Duties

 

Brief Description of Duties:  This position is located in the District Department of Transportation, Transportation Operations Division, School Crossing Guards Program.  The School Crossing Guards Program is responsible for the development and maintenance of an effective school traffic safety program. 
The incumbent rotates to various intersections within assigned Wards in the District of Columbia.  Assists children in safely crossing streets at intersections to which assigned.  Controls the flow of traffic for the protection of pedestrians.  Controls traffic from curb to curb or by entering street intersection.  Reports to proper police authority or DDOT official any violation of traffic laws.  Performs other job related duties as assigned.

 

Qualifications

 

Specialized Experience:   Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, at least one (1) year of specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization.

 

Substitution of Education:   A substitution of education for required experience will be allowed as defined in OPM's Qualification Standards.  However, in order to receive credit, applicants must submit official proof of educational attainment at the time of application.

 

Time-in-Grade Restrictions:   Time in grade restrictions must be met by the closing date of this vacancy announcement.

Conditions of Employment

 

Other Significant Factors:   This position is covered under D.C. Law 15-353, the Child and Youth Safety and health Omnibus Amendment Act 2004.  For that reason a criminal background check, traffic record check, or both, is required; and you may also be subject to drug and alcohol testing.

This position has been designated as an emergency employee position under the provisions of District Personnel Manual Chapter 12.  As such, your services may be required in emergency situations to perform crucial duties, i.e., snow removal, debris removal, transportation, shelter operation, food distribution, and communication.  These duties may be performed when the government is closed or when most employees are dismissed early.

The incumbent must work morning and afternoon shifts (part-time).

It is desirable that applicants possess a valid driver's license.

 

Priority Consideration

 

Displaced Employee Priority Placement:   Eligible for the District of Columbia's Displaced Employee Program (DEP) and Agency Reemployment Priority Placement Program (ARPP) will be given priority consideration for this position if found qualified.

 

Employment Benefits

 

Employee Benefits:   This is a Career Service appointment.  Selectee will be eligible for health and life insurance, annual (vacation) and sick leave and will be covered under the District of Columbia government's retirement plan.  However, if the incumbent was previously employed in the District of Columbia government under an appointment for which he/she was eligible for Civil Service Retirement (CSR), contributions to CSR will resume upon re-employment.

 

Residency Requirement

 

Residency Preference Amendment Act of 1998:   An applicant for a position in the Career Service or for an attorney position (DS-905) in the Excepted Service who is a bona fide resident of the District of Columbia AT THE TIME OF APPLICATION, may claim a hiring preference over a non-resident applicant.  To be granted preference, an applicant must:  (1) be qualified for the position; and (2) claim preference at the time of application.  Except for employees entitled by law to preference, preference will not be granted unless the claim is made at the time of application.

I heard on the news that the DC government says there's no contamination
from the tire fire on Florida Ave NE; however, I thought I'd share
what I experienced yesterday.

To replace my kitchen cabinets, I removed the u-trap for my sink's
drain.  If you don't know what a drain trap is, it essentially is in
place to prevent sewer gases from coming back up the drain and into
the home ( http://en.wikipedia.org/wiki/Trap_%28plumbing%29 ).

Soon after removing the trap, the room began to smell like kerosene or
some other kind of petroleum.  I search around, thinking I'd spilled
something, even though I was very puzzled since I've never used
kerosene.  After a while, I found the source of the kerosene smell:
the sewer drain.

I quickly put two and two together, and guessed that the melted
tire/water runoff from the fire a few blocks away made its way into
the sewer system.  Since tires are made from petroleum, it seems like
a logical deduction.  This is especially true since the smell went
away once the drain was again sealed.

Has anyone else in the neighborhood experienced this?

Invitational Swim Meet

(Washington, DC) The Department of Parks and Recreation (DPR) today
announced that it will once again join with the Black United Fund to
host the 22nd Annual Black History Invitational Swim Meet. "Be the
Water" is the theme of this year's event, which will be held on
Saturday, February 16 and Sunday, February 17 at DPR's Takoma Aquatics
Facility, 300 Van Buren Street, NW.

"The Black History Invitational Swim Meet is Mayor Fenty's vision in
action, showing everyone that the District is a world-class city,"
said Clark E. Ray, director of DPR. "The competition is one of our
agency's signature events and its continuing success demonstrates
DPR's commitment to youth development and our goal of bringing our
residents and visitors the best in leisure programming and urban
recreation."

Hailed by USA Swimming as the "premier minority swim competition in
the United States and in the World," the two-day annual event attracts
over 700 minority competitors, ages 5–18, from swim teams in Los
Angeles, Atlanta, Detroit, Cleveland, New York and other metropolitan
areas in the United States. The free event is separated into three
sessions: Session I kicks off at 6 am for ages 13–18; Session II at
10:30 am for ages 8 years old and under; and Session III at 2:30 pm
for ages 9–12 years old.

