working at Delaware Municipal Airport. Pilots may access the system
by telephone at 740/362-4416, by radio at 119.025, or in the
terminal on a CRT in the lobby.

enjoyment. I'm sure that many good memories were

Former Ohio History of Flight Museum Volunteer Paul Stehle died Saturday at
age 84. Paul had been a volunteer at the Air Museum for a number of years. He
was also the corportate pilot for John W. Galbreath & had worked for Lee
Miller Flying School and was a Quiet Birdman. The visitation will be Tuesday at
Schoedinger East Chapel 5360 E. Livingston Ave. Funeral Wed. 11 a.m Chirst
Lutheran Church 2314 E. Main St. Visitation Wed. from 10 a.m. until time of
service.

Former North American Aviation Aircraft Engineer and Ohio History of Flight
Museum Volunteer Frank Cafarella died Thursday afternoon at age 75. Details
are few at this time but the funeral will be Monday August 18th at 10 a.m. at
St. Catherines Church on S. Gould Road and Fair Avenue. More details will be in
Saturday's Columbus Dispatch.

To all friends of aviation in Central Ohio,
On Saturday, August 9, the weather began as a great
time for pilots to practice their instrument approach
procedures... Not a good scenario for flying Young
Eagles. But the weather forecast was for improving
conditions and many youngsters were there, so pilots
and other volunteers stayed with it.
In the waiting period, the EAA 9'ers showed great
dedication and shared their love of flying by showing
their airplanes and talking with kids and parents
about many aviation topics.
Conditions persisted for several hours with little
sign of improvement and some parents left. But then
just after noon, we got a break when the clouds lifted
enough for us to start flying.
Many thanks are owed to the volunteers who persevered
through the gloom to make it a fun, enjoyable,
educational and exciting day for EAA 9's newest Young
Eagles! (And a few "Gray Eagles", too!)

Dear central Ohio Friends of aviation,
For those who came to The Ohio State University
Airport on Saturday, June 14, 2003, it was a memorable
day, full of aviation fun. There were many things to
see and do. If I may be presumptuous, I would say
that most everyone had the chance to see something
they have never seen before. OK, so we’ve seen the B2
Stealth Bomber on TV before, but I’ve never seen one
flying over Columbus!
The weather was very marginal, but we managed to fly
some Young Eagles before the weather deteriorated
further. It is always so disappointing to the kids
when we have to tell them that they can’t fly because
of the weather, so it is a painful decision for us to
make. We are disappointed too, when that happens.
However, we have established weather minimums for
Chapter 9 events to preserve flight safety and we must
respect those limits.
This event marked our first use of a computer for
printing Young Eagle certificates, so we’re on the
steep end of the “learning curve”. As a result, I
discovered that the automatic tally of “certificates
processed” was not the same as “registrations
completed”. Due to corrections and modifications of
certificate info, the actual count of registration
forms is 66.

time and resources. We are all most grateful for
their efforts.

Dear Friends of Aviation,
EAA Chapter 9'ers got a taste of what polar flying
must be like when we flew Young Eagles on Saturday.
And those of us who came but didn't fly have a better
appreciation of the requirements for arctic survival.
But the sky was beautiful (light turbulence below 3100
msl) and the 23 brave and hearty souls who came were
rewarded with an enjoyable flight which will be
remembered for years to come. (23 included one youth
minister and one "Big Sister".)
On behalf of the EAA, Chapter 9, and all those kids
who experienced flight, many for the first time, I

CHARLES Ralph L. Charles, 103, of St. Rt. 668 N., Somerset, died at 2:40 p.m.
Sunday, February 2, 2003 at Somerset Center. Ralph was born November 6, 1899
in Middletown, Oh. He was a skilled welder at the age of 14. At 19, he worked
with Orville and Wilbur Wright at Dayton Wright Field. In the late 1920's, he
owned an airport in Zanesville called Wheeler's Field and built seven
airplanes. In the 1930's he worked for various companies, T.A.T. and Atlantic
Caribbean Airlines, and flew Stinson's and Tri-Motors. He was a WW II Test
Pilot for Curtis Wright. After the war, he owned and operated Charles
Alignment Service in Columbus. In 1964, he moved to Perry County, and built
the Great Pipe Organ, where he and his late wife held many concerts and
recitals for various charitable organizations in their home studio which held
more than 200 people. He also hosted many fly-ins at his home airstrip. Ralph
had many highlights in his later years, including appearances on David
Letterman, Ed Johnson Agri-Country and The Today Show on his 100th birthday
with Willard Scott. Ralph attended many shuttle launches as a guest of NASA
and was given the opportunity to fly the space shuttle simulator in November,
2001. The day following his 102nd birthday, Ralph flew his plane, and also
kept active at home, moving 25 acres until the age of 103. He attended many
Oshkosh Experimental Aircraft Association gatherings. Surviving are 3
step-grandchildren, Jerry Ray Pratt of Pataskala, David Lawrence Pratt of
Orient and Linda Carroll of San Antonio, Tex.; 2 special friends, Pat Greene
and Gloria Reed, both of Somerset; 3 nephews, Robert (Jessie) Charles of
Cedarville, James E. (Pat) Charles of Mountain Home, Id. and Richard Fox of
Dayton. He was preceded in death, in addition to his parents, by his wife of
70 years, whom he married September 24, 1925, Leona M. Charles. Friends may
call from 2-4 and 6-8 p.m. Wednesday, February 5, 2003 at the BOPE-THOMAS
FUNERAL HOME, Somerset, where service will be held at 8 p.m. Wednesday
evening with Pastor Bege Wiegman officiating. Graveside service will be held
at 11 a.m. Thursday, February 6, 2003 at Green Lawn Cemetery in Columbus.
Memorial contributions may be made to the Red Cross or Salvation Army

