Good morning and happy holidays. I just wanted to take a moment and post some changes to managements positions in the Second District.  Capt. David Sledge replaces Capt. Juanita Mitchell.  Lieutenant Antonio Charland replaces Lieutenant Mike Lockerman, and Lt. Alan Hill, who joins the PSA 208 team on the evening shift, will be replaced by Lieutenant Christopher Micciche.  Lieutenant Norman Power of the 2D detectives office has been transferred and a new lieutenant will be assigned in the near future.

Dear DC Residents:

 

Regular trash and recycling collection services resumed today, Monday, December 21, while leaf collection remains suspended to allow crews to finish clearing snow in residential neighborhoods.  As of this morning, all regular week day parking regulations will be enforced.

 

For a variety of reasons, DPW/DDOT does not clear the alleys in the District.  It may be difficult to trash and recycling collect from some alleys and the crews will use caution as their guide.  Residents are asked to place trash and recycling in their normal collection location and to be patient.  It will be a little easier to pick up from residents with front collection service but DPW will make every effort to collect from the alleys as well.  Due to the Christmas holiday, all Friday collections will slide to Saturday.  We will err on the side of caution if an alley is determined too dangerous to navigate. Any trash and recycling that we can’t collect on its regularly scheduled day will be picked up next week on that day, with the exception of Friday, which will slide to Saturday.

 

Collection from public litter cans resumed today at 10:30pm. Residents are reminded not to place their household waste in these receptacles.  While leaves remain covered with snow and these collection crews are continuing to work on snow removal, leaf collection will remain suspended.  An announcement will be made as to when collection will resume.

INCIDENT INVOLVING SNOWBALL THROWING CROWD IN THE 1400 BLOCK OF U STREET, NW

 

(Washington, DC)-  The Metropolitan Police Department is looking into the circumstances involving the report of officers “pulling their guns” on a crowd that had been throwing snowballs in the area of 14th and U Streets, NW.

 

On Saturday, December 19, 2009, an off-duty MPD member was reportedly operating his personal vehicle in the 1400 block of U Street, NW, when the vehicle was suddenly pelted with a barrage of snowballs.  The member who was in plainclothes, stopped his vehicle to inspect for any damage that may have occurred. He then reportedly identified himself and went to investigate a crowd that had gathered as being the possible origins of the projectiles. Due to the number of individuals in the crowd and developing traffic conditions, the member called for assistance.

 

Arriving officers from the Third District responded to the scene for the report of a possible man with a gun incident unfolding at that location. Responding officers cautiously approached the scene as is protocol with a potentially dangerous assignment such as an armed individual, but at this time there is no evidence that they pointed any weapons in the direction of the crowd or at any individuals. Those officers were quickly able to ascertain that the individual in question was indeed a fellow sworn member and were able to deescalate the situation quickly without incident or injury.     

 

The original videotape footage shown yesterday by a local media outlet did not appear to visibly show the off-duty member drawing his weapon during the course of his actions. However, the department has subsequently received additional images and statements that would seem to support the allegation that the off-duty member did pull a gun. The Metropolitan Police Department is intent on conducting a full investigation in determining all of the exact circumstances surrounding this incident.

   

The Metropolitan Police Department has truly appreciated the cooperation from the community as we all team together to tackle the many challenges encountered during these severe weather conditions.

-On Sunday, December 20, 2009 at 1:30 a.m., a Simple Assault offense occurred in
the 2400 block of Wisconsin Avenue, N.W. (PSA 204) and was subsequently reported
to the MPD. The subjects involved in this offense were involved in a dispute and
one assaulted the other.  Moments later a third party assaulted the first
suspect in response to them having assaulted their friend.  MPD responded to the
scene and both suspects were arrested on the scene.  This is a closed case.

As some of you may have heard, Lieutenant Michael Lockerman has been reassigned to the Fourth District.  As a seasoned and successful PSA lieutenant, Lockerman was tapped to mentor newer lieutenants at the Fourth District.  I wanted to take a moment to thank Mike for his service to the residents of PSA 201.  His leadership, crime fighting techniques, and remarkable sense of humor will be sorely missed.  He worked hard to make sure that his officers and supervisors were always on top of the latest crime trends, and remained visible in the community.  I know that everyone joins me in wishing him well.

