The Oregon Office of Energy believes it is critical that the
effort to vitrify the high level wastes at Hanford continue
forward without further delays or interruptions. The high
level radioactive wastes in the large underground tanks at
Hanford present the greatest long-term risk to the
environment,
The tank wastes pose a threat to the groundwater and
ultimately to the Columbia River. They also pose a threat to
workers and present the potential for offsite contamination
in the event of a serious accident. The effort to
successfully remove these wastes from the tanks and to put
them in a safer, glassified form, must go forward without
further delay.

The Oregon Office of Energy does not support proposals which
would further delay the effort to vitrify the wastes. We
also do not support proposals to scale back the size of the
waste treatment facilities for the vitrification effort or
proposals which would reduce the amount of waste to be
vitrified required by the Hanford Tri-Party Agreement
schedule. Such proposals only further prolong the risk which
the high level wastes present to the region.

The milestones in the Hanford Tri-Party Agreement were
negotiated after extended public input and protracted
negotiations. Even with these milestones, only 10% of the
high level waste will be vitrified by 2018. By that time,
Hanford's oldest tanks will be more than seventy years old.
It makes no sense to delay this effort even further. The
change from the privatization approach to a more traditional
government contract will cause some adjustments. But this
transition must not be allowed to derail the vitrification
effort.

Congress has been very supportive of the budget requests
which USDOE has made on behalf of both the Hanford cleanup
in general and vitrification in particular. In response to
the shift from the privatization approach this year,
Congress released funds to USDOE previously set aside for
privatization and increased the Hanford cleanup budget to
$1.6 billion dollars for Fiscal Year 2001, more than $400
million higher than provided in any previous year. This
includes $377 million for the vitrification project in
Fiscal Year 2001. There is no reason to expect any less
Congressional support if USDOE pushes forward with the
vitrification effort and if the region supports that effort.

The values in the 1993 Hanford Tank Waste Task Force in
which the Oregon Office of Energy participated and concurred
remain valid. In particular, the Task Force's charge "to get
on with the cleanup" must be taken to heart. Progress on the
cleanup of the tank wastes must occur as mandated by the
Tri-Party Agreement. Now is not the time to change the
approach or the schedule for vitrifying the wastes at
Hanford.

Washington state's opposition to Hanford receiving federal low-level
radioactive wastes from elsewhere so far is proving fruitless. The state is
trying to block shipments from elsewhere but has had no effect on the
Department of Energy. For several months, the state and various groups
have grumbled about DOE selecting Hanford and the Nevada Test Site to
receive low-level wastes from other DOE sites.

The Department of Energy plans to permanently shut down the Fast Flux
Test Facility, DOE announced Tuesday, ending the potential for any
nuclear production at Hanford.

Volpentest said he didn't hold much hope that a new administration would
be able to reverse the FFTF decision, in part because the project isn't
large enough to make their immediate agenda. Neither candidate is likely to
be a major supporter of nuclear issues, he said.

WASHINGTON - Energy Department officials said Tuesday that a test
nuclear reactor in Washington state that has been dormant since 1992 will
not be restarted to produce plutonium for space missions and isotopes to
treat cancer. Instead, if the Energy Department finalizes a proposed rule in
January, the Fast Flux Test Facility reactor at the Hanford Nuclear
Reservation will be shut down beginning next year.

To add to the information and rumor pot... I won't believe it till I see it on
paper, but a friendly reporter told me that late this afternoon (around  5
p.m. EST) that Bill Magwood (NE-1) and Under Secretary Moniz held a
teleconference for reporters and stated that the decision has been made
to not restart FFTF.  Reason is based on lack of financial commitments
for isotope production.  Sodium draining to begin in mid calendar year
2001.  Congratulations to all of you who fought the restart!

Hey everyone!

We have just received word that FFTF will not be included in the preferred
alternative in the final PEIS to come out in mid-December!  Gerry Pollet
spoke with Joshua Scheinkman (staffer for Sen. Wyden), Bill Magwood, and
Brian Costner in DC.  They all confirmed that, in fact, FFTF will be shut
down and Richardson's ROD will be released by January 20th.  After this,
FFTF will go right into deactivation mode.  Another important development:
the money taken from the cleanup budget to keep FFTF on standby will be
shifted back - $40 million dollars!

