The Conflict Over War Deaths

An ongoing controversy over global war death estimates moved to a new level this month with the release of a new study by researchers at the Human Security Report Project, the University of London, and Uppsala University’s Conflict Data Program.

“Estimating War Deaths: An Arena of Contestation,â€
 which is published in the December issue of the Journal of Conflict Resolution (JCR), presents a detailed critique of claims made in the influential UK British Medical Journal (BMJ) in 2008 (see Obermeyer, Murray and Gakidou 2008) that received widespread media coverage.

The BMJ press release promoting the Obermeyer et al article stated that, “Globally, war has killed three times more people than previously estimated, and there is no evidence to support claims of a recent decline in war deaths.â€
 But the new JCR study argues that the authors of the BMJ article fail to prove either claim and that their article contains many methodological and factual errors.

The BMJ article targeted a much-cited scholarly paper published in 2005 by Bethany Lacina and Nils Petter Gleditsch of the International Peace Research Institute, Oslo (PRIO) that drew on a wide range of published sources. The PRIO paper had detailed a new dataset that revealed that the annual battle death toll around the world had declined by more than 90 percent between 1946 and 2002.

The BMJ article used relatively new World Health Organization (WHO) population health survey data to estimate violent war deaths, arguing that survey methods provide a more reliable way of estimating these deaths than the methodology used to create the PRIO dataset. But, Michael Spagat, Andrew Mack, Tara Cooper and Joakim Kreutz, authors of the Journal of Conflict Resolution study, argue that using surveys to measure violent war deaths confronts major––and unacknowledged––challenges, and that the article by Obermeyer and colleagues is deeply flawed. Two claims, they note, are particularly problematic:

1. The BMJ article asserts that the PRIO study only captures “… on average a third of the number of deaths estimated from population based surveys.â€
 This claim fails for the following reasons:

  • No conclusions about global patterns of war deaths should have been drawn from the BMJ article's convenience sample of just 13 war-affected countries. The PRIO dataset by contrast, provides estimates for battle deaths for all 202 conflicts that were underway around the world during the period covered by the BMJ article.
  • The 13-country convenience sample is biased. Obermeyer and colleagues had to reject results for 33 countries that WHO surveyed, because the surveys recorded too few deaths for a viable estimate. Yet the PRIO dataset records battle deaths in most of these countries––sometimes in large numbers.
  • For nearly 40% of countries reviewed, the PRIO fatality estimates are higher than the estimates from the WHO surveys. Yet the BMJ authors claim that PRIO estimates are consistently too low.
  • The BMJ authors also fail to compare like with like––their very broad category of “war deaths” includes a far greater range of fatalities than PRIO’s relatively narrow category of “battle deaths.” Treating these categories as equivalent invalidates any comparisons between them.
  • The claim that PRIO extracts its information primarily from “media sources” is used in part to substantiate the claim that the dataset undercounts battle deaths. It is, however, incorrect. The PRIO data are drawn from a very wide variety of sources including scholarly research and official reports.
  • The recall period for the WHO surveys––up to 40 years––was far in excess of recommended practice.


 2.  The assertion that “…there is no evidence to support a recent decline in war deaths,â€
 fails because:
 

  •  The BMJ study covers a much shorter time period than that covered by the PRIO dataset––again like is not being compared with like. In the BMJ article the period covered is from 1955 to 1994, which misses both the pre-1955 battle death high point and the post-1994 low points recorded in the PRIO battle death dataset. The most recent three-year update of the PRIO dataset confirms the long-term decline in battle deaths, although there has a small increase since 2001.
  • The BMJ authors’ extrapolated time trends are derived from their biased convenience sample of just 13 countries. They differ from those in the PRIO dataset solely because of the impact of an estimated constant that is statistically insignificant.  More appropriate estimation procedures would have preserved the downward trend found in the PRIO battle death dataset.


The authors of the new Journal of Conflict Resolution study argue that there is little support for the claim that surveys are the gold standard for measuring violent conflict deaths. First, no research has ever independently validated the accuracy of nationwide estimates of violent conflict deaths derived from surveys.  Second, in several cases where different surveys have been carried out in the same war-affected country over similar periods of time, nationwide war death estimates have been radically different.

The online Appendix to the Journal of Conflict Resolution study further argues that small surveys are inappropriate instruments for measuring violent deaths, because most civil wars today tend to concentrate in a few geographically localized areas. In these circumstances cluster surveys tend either to fail to detect any war deaths or––when they do––overestimate their impact by a wide margin.

