The below project is listed in Journey to 2030, the Boston
Metropolitan Planning Organization's Long Range Transportation Plan,
which currently is open to public comment until March 27:

Everett and Medford: Route 16 (Revere Beach Parkway)

continuous six-lane mainline parkway cross-section
between Route 38 in Medford and Sweetser

between I-93 and Route 38 will be realigned
and reconstructed by switching the I-93 southbound
on-ramp and off-ramp, so that the current

38 to I-93 northbound will be relocated to a new
grade-separated interchange and combined with a
new connection from Route 16 directly onto I-93.

Estimated cost: $93 million.

Another project in the plan is to build a bypass road from westbound
Route 16 in Everett to Commercial Way in Medford that would serve
the River's Edge complex.

Everett, Malden and Medford: Telecom City Boulevard

Construct a two-lane, median-divided roadway
between Santilli Highway in Everett and Corporation
Way in Medford, with a bridge across the
Malden River. This new road will link the entire
River's Edge development project, located on
both sides of the river, into one unified campus.
Santilli Highway and Route 16 in Everett will
provide primary vehicular site access; Corporation
Way will also provide access from the west
side of the campus. The new road will accommodate
public traffic and will improve access
between the three communities.

Estimated cost: $15.2 million

Thanks.

Where's the pedestrian and bike accessibility?  16 and 28 segment what
could be long, continuous trails.  The underpass from the Mystic
Reservation to Riverbend Park is an example of how to do it right.
Also, sidewalk widths -- the wide sidewal on 16 over the mystic was
important in making my bike commute to Kendall possible.

It'd be great to have a "what's happening to my town" web site that has
all this stuff for residents, people curious about planning, and house
hunters considering a community, people investing in real estate, etc.

I s'pose I could do one, if I could get the information stream.

And probably illegal under Massachusetts law; hopefully the
issue will be resolved in detailed design (if not in the plan!).
The whole situation with Route 16 in particular and
Malden/Mystic crossings in general has been something I've been
keeping my eye on for awhile. MassBike/MetroBoston has been
preparing comments on the plan; I'll dig in and make sure we
have something on these projects in particular.

Actually, these accommodations are REQUIRED by law, although you'd

Massachusetts is one of three states (the others are Oregon and
Rhode Island) to have a state law requiring the state department of
transportation (in our case, the Massachusetts Highway Department;
notice the nomenclature) accommodate bicycles and pedestrians into
the design and construction of every project. The bill, enacted as
Massachusetts General Law Chapter 87 of the Acts of 1996, was
sponsored by Representative Anne Paulsen (D-Belmont). Sometimes
referred to as the "Paulsen Bill", it was approved on May 20, 1996.

The basic text of MGL 87 amends Chapter 90E of the General Laws, as
follows:

"The commissioner shall make all reasonable provisions for the
accommodation of bicycle and pedestrian traffic in the planning,
design, and construction, reconstruction or maintenance of any
project undertaken by the department. Such provisions that are
unreasonable shall include, but not be limited to, those which the
commissioner, after appropriate review by the bicycle
programcoordinator, determines would be contrary to acceptable
standards of public safety, degrade environmental quality or
conflict with existing rights-of-way".

Specific regulations and design standards have been developed for
Ch. 90E. The law, as revised, provides the impetus for MassHighway
to incorporate bicycle and pedestrian facilities into the planning
of projects or to prove that such facilities are inappropriate for a
specific project(s).

New design standards for bicycle facilities are included in the 2006
MassHighway Project Development and Design Guide. Standards call for
5-foot minimum widths and 6-foot preferred widths for bike lanes and
4-foot minimum widths for shoulders designated for bicycles.

I was replying to your message which said "lack of"; lacking
accommodation for cyclists and pedestrians is in violation of
the Paulsen bill.

I'm familiar with the Paulsen bill, the new design manual (I
commented on it), and the Romney 20-year transportation plan
(which sadly appears to be dead now, as the revised version was
MUCH better and something I was proud be part of). Unfortunately
DCR has not adopted the MHD design manual as there is a strong
resistance to either expanding pavement on parkland or doing
anything that could be perceived as limiting the carrying
capacity for high-speed motorists. Nonmotorized transportation
(whether "business" or "pleasure") gets caught in the middle.
Commissioner Burrington "got it" (as a cyclist) and I hope
whomever is the new permanent commissioner will similarly
understand the balance.