Bradford Tatum, an 86-year-old native Washingtonian and award-winning
member of the Water Wizards, DC's seniors' swim team, will be honored
by DPR and USA Swimming, the national governing body for the sport of
swimming, for his contributions to the sport in a brief ceremony on
Saturday, February 16, directly preceding Session II.

"It is a surprise and an honor that the Department of Parks and
Recreation would choose to recognize me and my accomplishments in this
fashion," said Tatum. "I swim for pleasure and for exercise and this
acknowledgement comes as a complete surprise." Among Tatum's
accomplishments: gold medals in the 100- and 200-yard freestyle as
well as silver medals in the 50- and 100-yard breast stroke and a
bronze in the 50-yard freestyle at last summer's national Summer

Can anyone shed some light on the activity on the 200 Block of Bryant
Street NE on Monday.  4 police cars parked on the street with activity
in a house in the 200 block of bryant street, NE.  This preceded by an
arrest on our street a week or so ago in the early hours of the
morning.  First time I have seen activity such as this on our street

  • School Safety Tips

Our schools are centers of the community as well as centers of learning. Our schools should also be centers of an active partnership for promoting neighborhood safety. With that in mind, I'd like to offer a few ideas on how you can help keep your children, your school and your neighborhood safe.

  • Create and Maintain a School Safety Zone:

The District of Columbia and the Metropolitan Police Department has a Safe School Zone Act and  is designed to help ensure that criminal activities don't occur in or around our schools, in part by increasing the penalties for such activities. But "Safe School Zone" signs alone aren't enough; parents and other community residents need to be actively involved in creating safety zones. Parent patrols are an effective way of ensuring that the areas around our schools are free from crime. Parents, community residents and school staff monitor and observe all

activities in and around schools and can serve as a powerful deterrent to criminal activity.

Get involved with your school's Parent Patrol  or help organize one.

  • Attend Your Childs school parents, teachers meetings.

The parents, teachers meetings can follow cases of concern to the community through the court process. Working with the subcommittee, parent groups can help ensure that the

court system imposes stiff penalties for violations of Safe Zone laws.

  • Check Your Children's Route to School for Hazards:

Abandoned buildings, abandoned cars and uncleared vacant lots can pose a danger to your children. Not only can these seem to your children to be exciting places

to play, they can often become centers for criminal activity. Another benefit of  Walking with your children  to school is that it can help to identify such conditions on your children's

route to and from school and report them to your beat officers or school administrator. Working together with the Police and other City agencies, you can ensure that these kinds of hazards

are removed from your neighborhood.

  • Make Sure Your Children Are in School Every Day:

Youngsters are most likely to get into trouble when they are not in school when they should be. Try to sit down and have a 10 minute conversation with your children

every day about what they did in school. Not only will this help you to ensure that your children are going to school, it can help you identify problems or challenges

that your children may be facing and help them to address those problems. Also make sure that your children's school has a well-developed anti-truancy policy that

can help you address truancy problems should they occur, which MPDC has.

  • Ensure that Your Children Have Something to do and Somewhere to go After School:

There are a variety of activities available to broaden your children's interests and abilities as well as provide a safe place to be after school. Some of the district of Columbia Public

Schools offer after-school programs and activities, in areas such as art, music and sports. In addition, the recreational  Parks sponsors a wide range of activities at

park facilities throughout the city. Other programs include the metropolitan police boys and girls club.

The metropolitan Police Department wants to make sure that this school year is a safe one for all of the Washington dc's school children and hopes that these tips will help achieve

that goal. If you need more information on how you can get involved in keeping your neighborhood safe, call or go to the nearest police district and talk to an officer or someone.

In a nutshell, ALL Police and FIRE calls should go to 9-1-1 and all requests for city services should go to 3-1-1, effective immediately.  For those whose cell phones do not get 3-1-1, you can submit requests online at: http://dc.gov/mayor/customer_service/core_services.shtm  or you can dial 727-1000, which will roll into the 3-1-1 call center.

Note: The 9-1-1 and 3-1-1 call centers are operated from the Office of Unified Communications (OUC), not the Metropolitan Police Department.  Dispatchers are employed by OUC, which falls under DC Govt.

William H. Rumsey Aquatic Center to Close Temporarily for Repairs and
Renovation -- Expanded Hours Will Be In Place at Turkey Thicket
During Temporary Closure

(Washington, DC) – On February 4, 2008, the Department of Parks and
Recreation (DPR) will temporarily close the William H. Rumsey Aquatic
Center, 635 North Carolina Avenue, SE, to perform preventive
maintenance work and repairs that will ensure proper upkeep of the
Rumsey Aquatic Center and provide DPR patrons with an improved
swimming experience.  The temporary closure is currently scheduled
for a minimum of 45 business days.

