I am one of the residents on this block, there are many of us who have
moved here in the past couple years and we’re not going to take this
anymore.  I usually don’t write in outburst because I really respect
what you all do and in the past few months, patrol has steadily
increased, but there are some things below that need to be laid out.

I am so frustrated right now because I just called 911 three times
within the last 45 minutes (literally) and NOT A SINGLE OFFICER has
even driven by.  The main dealer, Bobby, was sitting IN the sidewalk
handing out viles and large blue pills (in his pants pocket) while one
of the women was smoking on a crack pipe…sitting in the sidewalk,
blocking traffic!  Can the entire 5th district (or any other for that
matter) be that busy to not send one officer to search and arrest
them!?  Kids, couples, and everyday people are walking by while all of
this is going on.

I also called last night around 2AM about 2 gunshots directly in front
of the house and gave descriptions of who was outside when they
happened and I literally saw the police just stroll by slowly!  What
the *&^@!

It’s one thing to not be able to fulfill everyone’s main request to
just “do something,” but when a concerned citizen calls and says
“crime in progress,” someone should be sent in a timely matter!  “The
mission of the Metropolitan Police Department is to prevent crime and
the fear of crime…” but if that is no longer true then please change
your mission.

This neighborhood is trying to change for the better, but sometimes it
honestly feels like the 5th district wants to live in the past and
doesn’t think they need to change with it.  We now have people that
care, have power (via votes), and are doing what’s needed to make a
change.  Unless the 5th district is not ready to change with it then I
suggest we be reassigned or some alternative measure provided.

Please respond and send an officer.  It’s been over an hour now…

Last night, around 11 pm, there were several police cars in the uint
block of P street, NW.  The officers had their flashlights out and were
clearly looking for something.  Can you tell us what that was about?

We normally have been impressed with the police that patrol in the
Brookland/RIA area...for us, they've responded quickly when called.
But tonight, for the 4th of July, we noticed people shooting massive
fireworks off behind a series of rowhouses. One almost hit a house, so
we called 911 to report the dangerous situation that could easily
become a fire hazard to anyone inside the rowhouses.

Instead of getting any attention when we called, we were essentially
brushed off by the 911 operator as a "harmless fireworks" call -- and
we did explain that the fireworks were massive and coming close to
houses! She didn't even ask to take our address...my husband had to
blurt it out before she cut him off.

On top of that, I feel like I haven't seen one police officer
patrolling in my neighborhood tonight..and that has let everyone with
illegal fireworks set them off without any regard to safety. This is
in real contrast to the presence I saw by Metro transit officers
today. They were everywhere in the Metro system, made their presence
known and kept things moving along fairly smoothly on a crowded
system. Why can't the 5D police officers step up their presence on the
4th too? It just feels like near lawlessness tonight...

The Fifth District was flooded with calls for illegal fireworks, and they had a
big detail downtown, not to under play your situation however the totality of
all things involved must be weighted.  The officers were very busy, so were the
911 operator.

It is practically impossible to respond to every call for fireworks
in a timely manner on July Fourth. Every corner has a group of people
(often unsupervised children) setting them off. Officers respond to
these calls with our 'position one' lights on. These are the rapidly-
blinking white lights we are required to have on at all times because
the powers that be have decided it's more important that citizens see
us while we patrol than actually having officers able to arrive on a
scene without broadcasting that arrival blocks ahead of time. Before
we even get within a block, anyone doing anything illegal has either
stashed whatever it is that they are not supposed to have or
scattered in different directions. This not only applies to fireworks
on July Fourth, but guns, drugs, etc., on a daily basis. (Off the
topic, most officers and officials agree that these blinking lights
actually increase the chances of crashes at intersections because
drivers on cross streets tend to stop short when they see our
cruisers approaching, assuming we are on an emergency run. This is
especially true with the new cruisers whose 'position one' lights are
strobes rather than just blinking lights.)

I'm sorry we did not arrive at your location in a timely manner, but
given the circumstances, I trust you'll understand why. Also keep in
mind that criminals do not take holidays off. They are every bit as
active, actually MORE so, on July Fourth as on non-holidays.

