Dear all,
This list is to provide information relevant about the
Kyrgyz Presidential and other Parliamentary elections.
All members are encouraged to send messages to me and
I will be glad to post them for the list as a whole.
The archive may also be a useful source of information
as people post more information.
I apologize for the delay on this email. Things have
become very hectic here:
There were shootings and mass actions in the South
earlier in the week.
A member of Parliament was shot and killed in Bishkek
last week
George Soros offered to support civil servants
salaries after the presidential elections.
Today, large demonstrations were organized and the
White House was briefly broken into. This is a
developing situation. The crowds seem to be in support
of the Presidential candidate who was de-registered.
Many people in Bishkek are amazed at how much money he
has – he has established a political party called
MEKEN. This seems to involve many supporters of the
previous president.
The OSCE tried to organize a good conduct agreement.
Several candidates signed it but others did not. The
ones who did not apparently did attend several
meetings about it but blankly lied and said they had
never seen the document and that the OSCE was trying
to interfere in Kyrgyz politics.
Lastly, in terms of our work - we had a very
successful press conference yesterday against vote
buying, our invisible ink has arrived in the country
and we are preparing to train over 28,000 election
commission members next week.
I encourage everyone to send information about their
programs, grants, roundtables etc. However, please
note that all information should be in text-only
format (no attachments!) and when possible, to refer
people to web\ pages or contact persons for further
information.
As always, I try to limit the amount of messages by
combining information whenever possible. This
information is forwarded as-is and I can neither take
responsibility for the ontent or verify its
truthfulness. However, I will gladly publish any
corrections or larifications for any information which
appears on this list.
with best wishes,
David

News from Akipress
A. Washington is seriously concern with coming
Presidential elections in Kyrgyzstan
The official persons of Washington expressed concern
during forthcoming presidential elections in
Kyrgyzstan of July 10, 2005, during visit of Kyrgyz
Foreign Minister Roza Otunbaeva in USA.
The adviser of U.S. president of USA for national
security Hadley stressed, that the nearest future of
the country depends on results of July elections.
Congressmen Lantos, Pits, senators McCain, Lugar,
Brownback said the same in Washington. Also all of
them expressed readiness to support all further
efforts on the prompt restoration of economy of
Kyrgyzstan and democracy development.
Otunbaeva invited all wishing international
organizations to take part as the international
observers during the elections. Today, U.S.
Ambassador to Kyrgyzstan Stephen Young also told the
jounalists that USA concern about coming Presidential
elections as well as about refugees issue.
B. Felix Kulov will present his program of the
development of Kyrgyzstan at National Economic Forum
tomorrow
The 1-st vice-prime minister of KR Felix Kulov has
prepared the speech for the National Economic Forum,
which will be held in the morning tomorrow in Bishkek.
Some points of the speech are following:
According to Kulov, the main brake of economic
development of Kyrgyzstan is the old system of control
and governance, reforms of the state management should
be made.
Kulov considers that the constitutional reform is
necesesary because the present Constitution of KR
gives huge, practically unlimited powers to the
President that results in authoritarism and corruption
rotting.
Therefore, to exclude possible recurrence of the
authoritarian script in Kyrgyzstan, it is necessary to
re-distribute an essential part of presidential powers
among Parliament, Government, judicial authority and
civil society. Kulov also considers that it is
necessary to increase representation of political
parties in Kyrgyz parliament . .
The prime minister should become an independent figure
responsible for all socio economic block. He should
become one of key figures in the state governance.
The executive authority should be guided only by
economic interests of the country. The mercenary
pressure of any lobbying groups on the government is
not admitted.
The key officials should be appointed on a competitive
basis, openly and publicly. Young and highly
professional managers should work in the government.
Kulov promise to struggle against corruption if I
become the Prime Minister of KR. "I shall not be
corrupted, my family will not be corrupted my team
will not be corrupted”, Kulov stated.
The judicial authority should be independent from all
other branches of authority. So, the reform of the
judicial authority is also necessary. Kulov also
stated conditions for the dynamically developing
national economy. These are political stability,
honest govern ment, effective policies in the
different spheres of economy. Kulov is also for the
simplification of tax system and tax reporting and
significant decrease of VAT, Profit tax, surtax.
