An ongoing controversy over
global war death estimates moved to a new level this month with the release
of a new study by researchers at the Human Security Report Project, the
University of London, and Uppsala University’s Conflict Data
Program.
“Estimating War Deaths: An Arena of Contestation,†which is published in the
December issue of the Journal of Conflict Resolution (JCR),
presents a detailed critique of claims made in the influential UK British
Medical Journal (BMJ) in 2008 (see Obermeyer, Murray and Gakidou 2008) that received
widespread media coverage.
The BMJpress release promoting the Obermeyer et al article
stated that, “Globally, war has killed three times more people
than previously estimated, and there is no evidence to support claims of a
recent decline in war deaths.†But the
newJCR study argues that the authors of the BMJ
article fail to prove either claim and that their article contains many
methodological and factual errors.
The BMJ article targeted a much-cited scholarly paper published in
2005 by Bethany Lacina and Nils Petter Gleditsch of the International Peace Research
Institute, Oslo (PRIO) that drew on a wide range of published sources. The
PRIO paper had detailed a new dataset that revealed that the annual battle death toll
around the world had declined by more than 90 percent between 1946 and 2002.
The BMJ article used relatively new World Health Organization (WHO)
population health survey data to estimate violent war deaths, arguing that
survey methods provide a more reliable way of estimating these deaths than
the methodology used to create the PRIO dataset. But, Michael Spagat, Andrew
Mack, Tara Cooper and Joakim Kreutz, authors of the Journal of Conflict
Resolution study, argue that using surveys to measure violent war deaths
confronts major––and
unacknowledged––challenges, and that the article
by Obermeyer and colleagues is deeply flawed. Two claims, they note, are
particularly problematic:
1. The BMJ article asserts that the PRIO study only captures
“… on average a third of the number of deaths estimated
from population based surveys.†This
claim fails for the following reasons:
No
conclusions about global patterns of war deaths should have been drawn
from the BMJ article's convenience sample of just 13 war-affected
countries. The PRIO dataset by contrast, provides estimates for battle
deaths for all 202 conflicts that were underway around the world during
the period covered by the BMJ article.
The
13-country convenience sample is biased. Obermeyer and colleagues had to
reject results for 33 countries that WHO surveyed, because the surveys
recorded too few deaths for a viable estimate. Yet the PRIO dataset
records battle deaths in most of these
countries––sometimes in large numbers.
For nearly
40% of countries reviewed, the PRIO fatality estimates are higher
than the estimates from the WHO surveys. Yet the BMJ authors
claim that PRIO estimates are consistently too low.
The BMJ
authors also fail to compare like with
like––their very broad category of
“war deaths†includes a far
greater range of fatalities than
PRIO’s relatively narrow category of “battle
deaths.†Treating these
categories as equivalent invalidates any comparisons between them.
The claim
that PRIO extracts its information primarily from “media
sources†is used in part
to substantiate the claim that the dataset undercounts battle deaths. It
is, however, incorrect. The PRIO data are drawn from a very wide variety
of sources including scholarly research and official reports.
The recall
period for the WHO surveys––up to 40
years––was far in excess of recommended
practice.
2. The assertion that “…there is no evidence
to support a recent decline in war deaths,†fails because:
The BMJ
study covers a much shorter time period than that covered by the PRIO dataset––again
like is not being compared with like. In the BMJ article the
period covered is from 1955 to 1994, which misses both the pre-1955
battle death high point and the post-1994 low points recorded in the
PRIO battle death dataset. The most recent three-year update of the PRIO
dataset confirms the long-term decline in battle deaths, although there
has a small increase since 2001.
The BMJ
authors’ extrapolated time trends are derived from their
biased convenience sample of just 13 countries. They differ from those
in the PRIO dataset solely because of the impact of an estimated
constant that is statistically insignificant. More appropriate
estimation procedures would have preserved the downward trend found in
the PRIO battle death dataset.
The authors of the new Journal of Conflict Resolution study argue that
there is little support for the claim that surveys are the gold standard for
measuring violent conflict deaths. First, no research has ever independently
validated the accuracy of nationwide estimates of violent conflict deaths
derived from surveys. Second, in several cases where different surveys
have been carried out in the same war-affected country over similar periods
of time, nationwide war death estimates have been radically different.
The online Appendix to the Journal of Conflict Resolution
study further argues that small surveys are inappropriate instruments for measuring
violent deaths, because most civil wars today tend to concentrate in a few
geographically localized areas. In these circumstances cluster surveys tend
either to fail to detect any war deaths
or––when they
do––overestimate their impact by a wide margin.
The Appendix also reveals the extent to which the WHO surveys repeatedly fail
to detect violent war deaths in countries where the PRIO
dataset––which supposedly undercounts
fatalities––reports many battle deaths. In
the case of the Philippines, for example, the WHO surveys failed to find any
violent war deaths during two periods in which the PRIO dataset reports at
least 70,000 battle deaths.
The article by Obermeyer and colleagues presented a critique of the PRIO
dataset in a high-visibility journal that unwarrantably faulted the
scholarship of the PRIO researchers who produced it. Yet the article signally
failed to substantiate any of its major criticisms, while containing serious
methodological and factual errors.

