I would strip the setup back to just the rig, LP-100 and dummy load and try it. Make sure the internal antenna tuner in the rig is turned off or bypassed...

What you are seeing is not uncommon - most of the HF rigs have maximum power output on the lower bands and somewhat lower than the rated power on the higher...