Greetings!
Cold and windy weather kept a few airplanes from
coming and two of our regular volunteers were out with
infirmities, but the day was a great success.
Passengers came steadily throughout the morning and
early afternoon. By 1:30, after Rick Hunt's airplane
developed a magneto problem, we were down to just two
aircraft when the first limo showed up with 30 kids!
We found a Lance on the east ramp that nobody was
using and managed to get just about everyone onto a
flight before sunset. Whew! The official count for
the day was 113, 2002's second only to the 143 flown
on National YE day in June.
A hearty Ho, Ho, Ho! and a THANK YOU to all of the
volunteers who helped make the day a success. Not
only the pilots and the organized experts of the
registration-and-certificate-making-arts, but the
others who came to hangar fly (Gary James lent "moral"
support with his jokes), etc.
A special thanks, too, to Micki Hogan, for her most
delectable airplane-shaped-frosted-and-decorated
Christmas cookies, candy and curried-and-chilied
cashews and pecans.
A pat-on-the-back for diligence in the midst of
adversity and frost-bite to the people at the
registration table who kept things flowing: Micki
Hogan, Ann Samuelson, Mike Thake (Aviation Explorer,
exhibits budding leadership talents), and Rick Hunt,
who didn't give up, even though his airplane did!

Saturday, October 5th's event at OSU airport, the
Columbus Speech and Hearing Center's "Fly into Fall
Family Fun Festival" seemed to be a great day for
everyone who came. The kids had great fun, with
games, pumpkins, balsa gliders and all of the hangar
booths. The Young Eagles who came to fly were treated
to a new view and a new experience for them to
remember.
Our YE volunteers again made the time spent by
parents, as well as YE kids, both educational and
enjoyable. Thank you, volunteers, for making it
happen! Without you, it would not be possible.

honorary “Gray Eagle” title was also awarded to a

We need promoters wherever we can find them!
I do not have the break-down of number of YE's, but we
flew a total of 40 on saturday.
There were 4 YE's who completed their flight by ground
transport. When TZR was temporarily closed while 2 of
our airplanes were in the air, Chas and Dick diverted
to Darby Dan and found an unsuspecting volunteer
gracious enough to bring the kids back to TZR. I
don't know who you are, but THANK YOU! from all of us
at EAA chapter 9.
Thanks, especially, to the tower controllers at TZR
who met to work out a plan with us in advance. They
very skillfully managed an extreme level of traffic
with YE's and banner towing, in addition to the
regular airport traffic, and with a security emergency
thrown in, too. We are most grateful.
The next event is in just TWO WEEKS, the scheduled
event at OSU Airport on 9/21. There have been many
inquiries about it already. Also we will be flying on
10/5 during a charitable fundraising event at OSU
airport. (Their attendance goal is 500!)
Info on those will be out soon.

Starting out with an early morning fog was not good,
but it burned off by our 10:00 am start time.
Visibility did not get above 5 sm all day with the BR
and haze.
Our volunteers kept things running through the 4 hours
of the event as people slowly kept coming to the
airport. By the end of the day, with the tally in, it
was a very successful event.

An American Hero was lost on Saturday, June 22, with the passing of
Tuskegee Airman, Harold Sawyer, age 81, of Columbus, OH.
Our nation and the world owes so much to him and others like him, for
the pain, suffering and sacrifices they endured for the freedom that
we enjoy today.
Please honor him and all American patriots whenever and in whatever
way you can.

