CONGRATULATIONS !!  Cristina Villasenor, President of Westminster
(Calif) LULAC Council #3017 was selected as LULAC National "WOMAN OF
THE YEAR" at the 71st annual National Convention in Washington, D.C.

Don't know the details yet, but a LULAC'er from Silver City, New
Mexico was named the "MAN OF THE YEAR" and the "COUNCIL OF THE YEAR"
hails from somewhere in Indiana.

Richard Fimbres (Tucscon, Arizona), National VP for the Far West, is
pushing for some additions and changes to the bills currently in
Congress on the subject matter of New Amnesty, and the acts of
intolerance at the international boundaries of USA-Mexico.

Delegates from California have been busy (in addition to convention
duties) doing the tours around the nation's capitol...State Deputy
Director for Young Adults, Manny Marroquin has had some run-ins with
Associate Supreme Court Justice Clarence Thomas, US Senators Ted
Kennedy, Strom Thurmond and Patrick Moynihan.

Lupe Gutierrez, Anaheim LULAC Council #2848 has some memorable photos
taken with Vice President Al Gore. State Deputy Director for Women
Rose Jurado has been keeping busy lining up all the women together
for election votes (Saturday).

A California Caucus (mtg) was called for right after the Presidential
Banquet (during the dance - this always happens), by State Director-
elect Mickie Luna (San Benito County Council #2890). Mickie will be
sworn into office on Saturday at conclusion of convention.

   We need a high school on Fairview near West Harvard! Please tell

I suggest that this is a "support the effort" project that we should
adopt, and that we should be in the forefront, along with other
community leaders. Please provide your feedback.

I attended the two meetings held by SAUSD regarding the proposed
fundamental high school to be built at Fairview & West Harvard south
of Centennial Park-proper. These are the highlights:

- John Palacio, Board President gave presentation on the issues -
SAUSD is the 6th largest school district in Calif. The average for
state is having 1,660 students on 45 acres of land; SAUSD has 3,200
students on 25 acres of land....which is double of state average!

The city of Santa Ana has the youngest population of any city in the
United States - nearly 60,000 utilizing 52 schools. The following
gives you a better idea of the overcrowding....San Francisco has
63,800 students in 115 schools, Sacramento has 52,000 with close to
100 schools.

The number of students taking classes in portable units is
25,000....that number is larger than Irvine School District, and
twice as large than Tustin. The 25,000 SAUSD students using portables
can make it the "41st" largest district in the state.

SAUSD Superintendent Al Mijares explained that in the early '80's the
School Board made the decision to lease about 13 acres (99 years for
$1 a year) to the Orange County Discovery Museum. SAUSD OWNS 20 ACRES
IN THAT SPECIFIC AREA. They propose to regain use of at least 2
acres from the Museum (final could be 1 - 1.5 acres) and develop that
portion of Centennial Park that has not been developed at all (plain
dirt land) by the City. It makes sense for SAUSD to use the land it
owns to build a school + ballfields, theater-arts facility, etc
(explained in earlier communication). there is opportunity for joint-
use by community & college of amenities.

The community needs to step up and let the City of Santa Ana (Mayor &
City Council), know that SAUSD needs a portion of the park to help
solve the problem of school overcrowding. To date, the City has not
stepped forward as a willing partner in this major undertaking.

Presentations were also given by the planners & architects involved
in the project. At both meetings all questions from the audience were
answered.

                             FACT SHEET

* SAUSD is 6th largest district in California and the largest in OC.

* SAUSD is one of the most impacted school districts in the state.
Second only to San Francisco in population density, SAUSD has less
than half the classrooms compared to similar population of students
in the San Francisco district.

* In 1990, 71% of SAUSD voters approved Measure C, to tax themselves
to raise the money to reverse the overcrowding situation.

* This bond is $145 million, with $185 million matching funds from
the state for a total of $330 million.

* SAUSD has an enrollment approaching 59,000 students - 92% Latino,
2.6% White, and 5.4% Asian.

