Hello everyone,

I was as the PLU reunion dinner tonight.

It was held at 8 pm at "15 minutes", a restaurant at LaSalle at McNally Road.

How time flies! It has already been 16 years since PLU was formed, in 1993.

I was half an hour early and didn't know what to do the kill the time before I realised that LaSalle was just a stone's throw from Sim Lim Square. So I went shopping there until 8 pm.

It was mighty interesting to meet PLU founder Joseph Lo again, as well as many early members of Singapore's first gay organisation.

From the information which Joseph and artist Jimmy Ong provided, I have added more information to this article on SgWiki. Most of the information was initially ripped of the PLU website and deletionists at Wikipedia nixed it, so I had to transfer it to SgWiki. However, with more information added now, there seems to be less plagiarism.

If you are privy to any more insider information, kindly contribute more to the article or amend any sentence you feel is inaccurate:

PLU- the early years

Joseph Lo

People Like Us began as a small discussion group in 1993, largely spearheaded by Joseph Lo together with a handful of friends, which included one Caucasian man. They felt that as part of the greater movement towards universal human rights in Singapore, it was timely that LGBT people had a voice in society too. More specifically, oppression of homosexuals stemming primarily from the Penal Code needed to be addressed.

Lo was already actively involved in human rights activism at the time, having close contact with other organisations included later ones which developed, such as SLANG, a queers women's equality group. Most of his interaction with fellow citizens passionate about human rights was social and not political. Many in the arts community, which traditionally was at the forefront in pushing the social boundaries, were involved in the human rights movement and they formed part of Lo's network.

Although Alex Au and Russell Heng are the more well known LGBT activists today, it was Joseph Lo's decision, stemming from his involvement in human rights activism in general, to set up People Like Us which was the seminal event that launched Singapore's gay equality movement.

The first task PLU set itself was to build gay consciousness, and therefore much of its early work was devoted to preparing the ground.

For the next 3 years, to 1996, People Like Us held monthly Sunday forums. A topic would be chosen and a lead speaker found. But the part which participants enjoyed most was always the break-out sessions. Forum attendees would divide themselves into smaller groups to flesh out these issues on a more personal and intimate level. Topics varied widely, and included coming out of the closet, the law, insurance for singles, housing and safe sex. More light-hearted ones like "homosexuals and beauty" were also dealt with.

Attendance numbers increased exponentially. The first few meetings were held mainly in HDB flats which offered by members of the unregistered group PLU. People like Yazid and Alex Au offered their homes for these discussions. Occasionally, they were even held in a cybercafe in Tiong Bahru co-managed by Sylvia Tan, currently the editor of the English section of Fridae.com. Tan, 18 years of age of the time, and some fellow undergraduate entrepreneurs, had started the venture largely sponsored by their parents' cash. Despite the generous offer of these private venues, within a few months, the forums could no longer fit into any of them.

The Substation

To solve the problem of overcrowding, PLU founder Joseph Lo, who held many hats including artist and human rights campaigner, leveraged on his connections with the Singapore arts community to secure The Substation, a well known centre for the performing arts, as a rendezvous for these meetings. The management of The Substation were pleased to be challenged by an innovative and groundbreaking use of their premises and gladly offered space for the forums.

Most Sundays, somewhere between 40 to 80 people turned up. This may seem few today, but was remarkable considering that it was before the Internet age, and its existence was only known by mouth, and the great majority of homosexual Singaporeans were probably too stigmatised to reveal their sexual orientation. Many who came to the forum half-expected to be arrested by the end of each Sunday.

First LGBT support groups

Long-lasting bonds of friendship were formed between the LGBT people who attended these meetings. Some of them were already well known members of the LGBT community, such as artist Jimmy Ong, the first gay Singaporean to come out publicly with his photograph published in a major newspaper. From the forum discussions, it was felt that there was a need for support groups made up of smaller numbers of men and women.

Support groups with creative names such as "Yagga-yagga" were formed and facilitated by PLU members more knowledgeable and well adjusted to their sexual orientation such as Alex Au. Occasional outings were also organised, such as a picnic at St. John's Island and a short boat cruise. This was also the origin of Oogachaga, Singapore's foremost LGBT-supportive counselling organisation, an idea germinated and translated into reality by C. Singam.

