REQUEST FOR MINI GRANT PROPOSALS
Mini Grants Available
Up to $10,000.00
Deadline November 30, 2009
The State Council on Developmental Disabilities has budgeted $10,000 per Area
Board to be awarded as mini-grants that address unmet needs in that catchment
area.
Area Board XIII has chosen the following focus the mini grants for 2009-2010:
1. Support efforts to enhance recreational programs in San Diego/Imperial
Counties.
2. Increase the ability of day program's to support individuals on the autism
spectrum to be included in their programs in Imperial/San Diego Counties.
The amount of grant money available is $10,000, and the board has not
pre-determined how many grants will be awarded. Preference will be given to
projects that are collaborative and that reflect the values of inclusiveness,
independence, productivity and self-determination.
For an application packet, please call Area Board XIII at 619-645-3000, or go to
the State Council website www.scdd.ca.gov, click on Area Board, then go to Area
Board 13. The funding for the Mini Grants is being provided through the SCDD's
Community Program Development Grant (CPDG) program for Federal Fiscal Year
2009-10.
Any project that is funded needs to be completed by June 30, 2010.
Jerry Sherk would like to announce the availability of no cost services through
the Community Prevention Initiative, a grant administered by the Center for
Applied Research Solutions (CARS) and funded by the California Department of
Alcohol and Drug Programs.
Jerry points out that he and other CARS consultants can work with programs that
serve high-risk youth, at no cost to the organization. Some topics he and other
consultants train on include:
How to develop a youth mentoring program
Training mentors/mentees
Volunteer recruitment
Discussing difficult issues with youth
Working with foster youth
Serving gang-involved youth
Developing program policy and procedure and training manuals
Cultural competence
Conflict resolution and mediation
Developing and working with advisory teams
Here is a background on several of the CARS consultants:
Jerry Sherk has a masters in counseling psychology, and he has been working with
youth mentoring and other youth serving programs for over 15 years. During this
time he has helped several hundred organizations to develop their program
structure and materials, and train volunteer mentors. Jerry also develops
curriculum for group mentoring programs, youth employment trainings, and for
student/athlete leadership programs. He has also written national publications
on how to develop mentoring programs for former prisoners. In a previous
occupation, Jerry was an All Pro football player for the NFL's Cleveland Browns.
Judy Strother Taylor has over 30 years of experience in adult and youth
mentoring, human development, delinquency prevention and juvenile justice. Judy
has worked with the White House Special Action Office for Drug Abuse Prevention
and she has also directed national initiatives for the Office of Juvenile
Justice and Delinquency Prevention. Recently, Judy was the Project Director for
the U.S. Department of Education Office of Safe and Drug Free School mentoring
programs. One of Judy's many areas of expertise includes teaching staff how to
deliver stimulating and interactive training exercises.
Maggie Escobido Steele is an accomplished peacemaker, mediator, storyteller,
community leader, singer/drummer, artist, writer, spiritual healer, educator,
trainer, and youth role model. Audiences immediately recognize her sincerity
(she has "street credibility") and become receptive to her instruction because
they can see that she has the background and knows what she's talking about.
She weaves Native American stories that teach and challenge us to think and
introspect. Her stories have the ability to break down the walls and emotional
barriers that people put up and prevent them from being receptive to change.
Maggie has the expertise to work with high-risk youth populations, as well as
the staff and volunteers that serve these young people.

requesting programs are serving or planning to serve high-risk youth.

Dear Friends,
I cordially invite you to participate in the next John Brockington Foundation's
KIN (Keeping Inside the Numbers) Breakfast. Our KIN campaign has grown since
last June with new corporate and media partners. Fresenius Medical Care is
offering free screenings where guests can "get their numbers". We now have
promotional ads by Shaquille O'Neal on 1040 AM. And Cold Stone Creamery has
added a new low-fat smoothie flavor for November called "Kick-KIN". But one
thing has not changed--the reason for this behavior changing campaign. 37% of
all new dialysis patients are black. The prevalence of high blood pressure in US
blacks is the highest in the world. And diabetes is twice as common in the
Hispanic population as it is among whites.
Our next KIN Breakfast will be held at the Jacobs Center at 404 Euclid Avenue on
Saturday, November 21st from 8 AM to 10 AM. Shaq's ads on local radio have
generated a wave of interest. We expect to welcome 125 men and women from the
community to listen to Dr. Jerome Robinson talk about keeping within those
numbers: blood pressure, BMI, and blood glucose.
The real work of the breakfast happens among our guests in specific discussions
of health obstacles and how to overcome them. Our table leaders are former NFL
players, nurse practitioners, community leaders, and people who have made a
change in their health habits. At our last breakfast, guests heard Jack Tatum
talk about keeping his diabetes under control after losing his leg, learned how
John Brockington reminds himself to take his meds, heard Council Member Anthony
Young speak of the loss of his childhood friend to disease, and found out how
Kenny Stills stays healthy.

