Rukmangat Katuwal was the commander of mid-western divisional headquarters from December 29, 2003 to September 10, 2004

 

 

During the tenure of Katuwal in mid-western region, security persons launched an aerial attack on the premises of Bidhyamandir higher secondary school in Binmayak VDC-6 on April 12, 2004 killing seven persons including child, teacher and civilians. Similarly, 30 persons were shot injured in the incident. The Maoists were organizing a cultural programme in the school premises where large number of civilians were also present. When J Pandey reported the incident in the Kantipur daily, Katuwal called him over phone and threatened him of life.

 

 

 

 

 

 

 

 

Grave Human Rights Violation Incidents in Mid-Western Region During the Tenure of Rukmangat Katuwal

 

 

Bardiya District:

·        Junkiri Thapa, 18, of Kalika VDC-4, was arrested by security persons of unified security force from Padhnaha VDC-9 on March 17, 2004. The security persons made the girl to carry an spade and took her to a nursery in the same VDC-8. The security persons asked her to dig a pit and burried her in the same pit after shooting her dead.

Humla District:

·        Security persons shot dead two persons after taking them under control from a channel near Buraune village in Simikot VDC-7 on August 6, 2004.

 

Kalikot District:

·        Security persons killed a person at Khin VDC-9 on February 15, 2004 in an areial attack.

 

·        A 63 years old women of Kotwada VDC-3 was injured on February 16, 2004  when security persons fired a launcher. She was staying nearby her home.

 

·        Three civilians of Kotwada VDC were shot injured by the security persons on February 17, 2004.

 

·        Security persons torched 13 houses of civilians on February 2004  accusing them of helping Maoists.

 

Jumla District:

 

·        Security persons shot dead a person at Talihum VDC-2 on February 12, 2004 when the victim tried to abscond on seeing them.

 

·        Security persons encircled a reporter of Kanjiruwa fortnightly at the border of Talihum and Umkhal VDCs and shot him dead on March 2, 2004.

 

·        Security persons shot dead a person at Tatopani VDC on March 30, 2004 and another person at the same place on June 15, 2004.

 

·        Security persons encircled Durga secondary school, Lamra on June 15, 2004 and shot dead four persons while the Maoists were cooking food in the school.

 

Dolpa district:

 

·        Security persons shot dead a person at Rimi VDC-5 on May 15, 2004.

 

Dailekh district:

 

·        Security persons arrested a person from Tuni bazaar on April 22, 2004 and killed him at Ramkarnali Jaksi.

 

·        Security persons arrested five cadres of Maoist affiliated student organizaton on July 6, 2004 and shot them dead.

 

·        Security persons arrested a person from Tolijaisi VDC-4 on January 15, 2004. The person still remains disappeared.

 

Jajarkot district:

·        Secutiry persons shot dead a person at Jungathapachaur VDC-7 on January 23, 2004 during an areial attack.

 

·        Security persons shot dead one person at Salma VDC-2 on January 23, 2004, another at Salma VDC-1 on January 24 and yet another person at the Pasagar jungle in Khalanga VDC-4 on January 25.

 

·        Security persons shot injured two persons at Jungathapachaur VDC-7 on January 20, 2004 and one person at Ragda VDC-9 on April 28, 2004 during an aerial attack.

 

Surkhet district:

·        Security persons arrested one person from Maintada VDC on May 7, 2004 and shot dead him dead the same day.

 

·        Security persons shot dead two persons at Dashrathpur VDC on May 18, 2004; one person at Bidhyapur VDC on June 7, 2004 and one person at the border of Gumi and Maintada VDC on June 19, 2004.

 

·        Scurity persons arrested two persons from Paljip and Mehalkuna area of Maintada VDC on June 19, 2004 and shot them dead the same day.

 

·        Security persons arrested two women from Ramghat VDC-4 on July 17, 2004 and shot them dead at Dashrathpur VDC.

 

·        A total of 8 persons arrested by security persons from Surkhet district remained disapperared during the tenure of Rukmangat Katuwal.

 

Bardiya district:

 

·        Security persons shot dead a person near Babai River along the Mahendra Highway on February 6, 2004.

 

·        Security persons chased a person from Bhaisahi in Mahammadpur VDC-8 and shot him dead at Gulariya municipality-6 on February 2, 2004.

 

·        Security persons shot dead  a person at Rajapur VDC-6 on February 3, 2004 and another person at Bhaisahi in Mahammadpur VDC-8 on February 20, 2004.

 

·        Security persons arrested a person from his house in Bagnah VDC on February 26, 2004 and shot him dead at a distance from the house. Security souces claimed it to be a crossfire.