First LGBT periodical

Singapore's first LGBT periodical, a newsletter, was also one of the seminal achievements of PLU. It was a labour-intensive operation to type, photocopy, staple, insert into envelopes, lick and paste stamps and post them to all members on their mailing list. Petrus Tan contributed to much of this arduous work.

Hello everyone!

If you are looking for an interesting and entertaining "different" kind of
activity for later this next week, I recommend this ice skating/drama theater
presentation. The event is at the Ridder Ice Arena at the University of MN. An
LYC member and friend of ours is skating as one of the stars in the event. His
name is Tam (Tom) Bui and he is quite an excellent athlete. He has been
training very hard, and he hopes to make the US Figure Skating Team in the
Nationals held in a few months as well. He is looking for the necessary
sponsors now.

Here is the formal info on it below:

The Minnesota Chamber of Commerce is presenting a cultural educational concert
titled BEING BRANDED on Thursday, September 17, and Friday, September 18, 2009,
at the University of Minnesota's Ritter Ice Arena in Minneapolis. One goal of
this event is to "generate awareness around the branding that minorities have
had in their past and to stimulate individuals to move beyond those
stereotypes."

There will be a pre-concert reception at 6 pm, performance at 7:30 pm and
post-concert discussion at 9 pm. For Ticket information, go to:
http://www.minnesotabcc.org/news.html

Quote:
The event's purpose is to inspire the audience to witness and feel something
they have never seen or experienced before: stories and complexities of racial
and cultural identity being told on the ice by national and international
competitive performers of color (Black, Puerto Rican and East Indian). This is a
fusion of modern dance and skating on the ice.

I hope you enjoy if you are able to attend!

I enjoyed this article.  I remember when Lawrence and i went on our first date.  We had dinner and then walked down Niclolette... and he took my hand.  That was a nice nite, holding hands and walking in public.  When we'd walk around Lake Calhoun, we'd also hold hands.  We occasionally got a second glance, and even more rarely someone would make a rude comment.  Most people just took it in stride.  It's a good feeling.

Enjoy, Dar

Gays are being attacked – but we're holding hands, heads held high

By Patrick Strudwick <http://www.guardian.co.uk/profile/patrick-strudwick>

from The Guardian

I came out of the closet when I was 14, but rarely have I held another man's
hand in public. I'm a pragmatist. The feeling of cosy belonging might be
delightful in theory, but as a gay person, it's not that simple – it
necessitates a constant risk assessment of one's surroundings.

Which may explain why my hands are sweating. I'm standing outside The George
and Dragon, a gay pub on east London <http://www.guardian.co.uk/uk/london>'s
Hackney Road, waiting to meet a man who has agreed to walk hand in hand with
me. You might think that these days people would barely notice. But things
have changed. We're in the midst of a new wave of anti-gay hate crimes:
since April there has been a 14% rise nationwide in attacks on gay people.
There were four homophobic murders in London last year; last week Ian
Baynham died a fortnight after being attacked in Trafalgar Square. In summer
mobs of youths besieged gay bars in east London. And, just a few metres from
where I'm standing, a 21-year-old man was left paralysed last year after a
gang stabbed him repeatedly. Gay people are getting scared. *I'm* scared.

The man I'm meeting is Dave Atkins, the mercifully tall and broad founder of
A Day in Hand, an organisation dedicated to encouraging gay people to hold
hands in public. "You have to go out and do it," he booms. "It's the only
way things will change."

He grabs my hand. We pass an elderly woman who stares straight ahead. Next
come a couple in their 30s with two young children. They seem
incomprehensibly absorbed in what their toddler is doing. A man saunters by.
He clocks our clasped hands before looking away. Was that a hostile look?

"Let's go up here," I say, leading Dave into the Boundary estate where those
mobs are rumoured to have come from. We pass a group of youths. They appear
to find their iPhones more compelling than the sight of two interlocked
homosexuals. At Whitechapel market a pair of bargain hunters glance first at
us, down at our hands, and back to the two-for-ones.