* District enrollment has grown more than 23% in the past 10 years,
is projected to continue growing over the next 10 years.

* Currently, SAUSD's 4 high schools serve 12,000 students. By 2007,
that number is expected to grow to 16,000 high school students.

* The Discovery Museum of OC occupies 12.97 acres of land at Fairview
& West Harvard St. 1.55 acres are needed for the new high school.

                DATA SHEET - SAUSD HIGH SCHOOL NO. 5

- The proposed high school has been identified by the SAUSD as a
Science/Technology Fundamental School.

- The high school site will provide a central courtyard, surrounded
by 14 classroom buildings. These include 4 science buildings, an arts
center with visual and interpretive arts, a small amphitheater, a
pair of two-story classroom buildings, a student center, cafeteria
and a lunch area and administrative offices.

- In addition, the high school will have a separate library, gym, and
performing arts center, football/track/soccer/fields, softball and
baseball fields, tennis and basketball areas and an outdoor swimming
pool. Existing open space between the school site and Fairview Rd.
will remain a nature center park with a pond. Neighbors will be able
to use the athletic facilities and the community college will have a
joint-use arrangement to use the facilities for their evening classes.

- With an enrollment of up to 2,500 students, the facility will
accommodate up to one-half of the district's projected fundamental
high school students.

- The school will provide state-of-the-art educational opportunities
for its students.

- It will complete an undeveloped portion of Centennial Park.

- It will create educational program cooperative opportunities with
the Discovery Museum of OC and the Rancho Santiago College District.

- Open views into the park site are preserved from Fairview street.

- Only 2.5 acres from the existing 13 acre Discovery Museum site are
required to create the high school complex.

- The Discovery Museum Center habitat is protected.

- Since the District owns the property where the complex is to be
located, major site acquisition costs are avoided.

- The District has estimated that major portions of the projected
development costs could be funded by the state school facility
construction program.

I received the following information:

1) Position: National Vice President for Women - Current officeholder
Ana Estrada, Tucson, Arizona is being challenged by Rosa Rosales, San
Antonio, Texas. Rosales earlier had made two tries for National
President - very involved in local union.

2) National Vice President for Young Adults: Maria Pizana of East
Chicago, Indiana may be challenged by Hector Flores, Dallas, Texas
(presently the National VP for Southwest). Flores has served 4 years -
termed out. Age may be a factor in this race.

3) National VP For Southwest: Frank Ortiz, Houston, Texas and
currently Chief of Staff for National President Rick Dovalina is
seeking this position.  Many of you met Ortiz at the State Convention
in San Jose, CA. Also seeking this position is Fermin Dorado, El
Paso, Texas, immediate past president of LULAC Council #132 in El
Paso.

The meal events have all been sold out - standing room only. If you
didn't get their "on time or early" you probably didn't get served a
plate. Observations passed on to us, is that there is plenty of new
people getting involved  at the national level. Most of the
convention delegates start arriving today in Washington DC. I under-
stand that the Mexican Ambassador's reception at the Mexican Cultural
Institute was jam-packed and the orchestra was classy. The workshops,
seminars were top-of-the-line sessions, very engaging & informative.
Somehow Congressman Xavier Becerra (California) was not speaker for
luncheon - this duty was taken up by U.S. Hispanic Chamber of
Commerce person.

About 250 people from both the United States and Mexico met with
Francisco Labastida, the PRI candidate for President on Monday, June
19 in Tijuana, Baja California.

I attended the meeting on behalf of California LULAC, some of the
others attending included Bert Corona, founder of Hermandad Mexicana
Nacional; Fernando Chavez, the son of Cesar Chavez; Victor Hernandez,
Lubbock, Texas & President of Hispanic Electd Officials (National
League of Cities), and Texas State Senator Martin Gallegos.

Francisco Labastida, 57, is a former Interior Minister during
President Zedillo's administration, past Ambassador to Portugal, past
Governor for the state of Sinaloa, previously he has held a Cabinet
ministry position three times.

