You can always contact MPD on the none emergency number which is 311.  If you know what PSA you are in you can also contact the PSA Lieutenant or their Sergeant to have a unit come over to ask the members to move their cars or issue tickets.

Are you sure 311 is the right number to call?

I've called 311 about parking violations before and the operator wouldn't even
register my
call because they claimed that the police have no jurisdiction over parking.

Incedentally I was calling to report cars parked in the sidewalk at Jimmie
Muscatello's
Uniform Shop.  There are almost always cars parked illegally there, blocking the
sidewalk
and the entrance to Reed Street.

Can someone please fill me in on the goings-on at the Lowest Price gas
station on 12th and Franklin last night? There were several police cars
and a fire truck there when my neighbor and I were walking out to
Orange Hats at 8:15, and things were in full swing when we walked by
again around 9:30. The Orange Hat officers did not know what was going
on, but there were several police cars, crime scene tape, and it looked
like they were dusting a car for prints. Any news?

I am new to the neighborhood, but may I have an update on the activities and response on the NW corner of  NY and North Capitol?  I have read in Newspaper articles and listservs that there are illegal activities going on.  What is being done about it?  I am especially concerned that  our  brothers and sisters  who wish to wean themselves from thier addictions are in close proximity to such temptation.  I also worry about the vulnerability of children who regularly pass through that corner. 

Wouldn't regular foot patrols, cleanups (I am trying to get one organized), and cameras (hidden or obvious) help?

A response would be appreciated.

Last night, we had a gentleman come to our door with a story about being
from the big Baptist church across the street and having "broken his key in
the lock." I was in the doorway of our house with our nine week old daughter
and partner inside. I looked him in the eye and asked how I could help. He
told the story about breaking his key.

My partner recognized he was pulling a scam from the Brookland list serve
and pulled me back inside the house and we called 311. The police were very
glad we called and said I actually gave the first detailed description of
the guy. They had gotten a report on him the night before and were
canvassing the area trying to apprehend him. I was very impressed with both
officers.

If this person was from the church, I would have been happy to call his
pastor and put him in touch with assistance. It was obvious he wasn't. In
fact, he went deeper onto our porch and tried to look in our windows when we
told him we couldn't help him. He lingered on our porch for a few minutes.
He also kept looking back over his shoulder as he walked up the street.

This person happened to be a black male about 35- 40 years old, overweight,
wearing a brown tweed cap, black leather (or leather like) jacket, dark grey
pants and black shoes. He had a scruffy mustache and weighed about 260 lbs,
and he was carrying a white plastic bag, like from CVS. I looked him in the
eye and got a full 3 minutes to take in his features.

The two officers who came for the report (within 15 minutes) were grateful
to have citizens reporting this guy. They gave the impression they have been
looking for him on a regular basis and have not been able to find him as he
knows the neighborhood well.


I hope if the guy I have described above approaches you with a similar
story, you will take the time to report him. The police will be appreciative
and it will give them a pattern of the streets he is canvassing,

To MPD and Commander Greene,

When I arrived home tonight around 6:30pm, there were two individuals either dealing drugs or smoking them in the alley between  the 300 block of Seaton Pl NE and T St NE off of 3rd St.  This was very shocking and surprising as I have not seen this kind of activity in some time in this alley. I would like to request that you send a patrol through this alley to deter this type of activity.  I also called 311 to report this as well.  Can you please advise what kind of patrol you have in this area?

It's hard enough crossing Reed Street without getting hit by the cars flying
down the street
at top speed (or by cars charging out of Metro parking) without all the extra
cars double
parked so the drivers can get their uniforms more quickly.

I applaud your actions. When citizens get involved like you and your partner
and actually reach out to the police, it really helps to reduce the crime
rate in our neighborhoods. I encourage everyone to report all suspicious
activity to our police partners. Each day more of my neighbors are joining

I had the same guy knock on my door (1200 Block of 16th Street) about
2 weeks ago. He said that he was from Baltimore and that he worked
(janitor) at the Webb Elementary and that he needed money ($20) for a
tow truck because his car wouldn't start. I immediately recognized
this as a scam (What tow truck costs $20?).

Please beware of this individual.

I see a situation frequently on the 4300 block of 12th Place NE. One
car parks and no one gets out. Then a second car arrives and a person
gets out of that car and into the first. The first car either drives
around the block or the two people sit in the car for a few minutes.
In either case, the people go back to their cars and then drive away.
It never lasts more than five minutes. Over the past couple of months
the same SUV with tinted windows is one of the cars.
I can't verify what they are doing but it strikes me as odd. Has
anyone else ever seen this?

If you are concerned get the tag numbers and report them to the police.

It happens on a daily basis on the 1400 block of First Street, NW.  You know exactly what they are doing.  They are dealing drugs.  Plain and simple.

I was at the ANC 5C meeting last night, & the MPD
officers present (can't remember their names)
mentioned what a revolving door the DC judicial system
is.  What struck me as particularly appalling was the
story of the guy who shot at an MPD officer recently &
was released the next day.

I understand how futile it is for MPD to catch the
same people over & over, and how frustrating for the
officers risking their lives to protect us from these
thugs.  Who do we need to put pressure on to get some
reform?  The city council? VA Rep Tom Davis' Gov't
Oversight Committee?

Any guidance would be appreciated.

It happens EVERY day (especially after work) right around the corner on N Street too .... calls to MPD to report the activity/cars/tag numbers don't seem to make a difference. By the time they respond (if they do), the transaction has been completed and they're on their way back home.

