Mainit na Pagbati mula sa SINAGBAYAN!
Ang SINAGBAYAN (Sining na Naglilingkod sa Bayan) ay pangkulturang organisasyon ng mga artista at manggagawang pangkultura sa iba’t-ibang disiplina ng sining - literatura, musika, sining biswal, teatro, multi-media atbp. Ito ay isang pambansang organisasyon na may balangay sa Unibersidad ng Pilipinas at naglalayon na paunlarin ang kasanayan at hilig sa sining ng mga kasapi nito sa pamamagitan ng paglunsad ng mga workshops at pag-aaral; at lumikha ng mga makabuluhan at makabayang sining sa pamamagitan ng kolektibong paglikha at pagtatanghal.
Ngayong tag-araw, inilulunsad ng SINAGBAYAN ang libreng palihan (workshop) sa iba’t-ibang disiplina ng sining para sa mga kabataang-estudyante at out-of-school. Kasama na dito ang teatro, literatura, musika, sayaw at galaw at sining biswal.
Ang unang batch ng palihan ay gaganapin ngayong ika-25-30 ng Abril, at ang pangalawang batch ay sa ika-16-20 ng Mayo mula alas-9 ng umaga hanggang ala-5 ng hapon. Bilang produkto ng mga palihan, ang mga kabataang artista ay magtatanghal sa mga komunidad (partikular sa mga urban poor communities), sa mga pagawaan, sa mga silid aralan at sa kalye. Sa pamamagitan nito ay higit na mapapalapit ang kanilang likhang sining sa mga simpleng mamamayan na hindi nakakapanood ng mga pagtatanghal at makakapagbahagi ang mga kabataang artista ng kanilang mga talento at kasanayan.
Kaugnay nito, iniimbitahan naming kayo at lahat ng kakilala niyong kabataan (edad 13-35) para dumalo sa aming palihan. Hinihiling namin ang P10 kontribusyon para sa mga kabataang estudyante at mga nagtratrabaho. Libre naman ito para sa mga out-of-school youth at mga walang trabaho.
Nangangalap rin kami ng suportang materyal at pinansyal para sa matagumpay na pagtaguyod ng palihan: 10 meals, 20 snacks, workshop kits, blank dvds, mini-dv tapes at pamasahe ng tagapagtaguyod (facilitators).
Para sa cheque, pakidala ito sa Sining na Naglilingkod sa Bayan Inc. Para sa pagkain at suportang materyal, maaari itong kunin ng kasapi o boluntir ng SINAGBAYAN sa iyong petsa,oras at lugar.
Alinmang suporta ay malaki at malayo ang aabutin para maipagpatuloy ng SINAGBAYAN ang pagsanay sa ating mga kabataan at paghubog sa kanila bilang mga responsableng artista ng bayan. Inaasahang 90 kabataan ang makabenipisyo ng palihan at mahigit 1,000 mamamayan ang makapanood ng pagtatanghal nito.

Withdraw False Case Fabricated on the Editor

 

 

On December 19th the Kerala Police, under the orders of Ernakulum Police Commissioner, raided the room of Govindan Kutty, 65, the editor and publisher of Peoples March which is not a banned publication and confiscated all his literature and computer hard disk. Govindan Kutty was arrested under the charges of spreading sedition and indulging in unlawful activities and was remanded in judicial custody by a lower court at Aluva in Kerala. He was implicated in a fabricated case under a number of clauses like section 134 A and 163B of Indian Penal Code and 13 of (1) b of Unlawful Activities Prevention Act and sent to Aluva prison.

 

The Left Democratic Front (LDF) government in the State under the close instructions of UPA Government at the Centre resorted to this crackdown on the popular revolutionary magazine.  Govindan Kutty, according to his lawyers, was harassed and psychologically tortured for a day in the name of interrogation before being sent to judicial custody. Ever since he was arrested he was on hunger strike protesting against the trampling down of his right to freedom of speech and Freedom of Press.

 

He continues his protest within the four walls of the prison demanding his unconditional release. His lawyer who met him two days ago said that his health condition was serious given his age and chronic ailments with which has been suffering. His life is in a serious threat.

 

The arrest of Govindan Kutty and the police crackdown on the office of the publication was an attack on the freedom of press.