While I understand it was not outlined by the VHB consulting firm last
night, there is an "option 6" for the dam crossing:

Build small pedestrian drawbridges crossing over the smaller locks
(the largest lock is not opened often enough to worry about).

With this solution, there will be no need to raise the drawbridges
when smaller boats (e.g. powerboats, kyacks) slip underneath.  The
drawbridges need only be raised briefly at high tides or when a
sailboat passes.  This resolves most of the pedestrian delay issues,
and should come in only a little bit more expensive than Option 1.

These structures are much more common in Europe than the USA.  Some
designs require only minimal foundations or mounting.  The dam
structure need supply only enough support to raise the (empty) bridge
to the retracted position. and the existing hollow structure is not
that fragile.

To Dan Driscoll, VHB staff, Steve Winslow and other participants:

Good presentation and attendance at last night's meeting on the Mystic
River Crossing alternatives.

Is there any way to post the presentation or at least some summary of
the alternatives that have been evaluated?

The consensus seemed to be that the remaining settlement funds would
be well spent to design the Mystic River path through the MBTA bus
yard to Route 99 and to continue to flesh out some unanswered aspects
of the Mystic River crossing alternatives.

Steve and others suggested that we have other bridge designers and/or
MIT students look at the crossing of the locks/dam alternative and see
if some other creative solutions can be found to the periodic closing
issues. I volunteer to organize this effort but would like some help.
One idea I have from having lived in The Netherlands for 3 years is to
look for ideas from engineers there where there are literally hundreds
of ped/bike corssing of locks and dams.

Actual Bryce the problem is exactly the opposite.. The large lock is open
for extended periods of time up to 100 days per year to let out the water
from the Mystic River.... Unlike the Charles River Dam that has sluice ways
that allow water to bypass the dam and locks, the only way to get water down
stream without pumping is to open up the locks... DCR indicates that means
that the locks will be impassable 30 to 40%.. So a single drawbridge
solution would best focus on the large lock...

Ah, good information.  Previously I'd heard it was one of the small
locks used that way, but I never managed to make it down there in high
water to see.

I also understand they do fish runs, opening a small lock if too many
alewife or other fish are attempting to swim upstream.

A drawbridge on the large lock also makes the travel route much more direct.

Medford's Madeleine Dugger Andrew's Middle School is just up river from
the dam. Every spring the PTO organizes a RiverDay program outside in
the Mystic Riverbend park along the river. This year's environnmental
theme will include MRWA/MRWA and EPA presentations on water quality.

This year our program includes a special connection to the dam- so I am
hoping for a volunteer in costume to join us.

Character actress, Jessa Piaia, will present a one-person
interpretation of pioneer aviatrix Amelia Earhart entitled "Meet Amelia
Earhart: First Lady of the Air" at the school on Tuesday May 29th,
between 10am-2pm.

We are seeking a "navigator" to escort our special guest, and introduce
her for several short presentations. If you have time and are willing
to put on a 1920's navigator costume (to be arranged) please reply to

Someday I hope "Amelia" can dedicate the new bike path opening...

Bike to the Sea's Executive Director, Clay R. Larsen, announces:

THE FIRST 1000 FEET!

This coming Sunday, May 20th at 10:00 a.m. at the Madeline English
School on Tremont St. in Everett, Bike to the Sea will be taking the
first concrete step towards building The Northern Strand Community
trail!

Bike to the Sea has been working with the City of Everett's
Community Development Office to launch the FIRST 1000 FEET OF TRAIL.
When completed, the Northern Strand multi-use trail will pass
through Everett, Malden, Revere, Saugus, and Lynn.

Coffee, muffins, a walk through of the work site and a discussion of
the project followed some trail clean up work will begin at 10 am.
Work on this section of the trail will continue all summer with
sponsorship from various businesses such as Mellon Bank, REI
sporting goods and Home Depot.

Look for more posting on http://www.BikeToTheSea.com as this rapidly
moving project begins to develop.

Those staying for the clean up should bring work boots or sneakers
and gloves and pruning saws, branch cutters, weed whackers, spring
rakes if you have them. Bike to the Sea will provide trash bags and
a few hand tools.

Bike to the Sea Day, June 10

The 15th annual Bike to the Sea Day ride will be held on Sunday,
June 10, 2007 at 9 am. Meet at the Dockside Restaurant, 229 Centre
St. in Malden.

