The New York State Office of Fire Prevention and Control in cooperation with the North American Fire Training Directors (NAFTD) and the Assistance to Firefighter Grant Program (AFG) are pleased to announce the Enhancing Grant Writing Skills Seminar.

 Enhancing Grant Writing Skills Seminar Ulster and Orange Counties

Through a review of data by the AFG program it was determined that Fire Departments in the State of New York that have been unsuccessful in their attempts to be awarded grants through the AFG program may benefit by attending this seminar.  An experienced and successful grant writer will present a step by step program that will explain and show you how to fill out the AFG grant application.  They will explain the important elements that need to be included in the narrative and how to interpret the guidance document that the AFG program releases when the grant period is open.  This seminar is a great opportunity to ask questions and gain insight into the AFG program which may give you a better chance at being successful in your attempt to receive federal grant money.  All Fire Service and EMS personnel are encouraged to attend this free four hour grant seminar, we hope to see you there.

DA ties crash to poor training

Firetruck driver didn’t know emergency steps

The Boston Fire Department failed to provide adequate training on how to handle firetrucks in emergency situations, so when a firefighter tried desperately to slow his ladder truck as it careered down a steep hill on Jan. 9, he had no knowledge of how to overcome the massive brake failure, according to crash investigation results released yesterday.

The driver did not know to check brake pressure before he got behind the wheel that day and then, when the brakes failed, did not know how to engage secondary braking systems.

Instead, he pumped the brakes, releasing any remaining air pressure from the brake system, and put the truck into neutral, preventing the secondary brakes from engaging. The truck eventually slammed into an apartment building, killing a passenger, Lieutenant Kevin M. Kelley.

Suffolk District Attorney Daniel F. Conley, who conducted the investigation, said there was no way to know if the driver, Robert B. O’Neill, could have stopped the truck if he had been properly trained and acted accordingly.

“It was a 22-ton truck; it’s going down one of the steepest hills in Boston,’’ Conley said. “There’s just no way to say.’’

But the findings underscored the Boston Fire Department’s woeful lack of training, Conley said. Standard industry practices would have dictated that firefighters inspect trucks daily, including air pressure on the brakes, and that they be trained in all aspects of handling trucks.

NEW HAVEN — Frank Ricci, a firefighter whose name became synonymous with a six-year legal fight for a promotion he believed was improperly denied, received his lieutenant’s badge Thursday.

He was joined by 13 other members of the so-called New Haven 20.

In the audience, the lawyer who brought their case to the U.S. Supreme Court sat in the front row, wiping away tears as her clients walked by.

“The important thing to remember is 14 plaintiffs are getting their badges today, but it took 20 to make history,” Ricci said Thursday afternoon as he prepared to march into the packed auditorium at Wilbur Cross High School.

Test Burn Report Follow Up.

 

The recent report that was issued after findings of a test burn is not meant to single out any manufacturer.  This report is meant to ensure that the members that are participating in Live Fire evolutions are supplied with turn out gear that meets the current nationally recognized standards.  The report proved that out dated gear was manufactured under standards that are not in use and should not be utilized for any Live Fire evolutions.  All helmets that are in compliance with current nationally recognized standards are held to a higher standard than those that were used in the test burn.  Please ensure that when students are participating in any OFPC Live Fire training that they have gear that meets current compliance.

Due to the current economic conditions, many governments are invoking “no travel” policies.  Even though the National Fire Academy reimburses the cost of travel to and from the campus and provides the training and a dorm room at no cost, some governments are not making any exceptions.  No travel means “no travel at all, no matter the cost or value.” As a result, the number of applications is “down” from last year’s application period.

THERE PROBABLY HAS NEVER BEEN A BETTER TIME TO APPLY TO THE NFA.

WASHINGTON D.C. -- As part of the Integrated Public Alert and Warning System
(IPAWS), the nation's next generation of emergency alert and warning
networks, the Department of Homeland Security's Federal Emergency Management
Agency (FEMA) and the Federal Communications Commission (FCC) today
announced the adoption of the design specifications for the development of a
gateway interface that will enable wireless carriers to provide its
customers with timely and accurate emergency alerts and warnings via their
cell phones and other mobile devices.

