I would like to thank everyone who attended this meeting, especially Eric from WABA and  Jim from DDOT.

 

One of the major factors we discovered in our discussions is a lack of understanding of the laws by all road users and a lack of enforcement.

 

Many aspects of both issues were discussed by the participants. Public service announcement, flyering and ticketing road users, increase of the MPD bicycle patrol officers, increased training for all police organizations (including Capitol and Park Police) and transit agencies and joint DDOT/MPD enforcement campaigns were discussed.


As well, Jim explained the “Complete Streets” imitative, which seems like a program that will help enhance road safety for all road users.

 

I encourage all road users to stay aware of these issues. Some are easily remedied:

-Exercise patience when driving, you are not the only road user.

-Pay attention when walking or cycling, headphones, reading and texting put you at risk not only for a crash, but raise your chances of becoming a target for violent crime. Your alertness is key to your safety at all times.

-Employ defensive driving skills in a motor vehicle and make smart choices when a pedestrian or cyclist.

-When cycling, follow the rules of the road.

I am posting this so folks can be alert and walk safely...

Three times this weekend in the early evening, I have believed that I
was being followed.  Guys positioned on either side of Mass. Ave. NW
(at the park and at 5th and I) start following me as I cross the
street.  They walk closely behind me and a little to the side.  When I
slow, they slow, when I speed up, they speed up and if I take a side
step, they take a side step.  I have gotten rid of them by stepping to
the side and stopping and looking directly at them.  At this point
they stop and start fiddling with their shoe laces.  Guys have been
standing at these corners for hours but don't appear to be drug
dealers (although they may be).  I know we have had an increase in
robberies lately.  Could these guys be checking out potential new
victims?

Not complaining but thought folks should be aware…

The days of illegal parking on the weekends may be completely over.

Last night a police officer ticketed an illegally parked car (it was outside the parking area).  In the past, at least on the weekends, this was perfectly acceptable.

Someone like that came to my door last week and it did seem weird but it didn’t seem like a scam. If so, it was a very well-planned scam. The person wore a uniform saying he was with Washington Gas Associates, or something like that. Sounded like Washington Gas but wasn’t.

 

He wanted both Pepco and Washington Gas bills to see if I could save money. I quizzed him a while about this because it seemed like a possible scam but he said they were a company spun off of Washington Gas to deal with the new deregulation in the energy market and that basically they would offer electrical AND gas service at one monthly rate if we qualified. The reason they were checking is because they didn’t have access to Pepco. I asked him what I myself would look for on my bill to see if I qualified and he wanted to see that the amount of energy I used added up to a certain amount.

 

I told him I would call instead because I didn’t have them with me. He wrote his name and employee number, gave me a well-designed promotional flyer and asked me to phone the number on the flyer. He did not seem nervous by my grilling him or make any clearly idiotic statement, which is the usual routine with door-to-door scams when you really start interrogating.  

 

So it seemed legit, although I didn’t follow up with phoning the company or Washington Gas to research it. Below, you mention Pepco. Are you sure it wasn’t Washington Gas?  Anyway, if was the same as what I’m talking about, they should not have any official information about it because it is Washington Gas’s affiliate that is trying to steal business from Pepco. And they genuinely be offering a money-saving service to some customers but they are also probably hoping to prey on customers who see really high bills now and think they will save money but in the long run, when you average out the high months and low months, the customer will end up paying more in the end. I wouldn’t call that a scam, just a case where the customer ought to be reasonably sophisticated about their own energy needs and the math involved before considering.

 

Is this the same thing?

Parking in illegal parking spaces on Saturdays has never been safe because the parking enforcement people work that day.

 

On Sundays, it has traditionally been safe because no dedicated parking enforcement person works that day. Not that police can’t ticket you on Sunday but that they have better things to worry about as long as you are not blocking a fire hydrant, an alley, or cause some other potentially dangerous situation.