Today at about 6pm there were shots fired at 19th and Benning Rd right
next to a crowed bus stop.  The cops had some guys hand cuffed.

Good Afternoon,



Help our community children to succeed with the development of early
literacy skills through reading experiences with your new or gently used
books and children story workbooks.



The Fifth District Police Officers are holding a book drive.  Officer
McCray, who is an avid reader, was pleased when her nine year old was
asked to read younger children.  But what impressed her most is when the
young listeners were awed at their peer reader and wanted to do the
same.  The nine year old read with expression and keep the listeners
engaged in the story.  It was later learned that most of these children
did not have books at home and have not had the opportunity to become
readers' themselves and experience the joy and excitement of reading
about foreign lands or green eggs and ham.



The value of providing a book for a child

*       Although reading and writing abilities' continue to develop
throughout life, the early childhood years-from birth through age eight
- is the most important period for literacy development.



*       88% of poor readers in first grade have the probability of being
poor readers in fourth grade



*       75% of children who are poor readers, who are not helped prior
to age nine, will continue to have reading difficulties through high
school.  10%-15% of children who have difficulties learning to read will
drop out of school; only 2% complete a four-year college program



*       Half of adolescents and young adults with criminal records have
reading difficulties



*       Half of the youth with histories of substance abuse have reading
problems



Please bring your new or gently used children books to the Fifth
District.  All books are needed by Saturday, July 22, 2006.  In the
event you cannot bring the books personally to the Station, you may give
your books to a Fifth District Officer to bring to the station for you.
Make sure to tell them the items are for the book drive.  The books will
be given to the youngsters who attend summer activities at the Lincoln
Road Recreation Center on Monday July 24, 2006.  McGruff would be an
added surprise for the youngsters who are looking forward to another day
of experiencing the joys of reading.



Also, please join me in saluting Officers McCray and Payne's tireless
efforts in collecting books and reading to our community children.

It has come to my attention that several tickets were issued on N Street N.W. 
Officer Jones is on sick leave so as of now I can only assume that the charges
on the tickets was one of two things.  either failing to turn the wheels to the
curb, or parking with the left wheels to the curb.

The first was written for cars parked on hills.  If the parking brake gave way
then the car would only roll a few inches until the wheels hit the curb instead
of rolling down the hill and doing major damage to something or someone else. 
The second means you must park parrallel to the curb line with the direction of
the traffic flow.  Meaning on a two way street you can't park on the left side
of the street.  You are allowed to park on the left side of the street with your
left wheels to the curb on a one way street however.

So if anyone has received a ticket for one of these charges in error you may
request mail in adjudication and explain the circumstances in writing and the
tickets should be dismissed.  That will save the time of taking off of work to
attend a hearing.  The instructions for doing so are on the back of the ticket.

However I did see a comment that mentioned open air drug markets and basically
stated that we should be doing better things than writing tickets.  I don't know
if that is what was meant, but that was what I got from it.  To that I must say
that we are supposed to enforce all laws no matter how big or small.  The
reasoning that there are people around doing worse things than every day
citizens is not a valid argument in disputing traffic violations.

So with that,  if you have received a ticket with an improper charge then by all
means fight it to the end.  You have my blessings.

We (about eight of us) actually went through the area about 1:45 Am and stopped
two people in the Unit block of O Street N.W.  Neither one lived in the area but
we've seen them before.  We didn't find any drugs so we checked them for
warrants and sent them on the way.  They did leave because we saw them both
walking along Rhode Island Avenue about thirty minutes later.  We went through
the rest of the neighborhood but no one was out.

When the gunshots went off between 2:30 and 3:00 our units went in.  No property
damage was found and no injuries reported.  If anyone did have property damage
we didn't find please call 311 so that we can come out and make a report.

A little off the subject but very important.  We are having a problem with cars
being stolen throughout the Fifth Dsitrict.  I would like to take this
opportunity to encourage everyone to call 311 if they see any suspicious
activity such as someone casing cars or houses.