The Commercial Mobile Alert System (CMAS) is one of many projects within
IPAWS intended to provide emergency mangers and the President of the United
States a means to send alerts and warnings to the public. Specifically, CMAS
provides Federal, state, territorial, tribal and local government officials
the ability to send 90 character geographically targeted text messages to
the public regarding emergency alert and warning of imminent threats to life
and property, Amber alerts, and Presidential emergency messages. The CMAS is
a combined effort of the federal government and cellular providers to define
a common standard for cellular alerts.

Today's announcement marks the beginning of the 28-month period, mandated by
the FCC in August 2008, for commercial mobile service providers who have
elected to participate in the design specifications known as CMAS to
develop, test and deploy the system and deliver mobile alerts to the public
by 2012.

"Working as a team with our partners in the public and private sectors, the
adoption of the CMAS standard brings us even closer to making the nation's
next-generation of emergency alerts and warnings - Integrated Public Alert
and Warning System (IPAWS) - a reality," said FEMA Administrator Craig

wireless industry to expedite the delivery of this important public safety
service to consumers."

Wireless carriers who choose to participate in the CMAS will relay
authorized text-based alerts to their subscribers. To ensure that persons
with disabilities who subscribe to wireless services receive these emergency
alerts, the FCC adopted rules in 2008 that will require participating
wireless carriers to transmit messages with both vibration cadence and audio
attention signals.

The adoption of CMAS culminates the collaborative specification development
work between FEMA, the Department of Homeland Security Science and
Technology Directorate (DHS S&T), the Alliance of Telecommunications
Industry Solutions (ATIS), and the Telecommunications Industry Association
(TIA) and begins the next phase of CMAS collaboration with industry in which
FEMA will build the Federal Alert Aggregator/Gateway. This collaboration
with industry is a key component of the Integrated Public Alert and Warning
System (IPAWS) Programs' ability to provide alerts and warnings to the
public through as many means as possible, including commercial mobile
services.

MOSCOW – The fire chief of a Russian city where a nightclub blaze killed 118 revelers was fired Tuesday and authorities said fire records for the club appear to have been falsified.

Prime Minister Vladimir Putin, meanwhile, acknowledged that Russia's lax fire safety enforcement remains a problem and lambasted officials and businessmen for their irresponsibility in connection with the weekend tragedy.

The blaze at the Lame Horse nightclub in the city of Perm broke out early Saturday when an indoor fireworks display ignited the ceiling, which was decorated with wooden branches. The blaze spread with shocking speed while the hundreds of customers tried to flee through a single exit. Many of the victims succumbed to gases or were crushed in the throng.

Enhancing Grant Writing Skills Seminar

 The New York State Office of Fire Prevention and Control in cooperation with the North American Fire Training Directors (NAFTD) and the Assistance to Firefighter Grant Program (AFG) are pleased to announce the Enhancing Grant Writing Skills Seminar.

 Through a review of data by the AFG program it was determined that Fire Departments in the State of New York that have been unsuccessful in their attempts to be awarded grants through the AFG program may benefit by attending this seminar. An experienced and successful grant writer will present a step by step program that will explain and show you how to fill out the AFG grant application. They will explain the important elements that need to be included in the narrative and how to interpret the guidance document that the AFG program releases when the grant period is open. This seminar is a great opportunity to ask questions and gain insight into the AFG program which may give you a better chance at being successful in your attempt to receive federal grant money. All Fire Service and EMS personnel are encouraged to attend this free four hour grant seminar, we hope to see you there.

The ability of the National Weather Service (NWS) to provide digital and graphic fire weather products and services over the internet continues to increase. Concurrently, the need for improved fire weather information on the internet by land management and fire suppression agencies also continues to increase.  Multiple federal fire weather user agencies have expressed a need for an improved national fire weather web page that includes more interactive graphics. OS/22 Fire and Public Weather Branch will test a new, highly interactive national fire weather web page from October 2, 2009 to March 1, 2010. Because existing fire weather information is bundled and/or presented in new formats, the national fire weather web page is considered a new experimental service.

