Ladies and Gentlemen:

A self-analysis is very difficult, sometimes almost impossible. Those who
truly know me and love me know that I am my own harshest critic. I never
want to hear how well I have done. I need to know what opportunity I have
missed -- literally, where did I screw up? The following is the Justice
Credo. We don't just practice it, we live it.

JUSTICE FOR HOME & CONDO OWNERS
CREDO/PROCLAMATION AND
STATEMENT OF ORGANIZATIONAL INTENT

MEMBERSHIP is open to individuals only, no business or corporate interests.
The following are NOT eligible for membership: (1) Property management
companies, their agents or employees; (2) Nevada law firms, attorneys or
their agents or employees who regularly represent boards, associations or
property management companies; (3) individuals employed by any business or
organization which, as its regular business, handles, files or prosecutes
actions in favor of associations, boards or other entities with interests
adverse to home or condo owners generally; or (4) other individuals whose
interests are determined to be adverse to home or condo owners or our
organization.

I. We all know that if you are not part of the solution, then you are part of
the problem.

II. We, the members of JUSTICE FOR HOME & CONDO OWNERS, believe that your
home is your castle.

III. Guided by those precepts, we have united with the intention of
improving our members' community atmosphere and living conditions that may
have been purposely disrupted by the practices of errant "Associations"
and/or their agents.

IV. We will hereby make a conscious and unified effort to thwart and no
longer tolerate the abhorrent and tyrannical practice of willfully causing
any of our members to become or be made to feel isolated or separate from
their community or association due to a current and/or pending conflict or
disagreement regarding the allegations of a member concerning the possible or
probable unfair practices and/or procedures of his/her governing Board or its
agents.

V. By the same token, neither will we further endure the sanctioned tactic
of "Divide and Conquer" adopted by deviant Boards or their agents.

VI. We have united for the purpose of joining forces and assisting our
members in resolving or reconciling their grievances and/or issues with or
against the aforementioned entities by means of joint cooperation, the
lending of support, advice, and making available our collective information,
sources, knowledge, expertise and experience so that we may further and
strengthen our mutual cause and concern, and suggest avenues of recourse.

VII. Furthermore, an unjust attack upon any member of Justice for Home &
Condo Owners, his/her spouse, or any member of their household, will be
deemed as an attack upon the whole. We will make ourselves available and
render assistance to that person or persons, and pursue their interests to
the length and breadth of our abilities and resources within the constraints
of the law.

VIII. With courage and Espirit de Corps, we will stand by our members --
one for all, and all for one.

Well, it appears that Phil Testa's recent "Alert" post alleging "Moles" are
everywhere has actually caused the tension he sought to create. His recent
post threatening to republish his hateful postings two years ago about Evan
McKenzie is downright poisonous. Evan was recently in Vegas and certainly
didn't waste time listening to Testa's tirades about HOAs, even though Evan
is currently authoring another book about HOAs.

I support people who start up new HOA-related internet newsgroups because
everyone should have the opportunity to participate, unless he or she begins
personal attacks. Those who post lies about other members when we refuse to
be controlled by the tryrants deserve to be banned because they waste our
time and divert our energy away from lobbying our state's lawmakers for
enactment of positive homeowners' rights legislation.

Regardless of the number of internet groups, it's in our best interests to
stay focused on lobbying and simply ignore anyone who posts ambiguous and
unsupported claims defaming those of us who happen to harbor our own opinions
and strategies.

Phil Testa, Justice and Kate Davis go back to October of 1996. I am 66 years
old; I raised three daughters; I have been married more than twice. Just
five days ago, I had to sit down with my mom, who will be 90 in May. I
couldn't solve a problem, but my mom solved it in a heartbeat. I know what
most men don't know -- there is nothing better than a good woman, because she
will make an angel blush for its inefficiency. There is nothing worse than a
bad woman, because she will put the devil himself in a bottle and send him
out to sea. I wish to requalify that statement. Being a male does not make
you a man. Being a female does not make you a woman.

So, here I am, proud of my friends, but even more proud of my enemies.
Before this week is out, we will research our files and give you the "skinny"
on Kate Davis, the first "mole" to penetrate Justice. We will give you the
"skinny" on the second "mole" to penetrate Justice (Judi Root, now active
member of three CAI organizations). We will give you the "skinny" on the
third "mole," Monica Caruso, retired business writer for the "Las Vegas
Review-Journal," who now writes for the builders of Nevada. We will give you
the "skinny" on the fourth "mole," Monica's husband, Anthony Caruso, who
tried to glean information from us and walked both sides of the track. We
will give you the "skinny" on the fifth "mole," Ted Samuels, a.k.a. "the
Manchester Meatball," who almost ruined Justice for Home & Condo Owners. And
the latest and best, the one and only, Carol Rogers, a bleeding victim of
abuse from Sun City Summerlin. This creature came very close to doing in
Justice and the "Homeowners' Voice." Details will probably follow in a book.

It is the ventured opinion of our members that in order to stop this
un-American syndrome, we must starve it to death. BOYCOTT is the word,
especially in the West. Not all of the people we are networked with agree
with us. They have that right, most notably Kathy Johnson and her group in
Delaware. Kathy feels that disclosure and separate listings are the way to
go. We do not disagree with her, and we do not shun her for her opinion. We
think that both ways are the way to go.

What the hell is wrong with personal attacks on academic lawyers who sell
dreck? Evan McKenzie is an academic and he is also an attorney. Wayne Hyatt
sits at the head of the College of Community Associations Lawyers. They both
agree that HOA's are a failed experiment. They are both collaborating in
REINVENTING a failed experiment.

I challenged Evan McKenzie on Joni Greenwalt's e-group as a nincompoop. I
put him in the position of a judge who hates to be reversed. I challenged
him as a man and an American to put our people first before his intellectual
experiment. Evan McKenzie makes money by speaking at CAI functions. Evan
McKenzie, through his credentials, gives tacit approval to the "Industry."
In my opinion, Evan McKenzie is a "runt," both in intellect and in stature.

I make no apologies for my blunt, direct and accurate statements. I must
deal daily with human beings who have been targeted by the Industry, people
losing their homes, people having their lifestyles threatened, people being
threatened. In the last six years, we have obtained an insight into the
goals of corporate governance.

So tell me where I have gone wrong. Tell me what I have done wrong. Justice
has rescued associations, starting with my own -- French Oaks HOA. Call me a
brute, call me blasphemous, call me irreverent. I can say this..... Last
month, I took my sweet Dixie to a CAI luncheon at Palace Station, Nevada. My
sweet, nonconfrontational wife felt ill at ease with the hostile glances of
about 300 people. My sweet wife has never been exposed to anything like this
in her many years on this planet. Personally, I basked in the malevolent
glares of CAI. A man is judged by his friends. He is better judged by his
enemies. The boycott is working. Much to come later.