 

I also want to take this opportunity to welcome Lieutenant Tony Charland who will be taking over PSA 201.  Tony is no stranger to the Second District – he was assigned here as a patrol officer from 1990 to 1996 before being promoted to sergeant and moving over to the Fourth District.  I’m thrilled to have him back as a member of the team.  You can reach him at Antonio.Charland@... and he will be providing his departmental cell phone number shortly.

Dear Neighbors,

Mayor Adrian M. Fenty is making an urgent request to residents and visitors to
stay off city streets until after the snow storm has passed.

"With the storm upgraded to a Blizzard, our snow team is reporting visibility in
the District is very low," said Mayor Fenty.  "While I recognize people want to
get out and enjoy the snow, there is a significant safety concern as pedestrians
are walking along city streets instead of sidewalks."  "I am urging everyone to
take extra precautions if you need to be out and if you do not, to please stay
off the District roadways."

Earlier today, Mayor Fenty along with District Department of Transportation
Director Gabe Klein and Department of Public Works Director William O. Howland,
Jr. asked people to stay home and for vehicles to stay off the roadways.  Now
they are hoping to keep all unnecessary activities off DC streets.

The National Weather Service recently categorized the system in the District as
a Blizzard as snow is now reported to be falling at 2 inches per hour.  Nearly
another 12 inches of snow still expected to fall.

Metro has suspended all bus service including DDOT's Circulator line.

[I'm cross posting this to the MPDC 2D listserv.]

There are three cars on Huidekoper Place NW with broken windows: (1)
SUV with MD plates just south of Benton, (2) car with DC plates just
south of W, and (3) car with DC plates just south of Manor.

MPDC quickly took this info, ran the DC plates, and found the owner to
the car near W. MPDC is attempting to locate the owner of the one near
Manor. Kudos to MPDC for responding promptly (during a snow storm!)
and using the available info to assist in every way possible.

In all three cases, MPDC advised me that only the owner of each
vehicle is the one who will need to file an official police report.

Please check your cars and report any incidents or suspicious activity to MPDC.

Notable AHOD Activity on Friday, December 18, 2009

 

GUNMAN APPREHENDED

 

(Washington, DC) – The Metropolitan Police Department has announced that a suspect armed with a shotgun was swiftly apprehended this morning in the vicinity of 16th and Levis Streets, NE by personnel working All Hands On Deck (AHOD).

 

Shortly before noon on Friday, December 18, 2009, members of the Major Narcotics Investigations Branch working All Hands On Deck (AHOD) in the area of 16th and Levis Street, NE heard the sounds of gunfire.  As the officers moved in to investigate, they observed a suspect armed with a shotgun fleeing on foot.  The officers confronted the suspect and ordered him to drop the weapon.  The suspect continued his flight, but dropped the weapon as he ran.  He was apprehended after a brief foot pursuit at 16th Street and Bladensburg Road, NE.  The shotgun was recovered. 

 

A crime scene was located and both shotgun shells and shell casings were recovered in close proximity.  Apparently, the suspect had been in a shootout with another unidentified suspect before police responded to investigate.  No injuries as the result of this incident have been reported at this time.

 

The suspect, identified as 20-year-old Antonio Davall of the 1700 block of 28th Street, SE, has been charged with Felon in Possession of a Firearm, Unregistered Firearm and Unregistered Ammunition.  

 

The investigation is ongoing and Davall may face additional charges.

 

 

 

ARRESTS OF BALLOU BURGLARY SUSPECTS

 

On Friday, December 18, 2009, at 1230 this afternoon, two male Ballou students were arrested and charged with Second Degree Burglary by Security Resource Officers (SRO’s) and the detective assigned to investigate a burglary of the school, who is working AHOD this weekend.  The suspects, whose identities are being withheld because they are juveniles, were arrested when they came to school.  When approached, the suspects fled on foot, but were quickly apprehended. 

 

The suspects allegedly were caught on surveillance camera video burglarizing the school earlier this week.  Today when they came to school, they were observed by the SRO's and the detective handling the case.

 

Detectives are currently in the process of recovering the stolen property taken during three burglaries since Sunday, December 13, 2009 at Ballou High School, located at 3401 4th Street, SE.