We were blessed with a warm day and beautiful blue
skies. There was enough breeze to keep us from
getting too hot, but not too much to be a hazardous
crosswind. The day, the publicity, the signs, the
parents and youngsters, volunteers, pilots and
generosity of the staff at OSU airport all contributed
to production of another batch of Young Eagles!

It was quite cool with a scattered to broken layer much of the day and a stiff
crosswind for Union County's 9/27 runway. The Glasair turnout was low (2) as
were the Young Eagles (12) but the eggs, pancakes, sausages and coffee were hot
and delicious, it was an enjoyable event, and we were fortunate to have Joe
Vogel and Roger Olsen give some presentations.

as of late. A message that was posted yesterday, attempting to draw people
to a particular web search engine, is yet another example of unsolicited
email.
In order to eliminate junk mail of this variety from diminishing the value
and integrity of CMH-NOTAM, I have changed this forum so that ALL MESSAGES
NOW REQUIRE APPROVAL. Anyone may still post a message to the group, but
there will be a delay until the message has been approved by me, or by an
assistant moderator.

On April 18th I posted a message here on CMH-NOTAM about a change to a local
Military Operations Area...the Brush Creek MOA. Today, I reviewed the Notices
to Airman Publication (NTAP) and didn't see a thing in there about it.
However, I did see the notam concerning the MOA _just above_ Brush Creek. The
Buckeye MOA has been modified somewhat, with more hours of operation. You can
read all about it on the web at...

It used to be that even if both of these MOAs were hot simultaneously, one
could fly sandwiched between them at 4,500 ft MSL. That isn't so now.
It is interesting to note that the depiction that accompanies this notam on
Buckeye MOA still has the Brush Creek MOA depicted as topping out at 4,000 ft
MSL. That's not correct.
Remember, even though your _current_ VFR Cincinnati Sectional shows Brush Creek
topping out at 4,000 ft, that isn't correct either.
If nothing else, this is yet another example as to why it is always important
to get a comprehensive briefing before launching off into the wild blue yonder.

IFR charts that became effective on Apr 18th do show the top altitude of Brush

Fellow Aviators,
I noticed a memo last night at work (CMH Tracon) about the Brush Creek MOA (one
of the two MOAs just south of Fayette Co./Washington Court House Airport/I23,
found on the Cincinnati Sectional). It informed that the top altitude was
changing from 4,000 to 5,000 ft, effective April 18th. So when I got home
shortly after midnight I decided to look at this from the pilot's point of
view. Interestingly enough, I couldn't find anything about this change. (I
did learn that it was easier to scan for special use airspace utilizing
http://www.duat.com than when utilizing http://www.duats.com). I also called
DAY AFSS before I hit the sack, and the briefer I spoke to showed nothing new
about the Brush Creek MOA either. So I went to bed thinking that the memo
must've been incorrect, and I'd check on it in the morning.
So, just moments ago, I logged onto http://www.duat.com again, and look what I
learned...

Doing just a bit more follow-up, I called OSU Airport to see if the Cincinnati
Sectional just got updated. What I learned was the Cincy Sectional, which was
effective Dec 27, 2001, isn't due for an update until July 11, 2002. However,
interestingly enough, the new Detroit Sectional just became effective today
(April 18th). However, the Detroit Sectional doesn't cover far enough south to
include the Brush Creek MOA. Interesting.
I encourage all to share this info with fellow aviators that may be flying in
the southern Ohio area.

Last Saturday afternoon strong winds knocked out the Bolton (TZR) AWOS. It
was out of service until sometime Monday. Did this cause any impact?
Due to a change in FAA policy, an AWOS or ASOS being out of service can have
a very great impact on an arrival that is needing to do an instrument
letdown in low clouds and/or poor visibility, as it can result in ALL
instrument approaches serving that airport being NOT AUTHORIZED!
At Columbus Flight Watch, Inc. <http://www.theNTshop.com/cfw>, we feel that
the ramifications of this "lack of redundancy" has not _sunk in_ into the
aviation community's collective consciousness. At last night's monthly
meeting, a letter was signed and sent (see textual representation below) in
yet another attempt to shine more light on this important, yet apparently
neglected, issue. CFW has been addressing this concern for some time. For

The EAA's 2002 "Winter Flight Fest" in Columbus turned
out to be a beautiful day, a great day for flying.
But a shortage of publicity and conflicting event(s)
made turnout much lower than expected. However, 16
Young Eagles were flown and most everyone who came
seemed to have an enjoyable time.
For our next event on March 16, we will be working on
(free) publicity! (YOUR help is always appreciated!)

