AUGUSTA - Clang, clang.

An enthusiastic Downtown Development Authority could almost hear trolleys
coming down the road Thursday after a pitch by a recent college graduate
to bring the vehicles back downtown.

"I was hoping, if nothing else, it would get some wheels turning, some
thoughts out there," said Ben Skinner, who spent three months planning a
4-mile trolley system snaking through Broad Street, the canal area and the
medical district.

He graduated from Clemson University in December with a degree in
landscape architecture. The trolley plan was his fall project.

The development authority voted Thursday to have one of its committees
look at the idea.

Board member Paul King held up the latest issue of the Urban Land
Institute's magazine, which proclaims streetcars are back in vogue.

After months of delays, TransLink has finally introduced articulated
trolleys to the overburdened bus routes that run along Main Street. The
buses are designed to carry more people; thus, the wait for a bus with
room on it may now be much shorter. The trolleys were brought in about
four months ago, but an electricity infrastructure was not in place to
accommodate them. When full, the 90-foot trolleys had trouble getting up
steep hills.

TransLink spokesperson Drew Snider says the new buses should help
alleviate the overcrowding and extended waits suffered by riders on the
route. Weve got three in service right now, he said. Well have 20 on that
line. It will be all articulated, all the time.

Snider added the rest of the buses should be in service by June.

They cant come soon enough for Main Street transit riders, who have
complained about having to wait through as many as five passing buses
during peak times before one arrives with room for more passengers. The
standard 40-foot trolleys hold about 80 people; the new articulated ones
carry 110.

In addition to Main Street, Victoria Drive will see 20 articulated trolley
buses added over the next few months.

(CORAL GABLES) The Coral Gables Commissions approval of the purchase of a
used trolley for $68,000 from George Washington University on Feb. 12
served as the perfect segue for Vice Mayor William Kerdyk, Jr. to discuss
a variety of alternative funding mechanisms he and city staff are working
on to secure the future of the successful trolley program.

Despite the unparalleled success of the trolley system which now boasts
over 5,000 riders a day and reportedly saves 713 parking spaces a day
several city commissioners have targeted the system in recent months as a
candidate for funding decreases.

Even after a study validated what most users and observers of the trolleys
believe about the system that it helps alleviate parking shortages and
traffic congestion some commissioners still expressed unhappiness that
the system was taking the lions share of the citys revenue from the
half-penny sales tax for transportation.

As a result, Kerdyk has taken it upon himself to begin seeking
alternatives funding mechanisms for the trolley and at the meeting he
handed out a memorandum highlighting where he believes more monies can be
found.

He told commissioners that he and city staff have already held three
meetings with Miami-Dade County Commissioner Carlos Gimenez (whose
district includes the Gables) and the countys Transit Authority to
brainstorm funding opportunities.

Among the ideas are to use a portion of the citys county impact fees to
fund capital purchases for the trolley system starting next year.

At the state level, Kerdyk said that city officials have had several
meetings with Gary Donn, director of Florida Department of Transportation,
and that state officials have already received requests for funding from
the city and allocated $525,000 over five years for the purchase of new
trolleys starting on July 1.

The state monies for new trolleys require a matching grant from the city,
Kerdyk clarified.

Marshfield - Some 50 years ago, there was a fascinating store near the
middle of Marshfield. You could prowl among antique junk or books or tools
and occasionally find something worth actually buying. These commentaries
are written in the hope that interesting ideas will emerge more often than
not.

The trains are returning, but where did they run before they went?

Actually, if you include the now-vanished electric trolley lines,
railroads are only returning to be a truncated version of what they once
were in southeastern Massachusetts. A map of rail lines of Massachusetts
shows almost a spider web across the state, especially in the eastern
section. To repeat, that includes trolleys, as memorialized in the name of
the local bus company, Plymouth and Brockton Street Railway Company.

To ride outside the usual bounds of this column, an old acquaintance of
the author successfully courted his wife-to-be by means of streetcars from
Haverhill to Worcester. That was in the 1920s, and the saga suggests the
importance of rail travel before the automobile took over.

Topographic maps from the Commonwealth and the U.S. Coast and Geodetic
Survey, published in the 1890s, show the Old Colony Railroad with tracks
to Fall River and New Bedford and with branches to Fairhaven (from the
east, not through New Bedford) and to Cape Cod, with offshoots to Hyannis,
Woods Hole and Chatham, and still other branches to Plymouth through
Middleborough, and to Plymouth through Kingston (having an offshoot to
Hanover), and, of course, a South Shore line through Marshfield and
Duxbury.

Those are just the steam-engine lines. Trolley cars had their separate
tracks, mostly on town roads. In Marshfield, the train stations were at
Seaview, Center Marshfield, Marshfield Center and Green Harbor. Duxbury
stops were at Duxbury Station (Millbrook), South Duxbury (Depot Street
near Halls Corner) and Island Creek.

That earlier network of rail lines now makes it somewhat easier for the
trains to return, since a significant amount of the former rights-of-way
is still available. In many places, those former lines are now used for
bicycles or hiking, as in Marshfield. And in most places, either a
municipality has a useful degree of control or a successor transport
company retains title, as people from Scituate to Braintree found to their
surprise when the South Shore branch was reawakened in their back yard, so
to speak, as the Greenbush line.

The Massachusetts Bay Transportation Authority plans to hire a consultant
to analyze costs and benefits of giving Green Line trains priority at the
computerized lights.

The use of trolley-recognition devices would allow traffic lights to
extend the green, letting an approaching trolley pass through an
intersection, or shorten the red, so a trolley does not have to wait as
long at a red light.

Four MBTA officials met with Brookline officials on Dec. 21, nearly three
weeks after the Globe ran a story about the new traffic light system on
Beacon Street. The article reported that the Green Line was not integrated
into the system, and that the T wanted the town to provide more
information about how the system would benefit the trolleys.

"We spoke after the last story ran and decided that it was a good idea if
the city and the authority got together and [discussed] what each side was
working on," said MBTA deputy chief of staff Kris Erickson.

As a result of that meeting, the MBTA is going to hire a consultant in a
"couple of weeks or so, [February] at the latest," he said, to perform the
analysis.

HNTB Engineering, which the MBTA is looking to hire, this month submitted
a preliminary proposal to complete the cost-benefit analysis for $61,000
in 22 weeks after being hired.

Even if the MBTA goes through with the cost-benefit analysis, however,
trolleys might not get priority at Beacon Street intersections.

"The time savings might not be worth the cost to implement the system,"
said John C. Lewis, the MBTA's director of systemwide maintenance and
improvements. "If we're going to save minutes then the cost may be
worthwhile, but if you're [talking] seconds or milliseconds, the cost may
not be the best option."