The Appendix also reveals the extent to which the WHO surveys repeatedly fail to detect violent war deaths in countries where the PRIO dataset––which supposedly undercounts fatalities––reports many battle deaths.  In the case of the Philippines, for example, the WHO surveys failed to find any violent war deaths during two periods in which the PRIO dataset reports at least 70,000 battle deaths.

The article by Obermeyer and colleagues presented a critique of the PRIO dataset in a high-visibility journal that unwarrantably faulted the scholarship of the PRIO researchers who produced it. Yet the article signally failed to substantiate any of its major criticisms, while containing serious methodological and factual errors.

SUMMARY
As a member of the CUSO-VSO Program Support Team and the National Volunteering and LINKS Team, the Program Officer provides leadership for partnership and program development in support of CUSO-VSOs programs in Latin America and the Caribbean (LAC) Region. The Program Officer develops and supports partnerships between Canadian organizations and program partners in LAC; works with CUSO-VSO Programs in LAC to develop national volunteering initiatives and actively seeks funding in support of partnership and program development in LAC.

KEY RESPONSIBILITIES

Partnership development

  • Develop and maintain partnerships with relevant Canadian organizations and institutions in relation to the needs and interests of CUSO-VSO programs in the LAC Region
  • Advise and support Canadian partners in planning, managing and implementing joint activities with CUSO-VSO Programs in LAC
  • Ensure effective communication and coordination between the Canadian Partners, the program partners and CUSO-VSO staff in LAC
  • Coordinate and support volunteer related activities with the Canadian Partners and the CUSO-VSO staff in Canada and LAC.
  • Facilitate knowledge sharing and exchange of best practices between Canadian Partners and Program Partners in LAC
  • Contribute to the development of knowledge based partnerships with CUSO-VSO Programs in other regions liaising regularly with LINKS colleagues.

Support to development of National Volunteering

  • As a member of the National volunteering team the Program Officer works collaboratively with the LAC program team to develop a regional strategy for national volunteering, in line with the principles of the Global Vision for National Volunteering
  • Support the LAC program team in the planning, implementation, monitoring and review of the national volunteering strategy including an effective integration of gender as a key component
  • Support the LAC program team to develop relationships with international organizations involved in volunteering within the Region
  • Develop partnerships with Canadian volunteering organizations willing and interested to participate and contribute to CUSO-VSO national volunteering initiatives in LAC
  • Work with CUSO-VSO and other Federation Members to facilitate VSO international volunteer placements that support national volunteering
  • Coordinate and support regular quality monitoring and reporting of national volunteering activities
  • Facilitate knowledge sharing and exchange of best practices related to national volunteering between the LAC Region and national volunteering in Africa and Asia.

Program funding

  • Identify appropriate North American development donors (funding agencies and foundations) to support the knowledge based partnerships and national volunteering initiatives in LAC
  • Support staff and partners at all stages of the grant/project cycle, including preparation and submission of letters of inquiry and proposals, contract negotiation, grant management, monitoring and evaluation, and narrative and financial reporting using CUSO-VSOs grant management system
  • Manage the emerging relationships with these donors through ongoing correspondence and donor recognition.

POSITION QUALIFICATIONS

Essential

  • University degree in a related field/discipline
  • At least 3 years project management experience in the field of community/international development
  • Knowledge of volunteer program design and implementation, along with an in-depth understanding of the role that volunteers can play in development
  • Experience in funding proposal development, grant management and budgeting/financial management
  • Proven experience/skills in planning and review process management
  • Familiarity with Results-Based Management (RBM) or other monitoring and evaluation approaches
  • Excellent group facilitation, multi-stakeholder consultation, and strategic planning skills
  • Knowledge of participatory approaches to development
  • Experience in organizational development, capacity-building, and training support
  • Experience in writing policy and program documents
  • Strong interpersonal skills, able to work well in cross-cultural teams and under tight deadlines
    • Experience working with civil society organizations, governments, donors, and international organizations
    • Fluent in English, French and Spanish, both oral and written
    • Able to undertake frequent travel internationally

The Canadian Centre for Policy Alternatives (BC Office) has partnered with

University of British Columbia and 40 community organizations on a
multi-year
program called the Climate Justice Project (CJP), which is funded primarily
through the Social Sciences and Humanities Research Council of Canada. The
CJP
is a research and public engagement project that examines the intersection
of
climate change and social justice.
CCPA-BC is seeking a Project Administrator to work on the Climate Justice
Project.