Brown and California Arts Council Announce $549,000 for Musical Performances Up
and Down the State
Sacramento - Attorney General Edmund G. Brown Jr. and the California Arts
Council today announced that 42 local arts organizations will be awarded
$549,000 to present free or inexpensive public concerts throughout California
with funds obtained from a 2003 anti-trust settlement.
"Music has a universal appeal, bringing people together and creating a community
spirit," Brown said. "Through these concerts, we hope to bring a small measure
of joy into local communities and encourage cultural development."
"The California Arts Council is delighted to have partnered with the Attorney
General's Office to provide the state's citizens with the opportunity to
experience the joy of live performances from California's many genres of music,"
said Muriel Johnson, Director of the California Arts Council.
In 2003, the Attorney General's office settled an antitrust case against five of
the country's largest music CD distributors and three national retail chains.
The suit contended that the defendants entered illegal agreements with each
other to set minimum advertised prices on music CDs.
After the settlement was approved by the courts, 665,000 music CDs worth $9
million were distributed to public schools, colleges and libraries. Restitution
in the amount of $13.86 was awarded to California consumers who filed claims.
After the settlement was distributed, $549,000 remained, which was given to the
California Arts Council to establish a one-time music grant program.
The California Arts Council has carefully reviewed over 160 applications.
Forty-two non-profit organizations from 39 California counties have been
selected. The award-winning, non-profit arts organizations follow:
Alameda County
$15,000 to EastSide Arts Alliance of Oakland for performances during an annual
jazz-arts festival.
Butte County
$15,000 to CSU Chico University Public Events for free and discounted tickets
for youth to attend mariachi performances.
Calaveras County
$15,000 to Calaveras Arts for free concerts in public parks of classical, Latin
and other styles of music.
Contra Costa County
$15,000 to Los Cenzontles of San Pablo for free and discounted access to
Mexican, Latin, jazz and bluegrass performances.
Del Norte County
$8,000 to Del Norte Association for discounted tickets to San Jose Taiko
performances at the Crescent Elk Middle School in Crescent City.
El Dorado County
$15,000 to El Dorado Arts Council to offer free or discounted admission to high
school students for the Coloma blues live performances.
Fresno County
$15,000 to Hmong Cultural Heritage Center of Fresno for free performances of
traditional Hmong music in Merced, Modesto, Visalia and Tulare.
$15,000 to California Autoharp Gathering of Dunlap for free public performances
at local public schools.
Humboldt County
$10,875 to Ink People Center for the Arts of Eureka for free performances of
theatrical and experimental music.
Inyo County
$15,000 to Inyo Council for the Arts of Bishop for free Latin music
performances.
Kern County

Brown Alerts Homeowners that New Law Prohibits Up-front Fees for Foreclosure
Relief Services
Sacramento - Attorney General Edmund G. Brown Jr. today issued a consumer alert
warning California homeowners to avoid individuals and businesses that charge up
up-front fees for foreclosure relief services in light of a just-enacted state
law that makes this "abusive practice" subject to prosecution.
"Over the past two years, unscrupulous attorneys and real estate brokers have
abused their trusted roles and exploited desperate homeowners seeking to avoid
foreclosure," Brown said. "The loophole that allowed this abusive practice to
continue has now been closed, and homeowners should avoid any person charging
up-front fees for foreclosure relief services."
Earlier this week, Governor Schwarzenegger signed into law Senate Bill 94, which
immediately makes it unlawful for any licensed attorney or real estate agent
"who negotiates, attempts to negotiate, arranges, attempts to arrange, or
otherwise offers to perform a mortgage loan modification or other form of
mortgage loan forbearance for a fee or other compensation paid by the
borrower…to claim, demand, charge, collect, or receive any compensation until
after the [attorney or agent] has fully performed each and every service the
licensee contracted to perform or represented that he, she, or it would
perform."
Until now, licensed attorneys and real estate brokers could charge advance fees
under certain limited circumstances. Foreclosure scam artists often sought to
exploit this exception. The new law closes this loophole.
Brown has made it a top priority to protect homeowners and combat loan
modification fraud in California. In August, threatening possible criminal and
civil prosecution, he ordered 386 mortgage foreclosure consultants to register
with his office and post $100,000 bond. Brown also ordered more than two dozen
foreclosure assistance companies to substantiate suspect claims made on the
internet and in direct mail advertising.
This action followed a nationwide sweep in July that led to lawsuits against 21
individuals and 14 companies who ripped off thousands of homeowners seeking
mortgage relief. In total, Brown has sought court orders to shut down more than
30 companies and has brought criminal charges and obtained lengthy prison
sentences for dozens of deceptive loan modification consultants.
Loan modification consultants continue to exploit homeowners desperate for
relief. This year, Brown's office has received more than 2,500 complaints
against loan modification consultants and their businesses. This is a dramatic
jump from 2008, when less than 200 complaints were filed.
As part of today's consumer alert, Brown offered the following tips to
homeowners:
Don't pay up-front fees. Foreclosure consultants are prohibited by law from
collecting money before services are performed.
Don't ignore letters from your lender or loan servicer. Responding to those
letters is your best bet for saving your house.
Don't transfer title or sell your house to a "foreclosure rescuer." Beware! This
is a scam to convince homeowners they can stay in the home as renters and buy
their home back later. It might also be part of a fraudulent bankruptcy filing.
Either way, a scammer can then evict the victim and take the home.
Don't pay your mortgage payments to anyone other than your lender or loan
servicer. Mortgage consultants often keep the money for themselves.
Never sign any documents without reading them first. Many homeowners think that
they are signing documents for a loan modification or for a new loan to pay off
the mortgage they are behind on. Later, they discover that they actually
transferred ownership of their home to someone who is now trying to evict them.

