The police presence in the neighborhood has been great.  The number of guys hanging out and bothering people has been cut down drastically.

Yes indeed, Thank you Commander Greene for sending the police out in my neighborhood every night with the police lights because the drug dealers are still out here lately every day and during the night by always mostly hanging in front of address 80 to 74 O Street NW.

Greetings.

On Saturday night, I was driving home with my children, aged 13 and 2.  I
approached 4th street NE with my left turn blinker on.  There was a car facing
me turning left, so I had to pause and look for oncoming cars before turning. 
There were no other cars behind that vehicle.  I turned and swerved slightly to
avoid the median.   I was pulled over.  I don't get stopped often, and have no
criminal history, so I was very shaken and unnerved by the entire incident.  The
officer turned on the bright search light, which frightened my daughters.  He
approached immediately asking me for registration. I told him that my license
and registration were in my purse (he granted me the time to retrieve it) and I
had to search for my insurance card.   I asked him if he could tell me my
offense, of which he indicated that he couldn't tell me anything until he ran my
information.  I didn't protest, because of the time and everything was happening
so quickly.  The officer returned and told me that I failed to yield to oncoming
traffic.  He then asked me several times about the age of my oldest daughter
(she's underage).  I complied and gave him her age, but the question seemed very
inappropriate as he still asked me several times.  I did not protest, but what
are the rights of citizens when being stopped?  What can I do now that I have
this ticket? Don't officers run your tag before approaching the car?  why would
the officer ask the age of my daughter?

Friends,
I just wanted to say how much fun I had at the Safe Haven Halloween event at the
Arboretum yesterday. I was especially impressed with the haunted house that Sgt.
Boyd and others put together. I know it took weeks for all of the set up,
decorations, and construction to be completed. When I went through it there were
some pretty scary monsters in there! Thanks to 5D for providing this for the
kids (and adults!)

I had a similar experience a year or two ago.  I wasn't unnerved so much as I
felt that a reason to pull me over had been contrived.

We lived on 2nd ST NE which is a one-way street, and since we're typically
returning from a point south, we have to make 4 right turns (basically driving
in a big circle, which apparently makes us suspicious looking) to reach our
home.  The 4th right is onto our one-way street and puts us in a position to
park almost immediately upon making the turn.

One evening returning home, I began to make the 4th right (there wasn't another
car anywhere in sight), and noticed a cat on the sidewalk, identical to one of
our cats.  I pulled right to the side at a slight angle so that my pre-schoolers
could get a look, but didn't park completely since I planned to pull forward
several feet.  I was promptly pulled over for failing to signal (well, I wasn't
pulled over, I was already parked in front of my house at that point).

While I admittedly didn't signal (I was going the ONLY way that I could have
gone without driving the wrong way down a one way street or driving straight
into a concrete retaining wall, pretty safe bet that no car on the road should
have been surprised by the turn - I was turning since I HAD to turn, and the
signal to turn would have been indistinguisable from a signal to park), I don't
think the failure to signal was the problem, I think it was just an excuse to
check out a car that the officer found suspicious before seeing who was in the
car.

My husband was stopped more than once after parking in front of our house -
solely because he'd just made 4 rights and the person stopping him thought he
was casing the neighborhood.

I appreciate the vigilance, but it would be nice to see the people flying down
2nd street at speeds in excess of 50mph stopped once in a while as well.  They
may not look especially suspicious, but they are endangering everyone in their
paths.

Thomas Links Residents to Jobs at Rhode Island Station

 

Prior to breaking ground, representatives from the Office of Councilmember Thomas, RI Station, LLC, Bozzuto, and the Department of Employment Services, along with civic leaders, met to create an action plan to facilitate hiring Ward 5 and other District residents for construction positions available at Rhode Island Station. As part of the action plan, a job application form specific to the project was developed, distributed to civic leaders, and made available at the Rhode Island Station construction trailer. A staff member at the DOES Franklin Street Career Center was assigned to receive, review, and pre-screen completed applications. RI Station, LLC and Bozzuto meet monthly with the Franklin Street Career Center representative to apprise her of new construction openings and review qualified applications.

 

To date, the total number of new hires by contractors working on the project is nine, of which five (or 55%) are District residents. Four (or 44%) of the new hires are Ward 5 residents. The percent of new hires that reside in the District exceeds First Source requirements.

 

During September 2010, a total of 168 employees from seven different companies performed work at the site. Of the 168 employees, 26 are District residents (15.5% of the total workforce). Of the 26 District residents, seven are Ward 5 residents (4.2% of the total workforce). 