Position Summary
This position will provide administrative assistance to the Climate Justice
Project. The positions principal responsibilities are administrative and
includes a combination of financial & project administration, and logistical
coordination. The CJP Administrator will be directly supervised by the
CCPA-BC
Project Manager, and will also report the CJP Co-Directors and executive.

Duties and Responsibilities

     * Provide assistance to the CCPA-BC Project Manager to ensure the smooth
functioning of the projects overall administration;
     * Provide logistical support including: coordinating project meetings,
workshops, conferences and public events (including handling travel
arrangements, catering, event promotion, venue bookings and other logistical
support);
     * Maintain communication with all CJP partners and collaborators,
including
taking minutes of meetings, and handling project correspondence;
     * Coordinate and maintain the projects office needs;
     * Administer project finances and oversee daily financial transactions
of
the project, to ensure that expenses are within funding guidelines,
including
coordinating payment/payroll of project contractors, researchers, and
student
research assistants;
     * Provide communications support by maintaining records of the projects
dissemination and outreach work, and assist in outreach activities;
     * Provide administrative support to project directors and executive as
needed; and
     * Perform other duties as required by the project.


The successful candidate will possess all or most of the following skills &
qualifications

     * Excellent organizational skills;
     * Excellent verbal and written communications skills;
     * Strong financial management and computer skills;
     * Ability to work effectively in a busy environment under multiple
deadlines;
     * Outstanding attention to detail and interpersonal skills;
     * Knowledge of BCs non-profit, social justice, environmental and labour
organizations an asset;
     * Experience in project administration or office administration an
asset.


Experience working with a non-profit organization is desirable. The
successful
candidate should share a commitment to the CCPAs mission. We are looking

individual eager to help build a dynamic and successful research institute,

Toronto, Canada - There are moments in a country’s history when collective myths become so divorced from reality that almost everyone can hear them burst with a pop.

It happened last week in Canada, when stories in the media proclaimed the end of a national identity as peacekeepers, and the birth of one as warriors. This is no small change.

Canada practically invented the notion of international peacekeeping. In 1956, a Canadian diplomat named Lester B. Pearson — who later became prime minister — was instrumental in setting up the United Nations' first peacekeeping force, which helped end the Suez Canal crisis. Pearson won the Noble Peace Prize for his efforts.

That action solidified Canada’s international role as a middle power mediator, respected by both sides in the Israeli-Palestinian conflict, for example, and opposed to the U.S. invasion of Iraq in 2003 because it wasn’t approved by the U.N.

This collective self-image — and the foreign policy that flowed from it — began to change when the Canadian government sent troops to Afghanistan in 2002. There was much talk about rebuilding the war-ravaged country. But when Canadian forces took command of operations in violent Kandahar province, it became clear that killing the Taliban was the main goal.

In 2006, staunch conservative Stephen Harper became prime minister. Almost overnight, Canada became more hawkish than the U.S. in its support for the Israeli government and its revulsion for Iran.

Domestically, the shift was evident in the way the government lashed out at a high-ranking diplomat who testified before a parliamentary committee last week.

Richard Colvin finished an 18-month posting in Afghanistan in October 2007. During his stay, he repeatedly warned Canada’s political and military brass that prisoners handed over to Afghan authorities by Canadian soldiers faced torture. This constitutes a war crime. Yet the Canadian government did nothing until 2008, after a newspaper broke the story.

Harper’s cabinet ministers reacted to Colvin’s testimony by attacking him as a Taliban lackey. Warrior cultures, it seems, are more concerned with power than truth.

As Canadians say goodbye to the peacekeeping myth, they live with others that for years have been mere illusions, but have yet to explode.

That’s the case with one that perhaps defines the nation like no other — the idea of a country opened to immigration.

It seems a strange thing to say of a country where people born elsewhere make up 20 percent of its almost 34 million residents. Many more are the Canadian-born sons or daughters of immigrants. Yet Canada has been closing its doors for years.

Its immigration criteria is elitist. Canada accepts only applicants deemed to have high labor skills, such as doctors and engineers. The fact that many of them end up driving cabs once here, their foreign credentials rejected by the bodies that govern their professions, seems not to concern the government.