He was born (August 2, 1942)in Sinaloa, and raised in Jalisco;  his
great-grandfather was a signer of the Mexican Constitution. His wife
was him throughout the evening's program, she is Maria Teresa Uriarte
("Tere"), a leading authority on pre-Columbian history - they have
five adult children.

After dinner, the meeting was held in a conference room of the
National Chamber of Commerce. I was struck by the patient attitude he
maintained; it didn't seem like he was rushed, or wanting to leave
quickly. I was more amazed at the lack of security persons for his
safety and protection. His personal patience was amazing! Before he
spoke, he recognized his wife, and then asked her to say a few words.
We had previously seen a video, focusing on the mujeres of Mexico -
those involved in his campaign, and his proposed agenda for Mexico.

An interesting aspect of the meeting....(in the past I attended two
meetings with President Salinas, and met President Zedillo when he
was the Secretary of Education....in all their speeches, they have
recognized the "great migration of Mexicans to the north" and have
emphasized they are working for a better Mexico, stressing that
Mexicans should return to Mexico as the economy gets better. The
selected program speakers (Corona, Gallegos, & Chavez)all noted that
the population of Mexicanos in the USA is growing and the Census 2000
will show dramatic gains of Mexicanos in the USA.

Talking points that were covered included the better conditions for
the campesinos, the issue of companies, such as Western Union that
have hidden fees tacked on to money transfers to Mexico, higher
education opportunities for non-citizens in the US, and the
improvements in the Paisano program.

At the conclusion of the meeting, Labastida, his wife Tere were
practically "squeezed to near-death" by the crushing crowd - all
wanting a photo and autograph....I got both. Plus, I told him not to
forget to invite me to his inauguration as President.

Labastida obliged just about everyone, those that stayed till the end.
When he jumped into the bus waiting for him, the crowd had thinned to

said he wanted to just shake his hand, I advised one of the staffers,
he directed the person towards the door of the bus, where he waited
until Labastida got there...and was thrilled when he met the
candidate.

It's my feeling that Labastida will win the presidential elections on
July 2nd. And Mexico ... WILL BE A BETTER MEXICO, because of
President Labastida.

On Wednesday, we should start getting reports from the LULAC National
Convention from some of the LULAC Delegates. We'll pass these on to
you.

Texas Governor George Bush, presidential candidate, was the featured
speaker at today's noon luncheon. The following are excerpts from LA
Times, OC Register, La Opinion.

OC Register: "Bush tells Hispanics he would split INS" - ...into
parts 1)welcoming one for "legitimate immigrants"..... and a tough
one for "border enforcement." He also would allow relatives of
permanent residents to visit the US, while their papers are being
processed.

Of course, like the other candidate, he did sprinkle some Spanish
phrases in his 20-minute speech.

Rene Garcia (a GOP), Philadelphia, liked what GB said....on
education, immigration reform & family, and that he respects Hispanic
people. Teri Martinez (a Dem), Tucson, said "he's talking off the top
of his head," all rhetoric, extremely ambiguous. Oscar Avila (a GOP),
Florida said he made up his mind long time before...for GB, he also
liked his dad, GB Sr.

Bush said  he'd end policy that bars spouses & minors of legal
permanent residents from entering USA, while their papers are
processing.

LA Times (didn't have any quotes from any delegates): "Bush Says INS
Should Be Split in Two" - Bush also called for doing away "present
policies he called barriers to family reunification." GB said "Family
values don't stop at the border. Family values do not stop at the Rio
Grande."

GB spoke without any prepared notes/text & didn't give details on his
proposals, he'll let Congress & the next President battle it out next
year+. LA Times offered  response comments from a Gore campaign
staffer. GB is touring the East Coast to showcase himself w/ ethnic
groups there.

He again endorsed NAFTA, and said solution to illegal immigration is
to foster growth in Latin American economy. He also stressed that we
shouldn't continue "low expectations" from today's students."

La Opinion: "Bush quiere dividir el INS" - Bush said that he would
have 2 agencies - one in charge of services, the other for law
enforcement. "les pido su voto" he said, noting, if you don't ask for
it, you wouldn't get it... "Juntos podemos."