C. U.S. ambassador to Kyrgyzstan: the highest Kyrgyz
Governmental officials assured that sending back of
Uzbek citizens was a mistake
The Ambassador of USA to Kyrgyzstan Stephen Young
informed the journalists about the current situation
around of the Uzbek citizens in Jalalabad region on
Thursday.
He said that Kyrgyzstan should not send the asylum
seekers back in Uzbekistan at all, without preliminary
screening consideration of each case with the
representatives of UN High Commission for Refugees
from the point of view of reception by these people of
refugee status.
“We regretted the fact that four refugees, four Uzbeks
were sent back in Uzbekistan last week without
screening,” - the Ambassador said. The ambassador of
USA said that Kyrgyz high officials assured him that
it was a mistake and that such mistake would not
repeat. Stephen Young said that he was assured by
acting Foreign Minister Roza Otunbaeva and Secretary
of Security Council Miroslav Niyazov. Talking about
duration of Uzbek citizens’ presence in Kyrgyzstan he
said that the people will not be in Kyrgyzstan for a
long time. He said that as soon as they (refugees)
will pass procedures of screening and who receives a
refugee status they will be directed in third
countries.
He also stressed some kind of misunderstanding of
local population. Thus he emphasized, that it is
necessary to take into account that the problem of the
refugees is not problem only for Kyrgyzstan, it is
problem for all international community.
The ambassador said that U.S. Government allocated
about 50 thousand US dollars on maintenance of feed
and water for asylum seekers. Also he added that UN,
International Red Cross and other international
organizations allocate means for maintenance of needs
of the refugees.
He expressed gratitude of the Kyrgyz people and
Government that they adhere to their obligations
according to the international law. He assured Kyrgyz
people that Uzbeks will not stay in Kyrgyzstan for
long. Finishing this topic he said that Kyrgyzstan
will improve its because Kyrgyzstan incurs this burden
and solves this problem.
D. Kyrgyzstan favors boosting ties with Russia - Kulov
The Kyrgyz leadership will always focus on expanding
relations with Russia, acting Kyrgyz First Deputy
Prime Minister Felix Kulov told a Russian delegation
led by First Deputy Secretary of the Security Council
of the Russian Federation Yuri Zubakov during talks on
16 June.
"No matter who is the leader, he will always be
attracted to Russia. There is nobody among the
candidates for the Kyrgyz presidency who would not
assist in developing relations with Russia," Kulov
said.
"The political and economic support which Russia gives
to Kyrgyzstan is very important for the country. The
visit of Russian businessmen with the delegation will
give specific meaning to our relations. He also said
that he spoke "in favor of expanding Kyrgyz-Russian
military and technical cooperation and having the
Russian military base in Kant". "The base is one of
the ways of ensuring security in the region and
fighting terrorism, given the situation in t he
region," he said.
"What has happened in Uzbekistan is the internal
affair of the neighboring country. However, one of the
factors that influenced the situation is extremist
forces which are striving to destabilize the
situation," Kulov said. He also requested the Russian
delegation "to protect Kyrgyz labour migrants living
in Russia". "Labor migrants living in Russia give
economic support to Kyrgyzstan. The remittances that
they send to their families amount to 300m dollars a
year, which is almost the whole budget of the
country," Kulov said.
Kulov believes that it is necessary "to have a more
liberal approach" to Kyrgyz labor migrants in Russia.
"They cannot understand all the details of the
legislation immediately. It would be a great help for
Kyrgyzstan if Russia were not to take measures on
sending [labor] migrants back to Kyrgyzstan," Kulov
said.

S. Gunshots in the south capital of Kyrgyzstan
(Details)
According to the Osh regional department of internal
affairs, on June 13, 2005, persons organized the
meeting at the Turataly market in the town Karasuu,
came from Karasuu to Osh and gathered on the Kurmanjan
Datka street. Their number was about 350-400 people,
including 180-200 women. They were armed with sticks.
These people went to the hotel “Alai” with the purpose
to hold a meeting and seize the hotel.