Then something shocking happens. We turn into a quiet side street. Dave and
I are engrossed in our conversation. Suddenly I jolt with the realisation
that I have forgotten we are holding hands. "That's the Holy Grail," says
Dave, "being so comfortable you don't even think about it."

We head into the West End and provoke nothing more than a cursory glance.
Our final destination is Trafalgar Square. Last month, Ian Baynham, 62, was
kicked to death here. There's a din coming from somewhere – a man is on the
first ridge of Nelson's column preaching the message of the 'Good Book'.
"Let's climb up next to him!" I cry. The sight of a preacher on Nelson's
column with two gay men holding hands next to him is starting to draw
crowds. A lesbian couple spot us, scramble up and join our silent show of
defiance. "The Lord will save you," says the preacher. He didn't save Ian
Baynham, I think.

"I'm genuinely surprised," I tell Dave afterwards as we say our goodbyes. "I
was expecting at least some nasty comments." "You see?" he replies, beaming.

But I know that today I was lucky; that at night things could have been
different.

Obama Lifts HIV Travel, Immigration Ban

President Barack Obama lifted the HIV Travel and Immigration Ban during a signing ceremony for the Ryan White HIV/AIDS Treatment Extension Act on Friday, as previously reported by The Advocate.

BARACK OBAMA JAZZ HANDS XTHUMB (GETTY) | ADVOCATE.COM

During a signing ceremony for the Ryan White HIV/AIDS Treatment Extension Act, President Barack Obama announced Friday that the federal government would end its ban on travel and immigration to the U.S. by people who are HIV-positive, as first reported by The Advocate.

Obama made the announcement in the Diplomatic Room of the White House, where he told attendees that that policy was instituted 22 years ago "in a decision rooted in fear rather than fact."

"We are one of only a dozen countries that still bar people with HIV from entering our own country," he said. "If we want to be the global leader in HIV, we need to act like it."

The ban, first implemented in 1987 and codified into law by Congress in 1993, prevented non-U.S. citizens who were HIV-positive from traveling or immigrating to the United States unless the Department of Homeland Security granted them a waiver.

Congress passed the policy reversal last summer under the leadership of Sen. John Kerry, then-senator Gordon Smith, and Congresswoman Barbara Lee; President George W. Bush signed it into law, but the administration was unable to finalize the change before his term ended. President Obama thanked the former president for approving the initial steps to repealing the ban.

The new regulation, which is now on display here and will be officially published in the federal register on Monday, eliminates any travel and immigration restrictions that are tied to a person's HIV status. The Department of Health and Human Services put the wheels of change in motion in late June by publishing the proposed regulation to the federal register, which triggered a 45-day public comment period before HHS sent the rule back to the Office of Management and Budget for final approval.

Obama said the new rule would go into effect "just after the new year." Since January 1 is a federal holiday, the rule is expected to officially take effect January 4.

In the intervening months, U.S. Citizenship and Immigration Services has directed its officers to place holds on any decisions regarding green card applications that are based solely on an individual's HIV status pending full implementation of the new rule.

Rachel B. Tiven, executive director of the LGBT lobby group Immigration Equality, welcomed the announcement.

“At long last, people living with HIV will no longer be pointlessly barred from this country,†Tiven said. "Every day, Immigration Equality hears from individuals and families who have been separated because of the ban, with no benefit to the public health. Now those families can be reunited."

Enactment of the Ryan White HIV/AIDS Treatment Extension Act will fund critical HIV/AIDS treatment and some prevention programs through 2013 at about $2.5 billion annually, representing a 5% increase for all sections of the act. The program helps about 500,000 mostly low-income and uninsured people living with AIDS/HIV per year, according to the Government Accountability Office.

"We can't give Ryan White back to Jeanne, back to his mom," Obama said, speaking of Jeanne White-Ginder, who was in attendance. "But what we can do what the legislation that I'm about to sign has done for nearly 20 years is honor the courage that he and his family showed."

The Ryan White CARE Act, named after an Indiana teenager who contracted HIV through a blood transfusion and was diagnosed with AIDS in 1984, was originally passed in 1990 and has since been extended three times.

