Plan to Close 23 D.C. Schools Revised

WASHINGTON - A controversial plan to close more than 20 D.C. schools
has been revised, with four schools being added to the closing list
and six others taken off.
The new consolidation plan, announced by Mayor Adrian Fenty and
Chancellor Michelle Rhee, calls for 21 schools to be closed. The
original plan to close 23 schools was protested by parents.
The changes come after a series of public meetings and community
hearings.
The additional schools now proposed for closing are Benning
Elementary School, Park View Elementary, Garnet Patterson and Merritt
middle schools.
Schools taken off the closings list include Bruce Monroe, John
Burroughs and Smothers elementary schools. Browne and Shaw junior
high schools and Ron Brown Middle School were also taken off the
list.
"The end result of this process is a school system that can better
serve all of our students and families," said Fenty.
About 80 public schools in the District are under-enrolled. The mayor
supports Rhee's closing plan, which Fenty says could save the
District money to be used for other education priorities. The plan
has been criticized by some D.C. Council members.

Presidential Preference Primary – Tuesday, February 12, 2008:
If you are a member of the Democratic Party, the Republican Party, or
the Statehood Green Party, then you will be eligible to vote for the
presidential candidate of your choice on 2/12/2008 in your party's
respective primary.  For those of you who might not know, if you
reside within the boundaries of New York Avenue, N.W. on the south;
Florida Avenue, N.W. on the north; North Capitol Street, N.W. on the

Free Radon Kits Offered by the DC Department of the Environment:
  The District Department of the Environment (DDOE) is offering FREE
Radon testing kits to help DC residents maintain safe and healthy
homes. According to the EPA and the District Department of the
Environment, radon cannot be seen, smelled or tasted, but it may be a
problem in your home.  Radon is a pollutant that comes from the
natural radioactive breakdown of uranium in soil, rock and water and
can enter the air we breathe.  Radon has been found in homes all over
the United States , including the District of Columbia .  The kit is
easy to use -- simply place it in your home for two days and then
send it to a lab for analysis in the kit's postage-prepaid package.
If the results are positive, a list of abatement companies will be
provided. The severity of radon contamination will determine how much
it will cost to get rid of the problem.  This is an especially
critical time of year for radon pollution because people keep windows
and doors closed to keep in the heat.  If a home is contaminated, it
usually registers at a higher level during the cold months.  The
National Academy of Sciences reports that radon is the second leading
cause of lung cancer in the US , causing about 15,000 deaths a year.

McMillan Reservoir Project:
  In 1987, the District purchased this 25-acre site at North Capitol
Street and Michigan Avenue, N.W. from the federal government for $9.3
million. In 1991, the site was placed on the local historic register.
In the summer of 2000, the Office of Planning conducted four
community workshops to discuss revitalizing the site while preserving
its historic character.  OP issued a series of recommendations for
redevelopment of the site in 2002, but at the time District officials
decided not to pursue a project.  In February 2006, the site was
formally transferred to the National Capital Revitalization Corp.
(NCRC), a quasi-public development organization that was expected to
manage potential redevelopment of the site.  In 2007, control of the
site was returned to the Government of the District of Columbia .
Indeed, it is now a project that is under the management authority of
the Office of the Deputy Mayor for Economic Development.  On Monday,
the BACA will be given an update on the current status of plans to
develop the project.  We strongly suggest that you attend the meeting
because whatever development takes place on this large plot of land
will have a ripple effect upon our neighborhood in terms of
transportation, traffic, sewage and other impacts.

Tackling Gun Violence And the Scars It Leaves

When activist Kenneth Barnes gives speeches decrying gun violence, he typically asks audience members to raise their hands if a family member or friend has been a victim. The response is usually about 5 percent of his adult crowds. But when he speaks to Prince George's County and District students, most raise their hands.

In recent months, Barnes's nonprofit organization completed a more formal three-year survey of youths that not only backs up his observations with hard data but paints a portrait of such pervasive exposure to gun crime that it startled even Barnes, as well others who deal with violence. The survey depicts an urban D.C. environment where 80 percent of youths are "highly exposed" to gun violence and, more importantly to Barnes, few are offered help coping.

"We're trying to coin the phrase 'current traumatic stress disorder,' " Barnes said, referring to many youths' ongoing exposure. The lack of grief counseling or therapy, Barnes said, predisposes survivors to anti-social and violent activity.

