Anything can be an opportunity for criminal perps.  The confidence level
is naturally, "high" for security people and systems alike.  Everything
and everyone close to one's home, business and loved ones deserves
special scrutiny.  Here's a cautionary excerpt from an article on home

I have spent most of my career stealing from people just like you. I was
a member of the "Dinner Set" burglary ring for a dozen years. We stole
about $70 million in jewelry -- for which I spent 11 years in prison. No
one is better qualified to tell you that most people don't do enough to
protect their homes...

Mistake #2: Posting detailed alarm signs. Don't display signs that
identify the alarm company. Burglars can buy information on how the
systems are wired -- and how to bypass specific versions.

Better: Buy signs at home-supply stores that read, This house is
protected by an alarm system. As long as it doesn't give specific
information, it can be a good deterrent.

the corner of Morse and Montello, NE?  Montello was closed for a block
or so and at least one cruiser was parked nearby.

The same two guys allegedly selling ADT systems returned to our  neighborhood
this past Saturday. I called the police again and the  officers responded
quickly to ascertain their real purpose in the neighborhood.  I don't think they
will visit this neighborhood  again.

I spoke with the General Counsel at the Office of the Chief Medical
Examiner and there was a body pick-up call last night in the area you
mentioned.  The investigation is pending with of Chief Medical Examiner
and there is no further information available at this time.

The Metropolitan Police Department (MPD) would like to hear from the Gay,
Lesbian, Bisexual, and Transgender (GLBT) community before finalizing any plans
to enhance MPD's liaison units. MPD is engaging the public in the development of
these units, with the ultimate goal of increasing citywide access to these
units.

Over the next few weeks, there will be group meetings in the GLBT community to
solicit input in all seven police districts. These meetings will help the
Department gather perceptions of MPD and hear concerns about the services MPD
provides to members of the GLBT community.  The information from these meetings
will be incorporated into a final plan for enhancements to the GLLU.

Details about the dates and times of the GLLU-specific meetings are provided
below, as well as in the attached public flyer; feel free to distribute it to
interested parties.  For those residents who are unable to attend the meetings,
the MPD has created an e-mail address to allow another means of submission of
suggestions and/or concerns regarding the liaison units:

I monitor the listserv along with the Captains and Lieutenants of the Fifth
District.  Ms. Vaughn-Lee as the 5D Community Outreach Coordinator has been

erupted into flames on 31st PL NE.  Several smaller eruptions were felt
until the fire department arrived and extinguished the fire.  What happened?

Also, there is an abandoned boat on Ft. Lincoln drive, near the Budweiser
plant.  It appears as though it was also set afire.  What is the process for
having this boat removed and what is being done to prevent this sort of
occurrence in the future?

I spoke with the responding unit at the DC Fire Department, Engine
Company 26 to explain the explosions felt by you and your neighbors.  As
I understand it the tires on the car popped, which can cause a loud
noise and the car's windows blew out (another loud noise).  The Fire
Department reports no injuries/human fatalities - but said the fire did
burn the grassy area closet to where the car sits.  No other information
is available from them at this time.



The Fire Department had no information about what appeared to a fire on
the abandoned boat on Ft. Lincoln Drive.



Abandon vehicles (and boats) can be reported to the Mayors call center
on 202 727-1000, I have included below information on how DPW classifies
"abandoned vehicles".  We can help them know where these vehicles are by
calling in their location as soon as possible/as we see them.

Abandoned Vehicles

DPW's Abandoned Vehicle Operation is charged with removing abandoned and
dangerous vehicles from public and private properties within the
District of Columbia. A vehicle of any kind is considered abandoned when
it exhibits at least two of the following characteristics, in any
combination:

1.         The vehicle is extensively damaged (wrecked, burned out,
etc.)

2.         The vehicle is apparently inoperable (no engine, missing
tires, etc.)

3.         The vehicle serves as harborage for rats, vermin and other
pests

4.         The vehicle does not display valid tags or a valid
registration sticker



A dangerous vehicle is any vehicle that poses an imminent hazard to the
public health, safety or welfare.

DPW tows abandoned cars, large SUVs, boats, trailers, motorcycles,
burned-out hulks, and even full-sized mobile homes daily. These vehicles
may be located on a District street, in a parking garage, in the front
yard of a boarded-up house, upside down in a ditch, or wedged in an
alley. Many of these vehicles require special equipment to pull them out
of these areas and tow them to the city's Blue Plains Storage and
Auction Facility on 5001 Shepherd Parkway, SW.



Some circumstances, such as the discovery that the vehicle has been
reported stolen, or that the abandoned vehicle is on private property,
require specific legal processing before actual removal is possible.

After receiving a service request from the Citywide Call Center
regarding a suspect vehicle, a DPW investigator may post a warning
notice on the vehicle, if it is abandoned, stating that the owner must
remove it within the next 24 hours. Should the vehicle remain after 24
hours, DPW will dispatch a contract towing company to remove and tow it
to the storage and auction facility.  If the vehicle is determined to be
dangerous by DPW staff, the investigator will have the vehicle towed
immediately.



Any vehicle parked on public space without valid license plates, or
registration and inspection stickers, can be ticketed and towed from the
street immediately.



Note that a vehicle on private property cannot be legally removed before
45 days without the property owner's permission, although, when the
owner is located, removal of the vehicle can generally be expedited. A
dangerous vehicle may be removed immediately with ticketing.



