Rather than clean it, you may as well just replace it.  I believe you can still buy that rubrail insert from someone.  I recall a few years ago on this list serve someone told where they had bought it.  There was a minimum run, if I recall.  I'd be interested in some if you figure out where it comes from. 

I believe it just slides out after removing the corners.

It needs a thorough cleaning and painting; lots of crud, old sealant,
so I'd like to disassemble it, if possible.
I guess I'll start by removing the corner covers and take it from there.

Structurally, it's a plywood box that was added to the existing transom, and faired in.  The backstay chain plate still attaches to the original bulkhead. ...