 

 

 

SUSPECT ARRESTED FOR NARCOTICS AND FIREARM VIOLATIONS

 

At about 3:30 pm on the afternoon of Friday, December 18, 2009, Seventh District Vice personnel working AHOD, acting on information obtained during the course of a criminal investigation, arrested a 16-year-old male at the intersection of 16th Street and Good Hope Road, SE.  The suspect, who was in possession of a quantity of cocaine and a handgun, has been charged with Possession With the Intent to Distribute-Cocaine While Armed, Carrying a Pistol Without a License, Unregistered Firearm and Unregistered Ammunition.  His identity is being withheld because he is a juvenile.

 

 

BURGLARY SUSPECTS APPREHENDED

 

Shortly before 4:00 pm on Friday, December 18, 2009, police were called to 3082 Stanton Road, SE to investigate the report of a burglary-in-progress.  Seventh District officers and K-9 officers working AHOD responded to the scene and arrested two adult male suspects without incident. 

 

 

EXECUTION OF SEARCH WARRANT

 

Third District Vice personnel working AHOD executed a search warrant in the 600 block of Lamont Street, NW at 7:30 pm on Friday, December 18, 2009. They recovered quantities of cocaine and PCP, and made seven (7) arrests.

-On Friday, December 18, 2009 at 2:50 a.m., a Simple Assault offense occurred in
the area of 18th and M St., N.W. (PSA 208) and was subsequently reported to the
MPD. The victim reported that while walking in the area he was engaged in an
argument with a suspect who then punched him in the face.  The suspect then fled
the area.  The victim was treated and released a GWU Hospital and released. The
suspect is described as an Unknown Ethnicity/Male, medium build, 5'9''-5'10'',
160-170 lbs., with brown eyes and black hair.

-On Friday, December 18, 2009, at 2:00 a.m. an Indecent Exposure offense
occurred in the 1300 blk. of New Hampshire Ave. N.W.  The witness observed a
subject urinating in public.  When the subject saw the witness looking at him he
turned and exposed himself.  The police were called and subsequently arrested
the suspect, charging him with indecent exposure.  The subject is described as
an Asian/Male, 25 YOA, 5'5'', 140 lbs. and having a light complexion.

Mayor Fenty Declares Snow Emergency in the District

No Parking on Snow Emergency Routes After 7am Saturday

Forecasts Calling for Significant Snowfall in the District

 

(Washington, DC)  Mayor Adrian M. Fenty declared a snow emergency in the District of Columbia tonight, effective as of 7am on Saturday, December 19, 2009. Weather forecasts are predicting as much as 10-20 inches of snow to fall in the District before the precipitation ends Saturday night.

 

“All indications are this will be a major storm – perhaps the biggest we’ve seen in several years,” said Mayor Fenty, “And we are going to throw everything we have at it to keep the District open for business on this busy pre-holiday weekend.”

 

The District’s Snow Team (Department of Transportation and Department of Public Works) is launching a full deployment of snow removal equipment and personnel to treat and clear all of the city’s major and residential streets.  That means more than 330 pieces of equipment will be available.  Crews will deploy tonight in advance of the first precipitation to salt the roadways and will begin plowing when the snow begins to accumulate.

 

“The snow is expected to fall at a fast and steady rate,” said DDOT Director Gabe Klein, “and we anticipate we will be doing a lot of plowing throughout the day on Saturday.  Crews will work 12 hour shifts and keep working until we’ve got every street clear.”

 

When a snow emergency is declared all vehicles must be moved immediately from marked snow emergency routes.  Parking is prohibited on these routes and vehicles that are not moved are subject to a $250 fine and additional fees for towing and storage at an impoundment lot.  Motorists may call 202-541-6083 if they believe their vehicle has been towed.

 

“The bottom-line is we need all the parked cars off of the snow emergency routes,” said DPW Director William O. Howland, Jr., “so our crews can salt and plow those key arteries, unimpeded, from curb-to-curb.”

 

In addition, taxi cabs may charge an increased rate during a declared snow emergency.  The meter is pre-programmed and the drivers will use rate button 3 on the meter which automatically adds an additional 25% to the metered fare. So what shows on the meter is the correct fare and nothing more.  Passengers are reminded to ask for a meter-generated receipt if they have any doubts.

Residents are reminded to spread salt or kitty litter on their sidewalks, walkways and steps before the snow begins.  That will make it easier to shovel the snow after the storm ends.

 

In addition, the Department of Public Works has suspended leaf collection and Saturday’s Household Hazardous Waste/E-cycling/Document Shredding services due to the predicted snow storm.  Leaf collection employees and equipment form the backbone of DPW’s snow fighting team; so when snow is predicted, leaf collection trucks are taken out of service to have plows and salt spreaders mounted on them.  For more information visit DPW’s new Web site at www.dpw.dc.gov.