Also you might consider enrolling in the Watch Your Car Program.  What the deal
is, is that you get a decal that you put in the back window of your car.  This
decal gives us permission to stop your car during extreme (like 1AM to 5AM)
hours of the morning to make sure that it isn't stolen.   If it's not you
driving then we can contact you to see if you know who the person is that is
driving your car.  It's pretty decent deterrent to theft and is an excellent
tool for us to catch car thieves.  If you would like more information on this
program ask your PSA Lt. at your next meeting.

4-5 gunshots and then 4-5 return gunshots coming from either the unit
block of Hanover or O street.  Did anyone else hear this? Can the
police provide any information on any reported activity in the area
around that time?

I don't know why the attempt failed, but I called Home Depot and
asked them what they are doing to protect customers in the parking
lot. Of course the person on the phone could not answer that
question. They just take the complaints. I asked for a member if
Home Depot Corporate security to call me back to discuss the issue.
The operator would not commit to that request.

Due the recent Crime emergency, I encourage all of you to call Home
Depot, Giant and any other retail outlet that you frequent and
insist they provide increased security both inside and outside their
stores. Every time I have been to Home Depot, I see security inside
the store but I rarely see it outside. They seem more concerned
about shop lifting then about what happens in the parking lots. Do
they have a working camera system? Wal-Marts do even in the safer
suburbs.

At the PSA meeting last night, we heard from the police that they
are working as hard as they can to address the increase in crime.
They asked us to help them by reporting crime at 311.

I think we can take that a step further. Let's pressure the
companies that are making a profit selling merchandise in our city
to provide better private security. They should be actively engaged
with MPDC to protect their customers.

If Home Depot had better security, maybe the robbery attempt would
not have been made and the officer that responded to take the
complaint could have been working on other public safety issues.

Lt. Craig,

   Thank you again for your information about Ward 5 crime and the manner in
which you police.  The issue of public safety continues to be a top priority for
everyone in the city.  I am hoping that you can help me out with some
information;

   Can you provide a contact in your public affairs or information management
unit that can give us some information about "checkpoints".  You have provided
some anecdotal information about illegal guns being recovered, or people found
to have narcotics.  While this information is good, It would be helpful to see
the outcomes of these checkpoints.  Many on the Eckington listserv have
different opinions on the topic.  Some believe that it is a violation of there
personal rights, some believe that your efforts should focus on other policing
tactics.  Others believe that they can deal with checkpoints and security
cameras as long as it reduces crime.

   All of this is to say, it would be helpful if we could see some data on what
has been recovered, number of arrests, etc.

   I realize that as a Lt. working on the streets that you dont have time to
create yet another report. And I would much rather have you cruising through the
hood than behind a computer.  But if you could work with others to provide this

The first was written for cars parked on hills. If the parking brake gave way
then the car would only roll a few inches until the wheels hit the curb instead
of rolling down the hill and doing major damage to something or someone else.
The second means you must park parrallel to the curb line with the direction of
the traffic flow. Meaning on a two way street you can't park on the left side of
the street. You are allowed to park on the left side of the street with your
left wheels to the curb on a one way street however.

So if anyone has received a ticket for one of these charges in error you may
request mail in adjudication and explain the circumstances in writing and the
tickets should be dismissed. That will save the time of taking off of work to
attend a hearing. The instructions for doing so are on the back of the ticket.

However I did see a comment that mentioned open air drug markets and basically
stated that we should be doing better things than writing tickets. I don't know
if that is what was meant, but that was what I got from it. To that I must say
that we are supposed to enforce all laws no matter how big or small. The
reasoning that there are people around doing worse things than every day
citizens is not a valid argument in disputing traffic violations.

So with that, if you have received a ticket with an improper charge then by all
means fight it to the end. You have my blessings.

We (about eight of us) actually went through the area about 1:45 Am and stopped
two people in the Unit block of O Street N.W. Neither one lived in the area but
we've seen them before. We didn't find any drugs so we checked them for warrants
and sent them on the way. They did leave because we saw them both walking along
Rhode Island Avenue about thirty minutes later. We went through the rest of the
neighborhood but no one was out.

When the gunshots went off between 2:30 and 3:00 our units went in. No property
damage was found and no injuries reported. If anyone did have property damage we
didn't find please call 311 so that we can come out and make a report.