SUMMARY As a member of the CUSO-VSO Program Support Team and the National Volunteering and LINKS Team, the Program Officer provides leadership for partnership and program development in support of CUSO-VSOs programs in Latin America and the Caribbean (LAC) Region. Support the LAC program team to develop relationships with international organizations involved in volunteering within the Region

program called the Climate Justice Project (CJP), which is funded primarily

CJP
is a research and public engagement project that examines the intersection
of
climate change and social justice.
CCPA-BC is seeking a Project Administrator to work on the Climate Justice
Project.
Position Summary
This position will provide administrative assistance to the Climate Justice
Project. The positions principal responsibilities are administrative and
includes a combination of financial & project administration, and logistical
coordination. The CJP Administrator will be directly supervised by the
CCPA-BC

sounds sadly familiar. I wonder when the Canadians who have been so quick to
tell us what we did wrong will wake up and realize that they followed in our
footsteps very well. It would seem that their government has been bought out
just as easily by the corporate/military interests as ours has been. It is no
wonder that they found Bush so easy to get along with in the Security and Prosperity
Partnership agreements - they had the same backers. Welcome to our nightmare,

Canada
has already been treading the path on which the US started almost five decades
ago. After adhering to a migration approach that preserved the traditional
European-majority ethnic composition of the country, a more
"welcoming" sentiment is now deemed necessary. In the US, the
enactment of the Immigration Act of 1965 was followed by a policy of willful
neglect that allowed its borders to become more and more permeable, enabled to
a large extent by the promotion of "free" trade. This was then
followed by entreaties in the name of "social justice" and the needs
of the labor market to allow illegal migrants to remain. Globalist and leftist
ideology intersect here. Destroying majority-white nations is clearly in someone's
interest. Who could it be?
I
am an American who lived in Canada for several years and I prefer Canada to my
homeland in many ways. The Conservative Party in Canada used to be the
equivalent of most US Democrats, which is why they have a superior health care
system and social network.Reading what Harper and his ilk are doing to Canada
is deeply distressing, but fear is a strong influence, especially in Western
Canada where the Conservative Party has its real strength. I hope that
Canadians can wake up and save themselves before they simply turn into the US
North for real. I am not hopeful, however, i used to have hope for the US as
well.
Now
that Canada has been led away from having proved it's great skill as a
Peacemaker and has been goaded into following a path linked to US Foreign
Policy of killing on spec we Canadians had better wake up fast and do something
about it before we become as hated all over the world as our next door
neighbors. Canada can ill afford a majority government at this time and we all
need to review the reasons for getting ourselves involved in participating in
the illegal/immoral occupation of Afghanistan. the Yankee puppet may have asked
us for help but we should realize that the tactics of soldiers trained only to
kill citizens of the occupied land is not winning any hearts and minds there.
I just submitted an idea for Peace Cafés and Community
Centres for Teaching Peace to the Aviva Community Fund, a competition that will
result in positive change in our communities. While our home base is Calgary,
Canada, we wish to see Peace Cafés all across the country and around the world and
are working to that end. If this idea receives enough votes, it will have a
chance at sharing in $500,000 to bring the idea to life. I would really
appreciate your help in pushing this important idea to the finals. If nothing
else, it will increase general public awareness of Peace Cafés and Community
Centres for Teaching Peace and their merit.

