08.45: Opening Address: “Investigating Complaints Against Police: Framing
the Issues.” Dr. David MacAlister, Associate Professor, School of
Criminology, Simon Fraser University.
09.30: Keynote Panel:

Mr. Paul Kennedy, Chair, Commission for Public Complaints against the RCMP.
Mr. Stan Lowe, Public Complaint Commissioner, Office of the Police
