I noticed a significant number of public notices in the local newspaper yesterday for both the Planning Board Aug. 16th and ConCom on Aug. 8th.
Several of these issues are not yet on our agenda.

sent the agenda out before I received these. Since the hearings have not
opened, and we have much else to do - REORGANIZATION! - I am not planning to

I propose a 2nd August meeting on 8/22 and September meetings on 5th &/or
12th &/or 19th (all Wednesdays).

All,

 

At our meeting last night the members present agreed to the Chair’s request that members will participate in subcommittees. The subcommittees are:

          1.       Zoning Bylaw

          2.       Property Rezoning

 

The Zoning Bylaw subcommittee (comprising 4 members: Wendy Guthro, Paul Valleli, Ernie Zabolotny and a future member) will be responsible for researching proposed changes to the Zoning Bylaw and reporting on same to the committee.

 

The Property Rezoning subcommittee (comprising 3 members: Shari Ellis, Gary Mercier, Andrew Olney) will be responsible for researching and reporting proposed zoning changes (for parcels) in town.

 

Additional subcommittees may be established or subcommittees may be expanded to include committee related matters.

 

Committees will establish their schedules and organization.

 

Committee administration remains unchanged.

Hi – Agenda for the next meeting. It’s quite full. I will ask for a motion to adjourn to the planning board meeting at 7:30PM.

 

Although currently scheduled for the TH Annex, once the PB meeting is added to the town calendar – it’s not there yet – I will move the meeting to the Basement meeting room at Town Hall.

In accordance with our reorganization of LUC,
As a member of the sub-com for new By-Laws, I plan to attend the Planning Board Subcommittee meetings with regard to the completion of development of 4 Burlington Woods, a new building for a Marriot Residence Hotel.  I asked Paul Raymond when that sub-committee was meeting and he told me that a date had not yet been set. I assume our four members should attend.

Paul: based on your view that Article 14 as submitted to TM is unenforceable and serves only as a general guideline, I assume, and concur, that your position is that LUC should vote against accepting the article as written and offer your substitute for consideration in Jan.  Any one of your reasons basically is enough to disqualify the offered version as a component of the zoning by law and I agree it should be considered only as a general guideline. I think there may be some areas where the language may be made simpler but the only comment I have right now is that directly below and vertically below is redundant.  Ernie

So as a TMM I am confused. I believe in controlling lighting but should I consider voting AGAINST art. 14 on Mon with the idea that Paul will submit a better one in Jan.?  What is or will be the LUC's recommendation to us? There is no supporting info on #14 in the TMM packet.

Sally, I have found the missing Figs. 1A,B,C and will bring them Monday to the meeting.
 
Shouldn't we also consider the Selectmen's Light Trespass article for the General By-Laws?
The wording was still unchanged from the May Town Meeting submission and I still think it lacks clarity, specifics, or nomenclature.
I believe in doing things right the first time, as much as current knowledge allows.

The weather doesn’t hold much hope for subsiding for our meeting tonight so I’ve decided to postpone until another date. Kristin is unable to make it and more than 1 member expressed reservations about going out in the storm tonight.

 

I would like to reschedule for next week. Options for date and time:

·         Monday, 11/5, 6:30 PM       NOTE: Andrew – Are you available to chair the meeting? I have to be home by 8:30.

·         Wednesday, 11/7, 6:30 PM

Sally, all:
Attached are the photos that I couldn't find for the Land Use meeting on Wed. Nov. 7th.
I would intend to show these at the PB meeting of 11-15-12  and about 6-8 text slides
of the group I showed at the meeting.

All: Paul Raymond tells me that there is an article in the daily local paper that says Burlington that is Gutierrez/ Nordblom has been awarded a grant of $1mm for upgrading the Second Avenue/ south avenue ,Middlesex turnpike intersections. You will recall that Paul and I had some meetings with Nordblom and Gutierrez and Nordblom, and as a result of the feedback we provided at the Land Use meeting and   separate discussions initiated the proposal effort. Although this is only half of what was requested I think that we are allowed to pat ourselves on the back at least once, for helping to get some additional State monies to address our infrastructure needs. 

 

There now may be a new obligation for TM to address. Does it make sense to do only half the planned work on those intersections, or does it make sense for TM to provide some funding to get a more complete improvement job? After you have completed the warm fuzzy feeling after your pat on the back, let me know what you think. We are planning to attend the Transportation planning meeting of MAPC this Wednesday and will again bring up the broad based , long term planning study for Middlesex Turnpike. It would be useful to know your thoughts before Wednesday.

I think TM should talk about throwing more money into this project to do it right the first time