LO noted when he said that family values runneth over that border,
that he didn't speak of the inhumane conditions in the border
colonias, where thousand of Mexicans & Mexican Americans live.

Mario Gallegos Jr., Texas State Senator & President of Latino State
Senators group remembered that in 1997, Bush vetoed a multi-million
dollar plan to assist 340,000 Hispanic families that live in these
colonias. Nor did GB talk about the confirmation hold-up of Mexican
American Judge Enrique Moreno for the 5th District Court of Appeals -
his appointment opposed by the two Republican US Senators from Texas.
Some delegates were wearing lapel buttons - "Por que no el mejor para
el Quinto Circuito?"

GB also stated his opposition to the 'English-Only" movement; and
that a stong Mexico is good for the USA, "si decimos que son nuestros
amigos, deseamos verlos fuertes."

The League of United Latin American Citizens Youth Organization lends
its support to the school district superintendents of Orange County
in its efforts to have the federal government keep to its promises of
1975 to provide the equitable funding level for special-education
programs.

At it's California State Convention (May 19-21, 2000)in San Jose;
LULAC unanimously adopted a resolution for "School Special-Education
Financial Debt Relief," (2nd page of this press release). The
resolution should be adopted by LULAC delegates attending the LULAC
National Convention in Washington, DC (June 25- July 1, 2000).

Zeke Hernandez, California LULAC State Deputy Director for Youth
stated, "We feel that the federal government should continue its
definite commitment to ensure the continued quality education for
special-needs students in the state."

A request for state legislators support has been transmitted to State
Assembly Speaker Robert Hertzberg, Senate Majority Leader John
Burton, and State Senator Richard Polanco (Latino Caucus Chairman).

          (1) Exempt from all National, State, District, and Council
              dues.

          (2) Entitled to all rights and privileges of active members.

          (3) Placed on the rolls of their home council and their

              gate strength to conventions.

On Friday, June 23, 2000 the United States Senate approved a measure
to rename the Santa Ana regional post office facility, located at
3101 West Sunflower Ave., Santa Ana, for the late Hector G. Godinez,
past LULAC National President.

Godinez served 48 years in the Postal Service, he was named
Postmaster in 1960 by President John F. Kennedy. He was the first
Latino postal worker named as a United States Postmaster.

During World War II, he was a tank commander under General George
Patton and earned a Bronze Star for bravery at the Battle of the
Bulge in Germany.

The measure by California Senator Dianne Feinstein will now be
submitted to the U.S. House of Representatives for their approval.

I write to request your immediate assistance on an urgent matter that
can result in enormous benefit to the many children with disabilities
who live and receive a public education in the state of California.

In 1075, Congress passed an act establishing a federal-state
partnership to help educate the many disabled children in the United
States. IDEA (Individuals with Disabilities Education Act) promised
matching 40 cents for every 60 cents expended by the states to meet
the following provisions specified by federal law regarding the
public education of children with disabilities:

(1) all children with disabilities must be provided a free and
appropriate public education;

(2) each child's education must be determined on an individual basis
and designed to meet his or her unique needs in the least restrictive
environment;

(3) the rights of children and their families must be ensured and
protected through procedural safeguards.

Unfortunately, Congress has consistently failed to finance its end of
the bargain and, additionally, its well-intended criteria have
resulted in a wide, expensive range of services which must be
provided at the local level due to these very unfunded mandates:

* Special transportation needs for children in wheelchairs, including
adult companions required for students who need continual assistance
(this requires the chartering of special buses, which charge for the
transportation of both the student and the assisting adult, for which
there is no state or federal reimbursement).

* Children who cannot be educated in a public facility because they
reside in an assisted living facility; when such homes open within
any school district after the October filing period for district
reimbursement, said district must absorb the costs for educating the
children in that home for the period of one year before becoming
eligible for reimbursement.

* Children with similarly disabilities who do not live in an assisted
living center, but who live with their families; a home teacher must
be provided for such students at an additional expense to the
district.