The second group of 150-200 persons, dressed in white
skirts, with the B. Erkinbayev photo and Kyrgyz flag,
met the first group, giving a way to women with the
bottles of fire mixture.
The women of the second group began to throw the
bottles to the opposite group. Then 4 persons with the
submachine guns began to fire.
The three wounded persons were taken into Central
Hospital of Osh.
Employees of Osh regional department of internal
affairs blocked the place of the accident. The search
of the organizers of the accident i s conducting.
The correspondents of AKIpress- Fergana reported that
the accident happened at 15.30 PM. yesterday.
T. Some candidates in President of Kyrgyzstan carried
out demarche to OSCE initiative
Two candidates in President of Kyrgyzstan refused to
sign a Charter of consent; five candidates did not
come on signing ceremony of the given document
prepared by OSCE.
The signing ceremony passed today, June 13, in
Bishkek. The representatives of Kyrgyz Government,
ambassadors of foreign countries, representatives of
international organizations, and also all candidates
and applicants in Presidential candidates were invited
to the meeting.
However from 12 invited candidates only seven came:
A.Aitikeev, K.Apas, K.Bakiev, G.Ibragimova, N.Nyshanov
(1.5 hour late), A.Satybaev and T.Umetalieva (30
minutes late). Others (T.Bakir uulu, U.Baryktabasov,
K.Duishebaev, J.Jeksheev and J.Sharipov) did not come
for different reasons, including ignore of the
meeting.
The Personal Envoy of OSCR Chairman in office for
Central Asia Aloiz Peterle started the meeting. Then
the Charter was presented. The charter is not
juridical document, in wh ich is said that each
candidate is to observe some principles on realization
of honest elections.
However T.Umetalieva disagreed with some items of the
Charter. She subjected to criticism OSCE initiative,
having accused in “diplomatic mistake.” As she said,
she was indignant of items of the Charter, in which
the candidate undertakes “not to imitate symbolic,
mottos” and “not to use any methods of physical and
psychological violence…” “Unless we (candidates) look
like as street gangsters or bad pupils, which are
going to cheat?,” – she said.
A.Aitikeev supported her. He began to criticize OSCE
for the wrong approach to ethics of the candidates. He
stressed that the document can not be signed, as from
all present candidates only Umetalieva has the
official status of Presidential candidate.
He also was indignant with that OSCE dictates the
candidates how to behave during the campaign. Besides
he accused Peterle in try to excuse money spent on
organization o f the given meeting. “If you want we
will restore to you your per diem,” - he said.
Both candidates also expressed displeasure with that
OSCE did not take into accounts amendments directed by
some candidates. Umetalieva said that there is an
alternative document - Code of honor of the
candidates, which was signed by almost all candidates.
Here she persuaded Bakiev to sign the Code.
The discussion was on the verge of failure, as
Aitikeev and Umetalieva constantly interrupted the
speaker of meeting Peterle.
The ambassadors watched the meeting keeping silence.
Acting vice-premier of Kyrgyzstan Adahan Madumarov and
Peterle tried to calm speaking. “The document was
coordinated with all candidates,” – Peterle said.
Other candidates were more optimistic. Apas, Bakiev,
Nyshanov and Ibragimova welcomed the Charter, having
noted that will sign all documents which will help
clean and open elections. A.Satybaev up to the last
moment could not say his position .
In the end directly ahead of signing Umetalieva and
Satybaev refused to sign Charter. After thinking for
some time Aitikeev agreed to sign, having added, that
“signs it only because of OSCE efforts.” However he
signed the Charter for June 14, because, as he said,
he is not candidate officially.
Apas, Bakiev, Nyshanov and Ibragimova also signed the
Charter.
After the meeting AKIpress tried to contact to absent
candidates, however only Keneshbek Duishebaev was on
the place. According to K.Duishebaev, Central
Elections Commission sent him “Form of behavior” for
the candidates. However, having received it, he has
sent the form in CEC with the remarks. “CEC promised
to include my remarks, but it did not. That is why I
have not signed the Charter,” - he said. Duishebaev
also said that the Charter is a childishness, and the
main document is Code of honor of the candidates.