A little off the subject but very important. We are having a problem with cars
being stolen throughout the Fifth Dsitrict. I would like to take this
opportunity to encourage everyone to call 311 if they see any suspicious
activity such as someone casing cars or houses.

Also you might consider enrolling in the Watch Your Car Program. What the deal
is, is that you get a decal that you put in the back window of your car. This
decal gives us permission to stop your car during extreme (like 1AM to 5AM)
hours of the morning to make sure that it isn't stolen. If it's not you driving
then we can contact you to see if you know who the person is that is driving
your car. It's pretty decent deterrent to theft and is an excellent tool for us
to catch car thieves. If you would like more information on this program ask
your PSA Lt. at your next meeting.

I agree with you, Tom.  A couple of months ago, I was at the Giant parking lot,
late in the evening, and noticed some unusual and unsafe activity going on.  I
attempted to request assistance from the off duty officer (who wears his uniform
while performing his off duty assignment) for assistance but he was of no help
and stayed in his "office" in Giant.  Due to this, I contacted 311 and received
assistance within a few minutes.  Anyways, I filed a complaint online with Giant
and have received feedback from them.  So, also, I would suggest filing written
complaints.

Unfortunately, I don't think this is an isolated incident.  I urge everyone
to be vigilant in the Giant and Home Depot parking lot.  In April I was
mugged in the early evening (it was still light out) on the pedestrian ramp
on the Brentwood side of the Home Depot.  With all the security cameras in
the lot you think they would have caught it all on tape, but when the police
pulled the tapes they didn't see anything.  Additionally, when I commented
to Giant representatives about what happened they told me I would be
surprised by how often things like this take place. If, as I suspect,
incidents such as these are continually occurring I would hope that Home
Depot and Giant would work to address the problem.  As a community we should
encourage them to do so.

I received an email from a resident about a robbery attempt yesterday.
According to the resident they were at Home Depot and witnessed a man
re-entering the store calling for the police. She indicated that he we
saying that someone tried to steal his car and rob him.



So the question is:

Are these cases related? I'm guessing not because the complaint date below
is the 18th and yesterday was the 19th. She also said it was about 6:30 pm.

Do you have any suspects or have any arrests been made?

Has Home Depot been in contact with MPD?

Change will protect children from becoming victims of crime; discourage
loitering



(Washington, DC)  Mayor Anthony A. Williams announced today that on
Monday, July 31, an alternative curfew for young people 16 and younger
will go into effect.



On July 21, the Council passed the Enhanced Crime Prevention and
Abatement Emergency Amendment Act of 2006 giving the Mayor the authority
to set alternative curfew hours.  In amending the Mayor's legislation,
the Council set notification requirements that required that at least
five days notice be given to Advisory Neighborhood Commissions and that
public notification be made at least five days before the curfew goes
into effect.  Additionally, the Mayor is required to post the
information on the Website for the city and for the Metropolitan Police
Department.



"Too often, young people are becoming involved in violent crimes," said
Mayor Williams.  "This earlier curfew hour is necessary in order to
protect them from becoming victims of crime or from becoming involved in
crimes at night.  Dozens of cities across the United States have similar
curfews, ranging from Philadelphia and Denver to Santa Barbara and
Cleveland.  Curfews will keep our children safer, and encourage parents
to take a stronger interest in the activities of their children and to
take responsibility for their whereabouts."



Beginning Monday, July 31, alternative curfew hours for young people 16
and younger will be set from 10 p.m. to 6 a.m. every night of the week.
These curfew hours will last for 30 consecutive days and expire on
Wednesday, August 30 at 11:59 p.m.  After this date, curfew hours will
revert to the hours currently in place pursuant to the Juvenile Curfew
Act (midnight to 6 a.m.) unless a subsequent Mayor's Order is issued to
extend the 30-day period.



Mayor Williams' emergency anti-crime legislation centers on authorizing
MPD Chief Charles Ramsey to deploy officers on a six-day work week.  The
extra manpower means at least 300 more uniformed officers on the
streets.  The plan also provided the Mayor with the authority to modify
curfew time, and it authorized the expansion of closed circuit
television cameras to be used in some neighborhoods for both crime
prevention and investigation.