 

As hundreds of thousands of people from all corners of the world know, the People's March supports all revolutionary movements including the Maoist movements in India, Nepal and elsewhere. It is a fully legal publication registered with Indian registrar of Newspapers of the Government of India with the RNI number KER ENG/2000/2051 and the postal registration number: KL/EKM/614/2007-09. The magazine has been coming out for over 7 years (since 1998) meeting all the legal requirements. The magazine has been freely available not only in bookstalls all over India, but also in prominent libraries in New Delhi and other major cities in India and abroad.

 

The People's March publishes news reports and interviews of Maoists, both from India and abroad like all other hundreds of magazines and newspapers in India.  It is People's March today which is under attack, tomorrow all other media will face the same threat if we don't raise our voice against this attack on freedom of press.

 

A year ago the website of People's March was blocked by the Indian Government without assigning any reasons. When its editors started publishing the online magazine through a blog on googlepages, it was also blocked by Google in December 2007, under the pressure of Indian Government.

 

The arrest of the editor and the foisting of fake charges against him are nothing but an attempt of the Government of India to further stifle freedom of speech in the country. The so-called largest democracy in the world with a gigantic army, Paramilitary and police force feels threatened by a mere monthly magazine with a limited circulation of a few thousands in print. This action displays the fascist character of the Indian state and the cowardly action of the Kerala police.

 

The Revolutionary Democratic Front appeals to all democratic and revolutionary organizations and individuals to raise their voice against the arrest of the editor of People's March, a popular independent revolutionary newspaper from India.

 

We demand the immediate and unconditional release of Govindan Kutty and allow the continued publication of People's March. We hold the government entirely responsible in the face of any damage to his health or threat to his life due to hunger strike within jail.

 and the Stagehands of For-Profit Broadway
Against the Biggest and Greediest Media Behemoths in History

The International League of Peoplesf Struggles (ILPS) supports both the strikes of the more than 12,000-strong Writers Guild of America and the stagehands of for-profit Broadway over just compensation issues.

 

It is clearly the fundamental democratic right of the members of the WGA, who mounted the strike November 5, to demand the Alliance of Motion Picture and Television Producers for what is actually a small share of the hefty profits generated by the behemoth media companies from their work, in an industry definitively shifting toward new, digital media.

 

It is likewise the basic right of the members of Local One of the International Alliance of Theatrical Stage Employees, who staged their strike beginning November 10, to demand the League of American Theaters and Producers to make new work rules more favorable to them.

 

Despite efforts of the big media companies to downplay the justness of the strikersf demands, public sympathy for the strikers and their demands is overwhelming. Recent surveys by US firms Pepperdine and Survey USA showed public sympathy at 69% and 63%, respectively, in contrast to the big media companies receiving only 4% and 8%, respectively.

 

The International Affiliation of Writers Guilds, which represents 21,000 screenwriters in guilds worldwide, has in fact set November 28 as an international day of solidarity to show support for the WGA strike and oppose moves to undermine the democratic action.

 

The strikes signify to all working people and even those from the gmiddle classhÝ in America and elsewhere, that more than ever, unions are necessary and effective in their fight for a fair deal, in pushing back the full offensive of monopoly capitalists to squeeze superprofits to the detriment of hundreds of millions of working people.

 

It has been part of the dogma of neoliberal globalization to demonize unionizing among all those oppressed and exploited by the big monopoly capitalists. It has been the longstanding effort of imperialism to scuttle, if not suppress, union efforts everywhere through schemes as contractualization, to accelerate its globalization agenda's real intent to ensure maximum megaprofits for the few.

 

The strikes highlight once again the extreme oppressiveness and greediness characterizing the strikers' true protagonists, the handful of powerful media conglomerates now lording over Hollywood and Broadway and the world's media industry at large. This handful of media supergiants are prime beneficiaries of neoliberal globalization advanced by the WTO and the commanding circles in the USA  since the 1980s, especially after the emergence of the US as sole superpower upon the collapse of the Soviet Union.

 

With the unrivalled and unprecedented concentration of power in US imperialism, less than ten US media megaliths have gained totalitarian control over what the worldfs multitudes get to watch, listen and read.

 

The biggest of the US media overlords are part of the ruling neoconservative clique in the United States. They have connived with the Bush-Cheney fascist clique in perpetrating the deceits and suppressing the ugly truths characterizing the US global war of terror since 9/11. It is no mere coincidence that the US media conglomerates were behind the isolated moves of the US and Israel to counter the approval of the UNESCO Convention on the protection and promotion of the diversity of cultural expressions last October 17, 2005. 

