You're not getting any more power out of the circuit,
it's only serving as regulation. The DC-DC allows
a greater input voltage variation than the end equipment
can normally tolerate. Hence the source impedance can
be slightly higher with the limiting factor now being
the input voltage range of the converter at the maxiumum
required power output level. The only additional power
required is that required to offset the source impedance
drop and whatever is lost in the converter. Depending on
the application the additional (slight) additional power
draw is a compromise to achieve better regulation for
the end equipment. This technique is known as Point
Of Load (POL) regulation.