These highly skilled workers, and their families, made up 60 percent of the 247,000 immigrants allowed into Canada last year as permanent residents, which means they’re on a path to citizenship. The rest were refugees or families reunited with permanent residents already here.

The immigration criteria flatly prohibits anyone categorized as a “low-skilled” worker from coming to settle — in other words, the kinds of working class laborers who literally built the country in the past are no longer wanted. Yet the labor market desperately needs them.

The result has been an explosion in the number of “guest workers” to Canada since 2002. Last year, 192,000 people came to Canada on temporary work permits, more than half of them in jobs the government categorizes as low-skilled.

They come to drive trucks, clean hotels, pour coffee, flip burgers, pick vegetables on farms, slaughter pigs in meatpacking plants, take care of babies or the elderly and to perform a host of other jobs Canadians increasingly don’t want to do — at least not at the low wages employers pay.

They come with work permits of no more than three years. They’re let in only after they have a signed contract with an employer, and they’re expected to leave the country at the end of their work permit.

Highly skilled migrant workers can eventually apply to become permanent residents. But the federal government bars most low-skilled ones from doing so.

“The attitude is, ‘We don’t want none of them riff-raff here,’” said Yessy Byl, a lawyer with the Alberta Federation of Labour.

The guest worker program has been widely criticized as a form of cheap labor, for being poorly monitored and for leaving migrants vulnerable to abuse from employers.

An investigative series of stories I recently wrote for the Toronto Star found examples of migrant workers having their passports seized by employers while earning lower wages and working longer hours than promised in their contracts.

Migrants are often charged up to $5,000 by agents who recruit them for jobs in Canada. But when they arrive, some find they’ve paid for jobs that don’t exist.

Abused guest workers feel trapped. Their temporary work permits allow them to work solely for the employer who received government permission to bring them into the country. If they complain and get fired — or if they’re laid off due to the recession, as many have been — they can’t work for anyone else. They’re expected to leave, but the government doesn’t keep track of how many do.

Not surprisingly, Canada’s undocumented population is on the rise. Its national police force, the RCMP, estimates the number of people underground at up to 500,000. Observers believe it’s far higher. Canada is going the way of Germany and the U.S., where past guest worker programs created large, marginalized populations.

On Nov. 3, Canada’s Auditor-General Sheila Fraser released a scathing report on the guest worker program, describing it as rife with fraud and abuse. The federal government, she noted, doesn’t even try to ensure that labor laws are respected.

So this is Canada today: A country that has turned its back on its immigrant heritage. It bans people desperate for a better life from becoming permanent residents. Instead, it brings them in on a temporary basis, under a program where they’re vulnerable to exploitation and abuse.

One day, this reality will burst all remnants of a myth that portrays the country as welcoming to immigration. That day, many Canadians won’t recognize what they’ve allowed the country to become.

This sounds sadly familiar. I wonder when the Canadians who have been so quick to tell us what we did wrong will wake up and realize that they followed in our footsteps very well. It would seem that their government has been bought out just as easily by the corporate/military interests as ours has been. It is no wonder that they found Bush so easy to get along with in the Security and Prosperity Partnership agreements - they had the same backers. Welcome to our nightmare, Canada! Hope you enjoy it as much as we are.

Canada has already been treading the path on which the US started almost five decades ago. After adhering to a migration approach that preserved the traditional European-majority ethnic composition of the country, a more "welcoming" sentiment is now deemed necessary. In the US, the enactment of the Immigration Act of 1965 was followed by a policy of willful neglect that allowed its borders to become more and more permeable, enabled to a large extent by the promotion of "free" trade. This was then followed by entreaties in the name of "social justice" and the needs of the labor market to allow illegal migrants to remain. Globalist and leftist ideology intersect here. Destroying majority-white nations is clearly in someone's interest. Who could it be?

The Conservative Party in Canada used to be the equivalent of most US Democrats, which is why they have a superior health care system and social network.Reading what Harper and his ilk are doing to Canada is deeply distressing, but fear is a strong influence, especially in Western Canada where the Conservative Party has its real strength. I hope that Canadians can wake up and save themselves before they simply turn into the US North for real. I am not hopeful, however, i used to have hope for the US as well.

Now that Canada has been led away from having proved it's great skill as a Peacemaker and has been goaded into following a path linked to US Foreign Policy of killing on spec we Canadians had better wake up fast and do something about it before we become as hated all over the world as our next door neighbors. Canada can ill afford a majority government at this time and we all need to review the reasons for getting ourselves involved in participating in the illegal/immoral occupation of Afghanistan. the Yankee puppet may have asked us for help but we should realize that the tactics of soldiers trained only to kill citizens of the occupied land is not winning any hearts and minds there.