 

The US media hyperprofiteers are opposed to any effort to carve out cultural goods and services from the WTO/free trade regime, especially from the onerous terms of the WTO's General Agreement of Trade in Services (GATS) and significant bilateral and regional so-called "free trade" agreements. They are viciously consistent in strangling the writers, talents and workhands.

 

Clearly then, the fight of the WGA and Local One of the International Alliance of Theatrical Stage Employees is the fight of working people everywhere, and of all forces and people struggling for real democracy, greater freedom and social justice against US imperialism and all reaction.

 

The ILPS  urges all its participating organizations, allies and friends to take solidarity action with the WGA and Broadway stagehand strikers, both at the picketlines in the United States and elsewhere within and beyond the belly of the US imperialist beast. #

On November 30, four National Artists join forces in a concert to remember the work and words of the extraordinary Amado V. Hernandez.

The Blood of a Poet

MANILA, Philippines - “Poets, too, must know how to fight.” Uncle Ho Chi Minh might have had Amado V. Hernandez in mind when he penned that line. While Ho was rallying his countrymen to drive the French out of their homeland, Hernandez—a poet who knew how to fight—was languishing in the New Bilibid Prison on a subversion charge. This, however, did not stop him from composing his greatest masterpieces.The grateful Vietnamese named their capital after Ho, but how many Filipinos remember Ka Amado, our first National Artist for Literature? How many are still stirred on first reading “Panata sa Kalayaan” or “Isang Dipang Langit”? Or have their conscience awakened upon reading “Mga Ibong Mandaragit”? All too few. Yet Hernandez’s work is as relevant today as when he first wrote them half a century ago: the social injustices that he railed and fought against are still here, and so are the forces that put him in jail. The more things change…

On Nov. 30, a much-deserved tribute will be paid to Ka Amado’s legacy as the Cultural Center of the Philippines, in cooperation with the Amado V. Hernandez Resource Center, stages “Amado, Minamahal…,” a concert featuring the poet’s works. No ordinary concert, “Amado, Minamahal…” brings together the collective talents of National Artists Bienvenido Lumbera (Literature, 2006), Napoleon V. Abueva (Sculpture, 1976), Ben Cabrera (Painting, 2006), and Salvador Bernal (Theater and Design, 2003), who collaborated on the script, stage design, posters and visuals, and costumes, respectively.

The concert will also feature the music of the late National Artist Lucio San Pedro (Music, 1991), which will be performed by a hundred-voice choir composed of the Philippine Philharmonic Orchestra, the Philippine Madrigal Singers and the Bonifacio Choir, and accompanied by a pure dance performance by the Ballet Philippines. Set to be staged at the CCP main theater, “Amado, Minamahal…” will be directed by Chris Millado.

Says scriptwriter Bien Lumbera: “The script for ‘Amado, Minamahal…’ has been structured according to the three dominant themes of his poetry, namely, freedom, justice and human rights.” He adds, “The three themes are the pressing concerns of our society today as the present administration has allowed the military to exercise unwarranted power to enforce compliance with its political designs.” Lumbera believes that Hernandez’s works, though written in the 1950s, still have a message for contemporary Filipinos.

Explains this National Artist for Literature: “After he was released, Ka Amado was simply transported from the repressive confines of a prison cell to the repressive world outside where an anti-subversion law hang like a sword of Damocles over the heads of writers whose ideas could be interpreted as bearing traces of socialist or communist ideologies.” But Hernandez, says Lumbera, continued to think and write as a free individual. His works have much to say to Filipinos today. “His ’Panata sa Kalayaan’ is a message to the post-EDSA and post-9/11 Philippine society under the Arroyo regime, where the Human Security Act hangs over the heads of men and women who vigilantly struggle for freedom, justice and human rights.” Hernandez was the epitome of the engaged artist, a man of action who nevertheless still had the sensitivity to give voice to the inchoate cries of the suffering masses. The need for men like him hasn’t diminished, says Lumbera.

