Opening Remarks: The Honorable Kash Heed, Minister of Public Safety and
Solicitor General.

08.45: Opening Address: “Investigating Complaints Against Police: Framing
the Issues.” Dr. David MacAlister, Associate Professor, School of
Criminology, Simon Fraser University.

09.30: Keynote Panel:
Mr. Ian Scott, Director, Special Investigations Unit, Government of Ontario.

Mr. Paul Kennedy, Chair, Commission for Public Complaints against the RCMP.

Mr. Stan Lowe, Public Complaint Commissioner, Office of the Police
Complaints Commissioner, British Columbia.

Moderator: Dr. Robert Gordon, Professor and Director, School of
Criminology, Simon Fraser University.

A 30 minute refreshment break will be taken at about 10.30