A 10 mile family ride will end at Vitale Park in Saugus. An 18 mile
adult ride will end at Nahant Beach near the rotary. Children must
be 8 or over, under 16 accompanied by an adult. Helmets must be worn
by all. The $25 family of four fee and the $15 individual rider fee
also covers T-shirts, pizza and door prizes after the ride back at
the Dockside.

Volunteers needed for registration tables and to serve as marshals

Join the Somerville Bicycle Committee and the Somerville Historic
Preservation Commission for a Bicycle Tour of Historic Somerville and
Medford. The ride starts on Saturday, June 23rd at 10 am in the
parking lot of Somerville City Hall, 93 Highland Avenue (just east of
School Street). We'll ride for about 10 miles, and we should be

On Saturday, October 13, the Somerville Bicycle Committee and the
Friends of the Community Path will lead the 15th Annual Tour de
Somerville.  This year's ride will explore the flat side of
Somerville, avoiding all of the city's hills.    We'll ride along the
Community Path and its future extension, then take a level, low-
traffic route through East Somerville to the Mystic River at Assembly
Square.   From there, we'll ride alongside the river into a bit of
South Medford, then return through West Somerville back to our
starting point.

The Tour begins at 10 am at Seven Hills Park, behind the Somerville
Theatre in Davis Square.   Our nine-mile ride will be leisurely-
paced, easy for cyclists of all ages.  We strongly encourage all
riders to wear helmets.

Public Health Advisory: Fish Consumption Mystic River

 

This advisory applies to Mystic River between the outlet of Lower Mystic Lake (in Arlington/Medford) and the Amelia Earhart Dam (in Somerville/Everett).

 

The Massachusetts Department of Public Health (MDPH) has reviewed fish toxics data generated by the Department of Environmental Protection for the Mystic River. PCBs (polychlorinated biphenyls), the pesticide chlordane, and the pesticide DDT and its derivatives have been detected in fish caught from the Mystic River. The concentrations of these contaminants were above levels that MDPH considers safe for consumption.

PCBs, chlordane, and DDT may accumulate in individuals who frequently eat fish contaminated with them, thus leading to an increased risk of negative health effects. Fetuses and nursing infants are particularly sensitive to the development and health problems associated with PCB, chlordane, and DDT exposure.

Because of health concerns associated with exposure to these contaminants,

MDPH offers the following recommendation:

No one should consume any fish from the Mystic River.

Wanted: Part-time Volunteer Race and Festival Manager

Organize and run the Herring Festival for the Mystic River Watershed Association (MyRWA) from existing handbook/procedures. This outreach activity highlights a hidden jewel of the Boston metropolitan area. The Herring Run (which usually takes place in late May) is timed with the migration of andromanous fish from the open ocean through Boston Harbor and the Amelia Earhart Dam on the Mystic River to the Mystic Lakes and Mystic tributaries. A dam at the lower Mystic Lake blocks the migration and the Mystic River Watershed Association with help from lots of volunteers has formed a Bucket Brigade to hoist fish over the dam. This race and festival is a celebration of the return of these blue-black and alewife herring.

You will be responsible for all aspects of a 5K road race along the Mystic Shoreline, a concomitant paddle race on the Mystic, a mini-River Festival, securing in-kind donations, prizes, media coverage and report of activities at the conclusion of the event.

Estimated to take 130 hours of planning, 25 hours of activity and 10 hours of documentation

EPA is inviting you to join us in Boston for a “Summit” focused on restoring the Mystic River Watershed.  We hope this gathering of stakeholders will help us generate ideas, develop goals and map a strategy to improve water quality in the Mystic.  Ultimately, we hope to form a committee to collaboratively carry-out restoration and clean-up projects.

This summit will focus on the topic of water quality in the watershed.  Water quality encompasses many issues:  existing contaminated sites, sources of pollutants to the river, land use, river related development, restoration and preservation, municipal stormwater management, other stormwater problems, etc. To cover all of these issues, attendees at the summit will divide into four working break-out groups for the greater part of the day to focus on Bacteria; Industrial Contaminants; Flooding; and Changing Land Use and Its Impact to the River.  Each group will be facilitated by leaders knowledgeable about the watershed and will be guided to identify major problems, available tools, key players, and priority actions.    

Intended audience: local decision makers including municipal leaders and urban planners, planning boards, conservation commissions, public works, water and sewer utilities, regional planning agencies, conservation districts, watershed groups and community advocates, as well as, state and federal agencies, consultants and businesses.