We see the same thing happening here on 10th  or 9th and Randolph Street NE regularly but it isn't just one vehicle and sometimes they are all on foot or on a bicycle and they have lookouts who with cell phone walkie talkies in hand watch for the police to come then warn the dealers and the buyers to get away. I recommend getting the tags and reporting the activity to the police especially if it is the same SUV over and over. Then they can stop that SUV and ask them what the meetings are all about which should be easy to explain.

I usually buy all my gas at the HESS station on Rhode Island Ave., but was
unable to do so yesterday. There were several police cars and the Crime
Investigation Mobile Unit at the station. Police tape was all around the
pumps and the station looked deserted of employees. This was around 5:30-
6:00 PM

Can MPD representative please let us know what happened at that site
yesterday?

I already get hassled a bit from people wanting to "pump my gas," or just
outright asking for money. Usually, a direct look in the eye and a firm no
thank you works. However, if that site has had a serious crime involved, I
would like to know, so I can find a safer station to buy gas, especially
when I have my 10 week old daughter with me.

I saw the same thing, but I think the power was out on that block.
Pepco was working on cables around the corner, so my guess is that
the police vehicles were there for safety purposes.

In reference to the incident at the Hess Station, an officer made an arrest for
DWI while monitoring traffic at the intersection of 4th and Florida/Rhode Island
Avenues.  The large MPD vehicle was the Mobile Processing Van utilized in Drunk
Driving operations.

As you may have noticed the traffic signals/power was out at that location.  The
Hess Station was taped off so customers would know they were temporaily closed.

unable to do so yesterday. There were several police cars and the Crime
Investigation Mobile Unit at the station. Police tape was all around the
pumps and the station looked deserted of employees. This was around 5:30-
6:00 PM

Can MPD representative please let us know what happened at that site
yesterday?

I already get hassled a bit from people wanting to "pump my gas," or just
outright asking for money. Usually, a direct look in the eye and a firm no
thank you works. However, if that site has had a serious crime involved, I
would like to know, so I can find a safer station to buy gas, especially
when I have my 10 week old daughter with me.

	 thugs.  Who do we need to put pressure on to get some

Street too .... calls to MPD to report the activity/cars/tag numbers don't seem

	 regularly but it isn't just one vehicle and sometimes they  are all on foot or
	 on a bicycle and they have lookouts who with cell phone  walkie talkies in

	 away. I recommend getting the tags and reporting the  activity to the police

DWI while monitoring traffic at the intersection of 4th and Florida/Rhode Island
Avenues.  The large MPD vehicle was the Mobile Processing Van utilized in Drunk
Driving operations.

Question about reporting crimes.


I am curious as to how I should go about reporting crimes. I do not
understand legal procedures, or what the police are truly capable of doing
to ease crime in my neighborhood.

Lately the activity on my street corner and in my alley has been outrageous.
All of my neighbors have claimed to call the police often. I called 311 the
other night to report drug sales and prostitution in my alley. The person
that answered didn't seem particularly interested and questioned whether
what I was reporting was really prostitution or not.

Personally I don't feel that I need to justify to the Police why I interpret
an event as I do. It's not a conviction I'm begging for, but police
presence. Im not a lwayer, just a citizen. I want Action. Check out the
situation. Drive by. Or better yet. WALK by.


I never saw a squad car come by. Why? Did I not report it properly? Was my
evidence too weak?


So here roles around another Saturday night, and I'm certain that the little
shack in the alley that the dealers and pimps are working out of will be up
and running. They had even tapped into a light post for electricity. There
are about 10 guys that stand watch. There are at least three prostitutes in
the picture.

Am I supposed to go out and search for hard evidence myself so I can get a
little bit of police backup? Should I have saved the needles and condoms
they throw in my yard? Or should I just wait till my neighbors grandkids get
shot as they're playing outside so it makes the news?

Or just ignore it?

What do we need to do?

Each day I take the 395 tunnel North to NY Avenue and make a right
onto a small side street (M street maybe?) that goes by Sursum Corda
housing so that I can use the side street in order to make a left
onto North Capitol street(since there is no left turn from NY Ave
onto North Capitol).  At the intersection where you actually turn
left from the side street onto North Capitol, a dangerous trend has
developed where lots of cars are now trying to bypass the line of
cars legally making left hand turns onto North Capitol street by
making a left hand turn from the center lane.  Each morning I
witness near accidents as cars cut in front of cars turning legally,
and cars almost hitting the jersey barrier that separates North
Capitol Street tunnel from the service lane that goes to New York
Ave.  I have also witnessed many road rage incidents where those
cutting in line are furious if people don't let them turn left from
the center lane.

Because of the jersey barriers and tight turning radius, there is
not enough space for two cars to safely make the turn at the same
time (especially if a person has a larger vehicle like a van).
Therefore, those who are rightfully turning from the left lane have
to wait while the line cheats zoom up from the side and aggressively
cut them off.

The road rage incidents at this intersection are getting out of
hand.  This morning a driver that tried to cut in front of me but
couldn't make it, then attempted to force me off the road into the
jersey wall.  I have also witnessed many "car fights" continuing
after incidents at this intersection - with swearing, threats and
swerving continuing as the cars move on from the intersection.

There needs to be painted arrows in the street which show that the
right lane turns right, the middle lane goes straight (or continues
on past North Capitol to the NY ave service road) and the left lane
is the only lane that rightfully turns left.

For a while this incredibly dangerous intersection could also use
some police monitoring during rush hour times in the morning until
people have learned the proper way to turn at this intersection.

If this is outside of the 5th district, could someone please pass
this along to the proper authorities who could implement traffic
enforcement and street line painting in this area?
