Dear Friends of Florida and your respective Communities - please share this with your local Civic Associations and let us know their reaction ....

A jobs creating initiative that will help jump start construction and put many to work - while improving communities and creating wealth...

Our think tank uses a Wikipedia-like open forum format
Our vision-mission-goal is: Florida First In Quality-of-Life

VADt
_ Create Jobs - increase household income...
_ Increase State Count and City sales tax revenues...
_ Increase Quality-of-Life for all Floridians...
_ Will create new wealth in all communities [... school districts]...
_ Will stimulate the State economy adding to local M1...

_ Increase Infill and decease sprawl...
_ Increase business development and opportunities

VADt expands the recent amendment that eliminated ad valorem taxes on residences and businesses that make improvements associated with clean energy and preventing hurricane damage.
What VADt does - is eliminates ad valorem ax on all improvements if three criteria are met:
1. All improvements must meet local Green Building Code criteria...
2. The House or Business must be at least five years old and
3. The ad valorem tax deferred improvements can not exceed three [3x] times the current value of the residence or business at the time of the improvement.
We ask that your organizations contact your counterparts in all 66 counties asking the Governor and or the legislature to pass a Economic Recovery Act that would allow the expansion of VADt.

Draft of Suggested Resolution by:

Name of Community, District,City and/or County _____________________________________ , Florida June 2009.

WHEREAS - The current policy of taxing real property, QOL and business improvements discourages improvements and the generation of wealth,
WHEREAS - The corollary - it is reasonable for all owners, renters, neighborhoods, CommUNITIES to make and/or expect improvements to real properties if those improvements are not taxed until sold,
WHEREAS - This initiative is applicable to all real property, private and commercial properties that are older than five* years,
WHEREAS - This initiative is tax revenue neutral in the short term and tax revenue positive in the long term because it results in long term wealth creation,
WHEREAS - This all-inclusive initiative encourages improvements to private property directly related to the owners decision to increase their Quality of Life [QOL] and/or the value of their property investments.
WHEREAS - This initiative will attract outside investment monies into a CommUNITY to be invested in improvements to private and commercial properties if they do not increase the ad valorum tax on that improvement,
WHEREAS - The initiative is especially important to small business owners who can expand and improve their competitiveness while not incurring additional taxation for those improvements,
WHEREAS - The entire community is well served by this initiative in regard to QOL improvements and to increasing the local tax base when the property is sold at the higher valued price,
WHEREAS - ...add additonal benefits or please critique all the above... what did we leave out - what should we take out and why... thanks
THEREFORE let is be resolved that the ___...CommUNITY/City/County on this day of _...2009 endorses the Amendment 3+ proposal to the

* Permits -Owner must pull a permit.

** Improvement cost can not exceed 2-3 time the current assessed $ value at the time of the permit...

*** the improvement must be Green/LEEDs where applicable...

**** the improved property must must be at least 5-7-10 or more years old...

***** [we suggest that all or many of the items, conditions/limitation to the above and those conditions you suggest should be left to the taxing authority at the lowest level of government ]

"Hello Groups"

Major Bennett wanted me to share this inmate release info with you.  It is not intended to upset or make you feel unsafe, only to inform you of citizens who have arrest histories who are being released back into the community.  Although we would like to think they will find legitimate jobs out there, there is a good chance they will return to their chosen professions.  Inmate releases are not new business, it has been going on as long as incarceration has existed, but District Two wanted to give our NHW groups "Home Team" advantage to look out for one another.

NEVER CONFRONT THESE PEOPLE, JUST BE AWARE OF THEIR LOCATION & KEEP YOUR CRIME PREVENTION MEASURES SHARP.  THESE CITIZENS "DID THEIR TIME", NOW IT IS THEIR RIGHT TO LIVE AMONG US.

BTW, Major Bennett is in the process of initiating a program here at District Two where these citizens are visited by TPD Officers in person, welcoming them back into the community.

I received information at 8:48 AM within minutes of putting out the “be on the lookout for” an  announcement was received at 9:43 from TPD to disregard reporting its presence.

According to Lisa Timmer TPD of district 2 reports, “ The vehicle has been located and is currently under surveillance.”

I guess forwarding information as fast as possible in this case was not needed although I’d rather forward it and suspend it than not.

Learn More About Your Government At Free Government Leadership University

If you’d like to learn more about how your County government works, then register now for the 2009 Government Leadership University (GLU).  The Hillsborough County Board of County Commissioners and its Office of Neighborhood Relations is announcing the free program begins August 4 and runs through October 6.

County residents can apply now until July 24 by 5 p.m. to attend the next GLU session.  Classes will be held every Tuesday from 9 a.m. - Noon at various locations, including several at County Center, 601 E. Kennedy Blvd. in downtown Tampa.

Sessions will include discussions by County department directors and staff on available services and how to access them.  Participants will go on field trips to a number of departments including Animal Services, Code Enforcement, Communications, Hillsborough Television, Emergency Management, Fire Rescue, Public Works, Sheriff’s Office, Solid Waste Management, Supervisor of Elections and Water Resource Services.

The Government Leadership University is an interactive program designed to give participants an insight into the operations of many government departments.  The goal of the GLU is to have better informed citizens who can bring their specialized knowledge of how County government works back to their respective neighborhoods.  County officials, department heads and managers, along with other County staff will host the seminars.  Citizens from all

segments of the community are encouraged to apply.

For more information or an application, call the Office of Neighborhood Relations at (813) 272-5860, or log onto www.hillsboroughcounty.org/onr, scroll down to Upcoming Events, and then click on Government Leadership University Application.  The deadline to apply is July 24.