Full text of the president's remarks follow on the next page:

October 30, 2009

REMARKS BY THE PRESIDENT
AT SIGNING OF THE RYAN WHITE HIV/AIDS
TREATMENT EXTENSION ACT OF 2009

Diplomatic Reception Room

11:58 A.M. EDT

THE PRESIDENT: Good morning, everybody.

AUDIENCE: Good morning.

THE PRESIDENT: We often speak about AIDS as if it's going on somewhere else. And for good reason -- this is a virus that has touched lives and decimated communities around the world, particularly in Africa. But often overlooked is the fact that we face a serious HIV/AIDS epidemic of our own -- right here in Washington, D.C., and right here in the United States of America. And today, we are taking two important steps forward in the fight that we face here at home.

It has been nearly three decades since this virus first became known. But for years, we refused to recognize it for what it was. It was coined a "gay disease." Those who had it were viewed with suspicion. There was a sense among some that people afflicted by AIDS somehow deserved their fate and that it was acceptable for our nation to look the other way.

A number of events and advances over the years have broadened our understanding of this cruel illness. One of them came in 1984, when a 13-year-old boy from central Indiana contracted HIV/AIDS from a transfusion. Doctors assured people that Ryan White posed no risk to his classmates or his community. But ignorance was still widespread. People didn't yet understand or believe that the virus couldn't be spread by casual contact. Parents protested Ryan's attendance in class. Some even pulled their kids out of school. Things got so bad that the White family had to ultimately move to another town.

It would have been easy for Ryan and his family to stay quiet and to fight the illness in private. But what Ryan showed was the same courage and strength that so many HIV-positive activists have shown over the years and shown around -- show around the world today. And because he did, we didn't just become more informed about HIV/AIDS, we began to take action to fight it.

In 1990, the year Ryan passed away, two great friends and unlikely political allies, Ted Kennedy and Orrin Hatch, came together and introduced the Comprehensive AIDS Resources Emergency Act -- the CARE Act -- which was later named after Ryan.

In a few minutes, I'm going to sign the fourth reauthorization of the Ryan White CARE Act. Now, in the past, policy differences have made reauthorizations of this program divisive and controversial. But that didn't happen this year. And for that, the members of Congress that are here today deserve extraordinary credit for passing this bill in the bipartisan manner that it deserves: Tom Harkin and Mike Enzi in the Senate, we are grateful to you for your extraordinary work; Speaker Pelosi, who's always leading the charge on so many issues; Frank Pallone, Jr., Joe Barton, Barbara Lee and Donna Christensen in the House, thank you for your extraordinary work -- oh don't worry, I'm getting to Henry. (Laughter.) Nancy is always looking out for members, but we've got a special section for Henry.

And Chairman Henry Waxman, who began holding hearings on AIDS in 1982, before there was even a name for AIDS, was leading here in Washington to make sure that this got the informed attention that it deserved and who led the House in passing the original Ryan White legislation in 1990.

I also want to acknowledge the HIV community for crafting a consensus document that did so much to help move this process forward. Some of the advocates so important to this legislation are with us here today: Ernest Hopkins from Cities Advocating for Emergency AIDS Relief; Frank Oldham, Jr., President and CEO of the National Association of People with AIDS; and Julie Scofield, Executive Director of the National Alliance of State and Territorial AIDS Directors.

And I'm especially honored that Ryan's mother, Jeanne White-Ginder, is here today. For 25 years, Jeanne had an immeasurable impact in helping ramp up America's response to this epidemic. While we lost Ryan at too young an age, Jeanne's efforts have extended the lives and saved the lives of so many others. We are so appreciative to you. Thank you. (Applause.)

You know, over the past 19 years this legislation has evolved from an emergency response into a comprehensive national program for the care and support of Americans living with HIV/AIDS. It helps communities that are most severely affected by this epidemic and often least served by our health care system, including minority communities, the LGBT community, rural communities, and the homeless. It's often the only option for the uninsured and the underinsured. And it provides life-saving medical services to more than half a million Americans every year, in every corner of the country.