CANADA FIRST DEFENCE STRATEGY – Canadians were NOT consulted.

 

In February 2008, the Canadian government announced Budget 2008 and gave the Department of National Defence (DND) a guaranteed annual increase of 2% on its budget that establishes predictable long-term funding for the military. In June 2008, the Canadian Government launched the Canada First Defence Strategy, which signals a greater combat role for our military and commits the government to spend $490 billion over the next 20 years on DND, but Canadians were NOT consulted on this new strategy. The automatic annual increase in defence spending to 2%, beginning in 2011-12, will lead to a military budget of $30 billion by 2027. As the chart below shows, we are currently spending almost $18 billion. Yet our greatest security threat is climate change but we only spend $1.6 billion on that.

However, according to the Centre for Research and Information in Canada’s 2005 Portraits of Canada survey, the top three program priorities for Canadians are protecting the environment 78%, spending more on health care 74%, and education and training 73%. Then, why does our federal budget not reflect our priorities? Why has the federal government drastically cut the budget on the environment but has alarmingly increased the defence budget? Why are our taxes being spent for the military to get amphibious assault vessels, UAVs, frigate combat systems, and mobile gun systems costing billions of dollars, but they are NOT being used to provide affordable housing, adult literacy, eliminating poverty and student debt, tackling climate change and meeting our 0.7% Overseas Development Assistance target to end global poverty and meet our Millennium Development Goals? *We are not de-militarizing. Instead, militarism is on the rise in Canada – more recruitment, more military funding of our universities, and more tax dollars going to the military. What is it doing? Not doing peacekeeping. It is fighting in an illegal war in Afghanistan where many civilians have been injured, tortured, forced into refugee camps and killed. We must question: “Fight with the Canadian Forces”- Why? A sustainable future is a peaceful one. The UN declared 2001-2010to be the Decade to Create a Culture of Peace for the Children of World. We are NOT doing that

Crossroads International (CCI) is currently recruiting.

  Last year, Canadian Crossroads International (CCI) marked its 50th 
anniversary as an international volunteer cooperation organization 
working to create a more equitable and sustainable world.   Recently 
the board of directors approved a new vision, strategic plan and 
organizational structure focused on promoting equality for women and 
girls and the right to sustainable livelihoods for all.

We have five positions to be filled.

Bilingual Team Leader, Volunteering (based in Toronto or Montreal). 
In this newly created position, reporting to the Director of 
Programmes and working closely with other members of the Programme 
Team, the Team Leader will lead a team focused on achieving 
excellence in CCI's international volunteering work. With a proven 
track record of success and strong leadership skills, s/he will be 
responsible for building on best practice to develop and implement a 
volunteer programme to recruit, select, train, support and recognize 
international volunteers from across Canada and around the world. 
This will include responsibility for online-volunteering, as well as 
for the ongoing engagement of volunteers in Canada. S/he will 
contribute to organizational learning, ensuring that CCI's 
international volunteering work is responsive, effective and at the 
forefront of international volunteering.  S/he will ensure that all 
aspects of the volunteering programme incorporate a strong gender analysis.

Bilingual Knowledge Management and Learning Officer (based in Toronto 
or Montreal).  . In this newly created position, reporting to the 
Director of Programmes, the Knowledge Management and Learning Officer 
will promote and support learning among staff, partners and 
volunteers to continually enhance the impact of CCI's programming in 
women's rights and sustainable livelihoods.  Working closely with 
other members of the Programme Team, s/he will design and implement 
monitoring and evaluation systems focused on organizational 
learning,  S/he will provide leadership in knowledge sharing and 
knowledge creation to support innovation in programming and foster a 
culture of learning across the organization and with stakeholders. 
S/he will ensure that all systems for monitoring, evaluation, 
learning and knowledge sharing incorporate a strong gender 
analysis.  S/he will coordinate, write and edit reports to core funders.

Bilingual Communications Officer-Online (based in Toronto or 
Montreal).  Reporting to the National Director, External Relations in 
this newly created position and working closely with the fundraising 
and programme teams, the bilingual Communications Officer-Online is 
responsible for the development and implementation of CCI's online 
and Web communications strategy to attract new supporters and engage 
existing stakeholders.  S/he is a skilled writer, who uses creative 
online content and various channels of digital communication, 
including Website, media relations, social media tools, video and 
other Web 2.0 strategies to build a strong community of support.  The 
communications officer will also manage the CCI Website.

