Tom, I can only tell you that years ago I built a drive-in bank in Princeton
Shopping Center. I had to have a "landscape plan" approved by the STC before the
Borough issued my final approvals and building permits. No there were no trees
to cut down in the parking lot, but I had to plant a dozen through the asphalt.
The Planning Boards policy was fair and well run. No STC sign off, no permit to
break ground. My C of O was not issued until the STC inspected the final
planting. . They even told me what type of trees to plant and I had to guarantee
a year survival under bond. Nothing was left to interpretation. Granted a front
end loaded will kill a tree or two or three. But if you require a percentage of
retainage and you base your C of O on it,it will happen. Not rocket science.