It's helped us to open a critical front on the ongoing battle against HIV/AIDS. But let me be clear: This is a battle that's far from over, and it's a battle that all of us need to do our part to join. AIDS may no longer be the leading killer of Americans ages 25 to 44, as it once was. But there are still 1.1 million people living with HIV/AIDS in the United States, and more than 56,000 new infections occur every single year.

Some communities still experience unacceptably high rates of infection. Gay men make up 2 or 3 percent of the population, but more than half of all new cases. African Americans make up roughly half of all new cases. Nearly half of all new cases now occur in the South. And a staggering 7 percent of Washington, D.C.'s residents between the ages of 40 and 49 live with HIV/AIDS -- and the epidemic here isn't as severe as it is in several other U.S. cities.

So tackling this epidemic will take far more aggressive approaches than we've seen in the past -- not only from our federal government, but also state and local governments, from local community organizations, and from places of worship.

But it will also take an effort to end the stigma that has stopped people from getting tested; that has stopped people from facing their own illness; and that has sped the spread of this disease for far too long. A couple of years ago Michelle and I were in Africa and we tried to combat the stigma when we were in Kenya by taking a public HIV/AIDS test. And I'm proud to announce today we're about to take another step towards ending that stigma.

Twenty-two years ago, in a decision rooted in fear rather than fact, the United States instituted a travel ban on entry into the country for people living with HIV/AIDS. Now, we talk about reducing the stigma of this disease -- yet we've treated a visitor living with it as a threat. We lead the world when it comes to helping stem the AIDS pandemic -- yet we are one of only a dozen countries that still bar people from HIV from entering our own country.

If we want to be the global leader in combating HIV/AIDS, we need to act like it. And that's why, on Monday my administration will publish a final rule that eliminates the travel ban effective just after the New Year. Congress and President Bush began this process last year, and they ought to be commended for it. We are finishing the job. It's a step that will encourage people to get tested and get treatment, it's a step that will keep families together, and it's a step that will save lives. (Applause.)

We are continuing the work of crafting a coordinated, measurable national HIV/AIDS strategy to stem and suppress this epidemic. I'm pleased to report that the Office of National AIDS Policy, led by Jeffrey Crowley, has already held eight in a series of 14 community discussions in cities across the country. They've brought together faith-based organizations and businesses, schools and research institutions, people living with HIV and concerned citizens, gathering ideas on how to target a national response that effectively reduces HIV infections, improves access to treatment, and eliminates health disparities. And we are encouraged by the energy, the enthusiasm, and great ideas that we've collected so far.

We can't give Ryan White back to Jeanne, back to his mom. But what we can do -- what the legislation that I'm about to sign has done for nearly 20 years -- is honor the courage that he and his family showed. What we can do is to take more action and educate more people. What we can do is keep fighting each and every day until we eliminate this disease from the face of the Earth.

So with that, let me sign this bill. (Applause.)

20,000 march in Taipei for gay rights

TAIPEI: More than 20,000 people marched in Taipei on Saturday to demand equal rights for gays and the legalisation of homosexual marriage.

The gay pride march, which began with only 500 participants in 2003, drew more than 20,000 homosexuals and supporters, including gay rights activists from China, Japan and Malaysia.

Participants in the march came from nearly 100 gay rights groups and social groups, including the Taiwan branch of Amnesty International and Taiwan Green Party.

Led by a giant rainbow flag, symbol of the gay rights movement, the procession moved from the square in front of the presidential office building to downtown Taipei, before returning to the same square for a concert.

Professor Ho Chuen-juei said the parade is to raise the voice of the gay, lesbian and transgender community, to fight prejudice and discrimination.

Taiwan's gay rights movement has achieved a lot over the years, but much needs to be done, because in recent months there have been some cases of suppression on homosexuals, she wrote in an open letter on the internet.

Among Asian countries, Taiwan is one of the most open societies regarding tolerance of homosexuality.

In 2003, when the current President Ma Ying-jeou was Taipei mayor, the Taipei City government began to subsidise the annual Gay Carnival, but the funding has dwindled over the years.

Organiser of Saturday's march urged Ma, who became president in 2008, to honour his campaign promise to promote equal rights for homosexuals.

Subject: Comelec says gay party 'immoral'

MANILA - The Commission on Elections (Comelec) on Wednesday rejected Ang Ladlad for party-list accreditation on the grounds that the party advocates "sexual immorality" and "immoral doctrines."