I received word tonight from Ilene Dobson, that her uncle, old time Columbus
aviator & airplane mechanic and Confederate Air Force member, Marvin Doutz
passed away Tuesday January 15th. Marvin was 82 and suffered a fall on
Monday the 14th and sustained a head injury.
Arrangements are incomplete as of tonight, but Ilene did say they will
have visitation on Thursday Jan 17th and a Funeral Service Friday Jan. 18th.
Visitation will be at the Schoedinger-Norris Funeral Home on Route 3 in Grove
City. Times have not been finalized yet. I will advise when things are
finalized. Ilene wanted me to pass this along for those of you who knew
Marvin he will be missed by many.

Just to let the masses know, Saturday December 1st the last Trans World
Airlines flight will depart Port Columbus at 6:59 p.m. bound for St. Louis.
At 11:59 p.m. the last TWA flight to land at Port Columbus will arrive back
from St. Louis, thus ending 72 years of service by TWA and their predecessor
Transcontinental Air Transport, TAT. Port Columbus was built in 1929 for the
specific needs of TAT and to get Columbus, Ohio on the transcontinental air
route being developed by TAT.
The airport location was chosen by TAT Technical Advisor Col. Charles
Lindbergh due to it's location near the railroad tracks and not far from
downtown Columbus.
On the morning of July 8, 1929 the 1st TAT Ford Tri-Motor flight
departed Port Columbus bound for St. Louis with various stops along the way
before and beyond St. Louis. The following night the 1st eastbound TAT
flight arrived from St. Louis and various stops, thus marking the beginning
of that coast-to-coast route with railroad connections along the way. It's
rather sentimental that 72 years later the final flights will operate on the
same route.
Hopefully there will be some sort of ceremony to mark this occassion. I
plan to be on both flights that evening. I'd welcome anyone else that cares
to fly off into history that night. Just wanted to pass this along for its
historical significance.

Last Saturday at the WINGS SAFETY SEMINAR at Marysville/Union County
Airport, part of the presentation I gave discussed how one can obtain their
IFR clearance using their VHF COMM radio while one the ground, using the
relatively new Ground Communication Outlet (GCO) located at I78.
(One can find the definition of a GCO in the Pilot/Controller glossary at
http://www.faa.gov/ATpubs/PCG/pcg-g/pcg-g.html, and a very informative
article about some GCO installations up in Michigan can be found at
http://www.faa.gov/ats/afss/lanafss/gco.html.)
After my presentation, a Bolton airport based pilot asked if we could
publish the telephone number that the GCO dials to reach Columbus Tracon.
We'd rather not publish that number, as it rings directly into the radar
room and is to be utilized only for IFR clearances. If that number gets out
to the general public, before long we'd start receiving calls from
non-pilots, requesting all sorts of info, and that would end up making the
number unusable for its intended purpose, and it would distract the
supervisor from their intended job.
However, I understand the Bolton pilot's plight, as the tower there at
Bolton is only open 12 hours a day, and their is no GCO or RTR (Remote
Transmitter/Reciever) for obtaining an "after hours" IFR clearance. And
using one's cel phone while in the airplane while on the ground to call
1-800-WX-BRIEF to obtain a clearance can be extremely frustrating,
especially when hearing that "all the briefers are busy" recording, and not
knowing how long you may have to wait to reach a briefer.
What I learned at the WINGS SAFETY SEMINAR is that DAY AFSS now has a
toll-free number specifically for obtaining (or canceling) IFR clearances
from the ground! This number connects you *directly* to a briefer,
therefore you won't be on hold for an interminable time frame. The
toll-free number is...

This number can be found in the Airport/Facility Directory under "FAA AND
NWS TELEPHONE NUMBERS" (page 302 of the East Central U.S. A/FD, effective 17
May 2001). However, it is not clear from that listing that it may be used
for obtaining your IFR clearance. However, visit the DAY AFSS web site and
read their USER'S GUIDE TO SERVICES (see "SPECIAL 1-800 PHONE NUMBERS" in
that document @ http://www.dayafss.jccbi.gov/guide.htm) and it explicitly
describes that it may be used for this purpose.
This telephone number is an excellent means to obtaining your IFR clearance
from any Central Ohio airport, or for that matter any airport under DAY
AFSS's area.

Columbus Flight Watch <http://www.theNTshop.com/cfw> is actively addressing
an important issue that has repercussions for many Central Ohio airports, as
well as many general aviation airports across the nation. If you are a
pilot who flies IFR, this could affect you.
Over the past few years, as stand-alone AWOS & ASOS weather units have been
installed at numerous airports, an important backup capability has been lost
as instrument approach procedures have been updated. Namely, if the AWOS or
ASOS would fail for any reason (i.e. sensor failure, power failure,
transmitter failure), the pilot would be left with an instrument approach
procedure that would immediately become NOT AUTHORIZED.