Hernandez was born in 1903 in Hagonoy, Bulacan but grew up in Tondo, Manila. He was only 19 when he joined Aklatang Bayan, a literary group which included established Tagalog writers such as Lope K. Santos and Jose Corazon de Jesus. In 1932, he married stage actress Atang de la Rama, who would also become a National Artist. When the Japanese invaded the Philippines, Hernandez became a guerrilla. It is believed that he first encountered the ideas of socialism through the Hukbalahap movement. After the war, Hernandez became a Manila councilor and a labor leader, organizing the biggest strike ever in Manila in 1947, and coming to the attention of the military. In 1951, during a crackdown on the Huk rebellion then raging in Central Luzon, Hernandez was arrested and eventually charged with rebellion with murder, arson and robbery—a complex crime unheard of in Philippine legal history. The case became a celebrated civil rights issue, drawing the support of such legal luminaries as Claro M. Recto, Jose P. Laurel and Claudio Teehankee. Nevertheless, Hernandez wasn’t released until 1956, and he wasn’t acquitted until 1964 in a landmark decision that is still invoked to this day.

By that time, Hernandez had already written the works that he would be remembered for. He died in 1970, but his words live on: “Pilipino akong sa pambubusabos ay hindi susuko! (I am a Filipino who will never, ever give in to oppression).”

TAKE 2 FOR MINDANAOAN REVOLUTIONARY ARTIST

A two-day run last month of a rare art exhibit left the public
clamoring for another opportunity to view the genius of an "artist of
the people's struggle." The event featured some 100 drawings and
paintings of a Philippine countryside in resistance, all done by
Mindanaoan Parts Bagani.

It was an art exhibit that would have surely sent the big guns of the
National Press Club squirming. Now, they can do just that.

Due to popular demand, the works of artist Parts Bagani will again be
shown in a four-day exhibit dubbed as "Sining Luwal ng Kanayunan." It
shall open with a brief program at 10 AM, November 26, 2007 at
Galleria 2, Faculty Center, University of the Philippines, Diliman
Quezon City. A forum on art and the freedom of expression is
scheduled at 9 AM on November 29, 2007, Recto Hall, UP Facuty Center.
Popular artists have been invited to perform.

While most artists bask in the atmosphere of Metro Manila and the big
cities elsewhere, Parts Bagani opted to stay in the countryside where
he was born. In Mindanao, he experienced the turmoil of conflicting
forces, and painted a terrain of warfare. His works show his fluency
in imaging an environment that is taboo for many an artist, but of
which he has gained a profound understanding.

His art abounds with scenes of resistance even of warriors in repose,
of schools in open bamboo structures in the forest, of people singing
songs of victory, of battered shoes and the lowly rice pot. But most
of all, there are the endless mountains and hills that have become
host to the struggle itself.

The exhibit is sponsored by the First Quarter Storm Movement, Tag-ani
Performing Arts Society, Asosasyon ng mga Kabataang Artista, Kritiko
at Iskolar ng Sining at Kultura (UP ASTERISK), UP Alay Sining,
Kabataang Artista para sa Tunay na Kalayaan (Karatula) and the
Congress of Teachers for Nationalism and Democracy.

The exhibit is a fund-raising project for the benefit of
cancer-stricken UP Prof. Monico Atienza.

                                ANATOMY OF A REVISED MURAL
              (On the National Press Club- Neo-Angono Artists Collective Mural)
 
 
Painting over and revising an original art work of an artist by another is mortal sin. That is an artistic ethic that the National Press Club (NPC) failed to understand, much less respect, with regards to the mural they have commissioned the Neo-Angono Artists Collective to do. The painting was ?revised? so crudely, vandalized would be the more appropriate term. For example, the slosh of paint that lengthened the hair and created a beard on the figure representing Mr. Randy David defaced his personality? It is like dabbing a Hitler-moustache on a Gloria M. Arroyo portrait, only this revision could be accepted as a more accurate representation.
 
Censorship reeks in the revision of the alibata K tattoo on Andres Bonifacio's left arm. NPC journalists would certainly know the meaning of the alibata K script. But the military could very likely read the script as subversive, considering its history of origin from American occupation troops which suppressed anything symbolizing Filipino nationhood.
 