WINNIPEG, Canada — The Winnipeg Fire Paramedic Service is investigating the circumstances surrounding a pair of firefighters' decision to pose and take a cell phone photo in front of a Redwood Avenue blaze.

On Thursday evening, Free Press photographer Boris Minkevich took a photo of a defensive fire with two Winnipeg firefighters in the foreground. One posed for a cellphone picture shot by the other while they waited for aerial equipment to be set up.

From NYS OFPC: Bullard Helmet Heat Test
 
Attached is a copy of the report from FPS Andy Jones concerning the damaged Bullard helmets during a FF 1 live burn. As you can read in the report the deformation of the helmets occurred at temperatures much lower than the design performance specification. If you are aware of any fire departments using these helmets please pass this information along with a strong recommendation to discontinue their use.

Ex-Catskill fire vols get day in federal court
 

CATSKILL — Two former volunteer firefighters who filed a lawsuit against the Village Board and Catskill Fire Department claiming their First Amendment rights were violated will be allowed to present their case to a jury.

The lawsuit, on behalf of Joel Shanks and his father, Ricky Shanks, was filed in December 2006 in U.S. District Court. In early September, Judge Gary Sharpe issued a decision denying a motion by the defendants for a summary judgment, meaning the case would proceed to trial.

“The Shanks will have their day in court,” attorney Evan Foulke of Goshen said of his clients last week. He said, though, a date for that trial had not yet been set.

Foulke said the judge’s recent decision shot down the defendants’ claim that the Shanks could not prove the case that their First Amendment rights had been violated. He said the judge also told the defendants their defense was “kind of laughable.” The decision opened the door for the case to proceed to a trial where a jury will decide the outcome, Foulke said.

 Ford Ambulance Class Action Settlement
 
If you purchased or leased a model year 2003-2007 ambulance built with a Ford F-Series or E-Series ambulance prep package chassis equipped with a 6.0-liter diesel engine, you are a member of the Settlement Class and may be entitled to reimbursement of certain engine-related repair expenses, an extension of your vehicle’s warranties and other benefits.

On August 3, 2009, the Court’s approval of the Settlement Agreement became final and effective.  This means that Ford will now provide the Settlement’s benefits to class members.  This website provides you with important information with respect to the Settlement Agreement and benefits for which you may be eligible.  Please click here for a summary of the benefits. Enhancing Grant Writing Skills Seminar - Oneida County

 

The New York State Office of Fire Prevention and Control in cooperation with the North American Fire Training Directors (NAFTD) and the Assistance to Firefighter Grant Program (AFG) are pleased to announce the Enhancing Grant Writing Skills Seminar.

 

Through a review of data by the AFG program it was determined that Fire Departments in the State of New York that have been unsuccessful in their attempts to be awarded grants through the AFG program may benefit by attending this seminar. An experienced and successful grant writer will present a step by step program that will explain and show you how to fill out the AFG grant application. They will explain the important elements that need to be included in the narrative and how to interpret the guidance document that the AFG program releases when the grant period is open. This seminar is a great opportunity to ask questions and gain insight into the AFG program which may give you a better chance at being successful in your attempt to receive federal grant money. All Fire Service and EMS personnel are encouraged to attend this free four hour grant seminar, we hope to see you there.

PHISHING SCAM  - CDC Sponsored State Vaccination Program for H1N1

CDC has received reports of fraudulent emails (phishing) referencing a CDC sponsored State Vaccination Program for H1N1. The messages request that users create a personal H1N1 (swine flu) Vaccination Profile on the CDC.gov web site.

