Subject: 454 Arrests in 30 days; What Happens Next?

Good Morning Neighbors:

Dedicated officers of the Metropolitan Police Department made 454 arrests within a recent thirty-day period, underscoring 72 arrests here in Ward 5, including seizing 4 guns. How many of the arrested individuals will end up back on the street and committing the same crimes again? Once arrested individuals commit crimes and get released by the Court, they are emboldened to continue to commit crimes and are likely to return to your neighborhood. Let's face it, unless we address this matter, drug dealers, burglars, robbers and other assorted criminals will continue to undermine our public safety.

5D Court Watch was designed to help judges get the message that we are tired of the revolving door that returns criminals to our neighborhoods to commit the same crimes again. Chief Judge Lee Satterfield gets it and supports our endeavor. Some of the other judges are out of touch with what goes on in our neighborhoods and do not understand how crime affects all of us. You can help to send a strong message to all judges that we want them to utilize the law to protect our communities from brazen criminal activity. Here's what you can do to stop the revolving door on crime: We need neighbors to

1. Make phone calls to judges chambers

2. Sit in the Courtroom when defendants are being tried for crimes

3. Write Community Impact Statements to be used at sentencing

You can participate in any or all of these activities and remain anonymous. I invite you to attend the Court Watch meeting on December 2, 2009, at 6:30 PM at the Fifth District to get more information. Representatives from 3D and 4D Court Watch will attend this important meeting. We are asking the police to do more and we must do our part to help. Citizens working with law enforcement is the most effective way to fight crime. Can we count on you to get involved?

Dear Kathy, although I'd love to show the judges and jury that we're watching
out as a community, with so few days allowed out of the office for vacation, I
can't justify taking any of my very few days of vacation to sit and watch these
dispicable human beings. I'd rather eat glass than be in the same room with such
human waste (if they are in fact guilty of attacking senior citizens, etc).

I am happy to write a community impact statement, if you could provide
instructions for submitting one, that would be great! Should it be sent via
softcopy to you? Sent via mail to Chief Judge Sattlefield (sp?)

Thanks in advance for helping us participate, even if we're not able to be there
physically.

The Fifth District is working a shooting that occurred at approximately 1920 hours at 1st and Rhode Island Ave NW.

The shooting is believed to be the result of a possible verbal altercation between several subjects and a male subject at the corner of 1st and Rhode Island Ave NW. The suspect that was involved in the argument fired one shot grazing the victim in the neck. One subject was stopped and their involvement is being investigated..

Can anybody tell me what the best way is to report such a crime? Do you just

Yes, call 911 (which is now for non-emergency as well as emergency calls for service). Either a unit will be dispatched or the report will be taken over the phone.

Residents of the District:

Mayor Adrian M. Fenty along with District Department of Transportation (DDOT) Director Gabe Klein and Department of Public Works (DPW) Director William O. Howland, Jr. announced the city's readiness as the first threat of snow approaches the District.

"The District is prepared and poised to deploy for the 2009-2010 snow season. DDOT and DPW have been preparing for months readying equipment, procuring salt, improving routes, and training personnel," said Mayor Fenty. "The city is ready and on alert for the season's first threat of bad weather."

Planning for winter weather begins in the summer, far in advance of the first snow fall. Coordination efforts include servicing equipment, inspecting vehicles, training personnel, stocking supplies, filling salt domes and evaluating deployment plans and route configurations.

The District Snow Team will be using improved route plans that were implemented last year which divide the city's neighborhoods into smaller, more manageable routes. Additional equipment is ready and personnel have been trained.

The District has 330 pieces of equipment and 750 personnel available for any given storm. This includes additional contract plows, if necessary, for major weather events.

“The District monitors forecasts and weather predictions constantly over the winter months in anticipation of any adverse weather,” said DDOT Director Gabe Klein. “Current forecasts indicate minor snow and ice in the District but temperatures are anticipated to go below freezing on Saturday night. We will treat the roadways, as necessary, throughout the storm.”

The deployment plan for this weekend’s storm includes 107 heavy trucks, 82 light trucks, and activation of the salt domes. Snow command and fleet operations centers will be open early Saturday morning.

The District's 5 salt domes are filled to capacity with 40,000 tons of salt. In addition, there are two 15,000 gallon tanks of brine on hand and four tanker trucks that will be used in advance of forecasted storms.

"We are ready for the season and want our residents and businesses to be ready, too," said DPW Director Howland. "It is important to spread salt or non-clumping kitty litter on sidewalks once the storm hits. This will make clearing sidewalks a lot easier after the storm." He also asked residents and businesses to clear sidewalk entrances, nearby catch basin openings, and the area surrounding hydrants of snow, sleet and ice to prevent possible injuries to pedestrians.

Director Howland noted that DPW will suspend leaf collection on Saturday, December 5, to allow staff to prepare the trucks for the weekend's predicted snowfall. Leaf collection employees and equipment form the backbone of DPW's snow fighting team; so when snow is predicted, leaf collection trucks are taken out of service to have plows and salt spreaders mounted on them.

DDOT and DPW remind commuters and residents to:

* Remember that driving on ice is significantly different than driving on snow.

* Use extreme caution and maintain safe speeds and distances from other vehicles.

* Remember even a 4-wheel drive SUV does not perform well in ice and additional safety measures should be followed.

* Be aware of road conditions, particularly black ice which can be deceptive in its appearance giving the driver a false sense of security on the road.

* Watch for slippery bridge decks, even when the rest of the pavement is in good condition. Bridge decks will ice up sooner than the adjacent pavement.

* Remember to keep a safe distance from emergency and snow vehicles and please use caution when attempting to pass a snowplow. Give the drivers plenty of room to safely do their jobs.

* Clear all the snow and ice from your vehicle's windows and lights - even the hood and roof - before driving.

* Help your elderly or disabled neighbors remove snow from steps and sidewalks.

* Clear catch basins and fire hydrants.

* Please do not put snow in the street. Put all cleared snow, from parked cars and sidewalks, in the "tree box," front yard, or between the curb and sidewalk.

Subject: [MPD-1D] Arrests in Burglaries

On Tuesday, December 7th member of the First District made apprehensions for the
following burglaries in progress

1- 500 blk of 3rd St SE at about 10 am.
The complaint reports coming home and noticing his front basement window and
screen missing and observed a subject inside. Complainant called 911 and the
subject, along with another subject fled. 1D responded, and a lookout was
broadcast. A short time later 2 subjects matching the description were stopped
and eventually identified by the complainant. Recovered from the suspects were
computer and electronic equipment.

2-1600 blk of F St NE at about 7 pm
A witness reported to police that she observed several subjects enter into a
residence in the block by breaking the front window. 1D officers responded and
as they were securing the front and rear of the location, 2 subjects were seen
running from the rear of the location. After a short foot pursuit, both subjects
were stopped and arrested. Nothing was reported taken as the quick action of the
witness in notifying quickly enabled us to arrive and apprehend the suspects
before the were able to complete the burglary.

SAFETY TIP: Remember, if something looks suspicious don't hesitate to call 911.
When calling try to remember the lookout of the suspect(s) and direction of
travel if known. If a vehicle is involved and you're able to give a description-
even a partial tag is helpful.

Columbia

Thank you for your email.  Your assertion is correct. Vehicles are not allowed
to park on these routes during a declared "Snow Emergency."  Although there was
snowfall this past weekend, it was not declared a "Snow Emergency" and therefore
vehicles were allowed to remain parked.

Residents will be notified through a number of public announcements in the event
that a snow emergency is declared.  One can always check our website or call 311
to get the most current information when there are inclement weather conditions.