Bilingual Program Officer, Women's Rights (Toronto).  Reporting to 
the Team Leader, the Program Officer, Women's Rights will work with 
partner organisations, allies and volunteers in Ghana and Togo to 
reduce violence against women and girls, and to increase women's 
political representation and participation in decision making. 
Working closely with other members of the women's equality program 
team, s/he will also work on women's equality initiatives across 
countries and issues.

Bilingual Resource Development Officer (Toronto). Reporting to the 
National Director of Development, the Resource Development Officer 
supports the corporate, foundation and individual giving programs, as 
well as the community event fundraising and donor relations 
portfolio. This position is also responsible for developing and 
writing fundraising support material. The Resource Development 
Officer will join the CCI team to ensure all fundraising goals and 
objectives are met.

Long Description

Purpose of post

The UNESCO Institute for Statistics (UIS) is an international organization based in Montreal, Canada and is mandated to

collect and publish global and internationally comparable statistics on education, science, technology, culture and

communication for over 200 Member States and territories.

Under the overall authority of the Director of the UNESCO Institute for Statistics (UIS), specifically under the direct

supervision of the Data Processing and Standards Specialist, DPSS and in the context of the Institute teams, the incumbent

shall in particular:

Main responsibilities

Oversee survey processing activities, including questionnaire design, data collection and non-response follow-up, which

entails the following functions:

* Contribute to the successful coordination and timely execution of data processing of surveys. Assist with ensuring that

the DPS unit is trained and fully capable of carrying out survey processing tasks; data issues are addressed effectively;

data processing is done professionally; DPS standards and procedures are adhered to; adequate guidelines and procedures exist

for all core data processing activities;
* The incumbent assists with all aspects of data processing of surveys (timeliness, response rates, adherence to

standards, etc.) including the reporting of such results.
* Communicate status information and problems/problem resolution with data respondents and with internal UIS stakeholders

to assist in the delivery of DPSS/DPS products and services. Maintain liaison with advisers or experts in international

organizations, regional and sub-regional agencies and associations to stay abreast of current trends in the production of

statistical questionnaires and collection/processing of statistical data. Maintain effective coordination and communication

with other UIS programme teams.

Oversee survey design and development activities, which includes the following functions:

* The incumbent supports the DPS Data Processing and Standards Specialist in preparing plans for questionnaire design,

preparation of manuals, guidelines as well as training and carrying out of training activities.
* Assist in the design and implementation of DPSS/DPS products of high quality for member states/data respondents, such

as UIS questionnaires, databases, data processing software, instruction manuals, training material, communications,

mailout/reminder strategies and data reports for member state review. This work includes supervising and reviewing the work

of team members and coordinating with colleagues in other UIS teams.
* Coordinate the requirements and test plans for IT system testing (if applicable); Assists with the submission of data

to the programme teams; Assists with coordinating translation and translation verification.

In general, the incumbent assists in:

* The delivery of DPSS/DPS statistical data and metadata processing services regarding the collection of data and meta-

data from statistical questionnaires
* Creation of data models
* Maintenance of the statistical database
* Provision of requirements to IT to produce software products to automate data processing/validation procedures
* Communications with countries
* Development of internal DPS training material and procedures to ensure quality and consistent work
* Assisting with the determination of priorities and allocation of work to the DPSS/DPS team and assisting with the

communications/handover of processed and finalised questionnaire response data to UIS teams for analysis and publication
* Assist with the regular review of quality monitoring systems.

Profile

- Advanced university degree in the field of statistics or a closely related numeric discipline (such as demography,

economics or mathematics).

- At least two to four years of professional experience in the collection of statistical data, of which preferably one year

acquired at the international level. Project management and survey/operations management experience is essential.

- Relevant experience and demonstrated ability to communicate effectively, especially in making presentations and public

speaking.

- Ability to supervise the work of a small team is required.

- Competence in the use of personal computers in a networked office environment is essential. Current Microsoft operating

system, office automation and email software skills are essential. Experience providing requirements for IT Software

Development projects and developing testing methodologies is an asset.

- Excellent knowledge of English or French and very good knowledge of the other language. A working knowledge of another

official UN language will be an asset.

