1. Any Ward One Democrat registered by July 9, 2009 is eligible to be a candidate. 2. Any Ward One Democrat registered by July 9, 2009 is eligible to vote. 3. No campaigning will be permitted in the conference room. 4. Names of candidates will be displayed on a large bulletin board. 5. Candidates will be allowed to make a two (2) minute statement. No questions will be taken from the floor. 6. Ward One registered democrats may receive their ballots and cast their votes at any time after candidates have made their statements. 7. Upon proper verification, Ward One Democrats will be given 1 ballot for Treasurer and Corresponding Secretary. 8. Voters may also choose to write-in the name of a non-nominated candidate so long as the individual is a Ward 1 registered democrat. 9. To ensure proper eligibility, voter registration will be verified for all candidates and all individuals seeking to vote. The official DC Board of Elections & Ethics (DCBOEE) voter registry will be used to resolve all challenges to the eligibility of individuals to participate, including challenges to individuals making nominations. If an individual making a nomination is challenged, and that individuals name is not on the voter registry, that nomination will not be accepted. 10. Any individual’s name that does not appear on the Board of Elections and Ethics Registry will be provided a “challenge ballot”. 11. Voting is scheduled to end at 1:00pm (or two hours from the start of voting) and the counting of the ballots will begin immediately in the presence of all attendees. 12. Each nominee will be permitted one representative to monitor the tabulations. The uncertified results will be announced immediately following the completion of the tabulation. 13. There will be a 6-day challenge period, during which time elected officers will serve in full capacity. The challenge period will end on July 16th. All challenges must be sent to the Chairman of the DCDSC/PO&F. 14. If necessary, Special and Challenge ballots will be counted at the DCBOEE on July 17, 2009. 15. If there is no challenge filed by the deadline, the candidate who received the most votes will be declared the winner. 16. In the case of a tie, the Party Organization and Function Committee, Ward One Democrat Chairman, and the candidate(s) and/or his/her representative will meet at the DCBOEE on July 17th to review Special and Challenge Ballots to determine their impact on the election, and/or to break the tie by flipping a coin. 17. In the event of a challenge to the election, the Party Organization and Function Committee will promulgate the rules for its resolution and complete the process within 30 days during which time the elected officers will serve in full capacity. |