 

All wages paid have been in accordance with Davis-Bacon requirements and are payroll certified. Bozzuto's First Source reports are sent monthly to DOES according to First Source program requirements.  Summary hiring reports are provided regularly to the Ward 5 council office and several community organizations.

 

"Our proactive work with the developer and Bozzuto Construction is paying off," said Councilmember Thomas. "I look forward to the start of vertical construction at Rhode Island Station so that we can link  more Ward 5 residents to the employment opportunities this project is creating."

 

Ward 5 Councilmember Harry Thomas, Jr. has been actively working with developer RI Station, LLC (a joint venture between Urban Atlantic and A&R Development Corp.) and its general contractor, Bozzuto Construction, to ensure that hiring at the Rhode Island Station mixed-use development complies with the District's First Source program, and that whenever possible, Ward 5 residents are hired.

Ribbon Cutting Marks Completion of The Summit at St. Martin's  

 

  

On October 25, 2010, Councilmember Thomas participated in the ribbon cutting for The Summit at St. Martin's. Located at 116 T Street, NE, The Summit is a rental housing project of more than 170 affordably priced one- and two-bedroom luxury units. Amenities include on-site underground parking, landscaped courtyards, a clubroom with a large screen TV, a roof-top sundeck and playground with panoramic views of the city, a cyber café with free Wi-Fi, a fitness center, and a resident conference room. Applicants to The Summit at St. Martin's must meet HUD household income limits based on family size and fall below 60 percent of Area Median Income (AMI).

Councilmember Thomas has been a strong supporter of The Summit since its inception, and authored legislation to provide the project with a property tax abatement as long as it is operated as an affordable rental housing project. "The Summit raises the bar on affordable housing and demonstrates that luxury and affordability can be compatible," said Thomas.  

Rustik Tavern Opens in Bloomingdale

  

Rustic Tavern, located at First and T Streets, NW, held its grand opening on October 14, 2010. Councilmember Thomas was on hand to celebrate Bloomingdale's first sit-down restaurant and taste many of Rustik's signature dishes.


The event was sponsored by North Capitol Main Street, Inc. (NCMS) in partnership with the Ward 5 council office. Thomas and his Council colleagues annually have funded the District's Main Street initiative-including NCMS-through appropriations to the Department of Small and Local Business Development. 
Construction of The Flats at Atlas District Underway

 

On October 27, 2010, Councilmember Thomas participated in a groundbreaking ceremony to mark construction of The Flats at Atlas District, a project that will bring 257 high-end apartments and 5,000 square feet of new retail to the Langston Carver neighborhood.

Located at 1600 Maryland Avenue, NE, The Flats is a $107 million project of Clark Realty Capital. The development plan includes a 300-space parking garage and myriad amenities, including a fitness center, pool, great room with kitchen, indoor half basketball court, an outdoor lounge with a fireplace, and a meditation courtyard. The Flats also will be within easy walking distance of the H Street Corridor and the burgeoning arts district on Florida Avenue and Bladensburg Road, NE. The anticipated completion date is spring 2012.

 

Housing is one of the cornerstones of economic development," said Councilmember Thomas. "The Flats project moves us one step forward in our journey to bring revitalization to all corners of Ward 5."

Thank you for your comments!  I was going pretty slow, but there were plenty of
cars flying!  I have since tried alternative routes for getting home (especially
at that time of night).

FUNERAL PROCESSION ROUTE FOR OFFICER PAUL DITTAMO

 

Beginning Thursday, November 4, 2010, at approximately 12:30 pm, the funeral procession for Officer Paul Dittamo will depart St. Elizabeth Ann Seton Catholic Church located at 12805 Valleywood Drive, Lake Ridge, VA, and enter the district.  The procession will pass the Seventh District Police Station where Officer Dittamo was assigned and then proceed to the burial site in Manassas, VA.  There will be several street closures that motorists should take into consideration:

 

PROCESSION ROUTE:

  • Continue onto Oakwood Drive
  • Left onto Old Bridge Road
  • Left onto Route 123 (Gordon Blvd)
  • Exit onto Interstate 95 Northbound (Main lanes)
  • Exit onto Interstate 395 Northbound
  • Continue over the 14th Street Bridge (Main Span)
  • Enter the District of Columbia
  • Continue on Interstate 395
  • Merge right to the 11th Street Bridge
  • Merge onto Interstate 295 Southbound
  • Exit right onto outbound Suitland Parkway SE

Leaves are just starting to fall and the Department of Public Works is ready to deploy 200 employees Monday, November 8, 2010 to start collecting them.  Leaf collection season runs through January 15, 2011, and every neighborhood in the District will have its leaves collected.