Conditions of employment

UNESCOs salaries are calculated in US dollars. They consist of a basic salary and a post adjustment which reflects the cost

of living in a particular duty station and exchange rates. For this post, the annual remuneration will start at the current

exchange rate of US$ 70,611 (US$ 64,874 if without dependants) exempt from income tax. In addition, UNESCO offers an

attractive benefits package including 30 days annual vacation, pension plan and medical insurance. The initial appointment is

for one year and includes a probationary period of three months. It is renewable, subject to satisfactory service and

availability of funds to a maximum of three and exceptionally four years.

The Nutrition and Health Program Manager will advise and assist World Vision to design and facilitate implementation, monitor and evaluate nutrition and health programs, in both emergency and development contexts. The Nutrition and Health Program Manager will work collaboratively internally with the Nutrition and Health Team, the Regional Programs department, the Humanitarian Emergency Affairs Team (HEA), and other relevant colleagues at World Vision Canada (WVC), as well as with World Vision International (WVI) colleagues including the Centre of Expertise for Nutrition (CoE) and the Global Health Centre and other external agencies (e.g. donors, other NGOs, universities etc.)

Primary Responsibilities

Enhance Quality of Nutrition and Health Programming

Contribute to development of nutrition and health strategy.
Develop institutional nutrition capacity building strategy driven by field needs, focused on outcomes.
Maintain current knowledge of research findings, standards and guidelines for nutrition and health programming, and provide relevant updates and tools to field partners.
Provide technical support to the design, implementation, monitoring and evaluation of nutrition and health programs both emergency and development.
Coordinate evaluation of nutrition programming at various levels and coordinate operational research in nutrition.
Liaise with WV entities working in the nutrition and health sector
Coordinate and maintain nutrition and health programs and reports, using program experience and results to inform/revise strategy and programming.

Management of Nutrition and Health Programs

Provide technical and management support to nutrition and health programs in both emergency and development contexts. This support includes guidance on the design, implementation, monitoring and evaluation of programs, through ongoing correspondence with field partners, review of proposals and reports, and regular field visits.
Liaise with WVC finance staff for budget preparation and monitoring.
Liaise with marketing department and program donors, providing program updates and advocating for field partners as needed.

Development of New Initiatives and Partnerships for Resource Acquisition and Advocacy

Investigate and pursue opportunities to increase the extent and quality of WVC’s nutrition and health programming, in collaboration with field partners and WVC colleagues.
Represent WV’s work in nutrition and health to external agencies through correspondence, dissemination of assessment findings and lessons learned, and participation in professional conferences and networks.
Draft concept papers and proposals in participatory process with field partners for presentation to donors

Requirements

The successful candidate should possess a Master’s degree in nutrition or a related health discipline with three years of related experience in a developing country environment or Bachelors in nutrition and five years experience.
Experience in Community-based nutrition and health programming both in emergency as well as development contexts is key to this position.
Strong written and oral communication skills in both English and French are highly desirable for this position.
Analytical skills for synthesis of materials, evaluations, and preparation of presentations/articles for publication as well as experience in a PC environment and the MS Office suite of software.
Database management or familiarity with statistical software is an asset.
Evidence of a highly motivated team player is necessary.

I'm fellow from Africa(Somalia) helping here in Zanzibar & find very interesting these Courses,  I'm holding Conflict Analysis' Certificate from USIP, member of the CPIdiscussion and I believe that if there is no Justice therefore there is no Peace.
But unfortunately my economical situation could not permit me to afford the expences
for these Interesting Courses(that's the well known existing handicup of the fellows from the Developing Countries where are diffused the Wars, the Conflicts & Violence) therefore I'm trying to call your kind attention for the Facilitation of the Participation

This second annual Canadian School of Peacebuilding (CSOP), a program of Canadian Mennonite University (CMU), will be held in Winnipeg, MB, from June 14 to July 2, 2010 (www.cmu.ca/csop). Three 5-day sessions, each with two or three courses running concurrently, will be offered for academic credit or for professional training for practitioners. The Canadian School of Peacebuilding has been created to serve practitioners, professionals, activists, students, non-governmental organizations and faith-based groups engaged in peacebuilding. Its goal is to serve peacebuilders around the world by bringing them together in a collaborative learning community, nurturing and equipping them for various forms of peace practice and exposing them to some of the most significant, emerging ideas and teachers in the field.
