“Operation Fight Back” is a concentrated, multiagency strategy designed to tackle stubborn crime and disorder problems in specific neighborhoods throughout DC. The strategy involves a number of different approaches, including serving arrest warrants, conducting safety checkpoints, carrying out building and business inspections, towing abandoned vehicles, cleaning up trash and reaching out to residents in the community.
The first “Operation Fight Back” was conducted in early February 2003, in the 4400 and 4500 blocks of Gault Place, NE, in the Sixth District. In March, the strategy was brought to the Park View neighborhood of the Fourth District, bordered generally by Park Place, Georgia Avenue, Morton Street and Warder Street, NW. The MPDC designed and carried out the operation in conjunction with the the Neighborhood Services Core Teams, DC Housing Authority, the Court Supervision and Offender Services Agency, Orange Hat Patrols and No Murders DC, Inc. Results included the serving of several warrants, various clean-up projects, and increased outreach to residents served by Police Service Area (PSA) 414. Chief Ramsey has announced that “Operation Fight Back” will be carried out on a regular basis in all seven police districts. The Bar Association of the District of Columbia offers Operation Crackdown. The program provides community groups (such as neighborhood civic organizations and tenants' rights groups) with free legal representation to combat quality-of-life problems that often arise in areas where drug use is prevalent. Operation Crackdown attorneys use the civil courts and city agencies to force the owners of problem properties to stop illegal drug use, drug sales, and drug manufacturing on those properties.
Operation Crackdown has a motto: "Working to make our neighborhoods a better place to live."

Media Advisory: Open Call for DC Fashion Idol Begins January 24
This is to advise the public and the news media that Inspector Diane Groomes and personnel assigned to the Metropolitan Police Department’s Third District Substation are sponsoring DC Fashion Idol, a community outreach, non-profit fashion show for at-risk young women.
This project was initiated to provide females between the ages of 12 – 18 years of age with a positive recreational activity, while at the same time afford police and community members the opportunity to forge a rapport with these young women, as well as help to end dissension between rival groups and create a safer environment. The ultimate goal of such projects is to assist these youths to become productive citizens by promoting mentoring and providing the necessary resources to help them fulfill their individual constructive ambitions.
The fashion show will be held in May of this year, at a date and location that has yet to be determined. However, six Open Model Calls will be held soon for those wishing to participate in the show.
Members of the news media are invited to attend. We also request your assistance in publicizing these events before the fact.
The Open Model Calls for females ages 12 – 18 years old, who must be DC residents and have valid DC identification (under 18 must bring a parent or legal guardian), will be held at the following locations:

6th Annual Metropolitan Police "Career Expo" Set for January 29 Information, entry-level testing available during day-long event at Washington Convention Center
While the Metropolitan Police Department recently reached its goal of 3,800 sworn members, the MPDC is still actively recruiting qualified police officer candidates in order to maintain its fully authorized strength. The Department’s 2004-2005 recruiting season continues on Saturday, January 29, 2005, with a day-long Career Expo at the Washington Convention Center in Northwest.
Recruiters will be on hand to discuss career opportunities in the MPDC with both entry-level candidates and experienced officers from other agencies who are interested in joining the Department through its lateral-hire program. Interested applicants can complete application forms and take the written police test on-site at the Expo.

In addition to making it easy for applicants to initiate the hiring process, Career Expo 2005 is designed to give prospective police officers and their families an inside look at the Metropolitan Police Department. Representatives from many of the Department’s patrol and specialized enforcement units will be on hand to demonstrate their latest equipment, training and techniques. Specialized recruiting resources for female, Asian, Latino, and gay and lesbians candidates will also be available.
The MPDC is also recruiting for more than 100 civilian positions in the Department, including 36 crossing guards. In the coming months, the MPDC will be hiring civilians to fill many positions currently held by police officers, as part of a “civilianization” initiative designed to put more sworn officers on the streets.
Information about Career Expo 2005, including the requirements for becoming a police officer, can be found on the Department’s website. Officer candidates are now required to have completed at least 60 hours of college credit, essentially the equivalent of two years of higher education, at the time of application.

Fifth District CAC Meeting Citizens Advisory Councils (CAC) The Citizens Advisory Council (CAC) is an advisory panel in each police district that provides the district commander with information and recommendations from the community on the public's safety problems and police service needs. Regular CAC meetings in each district allow residents to meet and discuss police-related issues with the commander. The meetings also provide an opportunity for police officials to assess the impact of their crime-fighting efforts on the community.
In addition to the CAC in each police district, the Chief of Police's Citizens Advisory Council provides the Chief with input and advice on matters affecting the entire Department. The Chief's Citizens Advisory Council consists of the chairs of each district CAC, as well as At-Large members who represent different communities of interest in the District.

To be creditable, at least one (1) year of specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization.
Ranking Factor #1: Knowledge of the District Department of Transportation, its operational entities and established mission, function and requirements to ensure compliance with District of Columbia and Federal Regulations.