CANADA FIRST DEFENCE
STRATEGY – Canadians were NOT consulted.
In February 2008, the Canadian
government announced Budget 2008 and gave the Department of National Defence
(DND) a guaranteed annual increase of 2% on its budget that establishes
predictable long-term funding for the military. In June 2008, the Canadian Government
launched the Canada First Defence Strategy, which signals a greater
combat role for our military and commits the government to spend $490 billion
over the next 20 years on DND, but Canadians were NOT consulted on this new
strategy. The automatic annual increase in defence spending to 2%,
beginning in 2011-12, will lead to a military budget of $30 billion by 2027. As
the chart below shows, we are currently spending almost $18 billion. Yet our
greatest security threat is climate change but we only spend $1.6 billion on
that.

However, according to the Centre
for Research and Information in Canada’s 2005 Portraits of Canada survey,
the top three program priorities for Canadians are protecting the environment
78%, spending more on health care 74%, and education and training 73%. Then,
why does our federal budget not reflect our priorities? Why has the
federal government drastically cut the budget on the environment but has
alarmingly increased the defence budget? Why are our taxes being spent for the
military to get amphibious assault vessels, UAVs, frigate combat systems, and
mobile gun systems costing billions of dollars, but they are NOT being
used to provide affordable housing, adult literacy, eliminating poverty and
student debt, tackling climate change and meeting our 0.7% Overseas Development
Assistance target to end global poverty and meet our Millennium Development
Goals? Demand that the federal government freeze the defence spending and spend

*We are not de-militarizing. Instead, militarism is on
the rise in Canada – more recruitment, more military funding of our
universities, and more tax dollars going to the military. What is it doing? Not
doing peacekeeping. It is fighting in an illegal war in Afghanistan where many
civilians have been injured, tortured, forced into refugee camps and killed. We
must question: “Fight with the Canadian Forces”- Why? A sustainable
future is a peaceful one. The UN declared 2001-2010to be the Decade to

We are a chapter-based network of young people and activists in

DESCRIPTION: SFT is seeking a Development
Director to implement and further develop our annual and
long-term fundraising plans. As a dynamic, youth-led, grassroots
organization, SFT relies on a diverse range of income sources
and creative grassroots fundraising strategies.
MAJOR RESPONSIBILITIES &
DUTIES:
Providing the overall strategic direction, coordination, and
implementation of SFT’s fundraising program;
Managing a part-time Development Associate and all
day-to-day procedures and office systems related to fundraising,
including SFT’s database, the tracking of donations, and
membership services;
Overseeing the implementation of all development plans and
initiatives, including online and direct mail appeals,

The UNESCO Institute for Statistics (UIS) is an international organization based in Montreal, Canada and is mandated to
collect and publish global and internationally comparable statistics on education, science, technology, culture and
communication for over 200 Member States and territories.
Under the overall authority of the Director of the UNESCO Institute for Statistics (UIS), specifically under the direct
supervision of the Data Processing and Standards Specialist, DPSS and in the context of the Institute teams, the incumbent
shall in particular:
Main responsibilities
Oversee survey processing activities, including questionnaire design, data collection and non-response follow-up, which
entails the following functions:
* Contribute to the successful coordination and timely execution of data processing of surveys. Assist with ensuring that
the DPS unit is trained and fully capable of carrying out survey processing tasks; data issues are addressed effectively;
data processing is done professionally; DPS standards and procedures are adhered to; adequate guidelines and procedures exist
for all core data processing activities; * The incumbent assists with all aspects of data processing of surveys (timeliness, response rates, adherence to
standards, etc.) including the reporting of such results. * Communicate status information and problems/problem resolution with data respondents and with internal UIS stakeholders