Metropolitan Police and Federal Partners Seize $1.5 Million in Drugs in Northeast Operation

 

(Washington, DC) – Mayor Adrian M. Fenty, the Metropolitan Police Department (MPD), and members from the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF), announced today the arrests of 44 suspects for the possession and distribution of firearms and narcotics with a street value of more than $1.5 million.

 

The investigation was a joint effort with MPD, ATF, and the Federal Bureau of Investigation (FBI).  Both the FBI and ATF were active partners in the undercover effort and the subsequent prosecution of defendants.  The United States Attorney’s Office for the District of Columbia worked quickly to indict and charge the 44 individuals involved. 

 

“The numbers of drugs and weapons are staggering,” said Mayor Fenty. “The men and women who put their lives on the line to go undercover deserve our thanks for making the city safer.”

 

The undercover operation was set up inside of a Northeast, DC body shop called E.B.’s Auto Shop with five undercover officers posing as international drug traffickers.  The first undercover purchase was made on June 24, 2009. Arrests continued through December 2009.

 

MPD’s Major Narcotics Unit and federal authorities seized nearly five kilograms of cocaine, 49 ounces of PCP, 210 grams of crack cocaine, and 2.5 kilograms of heroin. The drugs were purchased and seized by the detectives in the investigation. Additionally 123 firearms, including 25 assault weapons were purchased or seized during the undercover operation.

 

“This is an example of the guns, gangs and drugs that are wreaking havoc on the city,” said Police Chief Cathy L. Lanier. “This is the most successful operation that we’ve done in Washington, DC since the 1970s.”

 

A ring of violent criminals that were involved in carjackings, home invasion robberies, auto theft, drug dealing, and firearms trafficking were arrested as part of this undercover investigation. 

 

“We are honored to be a part of one of the most successful violent crime initiatives in the District in the last 30 years,” said Richard Marianos, the ATF’s Assistant Special Agent In Charge.

 

Firearms purchased during the operation were supplied from Florida, North Carolina, West Virginia, Kentucky, Tennessee, Mississippi, Virginia, and Maryland. Heroin and cocaine originating from Mexico, Guatemala, and Canada was purchased or seized during the investigation.

 

Defendants were arrested from local areas such as Washington DC, Maryland, and as far away as Mexico and Canada.

Anonymous information may also be forwarded to the DC Crime Solvers Unit at 1-866-411-TIPS and to the department’s TEXT TIP LINE by text messaging 50411. The following crimes were reported to the Second District during the past 24 hours.
 
Wednesday, December 16, 2009:
 
*   Assault with a Dangerous Weapon/Knife in the 1900 block of G Street, N.W. (PSA 207). approximately 9:30 pm - The complainants were walking east bound in the block when the suspect started following them and attempted to attack them with a knife.  Witnesses called the police and the suspect was detained and arrested.  The weapon was recovered and none of the complainants were injured.  Closed case.
 
*   Commercial Burglary in the 1600 block of Connecticut Avenue, N.W. (PSA 208), approximately 2:50 am - Unknown suspects pried open the side door of the restaurant and entered the establishment.  Once inside they stole several assorted bottles of alcohol.  The crime was captured on video tape.  The suspects appear to be males; approximately 35-45 years old; 5'7" - 6'0" in height; 190-250 pounds; skin complexion unknown; no clothing description provided.

Dear DC Residents:

 

The DC Department of Public Works has posted two new publications on its Web site – www.dpw.dc.gov.  One publication explains how residents can take advantage of all the recycling opportunities the holiday season offers.  The other publication is for dog and cat guardians and those who are considering getting a pet.  It explains the need for “picking up the pieces” and properly disposing of them.

 

DPW is providing residents with ideas they can use now through March Madness to show their respect for the environment.  There are arts and crafts projects to reuse wrapping paper and cards, unwanted gifts can be re-gifted, and aluminum pans from banquets can be recycled.  I hope everyone makes a commitment to use at least one of these ideas.

 

“Doggy Duties,” explains dog and cat guardians’ responsibilities for picking up their pet’s waste.  We know many families are considering adopting a dog or cat as a gift.  Current and future pet guardians should know they are responsible for collecting the waste and either flushing it or putting it in their own trash can not a neighbor’s can or a public litter can.