"While a curfew is no panacea, it's an important way to help our police
keep the streets safe," said Mayor Williams.

Below are some frequently-asked questions and answers:

Does the curfew law apply to non-District residents?

Yes. The curfew law applies to all persons 16 and younger who are in the
District of Columbia during curfew hours. This includes both District
residents as well as young people who reside elsewhere.

How will the law be enforced?

Anyone 16 and younger who violates curfew will be detained by the
Metropolitan Police Department. In most cases, the juvenile will be
taken to one of two Curfew Centers operated by the DC government:

* Choice Academy at Douglass Senior High School
	 2600 Douglass Place, SE
* Shaw Junior High School
	 10th and R Streets, NW

A parent, legal guardian, or other responsible adult will be contacted
to pick the child up immediately. If not picked up by 6:00 am, the
juvenile will be handed over to the DC Child and Family Services Agency
<http://cfsa.dc.gov/cfsa/site/default.asp> . Juveniles age 12 and
younger who are picked up on curfew violations will immediately be
turned over to the CFSA.

What are the penalties for violating the law?

A parent or legal guardian of a juvenile 16 and younger commits an
offense if he or she knowingly permits, or by insufficient control
allows, the minor to violate the curfew law. Any adult who violates the
Juvenile Curfew Act is subject to a fine not to exceed $500 or community
service. A minor who violates curfew may be ordered to perform up to 25
hours of community service.

Persons 16 and younger are exempt from curfew if they:

* Accompany a parent or guardian or any person age 21 or older
* Complete an errand at the direction of a parent or guardian,
without detour or stop
* Ride in a motor vehicle involved in interstate travel
* Work or return home from a job, without detour or stop
* Become involved in an emergency
* Stand on a sidewalk that joins their residence or the residence
of a next-door neighbor, if the neighbor did not complain to police
* Attend an official school, religious, or other recreational
activity sponsored by the District of Columbia, a civic organization, or
other similar group that takes responsibility for the juvenile (this
includes traveling to and from the activity)
* Exercise their First Amendment rights protected by the US

the free exercise of speech, religion, and right of assembly

serve young people seeking alternatives to being on the streets,

The event will be from 12:00 pm - 06:00 pm, free food, music (positive)
and guest speakers will be a part of this social.



It will be held on the Edgewood Recreational Field at 3rd & Evarts
Street.

I would like to ask that when the curfew goes into effect, 5D keep an eye on the
intersection of 4th and V Streets NE.  This has become a popular hang out spot
because of the run-down apartment building on the SE corner and the abandoned
church on the SW corner.

Change will protect children from becoming victims of crime; discourage
loitering

(Washington, DC) Mayor Anthony A. Williams announced today that on
Monday, July 31, an alternative curfew for young people 16 and younger
will go into effect.

On July 21, the Council passed the Enhanced Crime Prevention and
Abatement Emergency Amendment Act of 2006 giving the Mayor the authority
to set alternative curfew hours. In amending the Mayor's legislation,
the Council set notification requirements that required that at least
five days notice be given to Advisory Neighborhood Commissions and that
public notification be made at least five days before the curfew goes
into effect. Additionally, the Mayor is required to post the
information on the Website for the city and for the Metropolitan Police
Department.

"Too often, young people are becoming involved in violent crimes," said
Mayor Williams. "This earlier curfew hour is necessary in order to
protect them from becoming victims of crime or from becoming involved in
crimes at night. Dozens of cities across the United States have similar
curfews, ranging from Philadelphia and Denver to Santa Barbara and
Cleveland. Curfews will keep our children safer, and encourage parents
to take a stronger interest in the activities of their children and to
take responsibility for their whereabouts."

Beginning Monday, July 31, alternative curfew hours for young people 16
and younger will be set from 10 p.m. to 6 a.m. every night of the week.
These curfew hours will last for 30 consecutive days and expire on
Wednesday, August 30 at 11:59 p.m. After this date, curfew hours will
revert to the hours currently in place pursuant to the Juvenile Curfew
Act (midnight to 6 a.m.) unless a subsequent Mayor's Order is issued to
extend the 30-day period.