I'm curious if folks have more thoughts to share on this street crime
or the mugging reported last week on the 400 block of G St SE at a
similar time of day.  As you know, CHAW is at the corner of 7th & G
and a number of children are picked up from after school programs
between 6-6:15 every weeknight.  I read the following report with
great concern, for several reasons - first, that intersection is
teeming with pedestrians and cars in the evenings.  How did someone
get mugged right there without anyone noticing or helping?  Second, I
am frequently at that intersection at 6/6:15 struggling to get my
exhausted, cranky children into strollers, onto bikes, etc. to walk
home (to 10th & G SE).  Since last week, I am frought with anxiety in
the evening as misbehaving children can certainly put us at risk for
street crime, if pedestrians in that area are in fact being
targeted.

I've lived on my block for 9 years and I've never felt anxious as a
pedestrian, until now.  I'm looking for some reassurance or
information about what appears to be brazen attacks on people in what
should be a very safe time of day to be out on the street.

Guarding Against Robbery and Assault

Robbery and assault are serious crimes. While money is often the motivation, these incidents are considered crimes of violence because they involve the threat or actual use of physical violence. The basic rules of prevention are to be sensible and to be alert. The following tips will also help reduce the risk of robbery or assault.

Personal Safety Tips on the Street

  • If possible, don't walk alone during late-night hours. Walk in groups whenever you can—there is always safety in numbers.
  • Let a family member or friend know your destination and your estimated time of arrival or return. That way, the police can be notified as quickly as possible if there is a problem.
  • Stay in well-lit areas as much as possible. Avoid alleys, vacant lots, wooded areas, and other short-cuts or secluded areas. They are usually not well-lit or heavily traveled.
  • Walk on the sidewalk whenever possible. Walk close to the curb, avoiding doorways, bushes, and other potential hiding places.
  • If you have to walk in the street, walk facing traffic. A person walking with traffic can be followed, forced into a car, and abducted more easily than a person walking against traffic.
  • Walk confidently, directly, and at a steady pace. Don't stop to talk to strangers.
  • Wear clothing and shoes that give you freedom of movement. And don't burden yourself with too many packages or items.
  • Always be aware of your surroundings. If you are wearing headphones, don't turn up the volume so high that you cannot hear outside noises.
  • Never hitchhike or accept rides from strangers.
  • Report any suspicious activity or person immediately to the Metropolitan Police Department at 3-1-1. Or, if it is an emergency, dial 9-1-1.
  • Avoid carrying large sums of cash, or displaying expensive jewelry in public.

Basic Street Smarts

  • Wherever you are—on the street, in an office building or shopping mall, driving, waiting for a bus or subway—stay alert and tuned in to your surroundings.
  • Send the message that you're calm, confident, and know where you're going.
  • Trust your instincts. If something or someone makes you uneasy, avoid the person or leave.
  • Know the neighborhoods where you live and work.
  • Check out the locations of police and fire stations, public telephones, hospitals, and restaurants, or stores that are open late.

If Someone Tries to Rob You

  • Don't resist. Give up your property—don't give up your life.
  • Report the crime to the police. Try to describe the attacker accurately. Your actions can help prevent others from becoming victims.

Self defense measures are most effective when applied as preventive steps—avoiding the crime in the first place.

These measures include running away, hiding, screaming, and raising an alarm—remember, more people will respond to someone yelling "Fire" than they will to "Help!"”

Safety in Your Vehicle

The crime of “carjacking” – which is stealing a car by force – captures headlines across the country. Statistically speaking, however, your chances of being a victim of carjacking are very slim, and taking preventive measures can reduce that risk even more.

  • If the carjacker threatens you with a gun or other weapon, give up your car. Don’t argue. Your life is definitely worth more than a car.
  • Get away from the area as quickly as possible.
  • Try to remember what the carjacker looked like—sex, race, age, hair and eye color, special features, clothes.
  • Report the crime immediately to the police.

Automated Teller Machine (ATM) Safety Tips

  • Try to use machines you are familiar with, and try to use terminals located in banks rather than independent terminals.
  • Be aware of your surroundings. Look around before conducting a transaction. If you see anyone or anything suspicious, cancel your transaction and go to another ATM.
  • If you must use an ATM after hours, make sure it’s well-lit.
  • Never walk away from an ATM with cash still in hand. If you are going to count your money, do so at the ATM.
  • When making an ATM transaction from your car, be aware of your surroundings. Keep your eyes and ears open, and keep car doors locked.