* The incumbent supports the DPS Data Processing and Standards Specialist in preparing plans for questionnaire design,
preparation of manuals, guidelines as well as training and carrying out of training activities. * Assist in the design and implementation of DPSS/DPS products of high quality for member states/data respondents, such
as UIS questionnaires, databases, data processing software, instruction manuals, training material, communications,
mailout/reminder strategies and data reports for member state review. This work includes supervising and reviewing the work
of team members and coordinating with colleagues in other UIS teams. * Coordinate the requirements and test plans for IT system testing (if applicable); Assists with the submission of data
to the programme teams; Assists with coordinating translation and translation verification.
In general, the incumbent assists in:
* The delivery of DPSS/DPS statistical data and metadata processing services regarding the collection of data and meta-
data from statistical questionnaires * Creation of data models
* Maintenance of the statistical database * Provision of requirements to IT to produce software products to automate data processing/validation procedures * Communications with countries * Development of internal DPS training material and procedures to ensure quality and consistent work

Profile
- Advanced university degree in the field of statistics or a closely related numeric discipline (such as demography,
economics or mathematics).
- At least two to four years of professional experience in the collection of statistical data, of which preferably one year
acquired at the international level. Project management and survey/operations management experience is essential.
- Relevant experience and demonstrated ability to communicate effectively, especially in making presentations and public
speaking.
- Ability to supervise the work of a small team is required.
- Competence in the use of personal computers in a networked office environment is essential. Current Microsoft operating
system, office automation and email software skills are essential. Experience providing requirements for IT Software
Development projects and developing testing methodologies is an asset.
- Excellent knowledge of English or French and very good knowledge of the other language. A working knowledge of another
official UN language will be an asset.
Conditions of employment
UNESCOs salaries are calculated in US dollars. They consist of a basic salary and a post adjustment which reflects the cost
of living in a particular duty station and exchange rates. For this post, the annual remuneration will start at the current
exchange rate of US$ 70,611 (US$ 64,874 if without dependants) exempt from income tax. In addition, UNESCO offers an
attractive benefits package including 30 days annual vacation, pension plan and medical insurance. The initial appointment is
for one year and includes a probationary period of three months. It is renewable, subject to satisfactory service and
availability of funds to a maximum of three and exceptionally four years.

Primary Responsibilities
Enhance Quality of Nutrition and Health Programming
Contribute to development of nutrition and health strategy. Develop institutional nutrition capacity building strategy driven by field needs, focused on outcomes.
Maintain current knowledge of research findings, standards and guidelines for nutrition and health programming, and provide relevant updates and tools to field partners. Provide technical support to the design, implementation, monitoring and evaluation of nutrition and health programs both emergency and development.
Coordinate evaluation of nutrition programming at various levels and coordinate operational research in nutrition. Liaise with WVC finance staff for budget preparation and monitoring. Liaise with marketing department and program donors, providing program updates and advocating for field partners as needed.
Development of New Initiatives and Partnerships for Resource Acquisition and Advocacy
Investigate and pursue opportunities to increase the extent and quality of WVC’s nutrition and health programming, in collaboration with field partners and WVC colleagues. Represent WV’s work in nutrition and health to external agencies through correspondence, dissemination of assessment findings and lessons learned, and participation in professional conferences and networks.
Draft concept papers and proposals in participatory process with field partners for presentation to donors
Requirements
The successful candidate should possess a Master’s degree in nutrition or a related health discipline with three years of related experience in a developing country environment or Bachelors in nutrition and five years experience.
Experience in Community-based nutrition and health programming both in emergency as well as development contexts is key to this position. Strong written and oral communication skills in both English and French are highly desirable for this position.
Analytical skills for synthesis of materials, evaluations, and preparation of presentations/articles for publication as well as experience in a PC environment and the MS Office suite of software. Database management or familiarity with statistical software is an asset.