Specialized Experience: Experience that equipped the applicant with the
particular knowledge, skills, and abilities to perform successfully the
duties of the position, and that is typically in or related to the work of
the position to be filled. To be creditable, at least one (1) year of
specialized experience must have been equivalent to at least the next lower
grade level in the normal line of progression for the occupation in the
organization.
Ranking Factor #1: Knowledge of the District Department of Transportation,
its operational entities and established mission, function and requirements
to ensure compliance with District of Columbia and Federal Regulations.
Ranking Factor #2: Extensive knowledge of transportation systems and urban
planning, specifically, traffic calming and pedestrian planning.
Ranking Factor #3: Knowledge of Federal legislation, rules, policies,

and practices in pedestrian safety.

programs (i.e. word processing, internet, electronic messaging systems,
spreadsheets, databases and geographic information systems)
Residency Preference Amendment Act of 1998: An applicant for a position in
the Career Service or for an attorney position (DS-905) in the Excepted
Service who is a bona fide resident of the District of Columbia AT THE TIME
OF APPLICATION, may claim a hiring preference over a non-resident applicant.
To be granted preference, an applicant must: (1) be qualified for the
position; and (2) claim preference at the time of application. Except for
employees entitled by law to preference, preference will not be granted

Note – This study is based on 1.22 million motor vehicle thefts reported to the National Crime Information Center (NCIC) in 2001 by law enforcement agencies nationwide.
Watch Your Car is a national vehicle theft prevention program funded by the United States Department of Justice, Office of Justice Programs and the Bureau of Justice Assistance. It is a voluntary vehicle registration program designed to deter auto theft and assist in the apprehension of auto thieves. Participating vehicle owners sign an agreement stating their vehicle is not normally used between the hours of 1 am and 5 am.
Vehicle owners receive decals that they apply to their windshields. If a police officer observes the vehicle being driven anywhere in the United States during these hours, they may stop the vehicle and verify the vehicle owner —or a person designated by the owner— is operating it, and that the vehicle is not stolen.
Register Your Car with the Program
To request an application packet, contact 1-877-322-7867 (toll free) with your full name, telephone number with area code, and mailing address. An application will then be mailed to you.
Upon receipt of your registration form, a welcome letter, Watch Your Car windshield decals, and instructions for their placement on your vehicle will be mailed to you. Appropriate auxiliary aides and services for qualified individuals with disabilities will be provided upon request.
Layered Approach to Protection
Professional thieves can steal any car, but make them work for yours. To prevent thefts, the National Insurance Crime Bureau (NICB) recommends "Layered Protection." The more layers of protection on your vehicle, the more difficult it is to steal.
The number of layers your vehicle needs varies depending on your vehicle and geographic location. Your budget and personal preferences should determine which anti-theft device is best for you.
Layer #1 – Common Sense
An unlocked vehicle with a key in the ignition is an open invitation to any thief, regardless of which anti-theft device you use. The common sense approach to protection is the simplest and most cost-effective way to thwart would-be thieves.
Secure your vehicle even if parking for brief periods. You should always:
Remove your keys from the ignition
Lock your doors /close your windows
Park in a well-lit area
Layer #2 – Warning Device
The second layer of protection is a visible or audible device which alerts thieves that your vehicle is protected. Popular second layer devices include:
Audible alarms
Steering column collars
Steering wheel/Brake pedal lock
Brake locks
Wheel locks
Tire locks/Tire deflators
Theft deterrent decals
Identification markers in or on vehicle
Window etching
Laminated glass
Layer #3 – Immobilizing Device
The third layer of protection is a device which prevents thieves from bypassing your ignition and hot-wiring the vehicle.
Some electronic devices have computer chips in ignition keys. Other devices inhibit the flow of electricity or fuel to the engine until a hidden switch or button is activated.
Popular third layer devices include:
Smart keys
Fuse cut-offs
Kill switches
Starter, ignition and fuel disablers
Layer # 4 – Tracking Device
The final layer of protection is a tracking device which emits a signal to a police or monitoring station when the vehicle is reported stolen. Tracking devices are very effective in helping authorities recover stolen vehicles.
Passive and Active Anti-Theft Systems
Passive and active anti-theft devices are the two options available when considering an anti-theft system. Passive devices automatically arm themselves when the vehicle is turned off, the ignition key removed, or a door is shut. No additional action is required. Active devices require some independent physical action before they are set, such as pushing a button, or placing a "lock" over a vehicle component part. This physical action must be repeated every time the anti-theft device is set or it will not function.

their neighborhood by strategizing their attack of quality-of-life issues in the

A reminder that we are still looking for those who would like to serve in the "bullpen" of panelists for the "Tour for Life" that we will begin shortly in conjunction with the Tale of the Tape Foundation. For panelists, we are especially looking for people who work in some way providing social services (i.e. education/mentoring/drug rehab/job training and placement, etc) or anti-violence advocacy.
We hope to save AT LEAST 40 lives in 2005 on the way to 0 murders. We believe one murder is one murder to many. We believe that the resources to end murder in DC exist in DC. We believe that when a murder occurs that business as usual should stop and everyone in the city should ask what must we do to ensure that another murder does not happen. We are working for and believe we will one day have a MURDER FREE DC.

D.C. Police Chief Charles H. Ramsey will be online Thursday, Feb. 10, at 11 a.m. ET to discuss crime, including juvenile homicide, the use of red light and photo radar cameras and other current law enforcement issues facing the District.
The graduating officers include 27 recruit officers, as well as five experienced officers from other agencies hired under the Metropolitan Police Department's lateral hire program. Following Friday's graduation, all 32 officers will be assigned to neighborhood patrols in various Police Services Areas throughout the district.