The word is that exisiting facilities will be able to handle both the
PU-238 and medical isotopes missions. (Sen. Domenici has also worked a deal
to get a new accelerator built in NM). The plutonium-238 will be produced
at INEEL and processed at Oak Ridge. Medical isotopes will also be tested
at these two facilities.

Brian Costner said to give the Secretary personal credit for shutting down
FFTF.  He made the decision himself.  Citizens across the state should be
congratulated for all the pressure we put on him.  He finally listened to
us!!  The two days of principled negotiations were important to his making
this decision, as well as all the caucus work leading up to the state
Democratic Convention AND the thousands of citizen comments at public
hearings during the past few years.

Congrats to everyone who poured their hearts and souls into making this
happen.  Without tremendous public support, we could never have acheived
victory. We're having trouble believing that it's true - FFTF will be
decommissioned!!

Wow!  That's a tragic chain of "coincidence".  I
certainly don't blame you being angry and scared.
It's interesting you mention your mom & thyroid, and
now your bro and cancer.  This sort of stuff runs
through my family too, and we live right next door to
Oak Ridge.  I don't think Oak Ridge has as much, or is
doing as much, as Hanford (I'm not sure now because I
no longer work out there).  Anyway, check out
About.com's site on thryoid disease.  They have a lot
of posts about the link b/t thryoid problems and
nuclear crap.  While this may not be as active as you
want, it may set your mind at ease a bit and give you
space to consider action-oriented plans.  There may be
similar stuff on the cancer pages, I'm not sure I've
not looked there.  Today I go to the doc to look at my
thyroid, and I do think that alot of the thyroid
problems going around (cases are mounting here in the
US, especially w/ women) is directly related to
nuclear testing, etc.  My reasoning:  the surge
started to grow after the atom bomb.

One thing you might consider, this is education
related (and I'm sort of into the *change from w/in*
mode at the moment), study epidemiology.  I don't know
if you are science oriented (I'm not) but I find this
stuff absolutely fascinating.  The problem comes in
trying to prove only one factor is the reason/cause
for a condition.  It's next to impossible anymore.
Another idea, again education related, is explore
other career opp's concerning the environment, esp.
nukes and nuke waste.  Surely there are groups around
you that are fighting Hanford and are concerned w/
health issues.

This is getting long, so I'll stop...but, in my humble
opinion, the best defense is knowledge.  So I would
recommend getting your hands onto anything you can
concerning these links b/t disease and cause.

I am actually somewhat new to this and I would love some advice.  These
virtual meetings would be excellent, but I would also like to know if there
are any meetings or support groups that would relate to the following
personal history that I want to relate.  I feel desperate and need some
input.

I became politically involved because of outrage and anger I feel in regards
to Hanford.  My mother was born and raised in Kennewick, Wa and  I lived
there until the 3rd grade when my family moved to McMinnville, OR.

When I was in middle school, my mother had a benign tumor the size of a very
large grapefruit removed from her uterus.  Ever since I can remember, my mom
has been sick.  At one point, she was having thyroid problems.  Then a few
years ago, she was told she may have ovarian cancer.  It ended up being a
cyst that was removed with no problems.  However, there were many problems I
encountered emotionally.  Why does all of this happen to my mother?  Perhaps
I want something to blame it on, Hanford being my scapegoat. But now I have
more reason to be angry.

On Nov. 2nd, my younger brother's 22nd birthday, he called from the hosiptal
after he had a seizure in class.  He's never had one before, or any signs to
think something might be wrong.  They ran tests, and found a tumor in his
brain.  My 22yr old brother has brain cancer!  What is going on?  How am I
supposed to just think that all of these incidences in my family are
coincidental.  Interesting enough, I had a seizure in high school, but
nothing ever came out of it.  I never had tests run and am doing fine.  But
I am scared, and my friends are scared for me too.  It is difficult to talk
about how all of this may be related to Hanford because my family is wary of
talking about it.  I have a lot of family in the Tri-Cities who work for the
reservation.  You can imagine the things they choose or choose not to open
their ears to.  Brainwashing.  But I do need an outlet for these feelings
and I'm going crazy not knowing where to begin.