Preventing Assaults

Assaults are basically fights carried out with or without a weapon at home or in a public space, between strangers, (frequently) among friends, acquaintances, or loved ones.

The most serious assaults are known as "aggravated assaults," "assaults with a deadly weapon," or "assaults with intent to kill."

Less serious offenses are called "simple assaults." In many cases, simple assaults turn into more serious assaults or even homicides, if the initial argument or fight is not scaled back or resolved quickly.

While some assaults are unavoidable, use the following tips to make sure simple arguments do not turn violent or deadly:

  • If you are involved in a heated argument that appears to be turning violent, walk away. If you stay and fight "to prove something," you will only demonstrate poor judgment in almost every instance.
  • Never carry a firearm, knife, or other illegal weapon. A weapon will definitely escalate the situation, and it could ultimately be used to harm innocent people or yourself.
  • Avoid excessive drinking, or if you have been drinking, recognize its impact on your judgment. Alcohol is a contributing factor in many assaults.
  • If you see an assault in progress, dial 9-1-1 immediately to alert the police. Do not jump into the fray, unless it is a last resort to prevent more serious injury.

Yesterday, 1D units arrested a subject for burglary in PSA 102.  He is a career burglar and we suspect he has been involved in numerous other burglaries in PSA 102 and the surrounding area.  Detectives are following up to see how many burglaries he can be linked to.
 
There was also an arrest of a subject who committed 2 robberies yesterday.  The detectives are also trying to determine whether or not he has been involved in any of the other recent robberires in PSA 102 and surrounding areas. 
 
We will continue the increased patrols in the area, but hopefully these arrests will help reduce the robberies and burglaries the area has been plagued with.

Washington, DC - Powerful Beyond Measure (PBM) will close out a great year with its 2nd Annual Holiday Mixer & Silent Auction on Sunday, December 9, 2007 at La Tasca Restaurant in the Chinatown area of Washington, DC.  This event is open to an audience of the organization’s supporters, mentors, Board, partners and friends. On Friday, December 7th members of PSA 102 burglary tact unit arrested an individual after he was observed entering the side window of a church in the 1300 block of I St NE. PSA Lieutenant Barbara Hawkins and her team has deployed extra resources in the area in response to these burglaries. As a result of this arrest, and through briefings with other units within MPD, the Fifth District is also looking at this individual for similar burglaries along PSA 102’s border. Currently they are looking at this suspect for a total of 26 burglaries within PSA 102 and PSA 504.   

 

Additionally, we are looking at 21 additional burglaries within the area of PSA 102, 105 and 106 to be connected with three other subjects who were recently arrested in PSA 102 and PSA 106.  

 

We are encouraged by these recent arrests but are determined to continue deployment in these areas as part of our strategies. Also, with the upcoming holidays you are encouraged to contact your PSA Lieutenant and request burglary prevention tips along with a residential security survey. On Friday, December 7th members of PSA 102 burglary tact unit arrested an individual after he was observed entering the side window of a church in the 1300 block of I St NE. PSA Lieutenant Barbara Hawkins and her team has deployed extra resources in the area in response to these burglaries. As a result of this arrest, and through briefings with other units within MPD, the Fifth District is also looking at this individual for similar burglaries along PSA 102's border. Currently they are looking at this suspect for a total of 26 burglaries within PSA 102 and PSA 504.   

 

Additionally, we are looking at 21 additional burglaries within the area of PSA 102, 105 and 106 to be connected with three other subjects who were recently arrested in PSA 102 and PSA 106.  

 

We are encouraged by these recent arrests but are determined to continue deployment in these areas as part of our strategies. Also, with the upcoming holidays you are encouraged to contact your PSA Lieutenant and request burglary prevention tips along with a residential security survey. If you are unsure who your PSA Lieutenant is or which PSA you reside in please feel free to contact my office and we'll provide you with the appropriate contact information.
