Description
In a Federal arrangement, every region in Uganda is empowered to make her own decisions for the benefit of that region. This is obvious in the sense that the civil servants in Kampala do not know what the people in Kotido, Kaberamaido, Nyabushozi, and Namunsi really want. The central government has always nurtured tribalism and employed servants from the ruler's own region, which has made it difficult for other regions to develop. Today, Mbarara for example is growing because the ruling tribe comes from there, unlike Moroto or Arua. But if decision making in specific areas were to be removed from the center and placed in the regions, then Moroto and Arua would have an equal opportunity to grow too. Hence, Federalism in this context is competitive, i.e. it creates a state of affairs where the regions are encouraged to excel in their performance for the areas they are responsible for.
We have a 13-state federal model in place that you can read about at the federo website (http://www.federo.org/index.php?id=62). We have already made proposals on how to share the country's resources equitably. There are proposals in place on how to organise a truly independent Electoral Commission that will ensure that armed forces and Mutale's Kalangala Plan do not beat up and kill innocent citizens.