Please excuse me for such a long email.  I am young, energetic and pissed
off and I would like to know what I can do besides be part of an email
group.  I am frightened and am not sure where to direct my energy or
attention.  Thank you for being out there, I look forward to a response.

SUBJ: Activity Report for the Week Ending November 3, 2000

Spent Nuclear Fuel Project: The DOE operational readiness review (ORR)
continued this week and is expected to conclude by 11/10/00. Most operations
in both the K-West Basin and Canister Storage Building (CSB) were completed
satisfactorily with only minor procedural and conduct of operation problems.
One exception was with the procedure placing an empty cask into the K-West
Basin which was halted Friday following a procedural violation. This
activity is expected resume Monday. The emergency preparedness organization
was ineffective in planning and conducting drills without interjection from
the ORR team. The CSB personnel demonstrated good response during the drill
and excellent self critical analysis following the drill. The K-West team
failed to show adequate radiological response and was unable to put the
facility into a safe configuration due to insufficient equipment and trained
personnel. The facility also failed to be adequately self-critical regarding
their drill response. The ORR will continue to review issues including
verification and validation of the CSB design and whether Fluor-Hanford
meets motor carrier requirements for fuel shipments on-site. (III-A)

Distribution Transformer Failure: On 11/2/00 there was a electrical
transformer failure resulting in a fire at the CSB facility and a loss of
power in the 200 area. This is the third of six transformers procured by
Hanford from the transformer manufacturer ELMA to fail. These transformers
were identified as having a potential major design or manufacturing problem
in the Board’s letter of February 25, 1998. The site is re-evaluating the
response given to the Board concerning the adequacy of these transformers
following this latest occurrence. (III-A)

Facility Representative (FR) Program: A couple of months ago, all of the
Department of Energy-Richland (DOE-RL) FR positions were filled with
qualified FR’s. However, due to job transfers, promotions, and special
assignments, only 70% of the positions today are occupied full-time by
qualified FR’s. Less than 50% of the facilities have full-time FR’s who have
completed facility-specific qualifications. For example, although three
major processes have started operations at PFP recently, the number of full
time FR’s there has dropped from 3 to 1.

While FR’s are making valuable contributions to the Richland Integrated
Management System and other projects, the remaining FR’s are being stretched
thin. There is a similar situation at the Office of River Protection where
most of the FR’s are currently performing operational readiness reviews and
program assessments. In addition, FR’s in both offices are acting as the FR
division director which is taking them out of the field. This situation
illustrates the need for both DOE offices to continue to develop the pool of
technical staff with field experience, besides FR’s, that can be used to
support assessments and other reviews. However, recent events like a
temporary hiring freeze are reportedly hampering DOE-RL’s ability to fill
critical technical positions like criticality safety. (I-B)

Getting fired is bad, but getting blacklisted is worse.  It can be a carreer
ending for a nuclear professional.  You can't fight them in court - the
contractors are backed up to the hilt by the government.   Even when they
lose a judgement, they keep you in court forever and only the lawyers
benifit.  I am sorry, but I don't have that much courage.

LIVERMORE -- A Livermore-based nuclear watchdog group,
dissatisfied with Energy Department responses to
separate Freedom of Information Act requests, is
calling upon a court to order the release of
documents.

   On Thursday, Tri-Valley Communities Against a
Radioactive Environment filed two lawsuits against the
Energy Department in San Francisco federal court.

   The group is seeking documentation for fusion
project management meetings and the "Mega Strategy," a
proposal to shift some weapons and plutonium work from
Los Alamos Laboratory to Lawrence Livermore
Laboratory.

   Administrators for the Energy Department's Inertial
Confinement Fusion programs met in management sessions
to discuss projects such as the National Ignition
Facility laser, under construction at Livermore Lab.

   Marylia Kelley, executive director for Tri-Valley
CAREs, said the group requested documents related to
the management meetings to learn more about the
history and chronology of problems with the NIF
project, which department officials say is more than
$1 billion over budget and six years behind schedule.

   "We understood from our conversations with
scientists ... that the problems had been a subject of
conversation during these meetings," Kelley said.
"Therefore, it's likely that these records from these
meetings will shed light on who knew what when."