Faced with such an environment, Barnes believes that only a broad solution that addresses that environment can reduce gun violence. So for months, he has used preliminary data from the survey to push for a national campaign that would take a more comprehensive approach to preventing gun violence and treat the response to survivors as a public health issue. His efforts have resulted in a bill being introduced in Congress that would establish five pilot projects in violent areas of such places as the District and Prince George's.

Barnes formed his anti-violence group, Reaching Out to Others Together, after the September 2001 slaying of his son, Kenneth Barnes Jr., in a robbery on U Street NW.

The one-page survey was completed by 1,512 students ages 9 to 19 from at least 18 predominantly black middle and high schools in the District, as well as youths at Boys and Girls Clubs and other venues.

According to preliminary results, 80 percent of the respondents were "highly exposed" to gun violence, meaning a loved one had been shot or the sound of gunshots is common in their community, and of that 80 percent, 67 percent reported that they received no form of counseling or therapy. The survey also included Prince George's youths; numbers for them had not been finalized, but Barnes said they were similar to those for D.C. respondents.

The number of students exposed to violence is astonishing, even for Ann Brogioli, a social worker at Hart Middle School in Southeast Washington, where students who repeatedly witness such losses -- and sometimes see shootings or bodies -- can act up in class, become withdrawn or, worse, grow numb to violence, she said.

"I could do full-time grief counseling at my school. It's probably a full-time job at every school across the city," Brogioli said. "It's the layers of trauma and constant trauma."

Brogioli believes many children receive some help but might not recognize it.

Exposure to violence is a part of Washington life for Wanda Hill, 17, of Ledroit Park, whose cousin was fatally shot in the head a month ago while sitting in a car in Southeast. She often hears gunfire near her house. She said she has received no counseling.

"People die every day," Hill said. "I'm used to it. I live in D.C."

The District does provide some therapy options. The day after four students were shot outside Ballou High School on Jan. 22, D.C. public school officials sent social workers and Department of Mental Health counselors, a typical response to violence or death that affects a school, said Mafara Hobson, a schools spokeswoman. But therapy for students affected by events outside school comes only at the request of a parent, teacher or principal, she said -- a system that Barnes called inadequate.

Gregory Washington, an associate professor at the University of Tennessee at Martin who is publishing a paper on the findings with Howard University Professor Donna Barnes, called the survey significant because of the volume of respondents. Donna Barnes is not related to Kenneth Barnes.

"Generally, it's not that easy for researchers to get into communities to make that kind of connection," Washington said. "We're aware of the incidents of violence. What we don't know is how to successfully impact them in effective ways."

But Kenneth Barnes thinks he has an approach worth trying. He has been wooing members of the Congressional Black Caucus, such as Rep. Albert R. Wynn (D-Md.), whose district includes Prince George's communities that have struggled with violent crime.

"The traditional approach of arrest and prosecution has not worked," Wynn said. "We need to come up with a much more sophisticated way of addressing this problem."

Wynn is sponsoring the bill, which would provide at least $400 million in federal funding over three years to boost law enforcement, continue research and create community-based centers that would connect residents and survivors with social services, counselors and nonprofit organizations involved with mental health, housing and job placement. The funding would be distributed through mayor's offices and federal agencies with a goal of a 20 percent decrease in gun crime.

"You cannot have a successful approach to violence when community organizations don't talk to each other," Barnes said. "You've got to force it so everyone works together."

McKinley Tech Polling site runs out of Democratic paper ballots before 7pm tonight. This was a problem at several polling locations across the city today. There is only one electronic voting machine at McKinley and the line was getting long. A poll worker said they still had lots of Republican ballots which is no real surprise ( sorry Kris )but in light of record turn outs across the nation you would think we could have been better prepared for this event. Thanks to Rashidi and all of the other polling volunteers for their service to our community.

2008 Fire/EMS Cadet Program

The Fire/EMS Cadet Program is a highly competitive, full-time one-
year, firefighter/EMT training program for District of Columbia
residents ages 18 to 20. Applicants must reach their 18th birthday by
October 1, 2008 and not reach their 21st birthday on or before
January 31, 2008. The program is a collaboration between the Fire/EMS
Department and the Department of Employment Services (DOES).