Preventive maintenance work and repairs will take place throughout
the center, including the renovation of the men's and women's locker
rooms. Locker room work will include replacement of the floors,
lockers, showers, painting, and other repairs.  Repairs will be made
to the center's electrical, heating, ventilation and air
conditioning, and plumbing systems. Additional work will be performed
throughout the center, including interior painting and general
repairs, and exterior repairs and landscaping work.

During the temporary closure of Rumsey Aquatic Center, DPR will be
offering expanded hours at Turkey Thicket Aquatic Facility, 1100
Michigan Avenue, NE, (202) 576-9236.  Expanded hours will be Monday –
Friday, 6:30am to 9:00pm; Saturday and Sunday, 9:00am to 5:00pm.

Registrants of programs and classes that were scheduled to be held at
Rumsey Aquatic Center during the temporary closure will be
automatically rescheduled for the same programs and classes at other
nearby DPR Aquatic Centers.  Registrants that would prefer to opt out
of the rescheduled classes or would like additional information about
the closure can contact the DPR Aquatics Division at (202) 671-0335.

Saving DC’s Next Generation

            The District’s current school reform effort is admirable and overdue. It leads the Mayor’s agenda and has captured the interest and attention of our citizens. Money, idealism, hard work, and focus are coming together to make Michele Rhee’s effort sharply different in policies and results from a parade of previous administrations.
Success, however, may be undercut by chaos and fear generated outside the classroom and brought as baggage our children carry into their school experience. This year’s Senior High School Youth Risk Behavior Survey by the Center for Disease Control records a stark truth:
One out of seven public high school students in DC feel too unsafe to go to school.
A recent Washington Post story of a challenging teacher experience at Coolidge High School is better understood in light of CDC’s findings:
·        43% of the students have been involved in fighting in the past year. One in five have been engaged in a physical fight on school property. A boyfriend or girlfriend has physically hurt 17%.
·        One in five students admits to having carried a weapon in the last 30 days. 14 percent of the boys have carried a gun. Seven percent admit to carrying a weapon to school. One out of five students say there is a gun in the place where they live, or in the family car.
·        More than one out of four students have “felt sad or hopeless.†15% have considered suicide. 12% have attempted suicide – one third of those needing medical attention.
·        61.1% of students have been, or had a friend of family member, shot and wounded.
 
This evidence of pain is naturally accompanied by significant involvement with mood altering chemicals:
·        One out of three students currently use alcohol, including 12% who participate in binge drinking. One out of four began drinking before age 13. One out of four have offered, sold, or given an illegal drug on school property.
The CDC has been conducting this survey every two years since 1997. Use and misuse of alcohol and other drugs have been rising since 2005 after tapering off some since the 1990s. But the evidence of violence and fear at these levels is new.
This evidence suggests that rescuing the next generation of DC citizens requires more than reform of DC Public Schools. The results of poverty, lack of family support, poor community energy, ignorance, and violence are all connected. Our public response to these results, however, is sadly not connected.
In case no one has noticed, the District of Columbia has been experiencing an epidemic of addiction disease for more than a generation. Federal surveys report that more than 60,000 residents clinically qualify as dependent on alcohol and other drugs. Less than 16 percent are receiving any professional intervention Most of those receive care only after losing their job and family supports. They finally enter care through crisis, arrest, and incarceration. These findings have not changed significantly for more than three decades.
Today’s poor climate for growing physically and mentally healthy children is clouded not only by current alcohol and other drug misuse. We are harvesting the results of untreated addiction spanning more than 30 years. Too many of our children reflect the results of this multi-generational, untreated epidemic.
Second and third generation experiences of untreated addition produce sharply increased incidents of mental illness, heart disease, diabetes and other chronic illness. The costs to society in health care, public safety, and social services are staggering.
Yet mental health, criminal justice, addiction recovery, public health, and HIV/AIDS prevention hierarchies only dabble at the problem. Their efforts overlap, are grossly under-funded and rarely coordinated.
Mayor Fenty’s recent budget proposal raises funding for addiction treatment to a level slightly higher than was allocated in 1983. It’s a start. But hardly a coordinated effort to see addiction as baggage families and children carry as they grow up.
Science-based tools are available to identify and respond to individual, family, and community illness and dysfunction. The DC Recovery Community Alliance represents thousands of citizens in long term recovery who daily “give back so others might live.†We are advocating for the application of Screening, Brief Intervention, and Referral to Treatment (SBIRT) technologies in all government agencies that observe symptoms of addiction.
This proven tool lets social workers, primary health care professionals, school nurses, housing specialists, police officers, mental health counselors and many other professionals become agents of hope and healing.
Training and implementation of SBIRT across all DC agencies requires commitment and leadership from the Mayor and Council. Such a commitment should also include money for appropriate treatment and long-term recovery supports – such as job training, life skills, and housing.
This initiative would foster stronger efforts by all community institutions – our churches, boys’ and girls’ clubs, and recovery clubs. Investing and promoting strong community and family healing strategies will go a long way toward assuring success in DC school reform. This investment will return huge savings in criminal justice and social services costs.
It’s also the right thing to do.