   That lawsuit states that Tri-Valley CAREs submitted
the request for management meetings documentation on
Sept. 1, 1999, and has so far not received a "complete
and final response."

   The Energy Department initially responded, according
to the lawsuit, that "it would not produce the notes"
of the management meetings, and the group appealed the
decision to an Energy Department appeal office, which
found that the department "had not adequately
justified its decision to withhold the notes."

   On March 24, the Energy Department again "indicated
that it would not produce the notes and/or minutes" of
the fusion management meetings, the lawsuit states.

   Kelley said the only documents the group has
received from its requests are some "one-sentence
e-mails" that do not contain any information about the
content of the meetings or discussions that took place
during the meetings. Steve Sugarman, a New Mexico
lawyer who is performing the legal work on the FOIA
lawsuits for free, said in a statement, "Routinely,
DOE has failed to fulfill Tri-Valley CAREs' FOIA
requests, and those of other organizations and
individuals within the allotted timeframe."

   Jane Brady, an Energy Department spokeswoman, said
the department has not yet received the complaints
filed by Tri-Valley CAREs.

   But the department "rejects the characterization
that the DOE has engaged in a 'pattern and practice'
of violating FOIA requests," she said. "When we
withhold documents, we do so in a good faith belief
that we are acting in compliance with FOIA."

   Brady said that a quick review of Energy Department
FOIA records found that Tri-Valley CAREs has submitted
three requests to the department since September 1999.

   In response to one request, the department "produced
thousands of pages of documents," she said. In the
other two cases the Energy Department officials are
conducting searches for "potentially responsive
documents," she said.

   Kelley said that in the case of the FOIA request for
the "Mega Strategy" information, submitted Sept. 15,
1999, the group has received nothing more than a FOIA
request number, which confirms that the request has
been received and is being processed.

   The leeway for responding to FOIA requests "is
measured in weeks, not years," Kelley said. "I believe
that the court is going to find these violations
egregious."

   In addition to pursuing a release of the requested
documents, Tri-Valley CAREs also seeks a court-ordered
investigation of the Energy Department's FOIA
practices and a judgment "obligating the DOE to
respond to future FOIA requests in a timely manner."

OFFICE OF RIVER PROTECTION REORGANIZATION

 

The U.S. Department of Energy (DOE) has approved a proposal to reorganize
the Office of River Protection (OPR).  In order to improve the management
and operation of the office, several new senior executive service
management
positions and up to 60 new staff positions will be created.

 

The increase to required staff and new organizational structure reflects
ORP's shift in procurement strategy from privatization to a more
traditional
government-owned operation.

 

"Our plans to reorganize and strengthen the office are essential to our
success," said

Harry Boston, ORP's Acting Manager.  "With the support of Secretary
Richardson and Assistant Secretary Carolyn Huntoon, we will provide the
resources needed to create a more effective and productive waste
treatment
program at Hanford."

 

ORP is responsible for managing, characterizing, retrieving - and
ultimately
treating and disposing - approximately 54 million gallons of highly
radioactive and hazardous waste stored in 177 underground tanks at
Hanford.

 

Under the approved proposal, ORP will initially fill several key
positions,
including five senior executive service management positions and one new
position for a Chief Counsel.  ORP currently has a staff of 90 positions.

 

In addition, the nuclear safety responsibilities of Hanford's former
Regulatory Unit will be assigned to the ORP Manager.  Under the
privatization approach, a separate regulatory unit was established to
regulate nuclear safety for a contractor-owned facility.  However, with
the
decision Secretary Richardson reached in May to proceed with a
Government-owned facility, clear authority and accountability for nuclear
safety has been assigned to the ORP Manager.

less than four miles away, the Energy Department said Thursday. Agency

be confined to an area on the edge of the site where the material was
buried decades ago.  Officials could not say how extensive the

DOE reaches cleanup milestone at Hanford

More than a million gallons of radioactive waste that threatened the
Columbia River have been removed from aging underground tanks at the
Department of Energy's (DOE) Hanford Site since 1998.