 

·        Security persons arrested two persons from Shivpur VDC-8 on February 28, 2004 and shot them dead at some distance from the place of arrest.

 

·        Security persons shot dead a person at Gola VDC on February 26, 2004 when the victim tried to run away on seeing the security persons.

 

·        Security persons shot dead a student at a school in Dhadhawar VDC-5 and another person at Padnah VDC-9 on March 15, 2004 while they were riding a bicycle.

 

·        Security persons shot dead a person at Gujrana village in Gulariya municipality-2 on March 28, 2004 when the victim tried to escape on seeing the security persons.

 

·        Security persons arrested a person from Godiyana, Bhimmapur VDC-3 on March 19, 2004 and then shot him dead at the same place. Security persons burried the dead body near a school.

 

·        Security persons arrested a woman from Padnah VDC-9 on March 15, 2004 and shot her dead near a nursery in Kusumbaghat. Security persons burried the dead body in the nursery.

 

·        Security persons shot dead a person at Gola VDC-2 on April 26, 2004 when the victim entered a house on seeing security persons. The security persons killed him by firing inside the house.

 

·        Security persons shot dead a person at Daulatpur VDC-6 on April 1, 2004. The dead body was not given to the family members.

 

·        Security persons arrested a person from Padnah VDC-2 on June 27, 2004 and shot him dead at the community forest in Padnah VDC-9.

 

·        Security persons chased a person and shot him dead at Mahammadpur VDC-8 on  July 13, 2004.

 

·        Security persons shot dead a woman at Padnah VDC-9 on May 4, 2004 when the victim was cutting pulse at her field.

 

·        Security persons shot injured a person at Gulariya municipality on January 23, 2004 when the victim was bringing household goods on his bicycle from India.

 

·        A total of 2 persons were disappeared by security persons from Bardiya district during the tenure of Rukmangat Katuwal.

 

Banke district:

 

·        Security persons arrested four persons from Bhelauno in Fattepur VDC on January 5 and shot them dead at Lalpur jungle of the same VDC-6 on January 24, 2004. Security persons burried the dead bodies by digging a pit.

 

·        Security persons shot dead seven persons after encircling Pedari village in Bankatawa VDC-3 on February 20, 2004.

 

·        Security persons shot dead two persons near BP bus stand in Udharapur VDC-3 on March 5, 2004. The victims were riding on bicycle.

 

·        Security persons shot dead two persons at Bahadurpur in Sitapur VDC-5 on February 25, 2004.

 

·        Security persons arrested five persons from Udhrapur and Raniyapur VDCs on April 3, 2004 and shot dead the same day at Sonpur VDC.

 

·        Security person shot dead one person at Alinagar in Binaini VDC-9 on may 19, 2004.

 

·        Security persons shot dead three persons at Bethani VDC on July 18, 2004 after encircling a house they were staying in .

 

·        Security persons shot dead a person at Dhakeri in Baijapur VDC on July 28, 2004.

 

·        Security persons arrested three persons from Bankatti and Betahani area on August 25, 2004 and shot them dead. Security persons claimed that they were killed in retaliatory action.

 

·        A total of three persons were disappeared by security persons from banke district during the tenure of Rukmangat Katuwal.

 

Rukum district:

·        Security persons arrested a person of Chaukhawang VDC-5 from his house on January 8, 2004 and beat him with the stick and butt of the gun. The victim was then shot dead by security perosns at the nearby jungle.

·        Plain clothe security perosns shot dead four persons at Magma VDC-6 on February 29, 2004.

 

 

Rolpa district:

 

·        Plain clothe security persons shot dead a person at Holeri bazaar in Dubring VDC-1 on March 24, 2004 whereas another person was shot injured in the same incident. The injured person, who was carried away by the security person, was found dead at a distance of three kilometers from the incident site.

 

·        Security persons shot dead a person at Seram VDC-1 on May 15, 2004.

 

Dang district:

 

·        Security persons shot dead a person at Hapur VDC-5 on March 16, 2004; another person at Bijauri VDC-9 on March 18, 2004 and yet another person at the jungle of Shantinagar VDC-2 on April 8, 2004.

 

·        Security persons shot dead two persons at Rampur VDC on March 28, 2004 when the victims tried to abscond on seeing the security persons.

 

·        Security persons shot dead a person at Narti in Sonpur VDC-2 on June 6, 2004. The victim had gone to the jungle to cut grass.

 

·        Security persons shot injured a person at Tribhuwannagar municipality-7 on August 24, 2004 and took him under control.

 

·        A total of five persons were disappeared from Dang district during the tenure of Rukmangat Katuwal.
