a one-on-one tutor.

Organizational Description:  Interactive Parenting Media, formerly known as
Childhood Matters, Inc. (CMI), is a nonprofit organization dedicated to
strengthening families and communities by providing free parent education
through our live, call-in, parent education radio shows in English and Spanish
every Sunday morning throughout the Monterey County region and the San Francisco
Bay Area. The mission of Interactive Parenting Media is to inform and inspire
parents and all who care about children so that every child may be happy,
healthy, and thrive. We provide a respectful and inclusive public forum through
our interactive radio shows – Childhood Matters and Nuestros Niños, as well as
other media in English and Spanish. Interactive Parenting Media has been
broadcasting quality parent education radio shows since 2002. To learn more go

Position Overview:  We are seeking to contract with a part-time outreach
coordinator for Monterey County. Working collaboratively with the Interactive
Parenting Media Outreach Manager and the Executive Director, the Monterey County

outreach plan to families throughout Monterey Co. with the goal that all
families in the county know about Nuestros Niños and Childhood Matters radio

services / support to families and children living in Monterey County.

In an apparent violation of U.S. policy, Peace Corps volunteers and a
Fulbright scholar were asked by a U.S. Embassy official in Bolivia "to
basically spy" on Cubans and Venezuelans in the country, according to
Peace Corps personnel and the Fulbright scholar involved.

"I was told to provide the names, addresses and activities of any
Venezuelan or Cuban doctors or field workers I come across during my
time here," Fulbright scholar John Alexander van Schaick told
ABCNews.com in an interview in La Paz.

Van Schaick's account matches that of Peace Corps members and staff
who claim that last July their entire group of new volunteers was
instructed by the same U.S. Embassy official in Bolivia to report on
Cuban and Venezuelan nationals.

The State Department says any such request was "in error" and a
violation of long-standing U.S. policy which prohibits the use of
Peace Corps personnel or Fulbright scholars for intelligence purposes.

"We take this very seriously and want to stress this is not in any way
our policy," a senior State Department official told ABCNews.com.

The Fulbright scholar van Schaick, a 2006 Rutgers University graduate,
says the request came at a mandatory orientation and security briefing
meeting with Assistant Regional Security Officer Vincent Cooper at the
embassy on the morning of Nov. 5, 2007.

According to van Schaick, the request for information gathering
"surfaced casually" halfway through Cooper's 30-minute, one-on-one
briefing, which initially dealt with helpful tips about life and
security concerns in Bolivia.

"He said, 'We know the Venezuelans and Cubans are here, and we want to
keep tabs on them,'" said van Schaick who recalls feeling "appalled"
at the comment.

"I was in shock," van Schaick said. "My immediate thought was 'oh my
God! Somebody from the U.S. Embassy just asked me to basically spy for
the U.S. Embassy.'"

A similar pattern emerges in the account of the three Peace Corps
volunteers and their supervisor. On July 29, 2007, just before the new
volunteers were sworn in, they say embassy security officer Vincent
Cooper visited the 30-person group to give a talk on safety and made
his request about the Cubans and Venezuelans.

"He said it had to do with the fight against terrorism," said one, of
the briefing from the embassy official. Others remember being told,
"It's for your own safety."

Peace Corps Deputy Director Doreen Salazar remembers the incident
vividly because she says it was the first time she had heard an
embassy official make such a request to a Peace Corps group.

Salazar says she and her fellow staff found the comment so out of line
that they interrupted the briefing to clarify that volunteers did not
have to follow the embassy's instructions, and she later complained
directly to the embassy about the incident.

"Peace Corps is an a-political institution," Salazar says. "We made it
clear to the embassy that this was an inappropriate request, and they
agreed."

Indeed, the State Department admits having acknowledged the infraction
and assuring Salazar that it would not happen again. Yet, it was just
four months later that Fulbright scholar van Schaick says he was asked
by the same embassy official, Cooper, to "spy" on the Cubans and
Venezuelans.