Ang Ladlad is an organization of gays, lesbians, bisexuals and transgenders (LGBT).

In a ruling dated November 11, the Comelec said that although the party presented proper documents and evidence for their accreditation, their petition is "dismissable on moral grounds."

Page 5 of the ruling states that Ang Ladlad's definition of the LGBT sector as a marginalized sector who are disadvantaged because of their sexual orientation "makes it crystal clear that the petitioner tolerates immorality which offends religious beliefs."

The document quotes passages from both the Bible and the Koran (taken from internet site www.bible.org) that describe homosexuality as "unseemly" or "transgressive. "

The Comelec goes on to state that accrediting Ang Ladlad would pose risks for Filipino youth.

"Should this Commission grant the petition, we will be exposing our youth to an environment that does not conform to the teachings of our faith," the ruling stated.

'Gays are threats to youth'

This statement is followed by a quote by preacher Lehman Strauss published in a website saying "older practicing homosexuals are a threat to the youth."

The Comelec said it is "not condemning" the LGBT community but "cannot compromise the well-being of a great number of people."

The document was signed by Commissioners Nicodemo Ferrer, Lucenito Tagle, and Elias Yusoph.

Ang Ladlad also applied for party-list accreditation in 2007, but was denied this due to the lack of regional membership in the Philippines.

'Painfully obsolete ideas'
Danton Remoto, National Chairperson of "Ang Ladlad" that pushes for LGBT rights. He also plans to run for Senator in 2010. Photo by Ralph Camus.

Danton Remoto, President of Ang Ladlad, told abs-cbnNEWS. com/Newsbreak in a phone interview that they will contest the Comelec ruling before the Supreme Court.

"This is a decision of painfully old men with painfully obsolete ideas on homosexuality. We are in the 21st century already, we are fighting for human rights. They do not know what they are talking about," he said.

Remoto, who taught literature at the Jesuit-run Ateneo de Manila University for over 20 years, criticized the Comelec's allegation that older homosexuals are threats to the youth.

"How would I have stayed in the country's premier exclusive Catholic school (Ateneo) if I were a threat to the youth?" he stated as an example.

He also took issue against the Comelec ruling's frequent citation of internet-sourced reports, saying that a legal document should at least use primary sourcing. Remoto said this spoke of "intellectual bankruptcy" among Comelec officials.

Remoto said that the Comelec ruling is offensive to the LGBT community and an insult to their human rights.

Comelec spokesman James Jimenez, however, said he does not consider the Comelec's dismissal of Ang Ladlad's petition for party-list accrediation as a human rights issue.

"They might bring it up because they might feel offended of being called immoral. In that case, it's their right to bring whatever action is deemed necessary," he told abs-cbnNEWS. com/Newsbreak in a phone interview.

He added that the right to be voted for is not absolute and is subject to reasonable regulation.

Immoral institution?

Remoto also questioned the Comelec's decision to deny the party's accreditation based on moral and religious reasons since the Constitution provides for separation between the Church and State.

"Since when did the Comelec become a moral arbiter? The Comelec is a state institution, [it is] not the Catholic Bishops Conference of the Philippines, " he said.

"The Comelec has no right to make decisions on morality because it is not a moral or religious institution. It is a political institution, and hence, should confine itself to politics," Remoto added.

Jimenez said it is standard for the Comelec to consider what each party-list stands for before accrediting them.

He cited the case of the Samahang Magdalo, a reformist group led by detained mutineers, who were denied party-list accreditation on the grounds that they "advocated violence."

The Ang Ladlad is requesting help from the Ateneo Human Rights Center in filing a motion for reconsideration before the Comelec, before raising the issue to the Supreme Court, where Remoto believes the party may have "some hope."

All is not lost for Remoto and his crusade for LGBT rights, however, since he announced plans to run for Senator in 2010 "under a big political party." He will make a formal announcement in 2 weeks.

Should the Comelec approve his candidacy, he will be the first openly gay senatorial candidate in recent history.

Report by Kristine Servando, abs-cbnNEWS.com/Newsbreak.