* Ensuring that the rights of children and their families must be
ensured and protected through procedural safeguards translates into a
labyrinth of required assistance from health care professionals,
occupational counselors, pyschological/mental health practitioners,
et al.

Meeting the myriad needs of students with special needs is proble-
mmatic even when their families possess health insurance and can
provide early intervention and treatment for any emerging special
needs. However, children with disabilities are increasingly being
born into low-income families lacking health insurance. Many of these
children's disabilities can be directly traced to various enviro-
nmental factors, including substance use and abuse by their parents,
including tobacco, alcohol and illicit drugs.

The California Legislature on August 16, 1999 passed an Assembly
resolution demanding that Congreee keep its promise and provide the
full 40% federal share of funding for special-education, which is
estimated to approach $1 billion annually in California alone. For
Orange County schools alone, their share of $71 million could, for
example, translate into an additional 1,240 teachers or other special
needs-related professionals.

Given Congress' historical intransgence in funding special-education,
it is unlikely that the Legislature's resolution, while far-reaching
in its intent, will result in any immediate relief for districts
providing special-education services. Moreover, the situation is
complicated by indications that affected districts are seeking relief
in the courts from the state itself, which could cost well in excess
of the estimated $1 billion shortfall.

One promising solution to this moral and financial dilemma may lie in
the distribution of settlement funds from the tobacco companies and
related sales tax proceeds. The order of magnitude of the settlement
was largely calculated using the costs of the various health-related
effects of tobacco useage. This category of funding makes for a
natural candidate for appropriating to Special Education, to assist
it in meeting the educational needs of children with disabilities.
Inasmuch some counties have considered using this settlement money
not for its intended purpose, but rather to pay off indebtedness due
to a record-setting bankruptcy (in Orange County), I believe that the
California educational system is a more reliable candidate for trustee

At the 53rd annual LULAC State Convention held May 19-21, 2000 the
following resolution was adopted - RESOLUTION FOR SCHOOL SPECIAL-
EDUCATION - FINANCIAL DEBT RELIEF.

Whereas, the US Congress mandated laws regarding regulation policies,
conditions and fiscal responsibility regarding the role of local,
state, and federal responsibilities;

Whereas, the Federal government has not met the 40% requirement of
payment for such costs, leaving local school boards with the burden
on the table;

Whereas, this has caused undue fiscal hardship on a school district's
ability to meet their educational standards in programs, services,
and physical plants;

Whereas, this accounts for double digit takes bites out of the school
district's discretionary funds;

BE IT RESOLVED, that California LULAC seek the legal assistance and
support of National LULAC and MALDEF to seek legal remedies on the
non-payment of federal funds in which the federal government only
pays 8%, and not the required 40% for special-education, which they
had previously agreed to pay.

BE IT FURTHER RESOLVED, that the federal government currently has a
substantial surplus of taxpayer monies, and through this resolution,
it is being requested that they pay back the commitment they have
made with America's children. An immediate full funding of their
financial obligation on these past debts should be made to school
districts who are providing special-education to students.

This resolution was unanimously adopted by the Convention delegates,
and submitted by Santa Ana LULAC #147, with support by South Orange
County Mission Viejo LULAC #2006, and Westminster LULAC #3017.

UPDATE

On Thursday, June 22nd, Vice President Al Gore and Minnesota Governor
Jesse Ventura are calling for the need to provide $1.5 billion more
in special-education funding. If approved, this would be the largest
increase ever in the federal financing for special-education programs.

On Friday, June 23rd, twenty-eight (28) Orange County school district
superintendents are planning to support increased fedral funding for
special-education students, in response to an Orange County Grand
Jury's April report. The Grand Jury found that the federal government
is covering just 13% of special-education costs, although it has
promised to fund 40%.

Orange County school districts lost out on $87 million in 1999-2000.
Local school districts in Orange County serve about 50,000 special-
education students.

The district and county superintendents are to respond at a news
conference slated for June 23.