A U.S. Embassy official in La Paz, Bolivia said Cooper was referring
all calls for comment to the State Department in Washington.

Van Schaick says he never considered complying with the request,
fearful he would violate Bolivian espionage laws and that he would
jeopardize the integrity of the Fulbright program, which yearly sends
hundreds of American college graduates to countries around the world.

"I am supposed to be a cultural ambassador increasing mutual
understanding between us and the Bolivian people," van Schaick
explains. "This flies in face of everything Fulbright stands for."

The Fulbright program receives its funding from the U.S. State
Department and the Peace Corps is a federal agency, but the State
Department insists that neither group has the obligation to act in an
intelligence capacity. In fact, both have strict regulations against
members getting involved in politics in their host country.

The press director at the Peace Corps told ABC News in no uncertain
terms that the corps is not involved in any intelligence gathering.

Since Peace Corps' inception in 1961, it has been the practice of the
Peace Corps to keep volunteers separate from any official duties
pertaining to U.S. foreign policy, including the reality or the
appearance of involvement in intelligence-related activities," said
Amanda Beck, press director of the Peace Corps. "Any connection
between the Peace Corps and the intelligence community would seriously
compromise the ability of the Peace Corps to develop and maintain the
trust and confidence of the people in the host countries we serve."

Like many of the Peace Corps workers, van Schaick is carrying out his
research in the Santa Cruz countryside, where a number of Cuban
doctors are deployed providing free medical services as part of Cuba's
solidarity with its socialist ally, Bolivia's President Evo Morales.

The accusations are likely to reverberate in Bolivia, especially given
the already shaky relationship between the Bush administration and
President Morales' two-year-old government.

"These are serious incidents that we will investigate thoroughly,"
says Bolivia's Foreign Minister David Choquehuanca in an interview.

"Any U.S. government use of their students or volunteers to provide
intelligence represents a grave threat to Bolivia's sovereignty."

Bolivian law provides severe penalties in espionage cases. According
to Article 111 of the country's penal code, "he who procures secretive
documents, objects or information…concerning [Bolivia's] foreign
relations in an espionage effort for other countries during times of
peace, endangering the security of the State, will incur a penalty of
30 years in prison." In lay man's terms: if any U.S. citizen provides
information of use in a spying effort, they would be subject to
Bolivia's maximum prison sentence.

But the U.S. citizens who reported being approached in this way by the
State Department official said no mention was made of any legal risks
arising from complying with the request to keep tabs on foreign
nationals in Bolivia.

There is no indication that any of the volunteers made reports to the
U.S. Embassy.

Van Schaick says he is keenly aware of the Pandora's box now knocked
open. The Hoboken, N.J. native, however, was adamant that the incident
be brought to light -- in the hopes for change. "I came forward
because the Bolivian people have a right to know," former union
activist van Schaick says. "Asking Fulbrighters to spy is just not OK."

Three of the other four Fulbright scholars currently in Bolivia say
they were never asked about Cubans or Venezuelans in their briefings.
A fourth Fulbright scholar declined repeated requests for an interview
on the subject.

Hi all,

I support keeping in place the ban on attachments on the general
e-mail lists for NorCalPCA.

As Kathleen pointed out, there's already a more appropriate list
for job announcements (which are probably the only attachments
one really needs).  Most of the other attachments can be
summarized (if long) or pasted into the body of the message (if
short).

Pictures, videos, music, speeches, etc. are better left on a
server somewhere else, and just post the URL in your message.

of whether they reside in California or out-of-state. Awards are made by
the admitting UC academic department. I-House accommodation is valued at

returned Peace Corps volunteers, honor UC Berkeley's historic connection

The president of Bolivia voiced strong concerns and a U.S. diplomat
has been recalled to Washington in the wake of an ABC News report
that the diplomat asked a Fulbright scholar and Peace Corps
volunteers to "spy" on Cubans and Venezuelans in Bolivia.

Bolivian President Evo Morales today called on the armed forces to
safeguard Bolivia's sovereignty against "espionage attempts" by the
U.S. government.

