Dear City Planning Commissioners:





I am writing to request that the Commission vote to support the
4th Draft Ordinance, taking into consideration the recommendations of
the City Attorney's Report #R09-0360, dated October 20, 2009, and the
neighborhood councils' community impact statements.






Our family and our neighbors in the Larchmont Village area need
and want greater regulation of the medical marijuana collectives. While we're
concerned about preserving the right of residents who are truly medically needy
to access and benefit from marijuana to help them utilize their
treatments for glaucoma, cancer, AIDS and HIV-related conditions, we're
also concerned about the proliferation of the "collectives" and their
proximity to schools, day care centers, rehab facilities, and religious
institutions. We are in favor of the 1000 ft. restrictions from such
facilities as well as restricting the MMC's proximity to each other. We would
appreciate greater restriction of their operating hours.







Thank you for considering our concerns when you hear this matter on Monday,
November 16, 2009 at the joint hearing of the Planning and Land Use Committee
and Public Safety Committee.

I know this is a problem citywide, but have recently noticed a marked increase
in streetlamp outages in the neighborhood... as I understand it, thieves open
the access panels and steal the copper wire for a few bucks, leaving entire
blocks in the dark. Its not only inconvenient, its got to be a factor in
increased car break-ins and other potential safety concerns.

Does anyone know if Tom Labonge's office has this on their radar? Any way we can
push to get repairs done more quickly (or at all?) I've reported specific
instances and have not seen a single light repaired even after months.

Any thoughts appreciated, thanks.

This crime alert is especially important in light of the fact that the street
lights/lamps are out all along Irving Blvd. from Beverly to Melrose and over
many blocks of Clinton St., from at least Bronson to quite a few blocks west.
(These light outages have been reported to Nikki Ezhari of Councilperson Tom
LaBonge's office and she has filed an urgent request to fix these
lights....Thanks to Joel Delman of Irving Blvd. for vigilance re the lights.)

Just a few minutes ago I was walking home on Larchmont between Clinton and
Rosewood when I heard a scream and saw two guys running towards a waiting white
4 door Nissan headed north on Larchmont and when I tried to take a photo of
their license they started driving towards me.  I didn't get the full license
number but it started with Q or P.

The guy, who left without giving his name, said that he was walking south on
Larchmont on the east side and two young guys, an Anglo with a hooded sweatshirt
and a Latino charged him and demanded his money and when he resisted they pulled
a knife.  He started screaming and they ran off with just his cell phone. 
Fortunately he wasn't injured.

Senior Lead Officers Dave Cordova and Joe Pelaya are also cc'd on this note.

Be safe, be aware!  I'm certainly not going to be using my cell while walking
which I do all so often.

I phoned 311 and was told that just today, they investigated the outage to
discover that it is due to a blown out power controller. They reported it to DWP
for repair as apparently that comes under DWP's jurisdiction. They have no idea
when lights would be back on.

Oddly enough, I called back to get more info for this post about who to call at
DWP and the 2nd operator said there was nothing in the computer to indicate that
there even was an outage! So she took a report ... unbelievable.

For the safety of the neighborhood, please make a call to 311 and report the
outage on your streets.

Due to the typical uptick in crime this time of year please leave your porch
lights on, cars locked or behind gates. Keep an eye out for any unusual
activity, be aware of your surroundings and report anything unusual to our LAPD

There was a break in/robbery at the corner of Norton and Elmwood this afternoon.
They went in through a side window and in a matter of minutes ransacked the
house.  The neighbor heard the breaking glass and called 911 - an LAPD
helicopter arrived immediately, followed by by several LAPD units. 
Unfortunately the suspects got away.  Please keep your eyes and ears open.  Tis
the season...and this poor household lost all of the gifts they'd carefully
chosen for their family.

I received a phone call from a community member who lives on the 100 N. Irving.
She informed me that at man (Male White, Mid 20s, Blk Hair, Unk eye color, 6'00,
200 lbs) identifying himself as "Casey Harmon" was soliciting money from
residents in Windsor Square. He was able to talk himself into her home and talk
her into writing him a check for $240 to raise money for his baseball team's
trip to Hawaii. He also stated he was representing "NIKE."
Please use caution when some one comes to you door soliciting money or other
services. This type of activity is known to lead up to robberies and burglaries.

Sometime early last week my mail was stolen from my mailbox on the front door. I
am missing credit card statements and a priority package containing a
professional photo of my family, among other things. My neighbor mentioned he
has been waiting for a package that hasn't arrived - so likely his was stolen as
well.

A few years ago our mail was stolen and the thief used those blank checks that
come in credit card statements to charge up a storm in retail purchases. I
immediately contacted all of my credit cards to discontinue sending those
checks.

Dear Sara and note to all neighbors, on Gower and everywhere:

The neighbors on the 600 N. block of Gower are swinging into action for a real
Block Watch, a small network on their block w/ a direct link to the LAPD Senior
Lead Officer (Joe Pelayo on the east side of Gower, Dave Cordova of Wilshire
Div. on the west side of Gower) and given the recent 2 break-ins on the 500 N.
block of Gower this past week and the December break in on the 600 block, plus
the surveilling/snooping through mailboxes and casing houses, may I recommend
that every block organize a tight neighborhood watch?
Our larger neighborhood group is fine and important but serves a more global
neighborhood purpose.

Please know that the Senior Lead Officers are happy to attend a small organizing
meeting at anyone's home, any time, with whomever you can gather together.

I live on N Norton. The mail was stolen from mailboxes on N Norton (not Gower).
I seem to have forgotten where I live. Sorry for the mistake.

I will be sure to file a police report and report the incident to the Post

Yesterday morning - while strolling with our daughter - our nanny was hit in the
shoulder by a white guy on Beverly near the Noah's bagels. The man then yelled
at her and the nanny she was with "I'm going to call immigration" over and over.
She wasn't hurt but it was very scary.  She called 911 on her cell after the man
went into Noah's, waited for a while but the children were restless, the man was
nearby.. so she left and doesn't know if any police ever showed up.  I've
emailed senior lead from Olympic Station Joseph Pelayo about the incident.