Unfortunately, officials of the NPC succumbed and replaced the nationalistic symbol K (for Katipunan, the national liberation movement organization) with an arrow-pierced red heart (for love-struck), an inane and insulting symbol to place at the arm of the figure representing our revolutionary hero, Andres Bonifacio). The alteration of the headline of the newspaper Jose Rizal is holding from Press Freedom Fighter's Son Abducted to Press Freedom Fight Is On erases the historical context of the mural. A Press Freedom Fight Is On headline could date back to the propaganda movement of Rizal, Lopez Jaena, del Pilar and other writers who were exiled, imprisoned, and/or executed by the Spanish conquistadores. While Press Freedom in the headline Press Freedom Fighter'?s Son Abductedis a segueway to show the current trend of abduction of freedom fighters. Equally questionable is the revision of the newspaper held by the central figure, which had on it a statement about the effects on press freedom of the Human Security Act (HSA), or the antiterror law. This was painted over with a bird in a cage, a symbolism used by our ancestors to represent colonial oppression. Symbolisms had to be used then because any expression tending towards independence was unlawful. On the other hand, the HSA is a newly enacted law concocted by the ruling elite upon the inspiration of imperialist America, which is meant to suppress people struggling to break free from the bondage of neocolonialism.
 
Art is form and content, with stress on...and changing the form changes the content, as exemplified by the above. More than this elementary artistic consideration, art cannot be apolitical, like what NPC wants the mural to be. NPC should have realized that the theme they themselves have prescribed press freedom and/or threats to the press is extremely political. While taking together the theme and Pres. Gloria Arroyo who unveiled the mural is a political contradiction. Just like art, media cannot be apolitical nor not take sides. During this time of crisis and repression, freedom is asserted. It dies with fear and thrives on the courage of people taking the side of truth and justice. ###

What Press Freedom?
Around three months ago, the National Press Club commissioned us to do an 8x32 foot-mural on the history of press freedom in the Philippines. A lot of problems were encountered during the production phase mainly because of the delays in the schedule of payment on their part, as stipulated in the contract we signed. Still, through the commitment and dedication shown by the members of our group, the mural was completed in time for the unveiling scheduled on October 26. Finally, we would be able to sleep a lot more easily.
Or so we thought.
We were shocked to be informed by one of their board of directors that changes were made in the mural without our knowledge.
We, the Neo-Angono Artists Collective, would like to express our outrage, revulsion and protest against the total lack of respect of the NPC for the integrity of the commissioned artwork, as shown by the slipshod alterations they caused in several parts of the said mural, to wit:
    €    The erasure of a big portion of the newspaper held by the central figure, containing the statement of the International Federation of Journalists regarding the perceived effects of the anti-terror law on press freedom, and replaced by a hideous bird-monster in a cage;


    €    The alteration of the headline of the newspaper Jose Rizal is holding from “Press Freedom Fighter’s Son Abducted” to “Press Freedom Fight Is On” and the defacement of Jonas and Edith Burgos’s pictures as well as the erasure of Jonas’s name;


    €    The change of the tattoo on Andres Bonifacio’s left arm from the alibata “K” to a sappy red heart pierced by an arrow;


    €    The erasure of the name of the National Union of Journalists of the Philippines from the banners of the rallyists;


    €    The lengthening of the hair and beard of the figure identified as academician-columnist Prof. Randy David beside columnist Conrad de Quiros;



    €    The addition of beard and mustache and the change of hair color from white to black of the pugo and balut vendor identified as columnist and Martial Law detainee Juan Mercado.


    1.    We believe that the above-mentioned alterations were made by some unidentified artist/s with the authorization and consent of the NPC leadership (even with their disavowal of responsibility, considering that the mural was within their premises). We rail against these modifications not only because of the slipshod work and poor artistry but more so because of the censorship that is clearly at work here.
Isn’t it ironic that an institution such as the NPC would cause the censorship of a work that they themselves commissioned purportedly to promote press freedom? Isn’t the freedom of expression of the artist bound up with the very press freedom that they supposedly uphold? Aren’t these alterations a clear violation of the rights of authors/artists protected by the Intellectual Property Code of the Philippines?
We call on our fellow artists, journalists, writers, and citizens to support us in this move to defend not only our artistic, but also our civic rights. We will highly appreciate it if you could send a short statement of support for our cause.

    Si Leo Rimando ay isang batikang mandudula, pinamahalaan niya ang ilang dula ng Panday Sining, ang pangkulturang grupo sa ilalim ng Kabataang Makabayan.  Ang mga dulang “Masaker sa Araw ng Paggawa”, “Hukumang Hubad”, at “Welga” ay naging mga popular na dula noong dekada ’70,  dahil sumunod ito sa pamantayan ng mga militanteng dula na inilatag ng PAKSA (Panulat para sa Kaunlaran ng Sambayanan).  Kumilos din sa hanay ng mga manggagawa si Leo bilang organisador ng mga grupong pangkultura.  Noong itatag ang BUGKOS, siya ang naging unang Tagapangulo nito.  Itinatag din niya ang Artists Inc. ng Timog Katagalugan.