Mayor Williams' emergency anti-crime legislation centers on authorizing
MPD Chief Charles Ramsey to deploy officers on a six-day work week. The
extra manpower means at least 300 more uniformed officers on the
streets. The plan also provided the Mayor with the authority to modify
curfew time, and it authorized the expansion of closed circuit
television cameras to be used in some neighborhoods for both crime
prevention and investigation.

"While a curfew is no panacea, it's an important way to help our police
keep the streets safe," said Mayor Williams.

Below are some frequently-asked questions and answers:

Does the curfew law apply to non-District residents?

Yes. The curfew law applies to all persons 16 and younger who are in the
District of Columbia during curfew hours. This includes both District
residents as well as young people who reside elsewhere.

How will the law be enforced?

Anyone 16 and younger who violates curfew will be detained by the
Metropolitan Police Department. In most cases, the juvenile will be
taken to one of two Curfew Centers operated by the DC government:

* Choice Academy at Douglass Senior High School

* Shaw Junior High School

A parent, legal guardian, or other responsible adult will be contacted
to pick the child up immediately. If not picked up by 6:00 am, the

Juvenile Curfew Act is subject to a fine not to exceed $500 or community
service. A minor who violates curfew may be ordered to perform up to 25
hours of community service.

Persons 16 and younger are exempt from curfew if they:

* Accompany a parent or guardian or any person age 21 or older
* Complete an errand at the direction of a parent or guardian,
without detour or stop
* Ride in a motor vehicle involved in interstate travel
* Work or return home from a job, without detour or stop
* Become involved in an emergency
* Stand on a sidewalk that joins their residence or the residence
of a next-door neighbor, if the neighbor did not complain to police
* Attend an official school, religious, or other recreational
activity sponsored by the District of Columbia, a civic organization, or
other similar group that takes responsibility for the juvenile (this
includes traveling to and from the activity)

For anyone who is interested I have been given coupons to get $300 off of a
lojack system at local dealerships.  For those not familiar it is a vehicle
recovery system which is activated when your car is stolen.  They expire on
8-24-06.I have about twenty of them so shoot out an e-mail and I'll get them to
you.

We (about eight of us) actually went through the area about 1:45 Am and stopped
two people in the Unit block of O Street N.W.  Neither one lived in the area but
we've seen them before.  We didn't find any drugs so we checked them for
warrants and sent them on the way.  They did leave because we saw them both
walking along Rhode Island Avenue about thirty minutes later.  We went through
the rest of the neighborhood but no one was out.

When the gunshots went off between 2:30 and 3:00 our units went in.  No property
damage was found and no injuries reported.  If anyone did have property damage
we didn't find please call 311 so that we can come out and make a report.

A little off the subject but very important.  We are having a problem with cars
being stolen throughout the Fifth Dsitrict.  I would like to take this
opportunity to encourage everyone to call 311 if they see any suspicious
activity such as someone casing cars or houses.

Also you might consider enrolling in the Watch Your Car Program.  What the deal
is, is that you get a decal that you put in the back window of your car.  This
decal gives us permission to stop your car during extreme (like 1AM to 5AM)
hours of the morning to make sure that it isn't stolen.   If it's not you
driving then we can contact you to see if you know who the person is that is
driving your car.  It's pretty decent deterrent to theft and is an excellent
tool for us to catch car thieves.  If you would like more information on this
program ask your PSA Lt. at your next meeting.

I was awoken around 1:30am last night (Sunday) by what I thought to be
4-5 gunshots and then 4-5 return gunshots coming from either the unit
block of Hanover or O street.  Did anyone else hear this? Can the
police provide any information on any reported activity in the area
around that time?

On Saturday, 22 July 2006 and on Tuesday, 25 July 2006, MPD proceeded to
quarantine sections of 7th and 8th Streets NE (the portion between Monroe &
Franklin Streets, NE).  MPD closed these sections off with yellow police tape,
and a MPD radio car positioned to prevent access.  As a resident of this
section, I am curious as to what is the catalyst for this activity.