The 2008 Fire/EMS Cadet Program has Approx 30 positions available for
qualified applicants and those who successfully complete the training
program can start rewarding public service careers with the DC
Fire/EMS Department. Candidates selected for the program will receive
a regular stipend.($10.21 per hour)

Applications may be picked up in person at one of four locations or
downloaded from the Fire/EMS website starting Dec 3, 2007. Completed
applications must be submitted in person to one location, the
Department of Employment Services Office of Youth Programs, from
February  4 - 29, 2008. More information about how to apply for the
2008 Fire/EMS Cadet Program is available here.

All applicants must submit required supporting documentation at the
time of application. These documents demonstrate compliance with many
of the minimum applicant requirements for the Fire/EMS Cadet Program,
such as educational status, US citizenship, age of the applicant, DC
residency, and possession of a valid DC driver's license or learner's
permit. Applicants must also provide complete household income
information because many of the positions are funded through grant
monies with specific financial eligibility requirements. A limited
number of applications who do not meet DOES financial eligibility
requirements will be selected for the program.


Once an application and supporting documents are submitted,
applicants must take a written basic skills assessment test
administered by the Department of Employment Services. After DOES
scores the skills assessment test and reviews application materials,
candidates will be notified of their eligibility for the next phase
of the application process. Candidates who meet the DOES eligibility
requirements and have the highest scores on the skills assessment
test will complete the Fire/EMS Department pre-hire screening
process. Only candidates who meet all eligibility requirements will
be selected to be 2008 Fire/EMS Cadets.

TRASH, RECYCLING HOLIDAY COLLECTION SCHEDULE ANNOUNCED FOR

PRESIDENTS' DAY, MON., FEB. 18

Parking enforcement and other sanitation services also will be
suspended

The DC Department of Public Works (DPW) announced today that in
observance of Presidents' Day, Monday, February 18, no trash,
recycling,
or bulk materials will be collected from District residences.

DPW offices will be closed and most DPW services will be suspended,
including trash and recycling collections, street and alley cleaning,
and parking enforcement (meters, residential and rush hour lane
restrictions, and booting, towing or abandoned vehicle removal).

All services will resume Tuesday, February 19. Trash and recycling
collections in once-a-week collection neighborhoods will "slide" to
the
next day. For example, Monday's collections will be made on Tuesday,
Tuesday's collections will be made on Wednesday, and so on. In
neighborhoods with twice-weekly trash collections, Monday and Thursday
collections will be made Tuesday and Friday, and Tuesday and Friday
collections will be made Wednesday and Saturday.

DPR is seeking highly motivated and energetic people to be part of
the Department of Parks and Recreation's (DPR) Summer 2008 team.  DPR
will accept applications for Summer 2008 Employment from January 1,
2008 to May 1, 2008.  Summer positions include one week of paid,
mandatory training, and 8 weeks of summer programs.

DPR offers a vast array of recreation and sports programs for
children ages 3 - 17 years old that live in the DC Metropolitan area.

Applicant Requirements for DPR Summer Employment Positions
Applicants must be 16 years of age (15 years for lifeguards) or
older.  For Camp Riverview (residential camp), applicants must be at

Except for Lifeguards, applicants must possess 200 applicable hours
working with children (i.e. after-school tutoring, teaching,
mentoring etc.)

If applying for a position in a therapeutic camp, applicants must
possess at least 100 hours working with children, youth and/or young
adults who have special needs (have developmental disabilities).
You will be required to submit a copy of your government or
school/university/college photo identification card.
All positions require a criminal background check in accordance with
the Child Youth and Safety Omnibus Act before an offer of employment
can be made.

A pedestrian is more likely to be hit by a car (while crossing in
the crosswalk with the appropriate light) at the intersection of
Rhode Island Ave. and 4th than almost anywhere else in the city.
(Only one intersection is worse than ours).

In addition, it is very, very dangerous to cross Rhode Island Ave.
at a crosswalk (that does not have a light), even though the law
says cars must stop.

A training is coming up to teach police about enforcing the laws
that protect pedestrians and bicyclists.  I would be very intersted
in having our police attend.  The information is below:

Pedestrians and bicyclists account for a quarter of the traffic
fatalities in the region, nearly 90 deaths per year.  In response,
the National Capital Region Transportation Planning Board carries
out a regional media and enforcement campaign known as "Street
Smart".  Enforcement makes media more effective, and vice versa.
Therefore the TPB is encouraging regional law enforcement agencies
to step up pedestrian enforcement during the Street Smart campaign,
which will kick off March 7th.