report them to the Attorney General's office at 1-800-952-5225, or file a

Two Abandoned Horses In Need of a Miracle
When Beckett was abandoned in Crest, the investigation led to us.
The owner had told a friend that she had placed him with us. The owner has now
admitted to abandoning him, but undiagnosed lameness makes him unadoptable.
During our discussions about Beckett, Animal Services told us they
also had a mare in need. The details are sketchy, her owner is in prison, and
she was abandoned on a private property. She is a Thoroughbred between 20 and 25
years of age. Although we can no longer read her lip tattoo, we know her name is
Omega, which ties her to a rich history of Thoroughbred race horses. "Meg," is
emaciated. Prior to being abandoned, she had been given very little, if
anything, to eat.
The hardest part of the work we do at Horses of Tir Na Nog is
looking into the eyes of horses that people have let down. Meg has the softest
eyes that I have ever seen on a horse. She has so much love to give. Beckett's
eyes smile at everyone who walks by his pen. Neither of these horses deserve
what has happened to them. Neither horse deserves to be facing euthanasia
because people have failed them.
How do you choose?
When our vet evaluated the two horses at the animal shelter, I asked the
heart-wrenching question, "If we can only take one,which do we take?"
"Meg needs you more," he said.
Animal Services then explained that while Beckett is at a fair
weight, with his lameness, he would not be a candidate for
adoption. All that our vet could offer was "Well, Beckett will live
longer."
How do you choose?
So, today (10/17/09), our wonderful transport volunteer, Paige, will
once again head her rig to the County of San Diego Department of Animal Services
South Shelter, but this time, she will be bringing home two precious packages,
Beckett and Meg.
While we can promise both of these beautiful horses the miracle
they need, we need all of you to help us make our promise their reality. Each
horse will need a sponsor, at $2,000 for a year. Beckett will require $250 in
X-rays, and we need to raise an additional $500 for the special feeds that will
be required to return Meg to a healthy weight. As always, gifts of any size are
deeply appreciated. Our herd has grown by five since July. We are stretching
every penny as far as we can, but we need your help to stretch for two more.

Olaf Wieghorst, known for his magnificent portrayals of
the nineteenth century American West, exhibited a
remarkable affinity for the cowboys, the Native
American Indians, and the settlers who helped shape
this country's Western landscape.
During his career, Wieghorst sketched and painted
hundreds of pieces of work, 92 of which were issued
as limited edition prints. His work hangs in a number
of museums including the National Cowboy and Western
Heritage Museum in Oklahoma City and the Whitney Gallery
of Western art in Cody, Wyoming. Private owners have
included local residents, Hollywood celebrities, arts patrons, industrialists,
investors, and four United States presidents.

understanding has brought him to 50 states, and over 45 countries on six
continents. The main characteristic that sets Ryan apart from other trainers is
experience. Like Jered, Ryan is a graduate of the University of New
Hampshire's Outdoor Education program. His diverse teaching background
includes being a teacher at the esteemed Excel Academy in Boston , to
working in multiple levels of education from private and public
elementary, middle and high schools to universities, community
