Dear Chief Lanier-

First, let me say thank you sincerely for your work and the work of
all the officers of the MPD on behalf of the city and its citizens. It
is a difficult job and one that does not earn you enough appreciation.

As a resident of Trinidad Avenue in the Fifth District, I have been
pleased to see more officers on foot, bike and in cars patrolling the
neighborhood. My husband and I even saw some of the MPD horse trailers
on Montello Avenue last week. The effort is much appreciated.

However, I would like more detail regarding a statement in your update:

"Due to the work of our Homicide Detectives, we have arrested 14
people on murder charges in the last thirty days; we have closed three
of the 18 homicides that have occurred in the Fifth District; and on
April 3, we arrested three armed individuals that had just shot
someone in the Saratoga area of the Fifth District.  This high number
of closed cases is a true testament to the theory that community
involvement truly is the backbone to closing cases."

I do not believe closing 3 homicides out of 18 to be a high number at
all (16.6 percent). What was the homicide closure rate for 2007?

I understand and agree that you need more community involvement to
solve crimes. (Seeing a man at the Home Depot on Brentwood last
weekend with a "Stop Snitching" shirt made my skin crawl.) And I
applaud the successes that the MPD has had so far this year.

But 3 out of 18 on any school quiz is a failing grade. And it does
little to make me feel safer on the streets of my neighborhood as I
walk to the grocery store with my children.

What else can be done both by the police and citizens? DC deserves
better, safer streets for everyone.

I wanted to echo some of the recent comments praising the police for their recent response. It seems like officers are everywhere right now, and not just in cars. Though there are sometimes rough spots, and I have heard of some unfortunate responses from officers to citizen complaints, I am hopeful over all. I had a very good conversation with an officer, and a community member last weekend. The officer, I belief her name was Hawkins, is assigned to Joseph Cole Recreation center. She not only recognized me from PSA meetings, and simply walking in the area, but was very friendly and polite, answering questions whenever possible. She seemed to know the area, and the residents, well. It's always heartening to deal with officers with a genuine interest in the community and making it a better place.
I also wanted to mention that I recently asked a late night question of Lt. Anderson and received a prompt reply the very next morning. Our PSA meetings in 504 have not always been productive, but I believe we are moving in the right direction. I very much appreciate the increased efforts from MPD to keep us all appraised of shootings, and other matters in the 5th District. It matters to us all a great deal.

I suppose that I am not surprised that no one has answered my questions about the pocket bike situation. I do understand that taking care of homicides in DC is a Number 1 priority and I support that. 

However, I am talking about a quality of life, a "broken windows" issue. I do not see pocket bikes on sidewalks in certain areas of the city. But I do see so-called "minor" public annoyances like pocket bike riding occurring in areas of DC that are border line problem areas.

What decent, intelligent parent would think that a loud, cheap, short 2 wheel vehicle is the thing for their child? What kind of adult would think that this was as safe as a non-registered vehicle or a bicycle? Think about it. Sometimes Big Brother's Touch is needed for common sense civilization so that we can all live safely.

What local government would put up with pocket bikes for so long? I can Google forever and find other (than DC) jurisdictions realizing this hazard.  An example from 2005: The Alexandria City Council... (http://www.washingtonpost.com/wp-dyn/content/article/2005/07/06/AR2005070601001.html)

Again, I do understand the greater concern with dealing with the homicides. I had a relative murdered in this ward in 2006. It is another unsolved homicide.

WE ALL NEED TO BE INVOLVED IN OUR NEIGHBORHOODS. Let us start with our own block.

It is scary for some of us. We might get labeled as a do-gooders or snitches. Remember to take care of yourself and family first. Sometimes little things might help on your block. Let them see you pick up trash around your home.

When I first moved back into DC, I was a little timid about being here. And I was born in DC and grew up in a working class neighborhood. I did not see good hard-working folks hiding and putting up with "mess." 

I pay to live where I am. I work hard. I deserve a decent quality of life on my block without "broken windows." The "broken windows" are on my block - but I am determined to do what little that I can to repair the windows. I/We can also use the assistance of some common sense from the DC Government before the murders. We can also help ourselves and help the DC Government before...

Is there anything that can be done about the amount of traffic that
use our neighborhood as a cut through from South Dakota to Rhode
Island, especially the UPS trucks? I believe there is a sign that says
no cut thru traffic on Irving Street, but it is disregarded. The
biggest concern is that they come off of South Dakota onto Irving
Street, and then turn right onto 24th Street to Rhode Island and speed
as fast as they can. Two infractions: speeding and cut thru. Any help
to make a statement to stop cutting through when it is not allowed,
and to catch them speeding, would help out greatly. Thanks so much!

linked.  In a moment of frustration, I think any resident is prone to do that. 
This may be especially true for those of us who agree w/ you on the 'broken
window' issue.  When I see an officer ignore a minor crime, (my blood boils
then) I spend the time trying to justify their action in my mind.  I try to stay
aware of the fact they have undisclosed priorities, tasks, assignment, and
threats.  But to the point.
 
