by three B/M suspects. Suspect (1) pointed a gun at him and asked, "Where's the
money?" and took the complainant's lunch box and made good his escape along with
the other two suspects. Look-out for three B/Ms, 16-18 years of age, 5'7 - 5'8,
130-140lbs, all being dark complexion. No further description provided.

The complainant reports that while at the listed location, he was struck on the
back of the head with a stick by a B/M suspect. As the complainant fell to the
ground, the suspect made good his escape with the omplainant's personal
property. Look-out for a B/M, 18-20 tears of age, 5'8-6ft, 140-160lbs, medium
complexion with a cornrow hairstyle.

The complainant reports that while at the listed location, he was in  the
process of mounting his bicycle when he was surrounded by five suspects. Without
provocation, Suspect(1) punched him on the face and back, knocking him off his
bicycle. All five suspects made good their escape with the complainant's
bicycle. Look-out for Suspect (1), a B/M, 17-19 years of age, 5'7-5'8, dark
complexion with a cornrow hairstyle. No further description provided.

suspects forced their way inside. Once inside, the complainant was ordered to
sit down while Suspect (1) went throughout his home collecting personal items
belonging to him while Suspect (2) stood watch. Both suspects made good their
escape with an assortment of the complainant's personal property. Look-out for
two B/Ms, 20-35 years of age, 5'9-6ft, 150-180lbs., nothing further provided.

The complainant reports that upon his return, he noticed that unknown person(s)
broke out the rear window to the construction site and removed equipment
belonging to his company.

The complainant reports that upon his return home, he observed his front window
opened and an unknown B/M suspect standing in his doorway. Upon calling to the
suspect, the suspect took off running. The complainant further reports that he

nowhere to be found. Area canvassed with negative results.

The complainant reports that upon his return to the last known location of his
burgundy 1996, Dodge Caravan, baring DC tags K64872, it was nowhere to be found.
Area canvassed with negative results.

No gun. No test for gunfire residue. Insufficient evidence, I am told, for a
search for a gun. Hence, no proof that this guy fired a gun, or even that he
possessed a handgun. Did the MPD search his car for a gun, when he was arrested?
I don't know. The fact is, no gun.

You bet the US Attorney's Office is aware of our unhappiness over this outcome.
Councilmember Graham has taken his complaints to the top, to Acting U.S.
Attorney Phillips. But this won't do any good, because the U.S. Attorney works
for the Justice Department, not the District of Columbia.

The final outcome of this incident: the charges have been "dropped without
prosecution". The basic problem is that, while it's clear who did the shooting,
nobody actually saw him do it, so there's nothing that will stand up to a
"beyond reasonable doubt" test in court. Very discouraging. -- Jack