On Sunday, Venezuelan President Hugo Chávez referred specifically to
the allegations made by Fulbright scholar Alexander van Schaick.

"The United States had to admit to espionage," the fiery Socialist
leader stated in Caracas.

Van Schaick told ABC News.com that during a routine security
briefing at the U.S. Embassy last November, Assistant Regional
Security Advisor Vincent Cooper asked him to supply the embassy with
information about Venezuelans and Cubans he should come across while
carrying out his studies.

"I was asked to basically spy," he said.

The U.S. Embassy in La Paz released a three-page statement today
repeating State Department responses that Cooper made
an "inappropriate suggestion" to Peace Corps volunteers and to
Fulbright scholar Alex van Schaick regarding their "contact with
citizens of certain countries," in violation of long-standing United
States policy not to involve Fulbright scholars or Peace Corps
volunteers in any espionage activity.

The embassy denied the requests involved spying.

"In no way have U.S. embassy personnel ever requested that Peace
Corps participants or Fulbright academic program members participate
in intelligence activities," the statement says.

The Bolivian government, though, is not convinced.

"It's not as simple as saying this was a mistake," Minister of
Government Alfredo Rada said yesterday in a radio address. "There
need to be explanations, " said Rada, adding that the Bolivian
government would soon call on U.S. Ambassador in Bolivia Philip
Goldberg to meet personally with several of Bolivia's top government
officials to give his version of recent events.

Morales also made clear today that Assistant Security Advisor
Cooper, the embassy official who reportedly gave the instructions to
new Peace Corps volunteers in July 2007 and to van Schaick four
months later, was no longer welcome in Bolivia.

"This man has not only violated the rights of [those he instructed],
but has also violated, offended and attacked our nation," President
Morales said in a speech from the city of Cochabamba. "As far as the
government of Bolivia is concerned, he is not wanted here."

Cooper's unpopularity with the Bolivian government may only be an
added headache for the embassy employee. The U.S. embassy says
that "Cooper has been called back to Washington to be questioned,"
and that "the State Department will take appropriate action after an
investigation has been carried out," according to their statement
which was released around the same time as Morales' speech.

The embassy statement also expressed its "surprise and regret" that
van Schaick went to the press with his denouncement, rather than
approach the embassy or the Fulbright commission first.

"If he had done that, this situation would have been corrected
immediately, " it said.

Van Schaick told ABC News today that he stands by his decision to
blow the whistle, noting that Peace Corps Deputy Director Dorene
Salazar took the route that the embassy recommends, to no avail.

"The Peace Corps staff complained internally, and less than four
months later, the problem arose again," says van Schaick, referring
to the fact that peace corps official Doreen Salazar sent an e-mail
complaining about Cooper's actions and was assured that the
situation would be rectified. "Why would it be any different this
time?" van Schaick said.

On July 29, 2007 Cooper gave a security briefing to 30 Peace Corps
volunteers before their swearing-in ceremony, instructing them to
report back to the embassy with information on the Cubans they meet,
according to Salazar and several volunteers who were present.
According to van Schaick, Cooper asked him to provide the embassy
with information regarding Venzuelans and Cubans and gave him the
reasoning, "We know they're out there, and we just want to keep tabs
on them." The U.S. State Department claims that these instructions
are a breach of U.S. policy.

Hello! I am a first-year student at the University of Pacific in Stockton, CA.
For an interesting class I am taking, it is required that I interview a returned
Peace Corps Volunteer about the time they spent with the organization. I would
like to interview someone who spent time in either the former Soviet nations, or
in the Amazon, but I discovered that I would not be able to find someone as
easily as I had hoped. I myself am interested in going to either of these
regions with the Peace Corps. Would it be possible for someone to contact me, so
we can set up a time for an interview possibly during the last week of February.

bars of San Francisco! The group Green & Tonic is a spawn from the Green
Team that was initiated by RPCV Susan Silber through Acterra (

10 friends (3 of us RPCVs) who have decided to take environmental action
within our community…at the bars.