Si Leo Rimando ay isa ding syentista—isang molecular biologist na nagtapos sa UP Los Banos.  Nabigyan siya ng grant sa Princeton University, pero hindi niya ito tinapos, bagkus bumalik siya sa Pilipinas upang ipagpatuloy ang pag-oorganisa ng mga grupong pangkultura.  

Namatay si Leo Rimando noong 2006 at binigyang pugay siya ng mga artista, manunulat at manggagawang pangkultura. Siya ay itinuturing na huwarang artista ng bayan—mahusay, mapagkumbaba, at nag-alay ng kanyang tanging buhay para sa panglilingkod sa bayan.

This was the reaction of writers from the Amado V. Hernandez Resource Center (AVHRC) as Pres. Gloria Macapagal-Arroyo went to see Pope Benedict XVI the second time to do a Pontius Pilate instead of a Paris Hilton surrendering herself to prison cells.  “With more than 800 killings and almost 200 enforced disappearances  during her term, GMA does not deserve the blessings of the Pope and the Catholic Church for that matter.”
 
Gilbert Lopez, media and information officer of AVHRC explained, “GMA is guilty of CAPITAL SINS against humanity such as constant lying, lust for power, gluttony, adultery in selling out the country's sovereignty and sloth in addressing people's demands and in putting an end to the killings”.
 
Lopez said that the GMA administration is trying to make impressions of a “Philippine Gwapo or Gwapa” ala-Metro Gwapo of the MMDA urban facelift campaign through reports of “favorable human rights situation, fair election, smooth school opening and robust economic growth but “wherever she goes, whether she travels within the Philippines, or to Japan, New Zealand, Australia, or to Italy, she is hounded by the issues of extrajudicial killings, political repression and poverty.”
 
According to Ambassador Marciano Paynor Jr., the Chief of Presidential Protocol, GMA intends to inform the Pope that “some of the killings were done by Communist rebels”.
 
“This is ironic to Defense Sec. Hermogenes Ebdane's statement that a combination of military action and development projects is key to defeating the global threat of terrorism. Soldiers and PNP “secret marshalls” have been deployed to urban poor communities and schools and where there are “development projects” such as mining to harass and create hysteria,” Lopez said.
 
Lopez ended with a call to the people to maximize all avenues to continously expose and oppose the GMA regime's culture of impunity and antidemocratic measures.

Young cultural workers fear school opening security plan
part of government repression
 
A cause-oriented grassroots organization of young cultural workers yesterday expressed fears this year’s security plan of the Arroyo government for the school opening “is part and parcel of a larger antidemocratic scheme to suppress mass actions and protest culture.”
 
Joan Lerio, secretary-general of Sining na Naglilingkod sa Bayan or SINAGBAYAN, added that the fielding by the PNP of “secret marshals” or incognito state security forces within the vicinity of Metro Manila campuses “goes hand in hand with plans to redeploy soldiers in depressed communities to garrison the metropolis.”
 
Lerio said the Arroyo government is more interested in suppressing protests “from fellow Filipinos outraged and overburdened by school opening woes manifested in sharp increases in tuition, oil price hikes, rising schoolgoing costs, a rising school drop-out rate, measly wages, and mounting joblessness” than securing the public safety from petty criminals. “The police admitted as much when they announced increased deployment precisely to, and I quote from the news, ‘protect Malacańang from lightning demonstrations.’”
 
“Obviously, government refuses to heed the repeated stern warnings of the Supreme Court with regard its previous antidemocratic schemes as EO 464, PP 1017, CPR (Calibrated Preemptive Response) and manufactured rebellion charges against parliamentarians,” stressed Lerio. She explained that resorting to such an “extremist” measure as fielding covert state operatives during school opening is “overkill” to address public safety concerns, and this year’s “secret marshal” plan “may well be paving the way for unconstitutional martial rule courtesy of the soon-to-be-enforced Anti-Terrorism Law.”
 
Lerio likened the “secret marshals” to the police elements found to have burned a public school in Taysan, Batangas that led to the deaths of three civilians at the height of the canvassing of last month’s elections. “Both are covert operatives mounting antidemocratic action for antidemocratic interests, in subversion of their avowed public mission.”
 
