I remember going there in early spring of 1963.

When I went there the first time it was dark, I remember driving south past the NAVFAC building on my left and then turning right into the woods.

It was pitch black and all that I could see were trees, I kept driving until I saw a light coming a bunker on my left.

The entrance and hallway (passage way) had standing water, so they placed a few doors on the floor (deck) to walk on.

Assuming the Navy got there in 1962, my thought is that they either created or refurbished it.