For your question:
Are Pocket Bikes allowed on sidewalks?
Were we not instructed to dial 911 when we see this occur?
 
Please, please correct me if I recall this email thread incorrectly, b/c I will 
be one of the first residents calling THIS weekend.

I think one problem is that nobody has defined "pocket bike".  Until you clearly define it, a lot of people are going to have trouble answering you.

Under 50cc?  Under a certain seat hight?  I honestly don't know what a "pocket bike" is.

If the device doesn't have an engine that produces 50 cc's then it is not considered a vehicle.  Therefore the regulations revert to that of almost a bike. I am researching the regs to see if any apply to a pocket bike!!

From what I have see, I would GUESS that the DC DMV will gladly take your money
for a store bought 49cc scooter, such as a Vespa or Honda.
To get an Residential Parking Permit (RPP) you would need to register the
scooter.  To protect your investment from theft, you would need insurance, which
again may point you to the DMV.  To enter a military reservation or
installation, you need a motor vehicle registration.  Registration not a bad
idea for a 49cc scooter, but I have no idea if it is actually required by law.

My guess at a definition would be a bike that is under 30 inches in height.  It often places the drivers head at the level of a CAR HOOD!  Also, no lights.  No turn signals.
 
Scooters (over or under 50cc) have headlights, taillights, are well over 30 inches tall and place the driver at a visible height.
 
We also have non-street legal (2 stroke) dirt bikes in the city.  Normal height, no lights, and unregulated emissions.
 
Under a certain age, a "bike" rider must wear a helmet.  Pedal-Bicycle or pocket bike, correct?
 
Adults on a "bike" under 50cc may not be required to wear a helmet.
 
Regardless, none of these can be driven the wrong way down a street and blow through stop signs!!!!!  This is what I see too often.

(Washington, DC)  The DC Department of Public Works announced today that it will conduct an additional Household Hazardous Waste/E-cycling collection event, to accommodate District residents who did not get a chance to participate in last Saturday’s semi-annual event. 

 

“Last week’s event attracted more than twice the number of people who came last year,” said DPW Director William O. Howland, Jr.  “Not everyone could stay until their turn to unload their toxic items and unwanted electronic goods, so we are offering this additional collection event to apologize to residents and express our appreciation for their commitment to protecting the environment.”

24th and Irving is PSA 505. A lot of vehicles are using Irving and
Hamlin Streets as "work-arounds" while Vista/Franklin St. is closed
for bridge repair. We'll keep an eye out for the speeders.

Thank you Asst. Chief Groomes for the information on Mr. Pycho.  My
next qeustion is, how long will he be incarcerated? considering that
jail is exactly were he belongs for life I would hope!!!

I know your question was for the Assistant Chief,  but hopefully you'll entertain a comment from a member of the group:
 
Community Impact statements are one way the you and other effected can help get a stiffer sentence.  [Assuming of course the justice system finds him guilty]
 
Community Impact statements are letters written by community residents to the Judge of the case - that can highlight or list the negative impact the offender has done to the community.  The Judge may consider these letters during the sentencing phase.
 
Find (or volunteer yourself) to be a point of contact to help draft, collect and submit impact letters to the judge once a case number is assigned.  Your ANC Commissioner may be able to help.  As I understand the process:  Anonymous letters are possible;  but even if signed, the names are not submitted in the court documents.  [you might want to double check that with the U.S. Attorney's Office]
 
MPD or Dawn Hopkins of the U.S. Attorney's Office should be able to provide Case Number and other pertinent info, and the Judges name, address, fax etc.   And perhaps provide tips in how to best structure the letters. 
 
A couple years ago our ANC Commissioner in 5C04[Bloomingdale]  worked with the U.S. Attorney's Office, and collected impact letters from those effected by a repeat offender (in our case a drug dealer) and submitted to the Judge of the case.   This guy had been a problem in our neighborhood for years  and had been in out of the system several times,  but only with short jail times.      The Judge later commented to our point person that the letters "made a difference" . 
 
If your neighborhood doesn't want this guy back on the street - this may be a way to help keep him locked up longer.   [Assuming of course the justice system finds him guilty] 
Maybe whoever wants to be point of contact can send an email in this forum,   and those interested could respond back just to that address?

I agree with your statements below for I cannot answer how long mr williams will be held in jail...for there is now a prosecutory process that will take place.....i will have the us attorney of 5d give you an idea of what an individual may recieve as a sentence for homicide

Today ends this weekend’s DC MPD All Hands on Deck operation.  Thankfully, as of this message, there were not any major incidents over the past 72 hours within 5D.  This afternoon, I had the opportunity to meet and to speak with Lt. Saunders and our 5D officers.  I thanked them for their dedication and hard work for the citizens of Ward 5.  I believe the presence of MPD officers out on the streets made a difference.  Let’s all hope the “peace” continues.