“All freedom-loving Filipinos ought to fight these patently illegal impositions,” Lerio emphasized, adding that their organization along with the Concerned Artists of the Philippines “will not be stopped from exposing the current repressive regime via cultural activities in campuses and urban poor neighborhoods. We will mount our stage and let the people’s music and poetry be heard”.
 
SINAGBAYAN is a national organization of young cultural workers inclined to the various disciplines of art and literature and maximize the art form for social awareness and change. It was formed in 2000 and was actively at the forefront of mass protests leading to the EDSA 2 uprising in 2001 and subsequent people’s protests #

Nagpahayag ng kaba kahapon ang isang samahan ng mga kabataang manggagawa sa kultura na “bahagi ng mas malawak na pakanang antidemokratiko para supilin ang mga aksyong masa at kultura ng protesta” ang plano sa seguridad ng gubyerno para sa pagbubukas ng klase ngayong taon.
 
Dagdag ni Joan Lerio, pangkalahatang kalihim ng Sining na Naglilingkod sa Bayan o SINAGBAYAN, na ang pagdeploy ng PNP ng mga “secret marshal” o nakakubling pwersa ng estado sa may mga kampus ng Metro Manila “ay kaakibat ng mga planong ibalik ang mga sundalo sa mga komunidad ng maralita para i-garrison ang buong syudad.”
 
Ayon kay Lerio, mas interesado ang gubyernong Arroyo na supilin ang mga pagtutol “ng mga kababayan nating galit at labis na pinahihirapan ng mga problema sa pagbubukas ng iskwela gaya ng pagtaas ng matrikula, pagtaas ng presyo ng langis, lumalaking gastos sa pagpapaaral, dumaraming nagda-drop-out, napakababang sahod, at laganap na kawalang-trabaho” kaysa tiyaking ligtas ang publiko mula sa mga kriminal. “Inamin ito mismo ng pulis nang inanunsyo nila ang dagdag na pagdeploy ng pulis para, at aking sinisipi ang sinabi nila, “protektahan ang Malacańang mula sa mga iglap na demonstrasyon.’”
 
“Malinaw na ayaw pa ring pakinggan ng gubyerno ang maraming babala ng Korte Suprema kaugnay ng mga nakaraang pakanang antidemokratiko gaya nang EO 464, PP 1017, CPR (Calibrated Preemptive Response) at inimbentong paratang na rebelyon laban sa mga konggresista,” diin ni Lerio. Kanyang pinaliwanag na ang pagkapit sa hakbanging “sagadsarin” gaya ng pag-deploy ng kubling mga operatiba ng estado sa pagbubukas ng klase ay “overkill” para sa umano’y kaligtasang pampubliko, at ang planong “secret marshal” ngayong taon “ay masasabi nating naglalatag na para sa iligal na paghaharing militar sa tulong ng ipatutupad na Anti-Terrorism Law.”
 
Hinalintulad ni Lerio ang mga “secret marshal” sa mga pulis na nahuling sumunog sa iskwelahan sa Taysan, Batangas na ikinamatay ng tatlong sibilyan sa kalagitnaan ng canvassing ng katatapos na halalan. “Pareho silang mga covert operative na nagsagawa ng aksyong antidemokratiko para sa mga antidemokratikong interes, sa subersyon ng kanilang pinangakong tungkulin sa madla.”
 
“Tama lamang tutulan ng lahat ng Pilipinong nagmamahal sa kalayaan ang mga tahasang iligal na pahirap na ito,” sabi ni Lerio, na nagsabi pang “hindi hihinto ang aming organisasyon kasama ang Concerned Artists of the Philippines sa paglantad sa kasalukuyang mapaniil na rehimen sa pamamagitan ng mga pangkulturang aktibidad sa eskwelahan at komunidad. Patuloy namin itataguyod ang tanghalang bayan at aalingawngaw ang himig at tula ng paglaban”.
 
Ang SINAGBAYAN ay isang pambansang samahan ng mga kabataang manggagawa sa kultura na may kahiligan sa iba’t ibang larangan ng sining at panitikan at may interes lubusin ang anyong masining para sa pagbabagong panlipunan. Binuo ito noong 2000 at naging aktibo sa mga protestang humantong sa EDSA 2 noong 2001 at sa sumunod pang mga protestang bayan.#