This seminar will provide an opportunity for practitioners to share
their expertise and their responses to the challenges of pedestrian
safety enforcement.  There will be a live demonstration of DCMPD
enforcement tactics.

        Bridge to create safe crossing for walkers and bikers
 
WASHINGTON, D.C.- The District Department of Transportation (DDOT) announced today the start of work on the design of a truss bridge connecting the Rhode Island Avenue Metro Station to the Metropolitan Branch Trail and adjacent neighborhoods. The bridge will create a safe passageway for community members who often walk over active railroad tracks. 
 
"Right now, to get to the Beacon House, the children cross the tracks.  Once the bridge is built it will make a huge difference in giving access to our volunteers, children, and seniors from and to the metro station," said Rev. Donald E. Robinson, director and founder of the youth program Beacon House.  "We normally pick them up in the van, but if they could just walk over a bridge it would help a great deal."
 
Plans for a pedestrian bridge have been on the books for two decades, but a lack of property ownership and funding had prevented the project from moving forward. As the Metropolitan Branch Trail nears construction the necessity of building the bridge became more crucial.
 
"This project exemplifies our commitment to safe travel for bicyclists and pedestrians in the District," said DDOT Director Emeka Moneme.  "This project will literally bridge the Edgewood and Brentwood communities, including a link to Metro. We look forward to working with the community on this very important connection."
 
"Rails-to-Trails Conservancy has actively supported the development of the Metropolitan Branch Trail, and this bridge is one more excellent link to enhance the community," said Keith Laughlin, president of Rails-to-Trails Conservancy. "Connecting public transportation to trails gives neighborhoods greater access to all the benefits and services their city has to offer."
 
The truss bridge, being designed by the engineering firm Ammann & Whitney, a subsidiary of Louis Berger Group Holdings, will cross 30 feet over the ground above the active rail line and will span approximately 150 feet.  The bridge will connect from the Metro to the trail, the trail will be accessible from the adjacent neighborhoods, and will meet all ADA requirements.
 
The Metropolitan Branch trail is a multi-use rail-with-trail that runs from Union Station in the District of Columbia to Silver Spring, Md.  Currently, three miles of the planned trail have been completed. As a commuter and recreational trail, the Metropolitan Branch Trail will link people to jobs, schools, stores and Metro.

Background:  The Northeast DC high school received the Ethel Percy
Andrus Legacy Award, which includes a $100,000 prize to support an
existing project that connects generations or fosters civic
engagement.  McKinley was selected through a competitive application
process for its Project SWEEP Jr. volunteer program, which gets
students involved in city cleanup projects with the DC Department of
Public Works.  The District is one of the seven cities across the
country selected to receive the award, created to honor the spirit of
AARP's founder, Ethel Percy Andrus, a retired school teacher and
principal who believed in serving the community.  AARP will donate
more than $1 million to public high schools across the country this
year.

Mayor Adrian M. Fenty's Spring 2008 Citywide Job Fair to Be Held
Tuesday, March 11
The DC Department of Human Resources (DCHR), in partnership with the
DC Department of Employment Services (DOES), is proud to announce
Mayor Adrian M. Fenty's Spring 2008 Citywide Job Fair* will be held
on Tuesday, March 11, 2008 at the Walter E. Washington Convention
Center from 11 am to 6 pm.

More than 50 District agencies along with another 100 private and
federal employers are expected to exhibit at what DCHR Director
Brender L. Gregory said is the premiere citywide recruiting event.
DOES will also be registering District youth for the Mayor's Summer
Youth Program at the event.

The event is free and open to all jobseekers and no preregistration
is necessary.

More than 17,000 jobseekers and 150 exhibitors participated in Mayor
Fenty's August 2007 Fair at the Walter E. Convention Center. DCHR
hopes to build on that success and give participants the opportunity
to find a job that best matches their talents and experience, said
DCHR Director Brender L. Gregory.

"The Mayor's Spring 2008 Citywide Job Fair will provide the residents
of District of Columbia and across region access to premiere
employers," Gregory said. "We want everyone actively looking for
employment to have the opportunity to meet face-to-face with the
city's top employers in a single location."
