Sorry for the delayed response, I forwarded your email to the PSA
Lieutenant to respond to your concerns.  I wanted you to know first hand
what he and his PSA officers and officials have been and will continue
to do to make your community safe.  Below I have outlined our deployment
and current plan of action covering the Eckington Area.



The Eckington Area is still considered a Hot Spot for the Fifth District
and we will continue with our deployment strategies to cover the area.

*       We have 2 patrol cars assigned to the Eckington Area on every
tour of duty.

*       There are foot patrols that walk the 4th Street and Lincoln Road
Areas.

*       There is a CCTV Camera located on Lincoln Road



In addition, we increased patrol frequency and visibility around
Eckington and Harry Thomas Way, especially during times of increased
foot traffic.  This week before I received your email I was in contact
with a parent from McKinley who had the same concerns with the children
walking to the Metro.



I have spoken with the First District Commander about increasing the
patrols on the south side of New York and Florida Avenues.



Lt. Wright will be in contact with the Security Offices of XM Radio and
FedEx to work with them on how their employees can be safe coming to and
from work.



This is the plan; however, we will be soliciting community input at the
PSA meeting for our customized policing plan for your community.  I
appreciate your concerns with the increased violence and look forward to
working with you and the Eckington Community to further develop our
neighborhood community policing.

I would also like to know what is being done to address the ongoing crime
situation at and around 4th and W Streets, NE.  That spot has been prone to
crime for some time now, possibly partly due to the abandoned apartment building
on that corner and graffiti from the crew that hangs out there can be seen
blocks away.  I seem to recall mention at a PSA 501 meeting a few months ago of
some sort of portable police stations that were to be placed in different hot
zones, 4th and W being one of them.  To my knowledge, that hasn't materialized
and I'd like to know the status of that project.  I would appreciate your also
asking the Lt. to address these issues.

Neighbors a few doors down have very loud screaming fights filled with
cursing and threats at least 4 days a week.  If they hate each other
fine, but there are 3 or 4 children who live there and other children
that stay there on occassion (relatives) as a type of family daycare -
it's a multi-generational living situation.  We called child
protective services but they didn't seem interested since we have not
seen any evidence that the children have been PHYSICALLY harmed. I am
NOT comfortable with the current situation. It's not good for the
adults and is terrible for the children. If it's not already physical
between the adults, I'd be shocked if it isn't physical soon and what
if one of the kids gets in the way????

What can be done in a situation such as this?  How should it be
handled?

Thank you so much for installing the crime camera on Lincoln Road NE. I  knew
the drug traffic would move off of Lincoln Road as a result of the camera.
On Saturday, a neighbor and I witnessed several drug deals during the day on R
Street NE. Apparently the drug dealers were working in a white van parked on
R  Street NE.

On occassion they would walk up and down the unit and 100 blocks of R  Street
NE to their customers.

Hello Commander Greene,

Dispite of the cameras here in the area the drug dealers are still
bold enough to sell drugs at 1st and O St NW, 1st and N St NW, and 1st
North Capital Street NW etc., in the immediate area from morning, noon
and night.

I do see the police patrol this surrounding area at times, I just hope
that they will be patroling this area more often either by foot or by
police cruiser, anything to be rid of these hoodlums once and for all.

Greetings -

I'm providing a final update to the list on this
activity. I met with Lt. Ronald Wright at last night's
neighborhood PSA meeting. Lt. Wright did an excellent
job of explaining trends and causes for the crime
we're experiencing.

I think it's of paramount importance that
Councilmember Mendelson and Thomas work with all ANCs
to find legislative means to empower our police and to
hit at the sources of crime, which tend to be youth
oriented.

We need help on:
1. A new loitering law to easily disperse groups that
lower our quality of life;
2. Readily available statistics (hopefully web-based)
related to crime type, location and frequency;
3. Legislation that allows officers to spend more time
policing as opposed to being in court;
4. Easily levied penalties for parents and guardians
of youth subject to papered arrests;
5. Academic suspension and truancy policies that keep
youth in school and productive instead of wandering
the streets looking for and finding trouble.

We agreed that Metro Police need to be brought into
the discussion and problem solving for this. I'm
favorably impressed with MPD 5D's response. Our civic
association looks forward to teaming up with all
applicable law enforcement agencies to improve
awareness and prevention tactics. I'd also like to
recognize contributions from ANC Stu Davenport and my
friend Debbie Smith last night.

successful Senior Citizens Police Academy.  "Our senior citizens
provide the District of Columbia with a wealth of information and
experience that can enrich our efforts to create a safer and
healthier city. To better utilize this important resource, the
Metropolitan Police Department, in conjunction with the DC Office on
Aging, has created the Senior Citizens Police Academy. This program
provides seniors with tools, resources and information that can help
seniors avoid being victims of crime themselves, while also allowing
them to get more actively involved in the Police Department's
Policing for Prevention strategy of community policing".

registration deadline is March 1, 2007, and the class will begin on
March 20, 2007.

I want to bring to your attention something that is begining to become a
regular occurance in my alleyway.  I have a wonderful six year old
border collie that frequents my backyard. He's a good watchdog for the
alley as he makes us aware when there are strangers milling about. I
live on the 1900 block of H Street NE and behind my house is the
terminal portion of a T-shaped alley.



Twice in the last few weeks my dog has been assaulted. Today he was
yelled at, had rocks thrown at him, and had a soda dumped all over him.
About three weeks ago, someone tried to poison him. I ended up having to
take him to an emergency animal hospital in the middle of the night.



These actions, while disturbing, are indicators of more important issues
within the small section of Trinidad in which I live. Who can I contact
to discuss more patrols in our neighborhood and specifically the
assaults on my pet? As I'm sure you're all aware, the inhumane treatment
of animals leads to worse crimes against people.

I would like to acknowledge the efforts Lt. Wright and
his team have been making since our last PSA meeting.
we now have a regular foot patrol during the peak
morning hours on Eckington Place and Florida Ave NE. I
saw an empty squad Friday night parked outside XM
Radio. This is good to see! Please keep it up.

I received a call from Metro Transit Police today.
Sgt. Enoch will deploy plain clothes officers to the
NY Ave Metro station during peak hours in the morning
and afternoon hours to increase saftey. WMATA is
piloting a CCTV system at the U Street Station. If
that pilot is successful we hope to see some at the NY
Ave station hopefully this year.

DC Mayor Adrian M. Fenty and Acting Chief Cathy L. Lanier welcomed the
first recruit class to graduate from the Metropolitan Police Department
in 2007. The ceremony took place today at the Maurice T. Turner, Jr.
Institute of Police Science in Southwest DC. Lanier praised the new
officers for their successful completion of approximately six months of
academic, physical and tactical training at the training academy. The
fourteen new officers will be assigned to neighborhood patrols in Police
Service Areas (PSAs) throughout the District.