Fenty Announces Availability of $95 million to Support Neighborhood Development

 

WASHINGTON, D.C. -- Mayor Adrian M. Fenty on Tuesday announced $95 million in new financing to encourage neighborhood development, which can include new neighborhood-serving and destination retail, parking and other types of infrastructure along six of the District's Great Streets corridors.

 

"Our primary responsibility for economic development is to encourage development in every part of the city, especially in places where the market might not otherwise go on its own," said Mayor Fenty. "This new program is going to pump millions of dollars into some of our most important commercial districts, creating new jobs, better amenities and more vibrant places."

 

The D.C. Council has approved the $95 million program, which authorized the creation six corridor-based Tax Increment Financing or (TIF) districts in the following priority areas:

  • Martin Luther King, Jr. Avenue SE / South Capitol Street: $10 million (Ward 8);
  • H Street NE: $25 million (Wards 6 and 5);
  • 7th Street/Georgia Avenue NW: $25 million (Wards 1 and 2);
  • Petworth: $10 million (Wards 1 and 4);
  • Minnesota-Benning: $15 million (Ward 7); and
  • Pennsylvania Avenue SE: $10 million (Wards 7 and 8).

 

Many of these neighborhood districts have undergone significant changes over the last few years, but retail development in their commercial districts has lagged behind. The District plans to work with developers to anchor and stabilize neighborhood commercial districts by attracting new businesses, creating  new parking garages, utilities and other types of infrastructure that has been lacking in these areas.

 

Bonds will be used to provide the initial funding for the projects and they will be repaid using a portion of the new property and sales taxes generated by the projects. TIF has been critical for encouraging development in parts of the District where it might not otherwise occur. Gallery Place, the International Spy Museum and DC USA in Columbia Heights were all made possible through the District's TIF program.

 

The funds will be available competitively through an application process. Developers are expected to apply for the resources and demonstrate true financial gaps in development projects containing no less than 10,000 square feet of retail. Funding requests are due to the District on April 18, 2008. The Notice of Funding Availability can be downloaded at www.dcbiz.dc.gov or by emailing derrick.woody@dc.gov.

Tommy Wells Joins Mayor Adrian Fenty for H Street, NE

Streetscape and Streetcar Groundbreaking

 

(Washington, DC) – Councilmember Tommy Wells joined Mayor Adrian M. Fenty Thursday morning for an announcement and groundbreaking of the H Street, NE streetscape construction. The DC Department of Transportation (DDOT) is investing over $50 million in streetscape, safety, and transit improvements that will transform the corridor.

 

“For so long, the neighborhoods around the H Street, NE have held out for the promise of this city to turn its energy, its ideas, and its help to reinvigorate these businesses and residences on this corridor,” said Councilmember Tommy Wells. He added, “Today marks the start of an immense city investment in the future of this great street – over $76 million between the streetscape project, new streetcars, TIF financing incentives, neighborhood and business grants, and a new dedicated shuttle bus to this corridor.”

 

For the last several years, DDOT, ANC 6A, ANC 6C, and community and business leaders have spent thousands of hours planning economic development, transportation and public space improvements. Currently, H Street, NE is plagued by unsafe intersections, narrow sidewalks, poor lighting, poor landscaping, and an environment that invites chaos.

 

Wells stated, “These are exciting projects that will transform H Street – bringing vital new businesses and retail to the corridor, supporting our entrepreneurs and established businesses already serving residents, and creating a safer and more accessible street for neighbors and visitors alike.”

 

Wells added, “I am also very excited about the Mayor’s commitment to putting streetcars on H Street, NE. Bringing a trolley back to H Street puts a new transit option in the mix – connecting Union Station to communities east of the river – providing greater access to restaurants, shopping and other retail.”

 

Concerned about the short-term, disruptive impact that streetscape construction will have on small businesses on the corridor, Councilmember Wells will be hosting a forum for H Street businesses in mid-February to ensure these owners have a full understanding of the details of the work to be done and what assistance is available to help them while construction is outside their front door.

 

Additional funding information on the H Street, NE corridor:

 

-- $50 million – streetscape renovation and street car development for the H Street, NE corridor
-- $25 million – tax increment financing targeting mixed-use and retail development projects
-- $600,000 – neighborhood investment fund targeting community-based projects needing matching funds
-- $500,000 – reimbursable grants for façade and building improvements for property owners on H Street
-- $225,000 – dedicated, branded H Street shuttle bus to support small businesses linking passengers to Union Station and Benning Road Metro stations.
