For a while the FCC looked like they were on a tear, granting CP's by the
handful. They even ID'd all of the MX groups. Using their point system, it
would be a no-brainer to blow through them all and clear the decks.

But instead...barely anything. 2 or 3 CP's granted a week and there are dozens
of MX groups that could be ruled on in 5 minutes or less that are just sitting
there.

So I ask, what is slowing the FCC down?