Decorate Safely for the Holiday Season

Keep your holidays injury-free with these important safety tips from Safe Kids USA and the United States Fire Administration

Washington, DC In addition to food, family, and gifts, decorations are one of the reasons that many look forward to the holiday season. While candles, Christmas trees, and other decorations are part of the holiday spirit, they can pose fire and poisoning hazards, especially to curious children.  Safe Kids USA and the United States Fire Administration remind parents and caregivers to take a few precautions when decorating for Christmas, Hanukkah, Kwanzaa, and other festivities. 

Wintertime is the most dangerous time of the year for injuries and deaths from fire.  Each year, approximately 450 children ages 14 and under die in residential fires; children under the age of 5 are at the greatest risk. “Never, never leave lit candles unattended,” says Suzanne Morton, Safe Kids USA fire and burn safety program manager. “Don’t put candles on a tree or a natural wreath, or near curtains or drapes, and keep matches and lighters locked out of reach of children.”

In 2005, candles started an estimated 15,600 home fires in the United States, and the top four days for candle fires are around Christmas and New Year’s, according to the National Fire Protection Association.  Battery-operated flameless candles are an alternative that does not have a fire risk.  Decorative lighting should be labeled with the seal of an independent testing lab and should only be used outdoors if it’s labeled for outdoor use.

“I am pleased to join with Safe Kids USA to raise the level of awareness about the potential dangers during the holiday season,” said U.S. Fire Administrator, Kelvin J. Cochran.  “Make sure your smoke alarms are working and that your children can hear them while they are sleeping; make and practice a home fire escape plan; and follow basic safety tips regarding holiday decorating.”

If you decorate a tree, Safe Kids USA and the USFA recommend these precautions:

·         Never leave a lighted Christmas tree or other decorative lighting display unattended. Inspect lights for exposed or frayed wires, loose connections, and broken sockets. Do not overload extension cords or outlets and do not run an electrical cord under a rug.

·         Natural Christmas trees always involve some risk of fire. To minimize the risk, get a fresh tree and keep it watered at all times. Do not put the tree within three feet of a fireplace, space heater, radiator, or heat vent.

·         Decorate with children in mind. Do not put ornaments that have small parts or metal hooks, or look like food or candy, on the lower branches where small children can reach them. Trim protruding branches at or below a child’s eye level, and keep lights out of reach.

·         Do not burn Christmas tree branches, treated wood, or wrapping paper in a home fireplace.

Safe Kids USA also offers these tips to prevent poisoning:

·         Keep alcohol (including baking extracts) out of reach and do not leave alcoholic drinks unattended.

·         Color additives used in fireplace fires are a toxic product and should be stored out of reach. Artificial snow can be harmful if inhaled, so use it in a well-vented space.

·         Mistletoe berries, Holly Berry and Jerusalem Cherry can be poisonous. If they are used in decorating, make sure children and pets cannot reach it.

·         In a poison emergency, call the national Poison Control Center at 800-222-1222.

LOCKPORT Firefighters’ union sues city

NEWS NIAGARA REPORTER

LOCKPORT — The city firefighters’ union has filed suit against the city in an effort to get a judge to enforce a state mediator’s ruling requiring more firefighters to be assigned to each shift.

Randall Parker, president of the Lockport Professional Fire Fighters Association, also said Tuesday that the union has filed an improper labor practice charge against the city because of the Common Council’s refusal to vote on a new contract with the union.

Mayor Michael W. Tucker said, “I don’t foresee us changing our stance.”

The lawsuit, filed in State Supreme Court Monday, asks for an order forcing the city to comply with the Oct. 7 ruling by Dennis J. Campagna, a mediator with the state Public Employment Relations Board.

New Haven fire board approves long-sought promotions

NEW HAVEN — The Board of Fire Commissioners today approved the promotions of one Hispanic and 13 white firefighters, giving them the advancement they fought for all the way to the U.S. Supreme Court.

A formal promotional ceremony is scheduled for Dec. 10.

“This is really an important day. It’s historic,” said newly minted Capt. Matt Marcarelli, who scored No. 1 on the captain exam.

The plaintiffs are holding off on celebrating until Dec. 10, he said.