Green & Tonic has brought forth the "Green Pubs Initiative" to provide an
incentive for local bar owners to retrofit their establishments and bar
goers to lessen their ecological burden on the planet. Once an owner enrolls
in the City's Green Business program www.greenbiz.abag.ca.gov/ we organize a
party to offset the initial costs of becoming a green certified bar. The
fundraiser helps bars replace not-so-sustainable components, i.e. leaky
toilets, energy sucking appliances and toxic cleaning supplies.

Last week the water department visited Doc's Clock and they will have to
change out some faucets and install a low flow urinal.  PG&E has not come
through yet, but they will have to upgrade the refrigeration system
and probably some of the lighting.  They have already switched from an A/C
system to energy saving fans.  They already buy the most environmentally
safe cleaning products they can find and are switching to compostable straws
(made from corn).



The party tomorrow night will start around 7PM.  100% of the proceeds from
360 Vodka, Lotus Vodka, Speakeasy's White Lightening, Sierra Nevada
Celebration Ale, Lagunitas Maximus, and Anderson Valley bottled beer will be
used to make the necessary changes to make Doc's more environmentally
friendly.

You are even encouraged to create a page about yourself! What country
did you serve in? What projects did you work on? What was in like
serving in Venezuela in 1962, or being one of the 21 total volunteers

for you - on the main page is a 'Add Volunteer' box - just type in
your name and the hard part is done for you!

  My name is Jonathan Andrew and I work as a regional director with thenon-profit
high school exchange program called the PAX-Program of AcademicExchange.  We are
currently seekingCluster directors nationwide to work with high school age
foreign students fromour state department sponsored scholarship programs the YES
Program and theFLEX Program.  Our students on theseprograms come from countries
with significant Muslim populations, and from thecountries of the former Soviet
  Union.

TIME? Boat will leave at 1 p.m. and return at 3:30 p.m. All going MUST be
there by 12:15, and no later than 12:30.

WHERE? Pillar Point Harbor in Princeton, CA

BOAT? Queen of Hearts

MEET AT? Big yellow TICKET OFFICE sign in the little shopping strip where
Princeton Seafood Co. is located.

COST? $40 for adults

RESERVATIONS REQUIRED? Yes! Call 510-581-2628 or 650-728-3377

BAD WEATHER? Queen of Hearts crew will call you in advance if they're not
going out due to bad weather, in which case reschedule for the next
Sunday (i.e., March 2).
Make your reservations soon, as the Queen of Hearts holds a maximum of
only 40 people.

DIRECTIONS: Princeton, CA is 4 miles north of Half Moon Bay and 25 miles
south of San Francisco. Turn west (i.e. toward the ocean) onto Capistrano
Road at the light on Route 1, where Mezza Luna is on the ocean/west side
and Red Ginger is on the east side. The parking lot is first left off
Capistrano Road. The TICKET shop is a several shops past Princeton
Seafood Company.

A tremendous thank you for representing Peace Corps at city council and
county board meetings throughout our region. We received 24 Peace Corps
Week proclamations in Northern California and Nevada! (From Gov.
Schwarzenegger and Gov. Gibbons, plus 20 counties and two cities!).  For
those of your picking up the proclamations, feel free to use them for
local RPCV events. If and when you would like to send them to us, either
a recruiter can pick up when next in your neighborhood or you can mail

  As I think you may be aware, next week NPCA¢s advocacyprogram is holding our
fourth annual National Day of Action in support of thePeace Corps.  In
preparation for our Day of Action next Tuesday, I haveprepared this flyer you
can use, which has contact info for Senators and localCongressmen, and
thespecific requests we are asking people to make during their phone calls. The
flyer also provides a link to a website where people can take action byemail.

  Starting on Tuesday, and throughout the
week, please feel free to share this with group members and any
local people (RPCVs or others who support the Peace Corps) to urge them to take
action.

  We will do your best to update you when local lawmakers take
positive action.