Once a vehicle has been impounded at the Blue Plains facility, DPW makes
a final attempt to contact the last registered owner by mail. The
District may dispose of unclaimed vehicles after 28 days.

Good question, this is Lt. Hughes and I am the lieutenant for PSA 503, we need
people in the community to watch out for this type of stuff, and when you see
individuals dumping this boats and car get a tag number so we can follow up and
hopefully prevent this in the future.? Also, the lighting needs to be improved
on Fort Lincoln drive and that something you can take up with ANC Bob King.

Subject: MPD Seeking Public Input on GLLU Expansion

The Metropolitan Police Department (MPD) would like to hear from the Gay,
Lesbian, Bisexual, and Transgender (GLBT) community before finalizing any plans
to enhance MPD's liaison units. MPD is engaging the public in the development of
these units, with the ultimate goal of increasing citywide access to these
units.

Over the next few weeks, there will be group meetings in the GLBT community to
solicit input in all seven police districts. These meetings will help the
Department gather perceptions of MPD and hear concerns about the services MPD
provides to members of the GLBT community.  The information from these meetings
will be incorporated into a final plan for enhancements to the GLLU.

Details about the dates and times of the GLLU-specific meetings are provided
below, as well as in the attached public flyer; feel free to distribute it to
interested parties.  For those residents who are unable to attend the meetings,

          (1)-BASIC STREET SENSE:-

·               Whenever you are--On the street, in an office building or
shopping mall, driving, waiting for a bus or subway--Stay alert and tuned in to
your surroundings.

·               Send the message that you're calm, confident, and know where
you're going.

·               Trust your instincts.  If something or someone makes you uneasy,
avoid the person or leave.

·               Know the neighborhoods where you live and work.  Check out
locations of police and fire stations, public telephones, hospitals, and
restaurants, or stores that are open late.



(2)-ON FOOT-- DAY AND NIGHT.

·               Stick to well-lighted, well-traveled streets. Avoid shortcuts
through wooded areas, parking lots, or alleys.

·               Don't flash large amounts of cash or other tempting targets like
expensive jewelry or clothing.

·               Carry a purse close to your body, not dangling by the straps.
Put a wallet in an inside coat or front pants pocket, not a back pocket.

·               Try to use automated teller machines in the daytime. Have your
card in hand and don't approach the machine if you're uneasy about people
nearby.

·               Don't wear shoes or clothing that restrict your movements.

·               Have your car or house key in hand before you reach the door.

building, and ask someone--a colleague or security guard-- to walk you to your
car or transit stop.



  (3)-ON WHEELS.

·               Keep your car in good running condition.  Make sure there's
enough gas to get where you're going and back.

·               Always roll up the windows and lock car doors, even if you're
coming right back. Check inside and out before getting in.

·               Avoid parking in isolated areas. Be especially alert in lots and
underground parking garages.

·               If you think someone is following you, don't head home.  Drive
to the nearest police or fire station, gas station, or other open business to
get help.

·               Don't pick up hitchhikers and  don't hitchhike.





(4)-IN BUSES AND SUBWAYS.

·               Use well-lighted, busy stops.

·               Stay alert !  Don't doze or daydream.

·               If someone harasses you, don't be embarrassed.  Loudly say ''
leave me alone'' if that doesn't work, hit the emergency device in the bus or
train.

·               Watch who gets off with you.  If you feel uneasy, walk directly
to a place where there are other people or to the nearest help deck.



         (5)-IF SOMEONE TRIES TO ROB YOU.

·               Don't resist.  Give up your property, don't give up your life.

·               Report the crime to the police. Try to describe the attacker
accurately.  Your actions can help prevent others from being victims.



         (6)-TAKE A STAND.

·               Make your neighborhood and work place safer by reporting broken
street lights, cleaning up parks and vacant lots, and lobbying local government
for better lighting in public places.

·               Join a neighborhood, apartment, or office watch to look out for
each other and help the police.

·               Help out a friend or co-worker who's been a victim of crime.
Cook a meal, baby-sit, find the number for victim services or crisis hotline.
Listen, sympathize, and don't blame.

·               Look at the root causes. Work for better drug treatment
services, crime and drug abuse prevention education, and job and recreational
opportunities for young people in your community.

CRIME PREVENTION  TIPS FOR THIS WEEK


          (1)-BASIC STREET SENSE:-

·               Whenever you are--On the street, in an office building or
shopping mall, driving, waiting for a bus or subway--Stay alert and tuned in to
your surroundings.

·               Send the message that you're calm, confident, and know where
you're going.

·               Trust your instincts.  If something or someone makes you uneasy,
avoid the person or leave.

·               Know the neighborhoods where you live and work.  Check out
locations of police and fire stations, public telephones, hospitals, and
restaurants, or stores that are open late.



(2)-ON FOOT-- DAY AND NIGHT.

·               Stick to well-lighted, well-traveled streets. Avoid shortcuts
through wooded areas, parking lots, or alleys.

·               Don't flash large amounts of cash or other tempting targets like
expensive jewelry or clothing.

·               Carry a purse close to your body, not dangling by the straps.
Put a wallet in an inside coat or front pants pocket, not a back pocket.

·               Try to use automated teller machines in the daytime. Have your
card in hand and don't approach the machine if you're uneasy about people
nearby.

·               Don't wear shoes or clothing that restrict your movements.

·               Have your car or house key in hand before you reach the door.
