I would assume so, just like any other crop. Would you mind linking to an online map/aerial image of the islands in question?

Also, typing Navassa Island (or any other Minor Outlying Island, if I recall correctly) on Google Maps takes you to Kingman Reef. I once emailed them about the issue, but I guess it never got fixed. This is really Navassa:

This is Caroline Island, the easternmost island of Kiribati. It is uninhabited. Page 123 of my 1942 copy off American Polynesia and the Hawaiian Chain it doesn't say anything about mining like on Jarvis, just coconut growing operations.

YAHOO!  is GREAT for looking at their satellite Imagery of Islands,
make sure you get to the live/action view of this and PAN the image
about, and IN and OUT also to see where it is.

Although only 1/2 mile Wide, the NORTH HALF of the Island looks nice
for settlement, It has Much taller foliage then the SOUTH Half and it has
a beautiful Lagoon area which could be revitalized with water.  The many
breaks in the Island are unfortunate, but the length would make for a nice
daily 8 mile hike to pick fruit of the smaller trees on the Square Mile of
woods on the SOUTH HALF.

Let us think of a good name for this Island, In case it is the one we end
up settling on.

ALSO:  the Images of Navassa Island stink!  It looks like it is freaking underwater.