 

That's when pumping operations began on the last of Hanford's 149 older,
single-shell tanks containing removable liquid waste.  An aggressive
schedule negotiated by the DOE and the state of Washington tracks
progress
on the project.

 

While the million-gallon achievement is not a regulatory milestone, DOE
officials said the accomplishment symbolizes the hard work and technical
innovations that have enabled the department to meet or beat deadline
after
deadline.  Of the eight tanks scheduled to begin pumping operations in
fiscal year 2001, five tanks have already been started.

 

"The focused and dedicated efforts of this project team are reducing the
risk here at Hanford," said Harry Boston, Acting Manager of DOE's Office
of
River Protection.  "We're making progress by removing the liquid waste
from
the older tanks, and we're reducing the risk to the Columbia River and
the
people of the Pacific Northwest."

 

Although solids and sludge will remain in the tanks, transferring the
liquid
waste to newer, safer double-shell tanks is crucial to reducing the risk
of
a future leak.  In the past, more than a third of Hanford's single-shell
tanks leaked an estimated one million gallons of radioactive waste.

 

"The tanks have been our state's highest priority for cleanup at Hanford
because of their past leaks and their ongoing threat to the environment,"
said Mike Wilson, who heads the state Department of Ecology program that
monitors and enforces progress on the Hanford cleanup project.  "We're
very
happy with the progress on pumping out the tanks during the past year and
a
half, and we look forward to getting a treatment facility in place to
further reduce the threat from these wastes."

 

Under the consent decree, October 2004 is the deadline for pumping the
retrievable liquid waste from 29 single-shell tanks.   Pumping of six of
those tanks is complete, and crews with DOE tank farms contractor CH2M
HILL
Hanford Group have initiated pumping 11 of the remaining 23 tanks under
the
agreement.  Company officials expect to start seven more tanks this
fiscal
year, which runs through October 2001.

 

"This is a story about people working against the odds to safely get the
job
done," said CH2M HILL President and General Manager Fran DeLozier. 
"Despite
formidable challenges posed by aging equipment, breakdowns and slower
than

DeLozier said much of the credit goes to continued improvements in the
project team's efficiency.  She also credits a new waste transfer system
developed to solve flammable gas problems in double shell Tank SY-101,
also
known as the "burping" tank.  An aboveground hose-in-hose line, rather
than
aging underground pipes, was used last year to transfer 520,000 gallons
of
waste out of the tank.

           

Since August, CH2M HILL crews have been using the new hose-in-hose
transfer
system on the single-shell tanks.  If sensors along the length of the
hose
indicate a leak, pumping is automatically shut down.  The hose maintains
the
waste's temperature to help keep it from plugging the line.  The lines
are
placed in shallow trenches and covered with steel plates to protect the
line
and provide shielding from radiation.

 

 "Using the old transfer system last year we had three leaks, " said CH2M
HILL Single-Shell Tanks Project Director Rick Raymond.  "One involved
waste
and the other two were contaminated water.  We projected that if we
didn't
do something differently, there would be one transfer system leak per
year. 
The new hose-in-hose system eliminates that risk, and it's going to help
us
get the liquid waste out of the tanks sooner."

 

Raymond estimated the innovative transfer system will help CH2M HILL
finish
the project six to 12 months early and cut costs by $4 million to $5
million.

I've now moved everyone from the old "Hanford Watch" email list to
the new "Hanford" list on eGroups.  You should all have gotten an
email from eGroups with a password.  If not you can go to
http://www.egroups.com and register, using the email address you
use for this list. Then sign in, choose My Groups and Hanford.

You can change your personal setting there to choose how you
want to get messages from this list.  The three options are:
1. Individual emails.
2. Email "Daily Digest" of all messages.
3. No email.  Read messages on Hanford page at eGroups website.

I set everyone for Daily Digest to start because people have
complained about getting too much email.  But you can change it.

I suggest when replying to an email that you delete the message
you're replying to, unless it's really necessary, so the Daily Digests
won't go on forever.

If you have any problems let me know.  I'm the moderator, which
just means taking care of the mechanics.

If I was on the HAB, I think I would be asking Dave Van Leuven some
questions about this - it looks to me that he was being deceptive, at best.

This makes me wonder what they are going to do with the filled MCOs if the