                   

Leaf collection is our most labor-intensive program.  For two and a half months, DPW crews work six days a week, including Veterans Day and Thanksgiving Day, across the District.  Each neighborhood is given two, two-week collection cycles.  Please check the leaf collection brochure, which was mailed to households receiving DPW trash/recycling collection services, or go online to http://leaf.dcgis.dc.gov/ learn your collection weeks.”

 

The program works most effectively when residents rake their leaves into the treebox spaces the weekend before the beginning of their neighborhood’s collection cycles.  The crews move fairly quickly, especially in the opening weeks because there are fewer leaves.  To make sure your leaves are collected, please rake them into the treebox space or bag them the weekend before the collection cycle begins.

 

Here are some tips for a smooth-running leaf collection season:

·         Look up your street’s collection schedule at http://leaf.dcgis.dc.gov/.

·         Rake leaves into the treebox space the weekend before your street’s collection cycles.

·         Please – leaves only! Tree limbs, bricks, dirt, rocks, etc., will damage the equipment and delay collections. 

·         Prevent fires, parking problems and possible flooding by placing leaves in the treebox space, not in the street.  When it rains, leaves will block the storm drain and cause flooding.  Please remove any leaves you see blocking the storm drain.

·         If you choose to bag your leaves, please use paper bags.  Plastic bags will damage the equipment.  You may place bagged leaves in the treebox space or next to the trash/recycling container(s).

·         Protect the safety of our crews by driving slowly around their work area or change your route and avoid them altogether.

Leaf collection season coincides with the beginning of snow season.  Leaf collection crews are the backbone of the snow removal program, which means when snow and/or ice are predicted, crews stop collecting leaves to convert the leaf equipment to snow plows.   No leaves are collected until after the snow event ends.  Even though predictions may not always result in snow, we must have our snow equipment on the street regardless.

File this under I never thought it would happen to us.  Two individuals attempted to car jack my husband with a gun right in front of our house tonight.  He turned and ran down the street, they thankfully did not give chase.  He called 911 and cops came right away.  While he was with the cops, an attempted car jacking happened elsewhere on Monroe, two individuals as well.

The perps hid in our ally, which has been without a light for a week.  I called the mayor's call center last week to fix it.  Is there anyone on this list who can help me get that done NOW?  Between this incident and the attempted house break in a few months ago AND the ongoing prostitution issues, my little neck of the woods is becoming a bit dicey for me.

This happened on Monroe between RIA and Clinton.

Neighbors, BE SAFE out there and keep your porch lights on.

DPW will not collect trash and recycling on Veterans Day, Thurs., Nov. 11.

Leaves will be collected on that day as scheduled. 

All services will resume Fri., Nov. 12.

 

Trash and Recycling Collections: There will be no trash and recycling collections. These collections will “slide” to the next day. Thursday’s collections will be made Friday, and Friday’s collections will be made Saturday.  This applies to both once-a-week and twice-a-week collection neighborhoods.  Trash and recycling containers should be put out for collection no earlier than 6:30 pm the night before collection and removed from public space by 8 pm on the collection day. 

Parking Enforcement:  Parking meters will not be in effect, residential parking, and rush hour lane violations.  It also will not tow abandoned vehicles.

 

Ft. Totten: Ft. Totten Transfer Station, located at 4900 John F. McCormack Road, NE, will be closed Thursday, November 11.  It will reopen Friday at 1 pm for residents to bring bulk trash.  Residents also may bring bulk trash Saturday, 8 am to 3 pm.  The next Saturday Household Hazardous Waste/E-cycling/Document Shredding drop-off day is December 4, 8 am to 3 pm.

 

Directions to Ft. Totten:  Travel east on Irving Street, NW, turn left on Michigan Avenue, turn left on John F. McCormack Road, NE and continue to the end of the street.

 

Leaf Collections:  Between Monday, November 8 and 20 (including Veterans Day), DPW will collect leaves from “Area A” neighborhoods as designated in the leaf collection brochure mailed to households that receive DPW trash/recycling collections.  Area A residents should rake their leaves into their treebox spaces this weekend to be ready for their collection cycle.
