It is essentially the language that was reported out of committee in the last Congress, with the very significant change that it now requires all voter-marked ballots in Federal elections by 2012, i.e. no DREs (with or without VVPAT). There are other clarifications and improvements but that is the big one. 

Thoughts on expanding this list would also be welcome.
