I am happy to report a closure in the Friday, November 6, 2009, homicide of Kevin J. Massey. Mr. Massey was fatally stabbed at 4211 2nd Street, Northwest.

Arrested on Wednesday, November 11, 2009, at approximately 0530 hours, was Mr. Justin Lee Navarro. He was with First Degree Murder While Armed pursuant to an arrest warrant. Mr. Navarro was arrested by MPD members assigned to the Capitol Area Regional Fugitive Task Force.

This rapid closure was made possible due to information received from the public. As always, I encourage anyone with information related to a homicide or other serious crimes to contact the MPD.

Anyone with information about a homicide is asked to call police at (202) 727-9099 or 1-888-919-CRIM [E] (1-888-919-2746).

The Metropolitan Police Department currently offers a reward of up to $25,000 to anyone who provides information which leads to the arrest and conviction of the person or persons wanted for any homicide committed in the District of Columbia.

Additionally, anonymous information may be submitted to DC CRIME SOLVERS at 1-866-411-TIPS and to the department's TEXT TIP LINE by text messaging 50411. If the information provided by the caller to the Crime Solvers Unit leads to an arrest and indictment, that caller will be eligible for a reward of up to $1,000.
