The people of India choose to adopt socialist pattern of economic development.
The craze is now for full freedom of all sorts. A majority of people are poor
and does not have sufficient means of employment. Ensuring employment to such a
large number of people is really a challenging task and seems to be impossible
in a totally free economy. The reason is well clear that free economy result in
a capitalistic system which have the inbuilt tendency to concentrate and divert
scarce economic resources most of the times in unproductve luxurious pursuits.
One has to choose between facilitation of atleast two times meal for all and
luxurious comforts for few. Indian economy is passing through a peculiar type of
experiment with the free market system and diluted controls in the economy. An
impartial Commitee may be constituted to assess the net impact of recent policy
changes on the Indian economy. Deleting a word or set of words from Constitution
may not bring in intended results in the
presence of complex nature of economic problems being faced by the people.
Sudden changes may prove to be very disastrous and may result in unwanted
revolutionary agitations on part of the people. India needs a judicious mix of
diffrent approaches till none is left below poverty line.

TO BE INTRODUCED IN RAJYA SABHA
THE CONSTITUTION (AMENDMENT) BILL, 2004
By SHRI SHARAD JOSHI, M.P.
A BILL further to amend the Constitution of India.

BE it enacted by Parliament in the Fifty-fifty Year of the Republic of
India as follows:—

1. This Act may be called the Constitution (Amendment) Act, 2004.

2. In the Preamble of the Constitution, in the first paragraph, the
following word shall be deleted, namely:—

“Socialist”

Short title: Amendment of the Preamble.

TO BE INTRODUCED IN RAJYA SABHA

STATEMENT OF OBJECTS AND REASONS
The 42nd Amendment to the Constitution of India, imposed in 1976, made
India “into a Sovereign Socialist Secular Democratic Republic". This is a
basic infringement on the freedoms of Indian people to chose their own
economic system as per their volition. Events since 1991 have made a
mockery of this gratuitous imposition on Indian rights. It is time to bury
this impropriety once and for all.

The Bill accordingly seeks to amend the Constitution.

EXTRACT FROM THE CONSTITUTION OF INDIA
We, the people of India, having solemnly resolved to constitute India into
a Sovereign, Socialist, Secular, Democratic Republic and to secure to all
its citizens:
Justice, social, economic and political; Liberty of thought, expression,
belief, faith and worship;
Equality of status and of opportunity; and to promote among them all.
Fraternity assuring the dignity of the individual and the unity and
integrity of the Nation; in our constituent assembly this twenty-sixth of
November, 1949, do hereby adopt, enact and give to ourselves this
Constitution.
