You can make the heel flap either way - on one or two needles. However, in the needle arrangement you are currently using (16/32/16) it would be more convenient to use the needle that already has 32 stitches on it. You will be working flat, instead of in the round for the heel flap. I am not sure what pattern you are using but don't be alarmed if you heel flap is rectangular rather than square.

Thank you so much for doing this for us. My knitting group will appreciate this so much even the ones that don't do socks. At one time or another we all will do the Kitchner stitch.
